The Census Bureau's Proposed Race/Ethnicity Code List for the American Community Survey and the 2030 Census
As part of the Race/Ethnicity Coding Improvement Project, the U.S. Census Bureau (Census Bureau) is seeking feedback on the proposed race/ethnicity code list that will be used when the combined race/ ethnicity question is implemented in the American Community Survey (ACS) and the 2030 Census. The Census Bureau aims to enhance and improve the code list that was used in the 2020 Census and is currently used in the ACS to ensure that detailed race and/or ethnicity responses are accurately coded and tabulated in future data collections.

U.S. Census Bureau Tribal Consultation; Virtual Public Meeting
The U.S. Census Bureau (Census Bureau) will conduct two virtual Tribal consultations on updating the race/ethnicity code list for the American Community Survey and the 2030 Census on December 11, 2024, and January 15, 2025. The two virtual Tribal consultation webinars will reflect the Census Bureau's continuous commitment to strengthen government-to-government relationships with federally recognized Tribes. The Census Bureau's procedures for outreach, notice, and consultation ensure involvement of Tribes, to the extent practicable and permitted by law, before making decisions or implementing policies, rules, or programs that affect federally recognized Tribal governments. These meetings are open to citizens of federally and State recognized Tribes by invitation.

Foreign Trade Regulations (FTR): Clarification of Filing Requirements Regarding In-Transit Shipments and Other FTR Provisions
The Bureau of the Census (Census Bureau) proposes to amend its regulations to clarify the requirements governing in-transit shipments from foreign countries through the United States that are subsequently exported to a foreign destination. This rulemaking proposes to clarify who is the U.S. Principal Party in Interest (USPPI) and revise the entry number description when goods are entered into the United States for consumption or warehousing, and then stored in a warehouse or storage facility or admitted into a Foreign Trade Zone (FTZ) before being exported. This rule also proposes to clarify that when a customs broker is the USPPI and they are requested to provide information from the customs entry for the filing of the Electronic Export Information (EEI), that they obtain consent from their client, as required in the customs regulations. Additionally, this proposed rule revises several sections, including definitions, mandatory filing requirements, responsibilities of parties to the export transaction, confidentiality, penalties, and voluntary self-disclosures to ensure clarity, accuracy, and consistency throughout the FTR.

American Community Survey Timeline for Implementing Updated 2024 Race and Ethnicity Data Standards
The American Community Survey (ACS) collects race and ethnicity data from respondents according to the standards outlined by the U.S. Office of Management and Budget (OMB) in Statistical Policy Directive No.15 (SPD 15). In March 2024, OMB issued updates to SPD 15 that must be implemented into all Federal information collections that collect data on race and ethnicity as soon as possible but no later than March 28, 2029. The Department of Commerce invites the public to comment on the timeline for the adoption of these updated standards for the ACS.
Establishment of the 2030 Census Redistricting Data Program

American Community Survey Agricultural Sales and Farm Indicator Data
The American Community Survey (ACS) is a continuous survey conducted by the U.S. Census Bureau, gathering detailed housing and socioeconomic data from around 3.54 million addresses in the U.S. and about 36,000 addresses in Puerto Rico annually. It replaces the long- form census previously done once a decade, providing crucial statistics for governmental, non-profit, business, and public decision-making at various levels. To enhance efficiency and reduce respondent burden, the ACS is increasingly utilizing administrative and third-party data sources. The Census Bureau is considering using such data to replace the agricultural sales question, which has implications for federal programs and economic analysis. The proposal explores several data sources to classify properties as farms or non-farms. The Department of Commerce invites the public to comment on the proposed research to determine whether data other than survey responses can be used effectively to replace agricultural sales data currently provided by the Census Bureau that has been obtained from responses to the ACS.
