The Department of Commerce (Department) is conducting the sixth administrative review of the antidumping duty order on certain frozen warmwater shrimp (shrimp) from India. The respondents which the Department selected for individual examination are Apex Exports (Apex) and Falcon Marine Exports Limited (Falcon). The respondents which were not selected for individual examination are listed in the ``Preliminary Results of the Review'' section of this notice. The period of review (POR) is February 1, 2010, through January 31, 2011. We preliminarily determine that Falcon has not made sales at below normal value (NV), while Apex has made sales at below NV, and, therefore, these sales are subject to antidumping duties. In addition, based on the preliminary results for the respondents selected for individual examination, we have preliminarily determined a margin for those companies that were not individually examined. If the preliminary results are adopted in our final results of administrative review, we will instruct U.S. Customs and Border Protection (CBP) to assess antidumping duties on all appropriate entries. Interested parties are invited to comment on the preliminary results.

The North Pacific Fishery Management Council submitted Amendment 97 to the Fishery Management Plan for Groundfish of the Bering Sea and Aleutian Islands Management Area (FMP) to NMFS for review. If approved, Amendment 97 would allow owners of vessels participating in the Amendment 80 Program, known as Amendment 80 vessels, to replace their vessels for any reason at any time. Amendment 97 includes provisions that would limit the length of a replacement vessel, extend Gulf of Alaska groundfish harvest limits known as ``sideboards'' to replacement vessels, require replacement vessels to meet certain safety standards established by the Coast Guard, and prevent replaced vessels from being used in Federal groundfish fisheries off Alaska other than certain Bering Sea and Aleutian Islands groundfish fisheries. This action is necessary to promote safety-at-sea by allowing Amendment 80 vessels owners to replace aging vessels with newer, larger, and safer vessels and by requiring replacement vessels to meet certain Coast Guard vessel safety standards, and is intended to provide Amendment 80 vessel owners with the opportunity to increase their retention and utilization of groundfish catch through the ability to expand their vessel's range of processing capabilities. This action is intended to promote the goals and objectives of the Magnuson-Stevens Fishery Conservation and Management Act, the FMP, and other applicable laws.

The Department of Commerce (``the Department'') is currently conducting an administrative review of the antidumping duty order on certain preserved mushrooms from the People's Republic of China (``PRC'') covering the period February 1, 2010, through January 31, 2011. Pursuant to the National Environmental Policy Act (NEPA) of 1969 and in compliance with the implementing regulations issued by the Council on Environmental Quality and procedures issued by NOAA Administrative Order 216-6, NOAA is providing notice of its intent to develop a Programmatic Environmental Impact Statement (PEIS) to evaluate the potential environmental impacts of different ranges of coastal and marine habitat restoration project types conducted and supported by the NOAA Restoration Center.

The Department of Commerce (``Department'') preliminarily determines that JFE Steel Corporation (``JFE''); Nippon Steel Corporation (``Nippon''); NKK Tubes (``NKK''); and Sumitomo Metal Industries, Ltd. (``SMI'') made no shipments of merchandise subject to the antidumping duty order on certain large diameter carbon and alloy seamless standard, line, and pressure pipe (over 4\1/2\ inches) from Japan during the period June 1, 2010, through May 31, 2011. The Gulf of Mexico Fishery Management Council (Council) will convene Scoping Meetings on a proposed generic amendment addressing dealer permits and electronic logbook reporting, as well as two amendments to the Coastal Migratory Pelagics Fishery Management Plan (CMP FMP): one that addresses sale of bag limit caught fish and permit requirements and the other that addresses boundaries and transit provisions.

In accordance with Section 743 of Division C of the Consolidated Appropriations Act of 2010 (Pub. L. 111-117), the Department of Commerce is publishing this notice to advise the public of the availability of the Fiscal Year (FY) 2011 Service Contract Inventory and a report that analyzes the Department's FY 2010 Service Contract Inventory. The service contract inventory provides information on service contract actions over $25,000 made in FY 2011. The information is organized by function to show how contracted resources are distributed throughout the agency. The inventory has been developed in accordance with guidance memo on service contract inventories issued on November 5, 2010 by the Office of Management and Budget's Office of Federal Procurement Policy (OFPP).

A key mission of both the Department of Commerce (DOC) is to help U.S. businesses grow and create jobs. Recently, the White House launched the BusinessUSA Initiative (www.Business.USA.gov) to help further these goals. This notice announces the Commerce Business Apps Challenge (https://docbusinessapps.challenge.gov) which DOC is launching to encourage members of the public to develop, using at least one DOC data set, an application (Web, mobile, PC, etc.) that assists businesses and/or improves the service delivery of Business.USA.gov to the business community. As a result of the determinations by the International Trade Commission (the ``ITC'') that revocation of the antidumping duty (``AD'') and countervailing duty (``CVD'') orders on fresh and chilled Atlantic salmon (``salmon'') from Norway would not be likely to lead to the continuation or recurrence of material injury to an industry in the United States, the Department of Commerce (the ``Department'') is revoking these AD and CVD orders.

In accordance with section 751(c) of the Tariff Act of 1930, as amended (``the Act''), the Department of Commerce (``the Department'') is automatically initiating a five-year review (``Sunset Review'') of the antidumping duty order listed below. The International Trade Commission (``the Commission'') is publishing concurrently with this notice its notice of Institution of Five-Year Review which covers the same orders.

This final rule announces inseason changes to management measures in the Pacific Coast groundfish fisheries. These actions, which are authorized by the Pacific Coast Groundfish Fishery Management Plan (FMP), are intended to allow fisheries to access more abundant groundfish stocks while protecting overfished and depleted stocks.

NMFS is prohibiting directed fishing for pollock in Statistical Area 620 in the Gulf of Alaska (GOA). This action is necessary to prevent exceeding the A season allowance of the 2012 total allowable catch of pollock for Statistical Area 620 in the GOA.

This notice summarizes the proposed amendment and requests comments relevant to whether the amended Certificate should be issued.

On October 28, 2011, the Department of Commerce (``Department'') published in the Federal Register the preliminary results of the second administrative review of the antidumping duty order \1\ on steel wire garment hangers from the People's Republic of China (``PRC'').\2\ We gave interested parties an opportunity to comment on the Preliminary Results. Based upon our analysis of the comments and information received, we made changes to the margin calculations for the final results. We continue to find that certain exporters have sold subject merchandise at less than normal value during the period of review (``POR''), October 1, 2009, through September 30, 2010.
