NMFS proposes to approve Framework Adjustment 47 (Framework 47) to the Northeast (NE) Multispecies Fishery Management Plan (FMP) and to implement its measures through the proposed regulations. Framework 47 was developed and adopted by the New England Fishery Management Council (Council) based on the biennial review process established in the NE Multispecies FMP to develop annual catch limits (ACLs) and revise management measures necessary to rebuild overfished groundfish stocks and achieve the goals and objectives of the FMP. NMFS also proposes management measures and revisions to existing regulations that are not included in Framework 47, including common pool management measures for fishing year (FY) 2012, modification of the Ruhle trawl definition, modification of the method used to estimate fillets or parts of fish landed for at-home consumption, and clarification of the regulations for charter/party and recreational groundfish vessels fishing in groundfish closed areas. The proposed regulations are intended to prevent overfishing, rebuild overfished stocks, achieve optimum yield, and ensure that management measures are based on the best available scientific information.

The Bureau of the Census (Census Bureau) delineates urban areas after each decennial census for the purpose of tabulating and presenting data for the urban and rural population and housing within the United States, Puerto Rico, and the Island Areas.\1\ The Census Bureau delineates urbanized areas \2\ and urban clusters \3\ primarily on the basis of residential population density measured at the census tract and census block levels of geography, but also based on additional criteria that account for patterns of non-residential development as outlined in the urban area criteria published in the Federal Register on August 24, 2011 (76 FR 53030).\4\ This Notice provides the list of urbanized areas and urban clusters that qualified based on results of the 2010 Census of Population and Housing for the United States, Puerto Rico, and the Island Areas, and comprise the urban population, housing, and territory in these areas; ``rural'' encompasses any population, housing, and territory not included in any urban area. Publication of this Notice constitutes the Census Bureau's official announcement of the list of qualifying urbanized areas and urban clusters for reference by all interested parties.

In addition, we determine that critical circumstances exist with respect to the subject merchandise exported from Mexico by Samsung Electronics Mexico, S.A. de C.V. (Samsung). Based on our analysis of the comments received, we made changes in the margin calculations. Therefore, the final determination differs from the preliminary determination. The final weighted-average dumping margins for the investigated companies are listed below in the section entitled ``Final Determination Margins.''

The National Institute of Standards and Technology (NIST) is forming a Work Group (WG) to examine alternative methods for testing the accuracy of commercial measuring devices including, but not limited to retail motor-fuel dispensers. The WG will investigate the current methodology and standards (e.g., neck-type volumetric field standards and associated test procedures) widely used by weights and measures officials and service companies to test commercial measuring devices as well as proposed alternatives to ensure that the methodologies and standards facilitate measurements that are traceable to the International System of Units (SI). WG membership is open to any interested party. This notice also summarizes key issues to be considered by this WG.

This final rule implements measures in Amendment 17 to the Northeast Multispecies Fishery Management Plan which was approved on March 8, 2012. This action amends the Northeast Multispecies Fishery Management Plan to explicitly define and facilitate the effective operation of state-operated permit banks. As proposed in Amendment 17, state-operated permit banks may be allocated an annual catch entitlement and specifically authorized to provide their annual catch entitlement and/or days-at-sea to approved groundfish sectors to enhance the fishing opportunities available to sector members. This action also approves a provision allowing NMFS to issue a days-at-sea credit to a vessel that cancels a fishing trip prior to setting or hauling fishing gear.
Sodium Hexametaphosphate From the People's Republic of China: Preliminary Results of Second Antidumping Duty Administrative Review

The Department of Commerce (the ``Department'') is conducting the second administrative review of the antidumping duty order on sodium hexametaphosphate (``sodium hex'') from the People's Republic of China (``PRC'') for the period of review (``POR'') March 1, 2010, through February 28, 2011. The Department has preliminarily determined that sales have been made below normal value (``NV'') by Hubei Xingfa Chemical Group Co., Ltd. (``Hubei Xingfa''). If these preliminary results are adopted in the final results of this review, the Department will instruct U.S. Customs and Border Protection (``CBP'') to assess antidumping duties on all appropriate entries of subject merchandise during the POR. Interested parties are invited to comment on these preliminary results.

If implemented, this rule would update the current rebuilding strategy for black sea bass, modify the current system of accountability measures for black sea bass, limit effort in the black sea bass segment of the snapper- grouper fishery, and improve fisheries data in the for-hire sector of the snapper-grouper fishery. The intent of this rule is to reduce overcapacity in the black sea bass segment of the snapper-grouper fishery.
