In accordance with sections
777A(e)(1) and 751(a)(1)(A) of the Act
and 19 CFR 351.221(b)(5), we calculated
an ad valorem subsidy rate for Nima,
the only producer/exporter subject to
this review, for the POR, calendar year
2004.

As Nima is the exporter but not the

Department’s final results of review
apply only to subject merchandise
exported by Nima and produced by any

supplying producer).
Therefore, we will issue the following
cash deposit requirements, within 15
days of publication of the final results
of the instant review, for all shipments
of subject merchandise entered, or
withdrawn from warehouse, for
consumption on or after the date of
publication: (1) for merchandise
exported by Nima, the cash deposit rate
will be 66.50 percent ad valorem, i.e.,
the rate calculated in the final results of
the instant administrative review; (2) if
the exporter is not a firm covered in this
review, a prior review, or the original
CVD investigation, but the producer is,
the cash deposit rate will be the rate
established for the most recent period
for the producer of the merchandise;
and (3) if neither the exporter nor the
producer is a firm covered in this
review, a prior review, or the original
investigation, the cash deposit rate will
continue to be 317.89 percent ad
valorem, the ‘‘All Others’’ rate from the
final determination in the original
investigation. We will also issue
assessment instructions to U.S. Customs
and Border Protection (CBP) 15 days
after the date of publication of these
final results of review.

to parties subject to administrative
protective order (APO) of their
responsibility concerning the
disposition of proprietary information
disclosed under APO in accordance
with 19 CFR 351.305(a)(3). Timely

hereby requested. Failure to comply
with the regulations and the terms of an
APO is a sanctionable violation.

The Department’s regulations provide
that the Secretary will publish in the

on a quarterly basis. See 19 CFR
351.225(o). Our most recent ‘‘Notice of
Scope Rulings’’ was published on July
28, 2006. See 71 FR 42807. The instant
notice covers all scope rulings and
anticircumvention determinations
completed by Import Administration
between July 1, 2006, and September 30,
2006, inclusive. It also lists any scope or
anticircumvention inquiries pending as
of September 30, 2006, as well as scope
rulings inadvertently omitted from prior
published lists. As described below,
