1409(e) of the National Agricultural
Research, Extension, and Teaching
Policy Act of 1977 (7 U.S.C. 3124a(e)),
Federal-State Partnership and
Coordination, the United States
Department of Agriculture (USDA)
announces an open meeting of the
Agricultural Research Service—Animal
Handling and Welfare Review Panel
(ARS–AHWR) to discuss the report and
recommendations on the Phase II review
of the agency-wide research animal care
and well-being policies, procedures, and
standards for agricultural livestock in
ARS research.
DATES: The ARS–AHWR will meet
virtually on Tuesday, July 14, 2015, at
1:00 p.m. Eastern Daylight Time.

Eastern Daylight Time a virtual meeting
will be conducted for any interested
stakeholders and/or interested parties to
hear the summary of findings and
recommendations of the Phase II review
of the agency-wide research animal care
and well-being policies, procedures, and
standards for agricultural livestock in
ARS research. The Review Panel plans
to hear stakeholder input received from
this meeting as well as other written
comments. The report will be available
at www.ree.usda.gov on July 6, 2015.
This meeting is open to the public
and any interested individuals wishing
to attend.
Opportunity for verbal public
comment will be offered on the day of
the meeting. Written comments by
attendees or other interested
stakeholders will be welcomed for the
public record before and up to the day
of the meeting (by close of business on
Tuesday, July 14, 2015). All statements
will become a part of the official record
of the REE Mission Area and will be
kept on file for public review in the REE
Advisory Board Office.

AGENCY:
Title: Movement of Plants and Plant
Products from Hawaii and the
Territories (formerly, Revision of Hawaii
and the Territories Fruits and
Vegetables Regulations).
OMB Control Number: 0579–0346.
Summary of Collection: Under the
Plant Protection Act (7 U.S.C. 7701), the
Secretary of Agriculture is authorized to
prohibit or restrict the importation,
entry, or movement of fruits, vegetables,
plants, and plant pests to prevent the
introduction of pests or diseases into the
United States, or dissemination of pests
and diseases within the United States.
The Animal and Plant Health Inspection
Service (APHIS), Plant Protection and
Quarantine (PPQ), is responsible for
implementing this Act and does so
through the enforcement of its Hawaiian
and territorial quarantine regulations
contained in Part 318 of Title 7, Code
of Federal Regulations.
Need and Use of the Information:
APHIS will use the following forms and
activities to collect information: PPQ
530, PPQ 586, PPQ 519, PPQ 540,
Labeling of Boxes for Pest Free Areas,
Inspection and Certification, Trapping
and Surveillance, Contingency Plans
approved by APHIS, Updated Mapping
Identifying Places Where Horticultural
or Other Crops are Grown, Written
Request for Facility Approval—and
Recertification, Recordkeeping, and
Decertification of Pest Free Areas—and
Reinstatement. If APHIS did not collect
this information or if APHIS collected
this information less frequently, the
spread of dangerous plant diseases and
pests could cause millions of dollars in
damage to U.S. agriculture.

This notice lists the updated
quantity-based trigger levels for
products which may be subject to
additional import duties under the
safeguard provisions of the WTO
Agreement on Agriculture. This notice
also includes the relevant period
applicable for the trigger levels on each
of the listed products.
