Annual Surveys in the Manufacturing Area

The Bureau of the Census (Census Bureau) is conducting the 2007 Annual Surveys in the Manufacturing Area. The 2007 Annual Surveys consist of the Current Industrial Reports surveys and the Survey of Industrial Research and Development. We have determined that annual data collected from these surveys are needed to aid the efficient performance of essential governmental functions and have significant application to the needs of the public and industry. The data derived from these surveys, most of which have been conducted for many years, are not publicly available from non-governmental or other governmental sources. As in prior years, these surveys will operate as separate collections of national statistical data on manufacturing. Because 2007 is an economic census year, the 2007 Annual Survey of Manufactures is being conducted as part of the economic census and is not covered in this notice of determination. The following two annual surveys in the manufacturing area will not be conducted in 2007: Survey of Plant Capacity Utilization, and the Survey of Pollution Abatement Costs and Expenditures.

American Indian and Alaska Native Policy Statement

The Census Bureau is currently conducting consultation meetings with federally-recognized tribal governments in preparation for the 2010 Census and would like to extend the comment period to allow those tribal leaders and the general public the opportunity to review and provide their input on the draft policy. American Community Survey Data Products

The Census Bureau is proposing to modify its current line of data products to accommodate the multiyear estimates and is requesting comments from current and potential users of ACS data products to help guide this modification. The ACS data products are currently only available in the form of single-year estimates for years 2005 and 2006.

This document serves notice to state and local governments and to other federal agencies that beginning on January 1, 2008, the Bureau of the Census will suspend the Geographically Updated Population Certification Program for five yearsthe two years preceding the decennial census, the decennial census year, and the two years following itto accommodate the taking of the 2010 Census. During this time, the Bureau of the Census will not provide the operations necessary to determine the updated April 1, 2000, census population and housing unit counts for entities that annex territory or that incorporate or organize as counties, boroughs, cities, towns, villages, townships, or other general purpose governments. However, all requests for population and housing count updates received in writing before January 1, 2008 will be considered.

The Bureau of the Census (Census Bureau) conducts the Survey of Industrial Research and Development (R&D) under a joint partnership agreement with the National Science Foundation (NSF). The U.S. Census Bureau proposes to provide data collected from the 2004-2009 R&D surveys to the Bureau of Economic Analysis (BEA) for statistical purposes exclusively. In accordance with the requirement of Section 524(d) of the Confidential Information Protection and Statistical Efficiency Act of 2002 (CIPSEA), we are providing the opportunity for public comment on this data-sharing action. Through the use of these shared data, the BEA will augment its existing R&D-related data, identify data quality issues arising from reporting differences in the BEA and Census Bureau surveys, and improve its survey sample frames. The NSF will be provided non-confidential aggregate data (public use) and reports that have cleared Census Bureau disclosure review. Disclosure review is a process conducted to verify that the data to be released do not reveal any confidential information.

Procedures for Participation in the 2010 Decennial Census Local Update of Census Addresses (LUCA) Program

The Bureau of the Census (Census Bureau) is requesting public comment on the proposed procedures for developing the specific components of an address list review program, known as the Local Update of Census Addresses (LUCA) program. The Census Bureau will use the LUCA program to help develop the housing unit and group quarters (e.g., college dormitory, nursing home, correctional facility, etc.) address information that it will need to conduct the 2010 Decennial Census. The program will be available to tribal, state, and local governments, and the District of Columbia and Puerto Rico (or their designated representatives), in areas for which the Census Bureau performs a precensus address canvassing operation (excluded are sparsely settled areas in the states of Alaska and Maine). The LUCA program includes federally recognized American Indian tribes with reservations and/or off-reservation trust lands, states, and general-purpose local governments, such as cities and townships, for which the Census Bureau reports data. This notice provides information about the three proposed options available to participants for reviewing and annotating the 2010 Census LUCA materials, as well as a description of the feedback materials that will be provided to participants following their participation. A future notice will announce the establishment outside the Department of Commerce (DOC) of the Census Address List Appeals process that will be established by the Office of Management and Budget (OMB) for the 2010 Census LUCA Operation. The Census Bureau and the OMB will publish a separate Federal Register Notice seeking comments on this Appeal process at a later date.

In preparation for the 2010 Census, the Bureau of the Census (Census Bureau) has drafted an American Indian and Alaska Native (AIAN) policy statement and is requesting public comment on it. This proposed policy outlines the principles to be followed in all Census Bureau interactions with federally-recognized American Indian and Alaska Native tribal governments. The policy reaffirms the unique government- to-government relationship that exists between American Indian and Alaska Native tribal governments and the Census Bureau and is consistent with the AIAN policy statement adopted by the Department of Commerce (DOC) on March 30, 1995. The Census Bureau believes that the adoption of the proposed AIAN policy would satisfy a long-standing request from AIAN populations and would encourage and facilitate greater cooperation from these populations during decennial censuses and help us to better communicate with and enumerate these difficult- to-count populations.

In addition to providing the Census Bureau with their voting districts, States may opt to provide the Census Bureau with their suggestions for the 2010 Census tabulation block inventory. States may choose to participate in one or both options during Phase 2. Participation in Phase 2 is voluntary.
