The Secretary of Agriculture (Secretary) intends to renew the charter for the Forest Resource Coordinating Committee (Committee) pursuant to section 8005 of the Food, Conservation, and Energy Act of 2008 (Act) (Pub. L. 110-246), and the Federal Advisory Committee Act (FACA), (5 U.S.C. App. 2). The Act passed into law as an amendment to the Cooperative Forestry Assistance Act of 1978 on June 18, 2008. The Committee is being renewed to continue coordinating non-industrial private forestry activities within the U.S. Department of Agriculture (USDA), State Agencies, and the private sector. The Secretary has determined that the work of the Committee is in the public interest and relevant to the duties of the USDA. Therefore, the Secretary is seeking nominations to fill vacancies on the Committee. The Natural Resources Conservation Service is providing public notice that the Secretary of Agriculture has determined that cost-share payments made by the Southwest Florida Water Management District (SWFWMD) through its Facilitating Agricultural Resource Management Systems (FARMS) Program, Mini-FARMS Program, Flow Meter Reimbursement Program, Quality of Water Improvement Program (QWIP), and Back-Plugging Funding Assistance Initiative are primarily for the purpose of conserving soil and water resources or protecting and restoring the environment. SWFWMD is a political subdivision of the State of Florida. NRCS was assigned technical and administrative responsibility for reviewing SWFWMD's FARMS Program, Mini-FARMS Program, Flow Meter Reimbursement Program, QWIP, and Back-Plugging Funding Assistance Initiative, and for making appropriate recommendations for the Secretary's determination of primary purpose. The Secretary made the determination for the State of Florida's Agricultural Best Management Practices Program, which is a counterpart to SWFWMD's FARMS Program (74 FR 49850). This determination is in accordance with section 126 of the Internal Revenue Code of 1954, as amended (26 U.S.C. 126), and permits recipients of cost-share payments to exclude such payments from gross income to the extent allowed by the Internal Revenue Service.

The Tonto National Forest is giving notice of a new recreation fee for an onsite option to purchase the daily Tonto Pass and watercraft sticker. The new onsite fee is $12 for the daily Tonto Pass and $6 for watercraft sticker. The new fee provides an option for people to pay when they arrive at the site, which is not currently unavailable. The fee will be collected using electronic fee machines installed at key recreation sites.

Assessment of Ecological/Social/Cultural/Economic Sustainability, Conditions, and Trends for the Lincoln National Forest

The Lincoln National Forest, located in southern New Mexico, is initiating the forest planning process pursuant to the 2012 Forest Planning Rule. This process results in a Forest Land Management Plan which describes the strategic direction for management of forest resources for the next ten to fifteen years on the Lincoln National Forest. The first phase of the process, the assessment phase, is beginning, and interested parties are invited to contribute in the development of the assessment (36 CFR 219.6). The trends and conditions identified in the assessment will help in identifying the current plan's need for change and aid in the development of plan components. The Forest hosted a series of Community Conversations with stakeholders in March 2015. Additional public participation opportunities are forthcoming to discuss the assessment process. Information on these opportunities and all future public participation opportunities will be made available on the Lincoln Plan Revision Web site (see link below).
Boise National Forest and Sawtooth National Forest; Idaho and Utah; Forest-Wide Invasive Plant Treatment Environmental Impact Statement

Invasive plants have been identified as a major threat to the biological diversity and ecological integrity within and outside the Boise National Forest and the Sawtooth National Forest (the Forests). Invasive plants create many adverse environmental effects, including, but not limited to: Displacement of native plants; reduction in functionality of habitat and forage for wildlife and livestock; threats to populations of threatened, endangered and sensitive species; alteration of physical and biological properties of soil, including productivity; changes to the intensity and frequency of fires; and loss of recreational opportunities. Within the 2,110,408 acres of the of the Sawtooth National Forest and with the 2,203,703 acres of the Boise National Forest, approximately 247,603 acres are identified as being infested with invasive, non-native, and/or State-listed noxious weeds. These invasive plant infestations have a high potential to expand on lands within and adjacent to the Forests, degrading desired plant communities and the values provided by those communities. Forest lands are also threatened by `potential invaders', invasive plants that have not been found on the Forests but are known to occur in adjacent lands, Counties, or States. Infestations can be prevented, eliminated, or controlled through the use of specific management practices. A clear and comprehensive integrated invasive plant management strategy would allow for the implementation of timely and effective invasive plant management and prevention for projects and programs on the Forests. In the absence of an aggressive invasive plant management program, the number, density, and distribution of invasive plants on both Forests will continue to increase.

Fruit, Vegetable, and Specialty Crops-Import Regulations; Changes to Reporting Requirements To Add Electronic Form Filing Option

The Department of Agriculture (USDA) is adopting, as a final rule, without change, an interim rule that changed the reporting requirements for commodities exempt from import regulations under section 608(e) (hereinafter referred to as ``8e'') of the Agricultural Marketing Agreement Act of 1937 by adding an option to electronically file an ``Importer's Exempt Commodity Form'' (FV-6 form). These changes were needed to bring the import regulations into conformance with the current practice of filing FV-6 forms electronically using the Marketing Order Online System (MOLS), an internet-based application that was implemented in 2008. The interim rule also changed the import regulations for dates and raisins by moving the FV-6 form-filing procedures for these two commodities to the safeguard procedure regulations for specialty crops and by making other administrative updates. These changes to the import regulations were also required to support the International Trade Data System (ITDS), a key White House economic initiative that will automate the filing of import and export information by the trade. All government agencies that are participating in the ITDS initiative, including AMS, are required by U.S. Customs and Border Protection (hereinafter referred to as ``CBP'') to make updates to import and export regulations to provide for the electronic entry of shipment data.

A Notice of Intent (NOI) to prepare an Environmental Impact Statement to amend the 2008 Tongass National Forest Land and Resource Management Plan (Forest Plan) was published in the Federal Register (79 FR 30074) on May 27, 2014. The Tongass National Forest is publishing this corrected NOI due to changes in the anticipated dates for the draft environmental impact statement (DEIS) and Record of Decision (ROD, to designate a new responsible official for the plan amendment, and to clarify the pre-decisional administrative review process. The 2012 Planning Rule (36 CFR part 219) includes subpart B, which establishes a pre-decisional administrative review (hereinafter referred to as ``objection'') process for plan amendments giving an individual or entity an opportunity for an independent Forest Service review and resolution of issues before the approval of a plan amendment documented with a ROD (reference 36 CFR part 219, subpart B). This Forest Plan Amendment is subject to the objection process.
Request for Information: SNAP and WIC Seeking Input Regarding Procurement and Implementation of Electronic Benefit Transfer (EBT) Services

The Food and Nutrition Service (FNS) is interested in identifying ways to stimulate increased competition in the Electronic Benefit Transfer (EBT) marketplace and identify procurement or systems features that are barriers to new entrants. FNS is also seeking suggestions which will improve procurement of the delivery of EBT transaction processing services through modifications to, or replacement of, the existing business model. The procurement and implementation of EBT systems by State agencies administering the Supplemental Nutrition Assistance Program (SNAP) and Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) needs to be sustainable for all parties involved. The landscape of EBT is in a heightened state of change, due in part to the recent decision by one of three primary companies providing EBT transaction processing services for SNAP and WIC to no longer solicit or accept any new prepaid card business, including for SNAP and WIC EBT services. In addition, there are numerous EBT projects moving toward the October 1, 2020, statutorily-mandated deadline for WIC Program implementation. This Request for Information (RFI) seeks to obtain input from EBT stakeholders and other financial payment industry members and interested parties, regarding options and alternatives available to improve the procurement and current operational aspects of EBT. In this document, FNS has posed various questions to prompt stakeholder responses. We intend to consider and follow up on the alternatives and suggestions that appear to be most viable from both a technical and a cost/benefit standpoint. Interested stakeholders are invited to respond to any or all of the questions that follow, and to identify issues which may not be listed.

The Plumas National Forest is proposing to add Crocker Guard Station to the recreation rental program. The proposal is to charge $85.00 per night. The house has four bedrooms with a total of nine beds, a living room, a dining room and a kitchen. A vault toilet building was installed in June 2015. The rental building will have a propane operated heater, stove and lights. Visitors will have to bring water. The building will accommodate up to 16 people. Fees are assessed based on the level of amenities and services provided, cost of operation and maintenance, market assessment and public comment. The fee listed is only proposed and final determination will be made upon further analysis and public comment. Other cabin rentals on National Forests in California have shown the public appreciates the enhanced recreational opportunity offered by these rehabilitated historic structures. Revenue from the fees would be retained locally and used for the operation and maintenance of the facility, and for future improvements.

This Notice is to invite applications for loans and grants under the Rural Microentrepreneur Assistance Program (RMAP) pursuant to 7 CFR part 4280, subpart D, for fiscal year (FY) 2015. Funding to support $14.190 million in loans and $2.086 million in grants is currently available. The RMAP funds were provided through the Agricultural Act of 2014, Public Law 113-79, on February 7, 2014 (2014 Farm Bill). RMAP provides the following types of support: loan only, combination loan and technical assistance grant, and subsequent technical assistance grants to Microenterprise Development Organizations (MDO). All applicants are responsible for any expenses incurred in developing their applications or costs incurred prior to the obligation date.

On May 7, 2014, the Forest Service published an action proposing to amend its internal agency directives for the National Forest System (NFS), Watershed and Air Management to establish direction for management of groundwater resources on NFS lands (79 FR 25815). The proposed amendment was intended to provide internal agency direction on the consideration of groundwater resources in Agency activities, approvals, and authorizations; encourage source water protection and water conservation; establish systematic procedures for reviewing new proposals for groundwater withdrawals on NFS lands; and require the evaluation of potential impacts from groundwater withdrawals on public resources on NFS lands. That notice invited public comment on the proposal.

The 2015 Sunset Review pertains to the NOSB's review of the need for the continued allowance for seven substances on the U.S. Department of Agriculture's (USDA) National List of Allowed and Prohibited Substances (National List). Consistent with the NOSB's review, this publication provides notice on the renewal of three synthetic and two nonsynthetic substances on the National List, along with any restrictive annotations. For substances that have been renewed on the National List, this document completes the 2015 National List Sunset Process.
Control of Listeria monocytogenes in Ready-to-Eat Meat and Poultry Products

The Food Safety and Inspection Service (FSIS) is affirming, with changes and a request for comment, the interim final rule ``Control of Listeria monocytogenes in Ready-to-Eat Meat and Poultry Products,'' which was published in the Federal Register on June 6, 2003. FSIS is making minor changes to the regulatory provisions in response to comments that the Agency received, on the basis of experience in implementing the provisions, and because the way FSIS obtains establishment profile information electronically has changed. FSIS is clarifying in the regulations that establishments may not release into commerce product that has been in contact with Listeria monocytogenes (Lm)-contaminated surfaces without reprocessing the product. In addition, FSIS is removing the requirement for establishments to report production volume and related information to FSIS because the Agency now routinely collects this information through its Public Health Information System (PHIS).

This notice presents a summary of the Record of Decision (ROD) regarding the alternative selected for implementation from the Supplemental Programmatic Environmental Impact Statement (SPEIS) for the Conservation Reserve Program (CRP). CRP is a voluntary program that supports the implementation of long-term conservation measures designed to improve the quality of ground and surface waters, control soil erosion, and enhance wildlife habitat on environmentally sensitive agricultural land. The Farm Service Agency (FSA) administers CRP on behalf of the Commodity Credit Corporation (CCC). The ROD was signed on April 17, 2015, but will not be implemented for at least 30 days following publication of this notice.

Proposed Directive for National Saw Program Policy

The Forest Service proposes to revise Forest Service Manual (FSM) 2350 to establish guidance for the National Saw Program and associated monitoring protocols and require their use on National Forest System (NFS) lands. The proposed revisions establish national training, evaluation, and certification requirements for the use of chain saws and crosscut saws by employees, volunteers, training consultants, and cooperators on NFS lands. The National Saw Program, which includes these directives, training, and other associated materials, would provide a consistent framework for conducting saw activities on NFS lands. Public comment is invited and will be considered in the development of the final directive. The Rural Housing Service (RHS or ``Agency'') is amending its regulation to change the requirements of the reserve account for direct Multifamily Housing (MFH) loans. The intended effect of this action is to address the reserve account requirement of the Agency to countersign with the borrower when a Section 538 guaranteed loan is involved, and to also clarify that reserve account funds cannot be used to pay for fees associated with the Section 538 guaranteed loan program.
