Helical Spring Lock Washers From the People's Republic of China: Notice of Court Decision Not In Harmony With Final Results of Administrative Review
On August 25, 2006, the United States Court of International Trade (``Court'') sustained the final remand determination made by the Department of Commerce (``the Department'') pursuant to the Court's remand of the final results of the administrative review of Helical Spring Lock Washers (``HSLWs'') from the People's Republic of China. See Shakeproof Assembly Components Division of IL Tool Works, Inc. v. United States, Consol. Ct. 05-00404, Slip Op. 06-129 (Ct. Int'l Trade Aug. 25, 2006) (``Shakeproof Assembly''). This case arises out of the Department's October 1, 2002, through September 30, 2003, administrative review final results. See Certain Helical Spring Lock Washers from the People's Republic of China: Final Results of Antidumping Duty Administrative Review, 70 FR 28274 (May 17, 2005) (``Final Results''). The final judgment in this case was not in harmony with the Department's Final Results.
Brake Rotors From the People's Republic of China: Initiation of New Shipper Review
The Department of Commerce (the ``Department'') received a timely request to conduct a new shipper review of the antidumping duty order on brake rotors from the People's Republic of China (``PRC''). In accordance with 19 CFR 351.214(d)(1), we are initiating a review for Longkou Qizheng Auto Parts Co., Ltd. (``Qizheng'').

Initiation of Antidumping and Countervailing Duty Administrative Reviews and Request for Revocation in Part
The Department of Commerce (the Department) has received requests to conduct administrative reviews of various antidumping and countervailing duty orders and findings with October anniversary dates. In accordance with the Department's regulations, we are initiating those administrative reviews. The Department also received a request to revoke one antidumping duty order in part.
Steel Concrete Reinforcing Bars From Latvia; Preliminary Results of the Sunset Review of Antidumping Duty Order
On August 1, 2006, the Department of Commerce (``the Department'') initiated a sunset review of the antidumping duty order on steel concrete reinforcing bars from Latvia. On the basis of the notice of intent to participate by a domestic interested party and adequate responses filed on behalf of the domestic and respondent interested parties, the Department is conducting a full sunset review of the antidumping duty order pursuant to section 751(c) of the Tariff Act of 1930, as amended (``the Act'') and 19 CFR 351.218(e)(2)(i). As a result of this sunset review, the Department preliminarily finds that revocation of the antidumping duty order would be likely to lead to continuation or recurrence of dumping at the levels listed below in the section entitled ``Preliminary Results of Review.''

Preliminary Results of Countervailing Duty Administrative Review: Certain Welded Carbon Steel Standard Pipe From Turkey
The Department of Commerce (``the Department'') is conducting an administrative review of the countervailing duty (``CVD'') order on certain welded carbon steel standard pipe from Turkey for the period January 1, 2005, through December 31, 2005. We preliminarily find that the net subsidy rate for the company under review is de minimis. See the ``Preliminary Results of Review'' section of this notice, infra. Interested parties are invited to comment on these preliminary results. (See the ``Public Comment'' section, infra.)
Corrosion-Resistant Carbon Steel Flat Products From France: Final Results of Countervailing Duty Administrative Review
On September 7, 2006, the Department of Commerce (``the Department'') published in the Federal Register its preliminary results of administrative review of the countervailing duty (``CVD'') order on corrosion-resistant carbon steel flat products (``CORE'') from France for the period January 1, 2004, through December 31, 2004 (see Preliminary Results of Countervailing Duty Administrative Review: Corrosion-Resistant Carbon Steel Flat Products from France, 71 FR 52770 (September 7, 2006) (``CORE Preliminary Results'')). The Department preliminarily found that Duferco Coating S.A. and Sorral S.A. (collectively, ``Duferco Sorral''), the producer/exporter of subject merchandise covered by this review did not receive countervailable subsidies during the period of review (``POR''). We did not receive any comments on our preliminary results and have made no revisions to those results.
Honey From Argentina: Preliminary Results of New Shipper Review
In response to a request by the respondent Patagonik S.A. (Patagonik), the Department of Commerce (the Department) is conducting a new shipper review of the antidumping order of honey from Argentina. The period of review (POR) is December 1, 2004, through December 31, 2005. We preliminarily determine a zero margin in the case of sales of honey from Argentina from Patagonik. If these preliminary results are adopted in our final results of this new shipper review, we will instruct Customs and Border Protection (CBP) to assess antidumping duties based on the difference between the export price (EP) or constructed export price (CEP) and normal value (NV). Interested parties are invited to comment on these preliminary results.
Notice of Final Results and Final Rescission in Part of Antidumping Duty Administrative Review: Certain Stainless Steel Butt-Weld Pipe Fittings From Taiwan
On July 13, 2006, the Department of Commerce (``the Department'') published in the Federal Register the preliminary results of the administrative review of the order on certain stainless steel butt-weld pipe fittings from Taiwan. See Certain Stainless Steel Butt- Weld Pipe Fittings From Taiwan: Preliminary Results of Antidumping Duty Administrative Review and Notice of Intent To Rescind in Part, 71 FR 39663 (July 13, 2006) (``Preliminary Results''). The merchandise covered by this order is certain stainless steel butt-weld pipe fittings from Taiwan as described in the ``Scope of the Order'' section of this notice. The period of review (``POR'') is June 1, 2004, through May 31, 2005. We gave interested parties an opportunity to comment on the preliminary results. Based upon our analysis of the comments received, we made one change to the margin calculation. The final weight-averaged dumping margin is listed below in the section titled ``Final Results of Review.''
Correction to Notice of Amended Final Determination Pursuant to Final Court Decision and Partial Revocation of Order on Certain Cut-To-Length Plate from Italy
On August 29, 2005, the Department of Commerce published in the Federal Register its Notice of Amended Final Determination Pursuant to Final Court Decision and Partial Revocation of Order on Certain Cut- To-Length Plate from Italy, 70 FR 51013 (Amended Final Determination). Due to an error in the Amended Final Determination pertaining to the effective date of the amended final determination, the Department is issuing a correction.
Notice of Amended Final Determination of Sales at Less Than Fair Value and Antidumping Duty Order/Pursuant to Court Decision: Wooden Bedroom Furniture From the People's Republic of China
On October 31, 2006, the United States Court of International Trade (``Court'') entered a stipulated judgment in the consolidated case of Dorbest Limited, et. al. v. United States, Consol. Ct. No. 05- cv-00003 (``Court Order''). This litigation arises out of the Department's Final Determination of Sales at Less Than Fair Value: Wooden Bedroom Furniture From the People's Republic of China, 69 FR 67313 (November 17, 2004) (``Final Determination''), as amended, 70 FR 329 (January 4, 2005) (``Amended Final Determination and Order''). The court case filed by Lacquer Craft Manufacturing Company Ltd. (``Lacquer Craft'') (Lacquer Craft Manufacturing Company Ltd. v. United States, Court No. 05-00083), was consolidated into the case filed by Dorbest Limited, et. al. (Court No. 05-00003). Pursuant to the Court's Order, Lacquer Craft's court case (Court No. 05-00083) has been severed from the consolidated litigation (Court No. 05-00003), and Lacquer Craft's claims against the government dismissed. Because the litigation in Lacquer Craft's case is now concluded, the Department is issuing an amended final determination in accordance with the Stipulated Judgement in this action.
Certain Preserved Mushrooms from the People's Republic of China: Final Results of the Antidumping Duty New Shipper Review
On July 7, 2006, the Department of Commerce (``the Department'') published in the Federal Register the preliminary results of the new shipper review of the antidumping duty order on certain preserved mushrooms from the People's Republic of China (``PRC'') for Guangxi Eastwing Trading Co., Ltd. (``Eastwing''). See Certain Preserved Mushrooms from the People's Republic of China: Preliminary Results of the Antidumping Duty New Shipper Review, 71 FR 38617 (July 7, 2006) (``Preliminary Results''). We gave interested parties an opportunity to comment on the Preliminary Results. Although no party submitted a case brief, additional surrogate value information has been placed on the record subsequent to the Preliminary Results by both Eastwing and the Department. Based on our analysis of the surrogate value information, we made changes to the antidumping duty margin calculations for the final results. We continue to find that Eastwing sold subject merchandise at less than normal value during the period of review (``POR'') February 1, 2005, through August 15, 2005.
Environmental Technologies Trade Advisory Committee (ETTAC), Request for Nominations
The Environmental Technologies Trade Advisory Committee (ETTAC) was established pursuant to provisions under Title IV of the Jobs Through Trade Expansion Act, 22. U.S.C. 2151, and under the Federal Advisory Committee Act, 5 U.S.C. App. 2. ETTAC was first chartered on May 31, 1994. ETTAC serves as an advisory body to the Environmental Trade Working Group of the Trade Promotion Coordinating Committee (TPCC), reporting directly to the Secretary of Commerce in his capacity as Chairman of the TPCC. ETTAC advises on the development and administration of policies and programs to expand United States exports of environmental technologies, goods, and services and products that comply with United States environmental, safety, and related requirements. Membership in a committee operating under the Federal Advisory Committee Act must be balanced in terms of economic subsector, geographic location, and company size. Committee members serve in a representative capacity, and must be able to generally represent the views and interests of a certain subsector of the U.S. environmental industry. We are seeking senior executive-level company or environmental technologies association candidates. Members of the ETTAC have experience in exporting the full range of environmental technologies products and services including: (1) Air Pollution Control/Monitoring Equipment; (2) Analytic Services; (3) Environmental Energy Sources; (4) Environmental Engineering and Consulting Services; (5) Financial Services; (6) Process and Prevention Technologies; (7) Solid and Hazardous Waste Equipment and Management; (8) Water and Wastewater Equipment and Services. The Secretary of Commerce invites nominations to ETTAC of U.S. citizens who will represent U.S. environmental goods and services companies that trade internationally, or trade associations whose members include U.S. companies that trade internationally. Companies must be at least 51 percent beneficially-owned by U.S. persons. U.S.- based subsidiaries of foreign companies in general do not qualify for representation on the committee. Nominees will be considered based upon their ability to carry out the goals of ETTAC's enabling legislation as further articulated in its charter. Notice of Initiation of New Shipper Antidumping Duty Review: Certain Steel Concrete Reinforcing Bars from Turkey
The Department of Commerce (the Department) has received a request to conduct a new shipper review of the antidumping duty order on certain steel concrete reinforcing bars (rebar) from Turkey published on April 17, 1997. See Antidumping Duty Order: Certain Steel Concrete Reinforcing Bars from Turkey, 62 FR 18748 (April 17, 1997) (Rebar from Turkey Order). In accordance with section 751(a)(2)(B) of the Tariff Act of 1930, as amended (the Act), and 19 CFR 351.214(d), we are initiating an antidumping new shipper review of Ege Celik Endustrisi Sanayi ve Ticaret A.S., a producer of subject merchandise, and its affiliated export trading company, Ege Dis Ticaret A.S. (collectively ``Ege Celik'').
Dynamic Random Access Memory Semiconductors of One Megabit or Above From the Republic of Korea; Notice of Amended Final Results Pursuant to Court Decision
On July 31, 2006, the United States Court of International Trade (CIT) sustained the final remand redetermination made by the Department of Commerce (the Department) pursuant to the CIT's third remand of the final results of the May 1, 1999December 31, 1999 administrative review of dynamic random access memory semiconductors of one megabit or above (DRAMs) from the Republic of Korea (Korea). See Hynix Semiconductor, Inc., Hynix Semiconductor America, Inc. v. United States and Micron Technology, Inc., 442 F. Supp. 2d 1359 (Ct. Int'l Trade 2006) (Hynix IV). Because all litigation in this matter has now concluded, the Department is now issuing its amended final results in accordance with the CIT's decision.
Brake Rotors From the People's Republic of China: Final Results and Partial Rescission of the 2004/2005 Administrative Review and Notice of Rescission of 2004/2005 New Shipper Review
On May 8, 2006, the Department of Commerce (``the Department'') published the preliminary results of the 2004/2005 administrative and new shipper reviews of the antidumping duty order on brake rotors from the People's Republic of China (PRC). See Brake Rotors From the People's Republic of China: Preliminary Results and Partial Rescission of the 2004/2005 Administrative Review and Preliminary Notice of Intent to Rescind the 2004/2005 New Shipper Review, 71 FR 26736 (May 8, 2006) (``Preliminary Results/Intent to Rescind''). At that time, we invited interested parties to comment on our preliminary results and preliminary notice of intent to rescind the new shipper review. Based on our analysis of the comments received, we have made certain changes to our calculations. The final dumping margins for these reviews are listed in the ``Final Results of Review'' section below.
Ball Bearings and Parts Thereof from Japan: Notice of Court Decision Not in Harmony
On October 23, 2006, the United States Court of International Trade affirmed the Department of Commerce's (the Department's) redetermination on remand of the final results of the administrative review of the antidumping duty order on ball bearings and parts thereof from Japan. See NSK Ltd., et al., v. United States, Court No. 04-00519, slip op. 06-157 (CIT 2006). This case arises from the Department's final results of Antifriction Bearings and Parts Thereof From France, Germany, Italy, Japan, Singapore, and the United Kingdom: Final Results of Antidumping Duty Administrative Reviews, Rescission of Administrative Reviews in Part, and Determination To Revoke Order in Part, 69 FR 55574 (September 15, 2004) (Final Results). The Department is now issuing this notice of court decision not in harmony with the Department's Final Results.
Wooden Bedroom Furniture from the People's Republic of China: Notice of Initiation and Preliminary Results of Changed Circumstances Review, and Intent to Revoke Order in Part
On September 20, 2006, the Department of Commerce (the ``Department'') received a request on behalf of the petitioners, the American Furniture Manufacturers Committee for Legal Trade and its individual members (the ``AFMC''), for a changed circumstances review and a request to revoke, in part, the antidumping duty (``AD'') order on wooden bedroom furniture from the People's Republic of China with respect to cheval style mirrored jewelry cabinets. In its September 20, 2006, submission, AFMC stated that it no longer has any interest in seeking antidumping relief from imports of such cheval style mirrored jewelry cabinets with respect to the subject merchandise defined in the ``Scope of the Order'' section below. Interested parties are invited to comment on these preliminary results.
Notice of Scope Rulings
The Department of Commerce (the Department) hereby publishes a list of scope rulings completed between July 1, 2006, and September 30, 2006. In conjunction with this list, the Department is also publishing a list of requests for scope rulings and anticircumvention determinations pending as of September 30, 2006. We intend to publish future lists after the close of the next calendar quarter.
Notice of Final Results of Antidumping Duty Changed Circumstances Review and Revocation of Order In Part: Certain Corrosion-Resistant Carbon Steel Flat Products from Germany
On October 13, 2006, the U.S. Department of Commerce (``the Department'') published a notice of preliminary results of changed circumstances reviews with the intent to revoke, in part, the antidumping duty order on certain corrosion-resistant carbon steel flat products (``corrosion-resistant steel'') from Germany, as described below. See Preliminary Results of Antidumping Duty Changed Circumstances Reviews And Notice of Intent to Revoke Order in Part: Certain Corrosion-Resistant Carbon Steel Flat Products from Germany, 71 FR 60473 (October 13, 2006) (Preliminary Results). In our Preliminary Results, the Department invited interested parties to comment on the preliminary determination to exclude certain corrosion-resistant carbon steel flat products from Germany (``product in question''), as described below, from the scope of the order. The Department received no comments. Absent any comments, the Department concludes that producers accounting for substantially all of the production of the domestic like product to which this order pertains lack interest in the relief provided by this order with respect to the product in question because the domestic parties: (1) Made affirmative statements of no interest in the continuation of the order with respect to the product in question; and (2) did not comment on the Preliminary Results, in which the Department stated its intent to revoke the order with respect to that merchandise. Therefore, the Department concludes that it is appropriate to revoke this order, in part, with respect to unliquidated entries of the product in question that are not subject to the final results of an administrative review.
Certain In-shell Roasted Pistachios from the Islamic Republic of Iran: Final Results of Countervailing Duty Administrative Review
On July 7, 2006, the Department of Commerce (the Department) published the preliminary results in the countervailing duty (CVD) administrative review of certain in-shell roasted pistachios from Iran. The Department has now completed this administrative review in accordance with section 751(a) of the Tariff Act of 1930, as amended (the Act). Based on information received since the preliminary results and our analysis of the comments received, the Department has not revised the net subsidy rate for Tehran Negah Nima Trading Company, Inc., trading as Nima Trading Company (Nima), the respondent company in this proceeding. The final net subsidy rate for the reviewed company is listed below in the section entitled ``Final Results of Review.''
Notice of Amended Final Results in Accordance With Court Decision: Antidumping Duty Administrative Review of Certain Cased Pencils from the People's Republic of China
On July 12, 2006, the United States Court of Appeals for the Federal Circuit (CAFC) affirmed the decision of the Court of International Trade (CIT) to sustain the Department of Commerce's (the Department's) remand redetermination in the 1999-2000 antidumping duty administrative review of certain cased pencils (pencils) from the People's Republic of China (PRC). In its redetermination, the Department assigned Guangdong Provincial Stationery & Sporting Goods Import & Export Corp. (Guangdong) a cash deposit rate of 13.91 percent, rather than the PRC-wide rate assigned to the company in the contested administrative review. As there is now a final and conclusive court decision in this case, the Department is amending the final results of the 1999-2000 antidumping duty administrative review of pencils from the PRC.
Pure Magnesium and Alloy Magnesium from Canada: Final Results of 2004 Countervailing Duty Administrative Reviews and Partial Rescission of Administrative Reviews
On July 13, 2006, the Department of Commerce published in the Federal Register the preliminary results of the administrative reviews of the countervailing duty orders on pure magnesium and alloy magnesium from Canada for the period January 1, 2004, through December 31, 2004. We gave interested parties an opportunity to comment on the preliminary results. Our analysis of the comments received on the preliminary results did not lead to any changes in the net subsidy rates. Therefore, the final results do not differ from the preliminary results. The final net subsidy rate for the reviewed company are listed below in the section entitled ``Final Results of Reviews.''
Certain Hot-Rolled Carbon Steel Flat Products From Thailand; Preliminary Results of Antidumping Duty Administrative Review and Rescission in Part
In response to requests from United States Steel Corporation (petitioner), and Nucor Corporation (Nucor), the Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on certain hot-rolled carbon steel flat products (hot-rolled steel) from Thailand. This administrative review covers imports of subject merchandise produced and exported by Nakornthai Strip Mill Public Co., Ltd. (NSM), Sahaviriya Steel Industries Public Co., Ltd. (SSI), and G Steel Public Co., Ltd. (G Steel). We preliminarily determine that sales of subject merchandise by NSM have been made at not less than normal value (NV). In addition, we are preliminarily rescinding this review with respect to G Steel because it reported, and we confirmed, that it did not make shipments of subject merchandise to the United States during the period of review (POR). See Partial Rescission of Administrative Review below. Further, on April 28, 2006, the Department rescinded this review with respect to SSI in accordance with 19 CFR 351.213(d)(1) because petitioner and Nucor withdrew their requests for administrative review within the 90-day deadline and no other party requested a review of SSI. See Partial Rescission of Antidumping Duty Administrative Review: Certain Hot- Rolled Carbon Steel Flat Products from Thailand, 71 FR 25148 (April 28, 2006). If these preliminary results are adopted in our final results, we will instruct U.S. Customs and Border Protection (CBP) to assess antidumping duties on appropriate entries based on the difference between the export price (EP) and the NV. Interested parties are invited to comment on these preliminary results.
Preliminary Results of Antidumping Duty Changed-Circumstances Review and Notice of Intent to Revoke Order in Part: Stainless Steel Bar from Japan
On October 16, 2006, the Department of Commerce (the Department) published a notice of initiation of changed-circumstances review of the antidumping duty order on stainless steel bar from Japan, as described below. See Initiation of Antidumping Duty Changed- Circumstances Review: Stainless Steel Bar from Japan, 71 FR 60691 (October 16, 2006) (Initiation Notice). In our Initiation Notice, we invited interested parties to comment on the request to exclude 21-2N modified valve/stem stainless steel round bar, as described below, from the scope of this order. The Department received no comments. Absent any comments, the Department preliminarily concludes that producers accounting for substantially all of the production of the domestic like product to which this order pertains lack interest in the relief provided by this order with respect to 21-2N modified valve/stem stainless steel round bar. Therefore, the Department preliminarily concludes that it is appropriate to revoke this order, in part, with respect to unliquidated entries of 21-2N modified valve/stem stainless steel round bar, not subject to the final results of an administrative review, that have been entered for consumption on or after February 1, 2006, based on the fact that the petitioners and domestic interested parties have made an affirmative statement of no interest in the continuation of the order with respect to that merchandise.
Carbazole Violet Pigment 23 From the People's Republic of China; Preliminary Results of Antidumping Duty Administrative Review and Rescission in Part
The Department of Commerce (the Department) is conducting the administrative review of the antidumping duty order on carbazole violet pigment 23 (CVP 23) from the People's Republic of China (PRC) for the period June 24, 2004, through November 30, 2005. We are rescinding this review with respect to Trust Chem Co., Ltd./Boson Enterprises Ltd. (collectively Trust Chem) and Nantong Haidi Chemical Company (Haidi). We have preliminarily determined that sales have not been made below normal value (NV) by the respondent, Tianjin Hanchem International Trading Co., Ltd. (Hanchem). If these preliminary results are adopted in our final results of this review, we will instruct U.S. Customs and Border Protection (CBP) to liquidate the appropriate entries without regard to antidumping duties. Interested parties are invited to comment on these preliminary results. We will issue the final results no later than 120 days from the date of publication of this notice.
Carbon and Alloy Steel Wire Rod from Trinidad and Tobago; Preliminary Results of Antidumping Duty Administrative Review
On December 1, 2005, the Department of Commerce (``the Department'') initiated an administrative review of the antidumping duty order on carbon and alloy steel wire rod (``wire rod'') from Trinidad and Tobago for the period of review (``POR'') October 1, 2004, through September 30, 2005. We preliminarily determine that during the POR, Mittal Steel Point Lisas Limited (``MSPL'') and its affiliates Mittal Steel North America Inc. (``MSNA'') and Mittal Walker Wire Inc. (collectively ``Mittal'') did not make sales of subject merchandise at less than normal value (``NV'') (i.e., sales were made at de minimis dumping margins). If these preliminary results are adopted in the final results of this administrative review, we will instruct U.S. Customs and Border Protection (``CBP'') to liquidate appropriate entries without regard to antidumping duties. Interested parties are invited to comment on these preliminary results. Parties who submit comments in this segment of the proceeding should also submit with them: (1) a statement of the issues and (2) a brief summary of the comments. Further, parties submitting written comments are requested to provide the Department with an electronic version of the public version of any such comments on diskette.
Certain Steel Concrete Reinforcing Bars From Turkey; Final Results and Rescission of Antidumping Duty Administrative Review in Part
On May 5, 2006, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty order on certain steel concrete reinforcing bars (rebar) from Turkey (71 FR 26455). This review covers 14 producers/ exporters of the subject merchandise to the United States. The period of review (POR) is April 1, 2004, through March 31, 2005. We are rescinding the review with respect to 19 companies because either: 1) these companies had no shipments of subject merchandise during the POR; or 2) the questionnaires sent to these companies were returned to the Department because of undeliverable addresses. Based on our analysis of the comments received, we have made certain changes in the margin calculations. Therefore, the final results differ from the preliminary results. The final weighted-average dumping margins for the reviewed firms are listed below in the section entitled ``Final Results of Review.''
Freshwater Crawfish Tail Meat from the People's Republic of China: Notice of Amended Final Results and Amended Order Pursuant to Final Court Decision
On April 3, 2006, the Court of International Trade (``CIT'') affirmed the Department's remand determination and entered judgment in Hontex Enterprises Inc., d/b/a Louisiana Packing Co. v. United States, Ct. No. 02-00223, Slip Op. 06-42 (Ct. Int'l Trade April 3, 2006) (``Hontex Judgment''), which challenged certain aspects of the Department of Commerce's (``the Department'') Freshwater Crawfish Tail Meat from the People's Republic of China: Final Results of Administrative Antidumping Duty and New Shipper Reviews, and Final Rescission of New Shipper Review, 65 FR 20948 (April 19, 2000) (``Final Results'') and accompanying Issues and Decision Memorandum for the Administrative Review of the Antidumping Duty Order on Freshwater Crawfish Tail Meat from the People's Republic of China From Edward C. Yang to Joseph A. Spetrini (``Decision Memo''), dated April 19, 2000. As explained below, in accordance with the order contained in the CIT's April 3, 2006, Hontex Judgment, the Department is amending the Final Results to treat Huaiyin Foreign Trade Corporation (5) (``HFTC5'') and Ningbo Nanlian Frozen Foods Company, Ltd. (``Ningbo Nanlian'') as unaffiliated, non-collapsed entities.
Large Newspaper Printing Presses and Components Thereof, Whether Assembled or Unassembled, from Japan: Preliminary Results of Reconsideration of Sunset Review
On April 13, 2006, the Department of Commerce (``the Department'') published the notice of initiation of the reconsideration of the sunset review of the antidumping duty order on large newspaper printing presses and components thereof, whether assembled or unassembled (LNPP), from Japan. On the basis of the notice of intent to participate, as well as adequate substantive responses and rebuttal comments filed on behalf of the domestic and respondent interested parties, the Department is conducting a full sunset review of the antidumping duty order, following the requirements of section 751(c) of the Tariff Act of 1930, as amended (``the Act'') and 19 CFR 351.218(e)(2)(i). As a result of this reconsideration of the sunset review, the Department preliminarily finds that revocation of the order on LNPP from Japan after the original sunset review period of 1996-2001 would have likely led to the continuation or recurrence of dumping at the levels listed below in the section entitled ``Preliminary Results of Review.''
Certain Preserved Mushrooms From India: Preliminary Results of Antidumping Duty Administrative Review
In response to timely requests by Agro Dutch Industries, Ltd. (Agro Dutch) and the petitioner,\1\ the Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on certain preserved mushrooms from India with respect to Agro Dutch. The period of review (POR) is February 1, 2005, through January 31, 2006.
Notice of Preliminary Results of Antidumping Duty Administrative Review and Notice of Initiation of Changed Circumstances Review: Carbon and Certain Alloy Steel Wire Rod from Canada
The Department of Commerce (``the Department'') is conducting an administrative review of the antidumping duty order on carbon and certain alloy steel wire rod from Canada for the period October 1, 2004, to September 30, 2005 (``the POR''). We preliminarily determine that sales of subject merchandise by Ivaco Rolling Mills 2004 L.P. and Sivaco Ontario, a division of Sivaco Wire Group 2004 L.P., (the respondents collectively refer to themselves as ``Ivaco'') have been made below normal value (``NV''). If these preliminary results are adopted in our final results, we will instruct U.S. Customs and Border Protection (``CBP'') to assess antidumping duties on appropriate entries. Interested parties are invited to comment on these preliminary results. We will issue the final results no later than 120 days from the publication of this notice. In response to Ivaco's January 12, 2006, response to the Department's original Section A questionnaire, notifying the Department that the assets of Ivaco, Inc. and all of its divisions (e.g., Sivaco Ontario, and Sivaco Quebec) had been purchased, the Department is self- initiating a changed circumstances review of the antidumping duty order on carbon and certain alloy steel wire rod from Canada.

The Department of Commerce (``the Department'') has preliminarily determined that sales by the respondents in this review, covering the period February 1, 2005, through January 31, 2006, have been made at prices less than normal value (``NV''). If these preliminary results are adopted in the final results of this review, we will instruct U.S. Customs and Border Protection (``CBP'') to assess antidumping duties on all appropriate entries. The Department invites interested parties to comment on these preliminary results.
