In accordance with the Marine Mammal Protection Act (MMPA) regulations, notification is hereby given that NMFS has issued an Incidental Harassment Authorization (IHA) to the Scripps Institution of Oceanography (SIO), a part of the University of California at San Diego, to take marine mammals, by Level B harassment, incidental to conducting a low-energy marine geophysical (seismic) survey in the tropical western Pacific Ocean, September to October 2013.

The Department of Commerce (``the Department'') is re- conducting an administrative review of the antidumping duty order on certain frozen warmwater shrimp from the Socialist Republic of Vietnam (``Vietnam''). The period of review (``POR'') is February 1, 2008, through January 31, 2009. The Department has preliminarily determined to apply adverse facts available (``AFA'') to Grobest & I-Mei Industrial (Vietnam) Co., Ltd. (``Grobest''). The Department has also preliminarily determined not to revoke the order with respect to Grobest.

NMFS is prohibiting directed fishing for pollock in Statistical Area 620 in the Gulf of Alaska (GOA). This action is necessary to prevent exceeding the C season allowance of the 2013 total allowable catch of pollock for Statistical Area 620 in the GOA.

Notice is hereby given that the University of Florida, Aquatic Animal Program, College of Veterinary Medicine, Gainesville, FL 32610 (Ruth Francis-Floyd, Responsible Party), has requested an amendment to Permit No. 14514 to receive, import, and export marine mammal specimens for scientific research.

The Department of Commerce, as part of its continuing effort to reduce paperwork and respondent burden, invites the general public and other Federal agencies to take this opportunity to comment on proposed and/or continuing information collections, as required by the Paperwork Reduction Act of 1995.

NMFS proposes regulations to implement Amendment 95 to the Fishery Management Plan for Groundfish of the Gulf of Alaska (FMP). This proposed action would modify halibut prohibited species catch (PSC) management in the Gulf of Alaska (GOA) to establish halibut PSC limits for the GOA in Federal regulation; reduce the GOA halibut PSC limits for trawl and hook-and-line gear; proportionately reduce a subset of trawl halibut PSC limits (also called ``sideboards'') for American Fisheries Act, Amendment 80, and Central GOA Rockfish Program vessels; and adjust the accounting methods for halibut PSC sideboard limits for Amendment 80 vessels, as well as halibut PSC used by trawl vessels from May 15 through June 30. This action is necessary to reduce halibut bycatch in the GOA, and is intended to promote the goals and objectives of the Magnuson-Stevens Fishery Conservation and Management Act, the FMP, and other applicable law.

The National Climate Assessment and Development Advisory Committee (NCADAC) was established by the Secretary of Commerce under the authority of the Global Change Research Act of 1990 to synthesize and summarize the science and information pertaining to current and future impacts of climate. Time and Date: The meeting will be held October 1, 2013 from 9 a.m. to 5 p.m. and October 2, 2013 from 9 a.m. to 12 p.m. These times are subject to change. The Department of Commerce (Department) determines that imports from the People's Republic of China (PRC) of graphite electrodes, produced and/or exported by Sinosteel Jilin Carbon Co., Ltd. and Jilin Carbon Import & Export Company (collectively, Jilin Carbon), with an actual or nominal diameter of 17 inches, and otherwise meeting the description of in-scope merchandise, constitute merchandise altered in form or appearance in such minor respects that it should be included within the scope of the Order, pursuant to section 781(c) of the Tariff Act of 1930, as amended (the Act).\1\

NMFS is prohibiting retention of ``other rockfish'' in the Aleutian Islands subarea of the Bering Sea and Aleutian Islands management area (BSAI). This action is necessary because the 2013 total allowable catch (TAC) of ``other rockfish'' in the BSAI has been reached.

On June 3, 2013, the Department of Commerce (``the Department'') published a notice of initiation of an administrative review of the antidumping duty order on certain steel threaded rod from the People's Republic of China (``PRC'') based on multiple timely requests for an administrative review, and on August 28, 2013, the Department issued a correction to the notice of initiation. The review covers 80 companies. Based on a withdrawal of the requests for review of certain companies from Vulcan Threaded Products, Inc. (``Petitioner''), we are now rescinding this administrative review with respect to seven companies.

The Department hereby solicits applications from persons (including firms, corporations, or other legal entities) who weave worsted wool fabrics in the United States for an allocation of the 2014 tariff rate quotas on certain worsted wool fabrics. Interested persons must submit an application on the form provided to the address listed below by October 15, 2013. The Department will cause to be published in the Federal Register its determination to allocate the 2014 tariff rate quotas and will notify applicants of their respective allocation as soon as possible after that date. Promptly thereafter, the Department will issue licenses to eligible applicants.

The Pacific Fishery Management Council's (Pacific Council) Groundfish Management Team (GMT) will hold a working meeting, which is open to the public.

On March 12, 2013, the Department of Commerce (``Department'') published the Preliminary Results of the administrative review of the antidumping duty order on certain frozen warmwater shrimp (``shrimp'') from the People's Republic of China (``PRC''), covering the period of review (``POR'') from February 1, 2011, through January 31, 2012.\1\ On May 20, 2013, the Department issued a post-preliminary analysis of Zhanjiang Regal Integrated Marine Resources Co., Ltd. (``Regal'') and preliminarily determined that Regal is eligible for a company-specific revocation.\2\

NMFS announces the receipt of an application for an exempted fishing permit (EFP) from the Gulf and South Atlantic Fisheries Foundation, Inc (Foundation). If granted, the EFP would authorize the applicant, with certain conditions, to collect and retain limited numbers of specimens that would otherwise be prohibited from possession and retention. This study, to be conducted in the exclusive economic zone (EEZ) of the Gulf of Mexico (Gulf) and South Atlantic, is intended to characterize catch and bycatch within the shrimp fisheries of the Gulf and South Atlantic.

Notice is hereby given that Wessley Merten, Marine Sciences Department, University of Puerto Rico, Mayag[uuml]ez Campus, PO Box 9000, Mayag[uuml]ez, PR 00682, has applied in due form for a permit to conduct commercial or educational photography of bottlenose dolphins (Tursiops truncates), spinner dolphins (Stenella longirostris), striped dolphins (Stenella coeruleoalba), False killer whales (Pseudorca crassidens), and killer whales (Orcinus orca) in waters off Puerto Rico.

The Department of Commerce (``the Department'') is rescinding the administrative review of the antidumping duty order on high pressure steel cylinders from the People's Republic of China (``PRC'') for the period of review (``POR''), December 15, 2011, to May 31, 2013. This rescission is based on the timely withdrawal of the request for review by the only interested party that requested a review.

The National Telecommunications and Information Administration (NTIA) will convene a meeting of stakeholders from the education, technology, and government sectors to share ideas, discuss policies, and consider promising strategies for achieving the President's goal of connecting virtually all K-12 students in the United States to next- generation broadband. This Notice announces that the ConnectED Workshop will be held on October 7, 2013.

This notice responds to Section 209 of the Sea Grant Program Improvement Act of 1976 (Pub. L. 94-461, 33 U.S.C. 1128), which requires the Secretary of Commerce to solicit nominations at least once a year for membership on the National Sea Grant Advisory Board, a Federal Advisory Committee that provides advice on the implementation of the National Sea Grant College Program. To apply for membership to the Advisory Board applicants should submit a current resume as indicated in the ADDRESSES section. NMFS is reallocating the projected unused amount of Pacific cod from trawl catcher/processors to catcher vessels using hook-and- line gear in the Western Regulatory Area of the Gulf of Alaska management area (GOA). This action is necessary to allow the 2013 total allowable catch of Pacific cod in the Western Regulatory Area of the GOA to be harvested.
