Geographically Updated Population Certification Program

Effective January 1, 2024, the Census Bureau will reinstate the Geographically Updated Population Certification Program (GUPCP). At that time, the Census Bureau will resume processing applications for certified decennial census population and housing counts associated with updated government boundaries. This service was suspended on January 1, 2019, to accommodate the taking of the 2020 Census (see the Federal Register, October 19, 2018). The resumption of this service provides the requesting government a new certification of 2020 Census population and housing counts based on boundary updates that became legally effective after the 2020 Census. Government boundaries effective on or before January 1, 2020 were used for 2020 Census population and housing tabulation. While GUPCP was originally scheduled for reinstatement in 2022, resource demands following the 2020 Census have delayed its relaunch until 2024. Resumption of the program continues a fee-based service that the Census Bureau has provided since the 1970s. The Office of the Under Secretary for Economic Affairs (OUSEA) announces the appointment of members who will serve on the OUSEA Performance Review Board (PRB). The PRB is responsible for reviewing the appraisals and ratings recommended by the senior employees' supervisors and written responses from the senior employee, if any, as well as any other reviews requested, to ensure that recommended ratings are supported and appropriate in the OUSEA, Bureau of Economic Analysis and the US Census Bureau. The PRB provides recommendations to the Appointing Authority regarding the objectives and operation of the SES and ST performance appraisal and reward systems, as required. The purpose of the PRB is to provide fair and impartial review of senior executive service and senior professional performance ratings, bonus and pay adjustment recommendations and Presidential Rank Award nominations. The term of each PRB member will expire on December 31, 2025.

The Census Bureau issues this final rule amending its regulations to reflect new export reporting requirements related to the State Department, Directorate of Defense Trade Controls (DDTC) Category XXI Determination Number. Specifically, the Census Bureau is adding a conditional data element, DDTC Category XXI Determination Number, when ``21'' is selected in the DDTC USML Category Code field in the Automated Export System (AES) to represent United States Munitions List (USML) Category XXI. In addition, this rule makes remedial changes to the Foreign Trade Regulations (FTR) to update International Traffic in Arms Regulations (ITAR) references in existing data elements: DDTC Significant Military Equipment Indicator and DDTC Eligible Party Certification Indicator. This rule also makes other remedial changes to the FTR.

Differential Privacy Methodology for County Business Patterns Data

The Census Bureau has created demonstration tables and invites the public to participate in a live question-and-answer webinar on April 20, 2023, to learn more about how the differential privacy methodology is being applied to the CBP data. Population Estimates Challenge Program

The Bureau of the Census (Census Bureau) amends the regulations for the Population Estimates Challenge Program which will provide eligible general-purpose governmental entities (local governments) with the opportunity to file requests for the review of their population estimates for 2021 and subsequent years in forthcoming estimates series, beginning with the Vintage 2022 series that is scheduled to be published in 2023. Under this program, a governmental unit may file a challenge to its official population estimate by submitting additional data to the Census Bureau for evaluation, or by identifying a technical error in processing input data or producing the estimates. Specifically, the Census Bureau amends its regulations to update the regulation's references pertaining to the input data which are used to produce the official population estimates and revise the evidence required to support a challenge. In this final rule, the Census Bureau responds to comments received during the public comment periodclosed on December 22, 2022on the notice of proposed rulemaking posted in the Federal Register pertaining to ways in which the Population Estimates Challenge Program might be improved.
