Pressure Sensitive Plastic Tape from Italy: Preliminary Results of Antidumping Duty Changed Circumstances Review
The Department of Commerce (the Department) is conducting a changed circumstances review of the antidumping duty finding on pressure sensitive plastic tape from Italy pursuant to section 751(b) of the Tariff Act of 1930, as amended (the Act), and 19 CFR 351.216 and 351.221(c)(3). We preliminarily determine that Evotape S.p.A was the successor-in-interest to Tyco Adhesives Italia S.p.A. (Tyco), and that Evotape Packaging S.r.l. (Evotape Packaging) and Evotape Masking S.r.l. (Evotape Masking) are both successors-in-interest to Evotape S.p.A for purposes of determining antidumping liability. Interested parties are invited to comment on these preliminary results.
Civil Nuclear Trade Advisory Committee Public Meeting

Carbon and Certain Alloy Steel Wire Rod from Trinidad and Tobago; Final Results of Antidumping Duty Administrative Review
On November 9, 2009, the Department of Commerce (the Department) published in the Federal Register the preliminary results of the administrative review of the antidumping duty order on carbon and certain alloy steel wire rod from Trinidad and Tobago. See Carbon and Certain Alloy Steel Wire Rod From Trinidad and Tobago; Preliminary Results of Antidumping Duty Administrative Review, 74 FR 57648 (November 9, 2009) (Preliminary Results). We gave interested parties an opportunity to comment on the Preliminary Results, and received no comments.
Certain Cut-to-Length Carbon Steel Plate From the People's Republic of China: Final Results of the 2007-2008 Administrative Review of the Antidumping Duty Order
On August 10, 2009, the Department of Commerce (``Department'') published Certain Cut-to-Length Carbon Steel Plate From the People's Republic of China: Preliminary Results and Partial Rescission of Antidumping Duty Administrative Review, 74 FR 39921 (August 10, 2009) (``Preliminary Results''). The period of review (``POR'') is November 1, 2007, through October 31, 2008. The administrative review covers one respondent, Hunan Valin Xiangtan Iron & Steel Co., Ltd. (``Valin Xiangtan'').

Saccharin from the People's Republic of China: Final Results of Changed Circumstances Review
The Department of Commerce (``Department'') published its preliminary results of changed circumstances review for saccharin from the People's Republic of China in (``PRC'') on December 1, 2009.\1\ We invited interested parties to comment on our preliminary results. No parties commented on our preliminary results. Therefore, the preliminary results are hereby adopted as the final results.
Certain Lined Paper Products from India: Notice of Final Results of Antidumping Duty Administrative Review
On October 7, 2009, the Department of Commerce (the Department) published in the Federal Register the preliminary results of the antidumping duty administrative review for certain lined paper products from India (CLPP). See Certain Lined Paper Products From India: Notice of Preliminary Results of Antidumping Duty Administrative Review, 74 FR 51558 (October 7, 2009) (Preliminary Results). This review covers 25 manufacturers and exporters of the subject merchandise.\1\ As a result of our analysis of the comments received, these final results differ from the Preliminary Results.
Certain Steel Concrete Reinforcing Bars From Turkey: Notice of Court Decision Not in Harmony With Final Results of Administrative Review
On January 19, 2010, the United States Court of International Trade (CIT) sustained the Department of Commerce's (the Department's) results of redetermination pursuant to the CIT's remand order in Nucor Corporation, Gerdau Ameristeel Corporation, and Commercial Metals Company v. United States and Icdas Celik Enerji Tersane ve Ulasim Sanayi A.S., Court No. 05-00616, Slip Op. 10-6 (Jan. 19, 2010). See Results of Redetermination Pursuant to Remand, dated November 6, 2009 (found at https://ia.ita.doc.gov/remands). Consistent with the decision of the United States Court of Appeals for the Federal Circuit (CAFC) in Timken Co. v. United States, 893 F.2d 337 (Fed. Cir. 1990) (Timken), the Department is notifying the public that the final judgment in this case is not in harmony with the Department's final results of the administrative review of the antidumping duty order on certain steel concrete reinforcing bars (rebar) from Turkey covering the period of review (POR) of April 1, 2003, through March 31, 2004. Narrow Woven Ribbons with Woven Selvedge from Taiwan: Preliminary Determination of Sales at Less Than Fair Value and Postponement of Final Determination
The Department of Commerce (the Department) preliminarily determines that narrow woven ribbons with woven selvedge (narrow woven ribbons) from Taiwan are being, or are likely to be, sold in the United States at less than fair value (LTFV), as provided in section 733(b) of the Tariff Act of 1930, as amended (the Act). The estimated dumping margins are listed in the ``Suspension of Liquidation'' section of this notice. Interested parties are invited to comment on this preliminary determination.

Drill Pipe From the People's Republic of China: Amendment to Initiation of Antidumping Duty Investigation
The Department of Commerce (``Department'') is currently conducting an antidumping duty investigation of drill pipe from the People's Republic of China (``PRC''). The period of investigation (``POI'') is April 1, 2009, through September 30, 2009. We are limiting the number of quantity and value questionnaires that will be sent directly to exporters and producers and extending the deadline for parties to submit a response to the quantity and value questionnaire.
Stainless Steel Sheet and Strip in Coils From Mexico; Final Results of Antidumping Duty Administrative Review
On August 7, 2009, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty order on stainless steel sheet and strip (S4) in coils from Mexico. See Stainless Steel Sheet and Strip in Coils From Mexico; Preliminary Results of Antidumping Duty Administrative Review and Intent Not To Revoke Order in Part, 74 FR 39622 (August 7, 2009) (Preliminary Results). This review covers sales of subject merchandise made by ThyssenKrupp Mexinox S.A. de C.V. (Mexinox) for the period July 1, 2007, to June 30, 2008. Based on our analysis of the comments received, we have made changes to the margin calculation; therefore, the final results differ from the preliminary results. The final weighted-average dumping margin for the reviewed firm is listed below in the section entitled ``Final Results of Review.''
Polyethylene Terephthalate Film, Sheet, and Strip from India: Final Results of Countervailing Duty Administrative Review
On July 31, 2009, the Department of Commerce (Department) issued the preliminary results of administrative review of the countervailing duty order on polyethylene terephthalate film, sheet, and strip (PET film) from India for the period January 1, 2007 through December 31, 2007. See Polyethylene Terephthalate Film, Sheet, and Strip from India: Preliminary Results of Countervailing Duty Administrative Review, 74 FR 39631 (August 7, 2009) (Preliminary Results). Based on the results of our analysis of the comments received, the Department has made certain revisions to the subsidy rates for the respondent, Jindal Poly Films Limited of India (Jindal), formerly named Jindal Polyester Limited (Jindal). The final subsidy rate for the reviewed company is listed below in the section entitled ``Final Results of Review.''
Stainless Steel Sheet and Strip in Coils from Japan: Final Results of Antidumping Duty Administrative Review
On August 7, 2009, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty order on stainless steel sheet and strip in coils (SSSSC) from Japan. This review covers two producers/exporters of the subject merchandise to the United States. The period of review (POR) is July 1, 2007, through June 30, 2008.
Certain Pasta from Italy: Notice of Final Results of the Twelfth Administrative Review
On August 6, 2009, the Department of Commerce (the Department) published the preliminary results of the twelfth administrative review for the antidumping duty order on certain pasta from Italy. The review covers ten manufacturers/exporters: Domenico Paone fu Erasmo S.p.A. (Erasmo), Industria Alimentare Colavita, S.p.A. (Indalco), P.A.M. S.p.A. (PAM), Pasta Lensi (Lensi), Pastificio Fratelli Pagani S.p.A. (Pagani), Pastificio Labor S.r.L. (Labor), Pastificio Lucio Garofalo (Garofalo), Pastificio Riscossa F.Illi Mastromauro S.r.L. (Riscossa), Rummo S.p.A. Molino e Pastificio (Rummo), and Rustichella d'Abruzzo S.p.A. (Rustichella). The period of review (POR) is July 1, 2007, through June 30, 2008. PAM and Garofalo were selected as mandatory respondents.\1\
Certain Polyester Staple Fiber from the People's Republic of China: Extension of Preliminary Results of Antidumping Duty Administrative Review
The Department of Commerce (``Department'') is extending the time limit for the preliminary results of the administrative review of certain polyester staple fiber from the People's Republic of China (``PRC''). This review covers the period June 1, 2008, through May 31, 2009.
Certain Polyester Staple Fiber From Taiwan: Preliminary Results of Antidumping Duty Administrative Review
The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on certain polyester staple fiber (PSF) from Taiwan. The period of review is May 1, 2008, through April 30, 2009. This review covers imports of certain polyester staple fiber from one producer/exporter. We have preliminarily found that sales of the subject merchandise have been made below normal value. If these preliminary results are adopted in our final results, we will instruct U.S. Customs and Border Protection (CBP) to assess antidumping duties on all appropriate entries. Interested parties are invited to comment on these preliminary results. We will issue the final results not later than 120 days after the date of publication of this notice.
Stainless Steel Sheet and Strip in Coils from Taiwan: Final Results and Rescission in Part of Antidumping Duty Administrative Review
On August 5, 2009, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty order on stainless steel sheet and strip in coils (SSSSC) from Taiwan. This review covers one producer/exporter of the subject merchandise to the United States. The period of review (POR) is July 1, 2007, through June 30, 2008. We are rescinding the review with respect to two companies because these companies had no shipments of subject merchandise during the POR.
Wooden Bedroom Furniture From the People's Republic of China: Preliminary Results of Antidumping Duty Administrative Review and Intent To Rescind Review in Part
In response to requests from interested parties, the Department of Commerce (Department) is conducting an administrative review of the antidumping duty order on wooden bedroom furniture (WBF) from the People's Republic of China (PRC). The period of review (POR) is January 1, 2008 through December 31, 2008. This administrative review covers multiple exporters of the subject merchandise, two of which are being individually examined as mandatory respondents.
Certain Non-Frozen Apple Juice Concentrate from the People's Republic of China: Initiation of Antidumping Duty New Shipper Review
The Department of Commerce (``Department'') has determined that a request for a new shipper review (``NSR'') of the antidumping duty order on certain non-frozen apple juice concentrate (``apple juice'') from the People's Republic of China (``PRC''), received on December 15, 2009, meets the statutory and regulatory requirements for initiation. The period of review (``POR'') for this NSR is June 1, 2009, through January 20, 2010. In this instance, LXFI's sale of subject merchandise was made during the POR specified by the Department's regulations but the shipment entered within fifty-one days after the end of that POR. The Department finds that extending the POR to capture this entry would not prevent the completion of the review within the time limits set by the Department's regulations. Therefore, the Department has extended the POR for the new shipper review of LXFI by 51 days. Honey from the People's Republic of China: Initiation of New Shipper Antidumping Duty Reviews
The Department of Commerce (``Department'') has determined that two requests for new shipper reviews (``NSRs'') of the antidumping duty order on honey from the People's Republic of China (``PRC''), received on December 10, 2009, and December 12, 2009, respectively, meet the statutory and regulatory requirements for initiation. The period of review (``POR'') of these two NSRs is December 1, 2008 through November 30, 2009.
Notice of Correction to the First Administrative Review of Certain Polyester Staple Fiber From the People's Republic of China: Final Results of Antidumping Duty Administrative Review
On January 11, 2010, the Department of Commerce (``Department'') published the final results of the administrative review of the antidumping duty order on certain polyester staple fiber from the People's Republic of China (``PRC''). Initiation of Five-year (“Sunset”) Review
In accordance with section 751(c) of the Tariff Act of 1930, as amended (``the Act''), the Department of Commerce (``the Department'') is automatically initiating a five-year review (``Sunset Review'') of the antidumping duty order listed below. The International Trade Commission (``the Commission'') is publishing concurrently with this notice its notice of Institution of Five-year Review which covers the same order.
