(collectively, petitioners), the U.S. Department of Commerce (the Department) initiated an administrative review of the antidumping duty order on hand trucks and certain parts thereof from the People's Republic of China for the companies listed below for the period December 1, 2006, through November 30, 2007. No other interested party requested a review for this period of review. For the reasons discussed below, the Department is rescinding this administrative review.

The period of investigation (``POI'') is October 1, 2006, to March 31, 2007. We invited interested parties to comment on our preliminary determination of sales at LTFV. Based on our analysis of the comments we received, we have made changes to our calculations for the mandatory respondents. We determine that LWS from the PRC are being, or are likely to be, sold in the United States at LTFV as provided in section 735 of the Tariff Act of 1930, as amended (``the Act''). The estimated margins of sales at LTFV are shown in the ``Final Determination Margins'' section of this notice.

North American Free-Trade Agreement, Article 1904 NAFTA Panel Reviews; Request for Panel Review

On June 6, 2008, Ivaco Rolling Mills 2004 L.P. and Sivaco Ontario, a division of Sivaco Wire Group 2004 L.P. (collectively, ``Ivaco'') filed a First Request for Panel Review with the United States Section of the NAFTA Secretariat pursuant to Article 1904 of the North American Free Trade Agreement. Panel review was requested of the Final Results of the 2005-2006 Antidumping Duty Administrative Review made by the International Trade Administration, respecting Carbon and Certain Alloy Steel Wire Rod from Canada. The determination was published in the Federal Register (73 FR 7710) on May 12, 2008. The NAFTA Secretariat has assigned Case Number USA-CDA-2008-1904-02 to this request.

This administrative review also covers Nakornthai Strip Mill Public Co., Ltd. On March 31, 2008, the Department of Commerce published the preliminary results of the administrative review of the antidumping duty order on stainless steel bar from France covering the period March 1, 2006, through February 28, 2007. This administrative review covers one manufacturer/exporter, Ascometal S.A. (Ascometal). No interested party commented on the preliminary results. We have made no changes to the margin calculation. Therefore, the final results do not differ from the preliminary results. The final weighted-average dumping margin for the reviewed firm is listed below in the section entitled ``Final Results of Review.''
Wooden Bedroom Furniture from the People's Republic of China: Preliminary Results of January 1, 2007 July 31, 2007 Semi-Annual New Shipper Reviews

(``Mu Si'') and Dongguan Bon Ten Furniture Co., Ltd. (``Bon Ten'').
