Foreign Trade Regulations (FTR): Cancellation of the Advanced Export Information (AEI) Pilot Program

In a Solicitation of Pilot Program Participants in the Federal Register on January 31, 2014, the Census Bureau announced the implementation of the Advanced Export Information (AEI) pilot program to evaluate a new filing option in the Automated Export System and solicited AEI pilot program participants. The AEI pilot program filing option allowed participating exporters to submit a limited set of Electronic Export Information (EEI) in accordance with existing filing deadlines, followed by the full set of data elements submitted within five calendar days of the date of export. This notification announces that the Census Bureau, in cooperation with the U.S. Customs and Border Protection (CBP), has decided to cancel the AEI pilot program. This decision to eliminate the AEI pilot program as an AES filing option was made because the Census Bureau was unable to conduct sufficient analysis and evaluation of the pilot program due to a lack of adequate participation.

Feedback on these products will help to determine the final content and design for the 2020 Census Detailed DHC-A and Detailed DHC-B. The tribal consultation meetings reflect the Census Bureau's continuous commitment to strengthen nation-to-nation relationships with federally recognized tribes. The Census Bureau's procedures for outreach, notice, and consultation ensure involvement of tribes to the extent practicable and permitted by law before making decisions or implementing policies, rules, or programs that affect federally recognized tribal governments. These meetings are open to citizens of federally recognized tribes by invitation. The Census Bureau provided questions in preparation for the tribal consultations focused on the Detailed DHC-A and Detailed DHC-B. In that regard, the Census Bureau is asking tribal governments review the proposed tables, levels of geography, and product design. Helpful feedback would include tables and geographies that are needed, how design changes may impact your work, and ways the Census Bureau can continue to effectively communicate with tribal leaders about these products. Request for Comment on Inflation Measures for Adjusting Historical Income

The Census Bureau is seeking comments on the use of alternative price indices to adjust dollar-denominated income values to reflect changes in the price level over time (inflation adjustment). Currently, historical estimates of income and earnings are inflation- adjusted using the Consumer Price Index for All Urban Consumers Research Series (R-CPI-U-RS) produced by the Bureau of Labor Statistics. The Census Bureau is considering adopting alternative chain-type price indices produced by the Bureau of Labor Statistics (BLS) and the Bureau of Economic Analysis (BEA) for the inflation adjustment in the future. Based on comments received, the Census Bureau will weigh the advantages and disadvantages of these alternative price indices in choosing the optimal index for inflation adjustment.

These meetings are open to citizens of federally recognized tribes by invitation. The Census Bureau conducted a tribal listening session on Thursday, August 18, 2022, to prepare tribes for the September virtual tribal consultation and sent materials to the tribes to help with their analysis of the demonstration data product. The Census Bureau provided questions in preparation for the virtual tribal consultation focused on the DHC. In that regard, the Census Bureau is asking tribal governments to identify potentially problematic results from the application of disclosure avoidance to the 2010 demonstration data. Helpful feedback would include identification of tables and geographies that are acceptable and unacceptable. The purpose of the virtual tribal consultation is to hear tribes' recommendations.

This notice provides the Census Bureau's final criteria for defining urban areas based on the results of the 2020 Decennial Census. This notice also provides a summary of comments received in response to the proposed criteria published in the Federal Register on February 19, 2021, as well as the Census Bureau's responses to those comments. The Census Bureau delineates urban areas after each decennial census by applying specified criteria to decennial census and other data. Since the 1950 Census, the Census Bureau has reviewed and revised these criteria, as necessary, for each decennial census in order to improve the classification of urban areas by taking advantage of newly available data and advancements in geographic information processing technology.

The Census Bureau published an Advance Notice of Proposed Rule Making (ANPRM) in the Federal Register on September 17, 2020 to request comments on the overall impact of the removal of the Electronic Export Information (EEI) filing requirements for shipments between the United States, Puerto Rico and the U.S. Virgin Islands. The Census Bureau has decided to continue the current EEI filing requirement for Puerto Rico and the USVI and continue to publish the U.S. Trade with Puerto Rico and U.S. Possessions (FT-895) Publication Series. This decision was made after careful consideration based on the feedback received from the ANPRM and discussions between the Census Bureau and several stakeholders. The Census Bureau will continue to collect the EEI because there is no alternative data source that yields the same high- quality data for Puerto Rico and the U.S. Virgin Islands. The EEI data meets the Census Bureau's statistical objectives and the needs of its data users, including the Bureau of Economic Analysis (BEA), who produces the Gross Domestic Product estimates for Puerto Rico and the U.S. Virgin Islands, which is a Principal Federal Economic Indicator. Both the Census Bureau and BEA are open to considering proposed alternative data sources which will be evaluated, tested, and verified to determine whether the data meet the statistical objectives of the current EEI.
