Notice of Availability of a Pest Risk Analysis for the Importation of Litchi, Longan, and Rambutan From the Philippines Into the Continental United States
We are advising the public that we have prepared a pest risk analysis that evaluates the risks associated with the importation into the continental United States of fresh litchi, longan, and rambutan fruit from the Philippines. Based on that analysis, we believe that the application of one or more designated phytosanitary measures will be sufficient to mitigate the risks of introducing or disseminating plant pests or noxious weeds via the importation of fresh fruit of litchi, longan, and rambutan from the Philippines. We are making the pest risk analysis available to the public for review and comment.
Biotechnology Regulatory Services; Changes Regarding the Solicitation of Public Comment for Petitions for Determinations of Nonregulated Status for Genetically Engineered Organisms
We are advising the public that the Animal and Plant Health Inspection Service (APHIS) is implementing changes to the way it solicits public comment when considering petitions for determinations of nonregulated status for genetically engineered organisms to allow for early public involvement in the process. Under the updated process, APHIS will publish two separate notices in the Federal Register for petitions for which APHIS prepares an environmental assessment. The first notice will announce the availability of the petition, and the second notice will announce the availability of APHIS' decisionmaking documents. This change will provide two opportunities for public involvement in the decisionmaking process.
Meeting of the Land Between The Lakes Advisory Board
The Land Between The Lakes Advisory Board will hold a meeting on April 19, 2012. Notice of this meeting is given under the Federal Advisory Committee Act, 5 U.S.C. App 2. The meeting agenda will focus on existing Environmental Education programs and improving engagement with regional school groups. The meeting is open to the public. Written comments are invited and should be sent to William P. National Advisory Committee on Microbiological Criteria for Foods
This notice is announcing that the National Advisory Committee on Microbiological Criteria for Foods (NACMCF) will hold a meeting of the full Committee by an audio conference call that is open to the public on March 28, 2012. Salmon-Challis National Forest, Butte, Custer and Lemhi Counties, ID, Supplemental Environmental Impact Statement to the 2009 Salmon-Challis National Forest Travel Planning and OHV Route Designation Project Final EIS
The Salmon-Challis National Forest announces its intent to prepare a supplemental environmental impact statement (SEIS) and revised record of decision (ROD) to the 2009 Salmon-Challis National Forest Travel Planning and OHV Route Designation Project FEIS and ROD as ordered by the District Court of Idaho in a February 4, 2011, memorandum decision and order. The order was filed in response to a January 22, 2010, complaint from The Wilderness Society and the Idaho Conservation League challenging the 2009 decision. Supplemental analysis to correct deficiencies identified by the Court could change the designation of some routes and areas currently open for motor vehicle use and/or change the types of motor vehicle uses and/or seasonal open periods allowed on roads, trails and areas authorized under the 2009 Travel Plan. Any motor vehicle route designation changes resulting from new or supplemental analysis would be dcoumented in a revised record of decision in addition to Court ordered instructions to clarify that a minimum road system determination has not been made (as stated in the original ROD).
Tart Cherries Grown in Michigan, New York, Pennsylvania, Oregon, Utah, Washington, and Wisconsin; Secretary's Decision and Referendum Order on Proposed Amendment of Marketing Order No. 930
This decision proposes amendments to Marketing Order No. 930 (order), which regulates the handling of tart cherries grown in Michigan, New York, Pennsylvania, Oregon, Utah, Washington, and Wisconsin and provides growers and processors with the opportunity to vote in a referendum to determine if they favor the changes. These amendments were proposed by the Cherry Industry Administrative Board (CIAB), which is responsible for local administration of the order. These amendments would revise: Section 930.10, the definition of ``Handle''; Section 930.50, ``Marketing Policy'' and Section 930.58, ``Grower Diversion Privilege.'' The amendments are intended to improve the operation and administration of the order.
Marketing Order Regulating the Handling of Spearmint Oil Produced in the Far West; Salable Quantities and Allotment Percentages for the 2012-2013 Marketing Year
This rule would establish the quantity of spearmint oil produced in the Far West, by class, that handlers may purchase from, or handle on behalf of, producers during the 2012-2013 marketing year, which begins on June 1, 2012. This rule invites comments on the establishment of salable quantities and allotment percentages for Class 1 (Scotch) spearmint oil of 782,413 pounds and 38 percent, respectively, and for Class 3 (Native) spearmint oil of 1,162,473 pounds and 50 percent, respectively. The Spearmint Oil Administrative Committee (Committee), the agency responsible for local administration of the marketing order for spearmint oil produced in the Far West, recommended these limitations for the purpose of avoiding extreme fluctuations in supplies and prices to help maintain stability in the spearmint oil market.
Notice of Request for Approval of a New Information Collection for Export/Health Certificate Forms
In accordance with the Paperwork Reduction Act of 1995 (44 U.S.C. Chapter 35), this notice announces the Agricultural Marketing Service's (AMS) intention to request approval, from the Office of Management and Budget, for export certificate request forms for dairy products. There are currently 17 different export certificate request forms for dairy products with more expected as negotiations continue with more countries.
Tart Cherries Grown in the States of Michigan, et al.; Final Free and Restricted Percentages for the 2011-12 Crop Year for Tart Cherries
This rule invites comments on the establishment of final free and restricted percentages for the 2011-12 crop year under the marketing order for tart cherries grown in the states of Michigan, New York, Pennsylvania, Oregon, Utah, Washington, and Wisconsin (order). The order is administered locally by the Cherry Industry Administrative Board (Board). This action would establish the proportion of tart cherries from the 2011 crop which may be handled in commercial outlets at 88 percent free and 12 percent restricted. These percentages should stabilize marketing conditions by adjusting supply to meet market demand and help improve grower returns.
Beef Promotion and Research; Amendment to the Order
This proposed rule would expand the contracting authority as established under the Beef Promotion and Research (Order). The Beef Research and Information Act (Act) requires that the Beef Promotion Operating Committee (BPOC) enter into contracts with established national non-profit industry-governed organizations including the Federation of State Beef Councils to implement programs of promotion, research, consumer information, and industry information. The Act does not define ``national non-profit industry governed organization,'' however, the Order states that these organizations must be governed by a board of directors representing the cattle or beef industry on a national basis and that they were active and ongoing prior to enactment of the Act. This proposed rule would change the date requirement in the Order so that organizations otherwise qualified could be eligible to contract with the BPOC for the implementation and conduct of Beef Checkoff programs if they have been active and ongoing for at least two years.
Notice of Forest Service Land Management Plans To Be Amended To Incorporate Greater Sage-Grouse Conservation Measures
The Bureau of Land Management (BLM) published a Notice of Intent (NOI) on December 9, 2011 [76 FR 77008] to prepare environmental impact statements (EISs) and supplemental environmental impact statements to incorporate greater sage-grouse conservation measures into land use plans and land management plans. The BLM is the lead agency for this action and in the preparation of these EISs and Supplemental EISs and the Forest Service is participating as a cooperating agency. On February 10, 2012 [77 FR 7178] the BLM published a Notice of Correction that changed the names of the regions that are coordinating the Environmental Impact Statements and Supplemental EISs, extended the scoping period, and added 11 Forest Service Land Management Plans to this process. This notice has been published to ensure all stakeholders, interested in Forest Service activities, are aware of the Notice of Intent published by the BLM and are provided a complete list of potentially impacted forests and grasslands.
Inviting Applications for the Rural Economic Development Loan and Grant Program for Fiscal Year 2012
This Notice is to invite applications for loans and grants under the Rural Economic Development Loan and Grant (REDLG) program pursuant to 7 CFR part 4280, subpart A for Fiscal Year (FY) 2012. Funding to support $33 million in loans and $10 million in grants is currently available. The commitment of program dollars will be made to applicants of selected responses that have fulfilled the necessary requirements for obligation. Expenses incurred in developing applications will be at the applicant's risk.
Importation of Wooden Handicrafts From China
We are amending the regulations to provide for the importation of wooden handicrafts from China under certain conditions. From 2002 to 2005, the Animal and Plant Health Inspection Service (APHIS) issued more than 300 emergency action notices and conducted national recalls to remove infested Chinese-origin wooden handicrafts from the U.S. marketplace. In 2005, APHIS suspended the importation of certain wooden handicrafts until we could more fully analyze the pest risks associated with those articles. Based on evidence from a pest risk analysis, APHIS has determined that these articles can be safely imported from China, provided certain conditions are met. This action allows for trade in Chinese wooden handicrafts to resume while continuing to protect the United States against the introduction of plant pests.
Subsistence Management Regulations for Public Lands in Alaska-Subpart C-Board Determinations; Rural Determinations
This final rule extends the compliance date for the final rule that revised the list of nonrural areas identified by the Federal Subsistence Board (Board). On May 7, 2007, the Board published a final rule changing the rural determination for several communities or areas in Alaska. These communities had five years following the date of publication to come into compliance. In 2009 the Secretary of the Interior initiated a review of the Federal Subsistence Program. An ensuing directive was for the Federal Subsistence Board to review its processes for determining the rural and nonrural status of communities. As a result, the Board has initiated a review of the rural determination process and the rural determination findings. The Board finds that it is in the public's interest to extend the compliance date of the 2007 final rule until the review is complete or in 5 years, whichever comes first.

Mount Baker-Snoqualmie National Forest Site-Specific Invasive Plant Treatment Project and Forest Plan Amendment Number 28
Invasive plants are currently damaging the ecological integrity of lands within and outside these administrative units. New tools and management techniques became available with the Pacific Northwest Region Invasive Plant Program, Preventing and Managing Invasive Plants, Final Environmental Impact Statement (USFS 2005a, R6 2005 FEIS), and Record of Decision (USFS 2005b, R6 2005 ROD). The Proposed Action would allow for use of these tools, including additional herbicides and application methods to increase treatment effectiveness. A Forest Plan amendment is proposed to allow the use of aminopyralid (Milestone[supreg]).
Stanislaus National Forest, CA; Notice of Intent To Prepare an Environmental Impact Statement for Candy Rock Quarry Management
The Stanislaus National Forest proposes to set permanent limitations on recreational target shooting at Candy Rock Quarry near Hathaway Pines, California. The purpose of this proposal is to determine if recreational target shooting is an appropriate activity at Candy Rock Quarry in the context of safety, public health, and applicable law, regulation and policy. If target shooting is found to be appropriate, determine the conditions under which shooting may continue.

Fresh Fruit and Vegetable Program
This proposed rule would establish the basic requirements for the operation of the Fresh Fruit and Vegetable Program (FFVP) in conformance with the Richard B. Russell National School Lunch Act. It would set forth administrative and operational requirements for FFVP operators at the State and local levels. The intent of these provisions is to ensure that the FFVP encourages the consumption of fresh fruits and vegetables by elementary school children, thus improving their dietary habits and long-term health.
Tri-State Generation and Transmission Association, Inc., Notice of Intent To Hold Public Scoping Meetings and Prepare an Environmental Assessment
The Rural Utilities Service (RUS), an agency of the United States Department of Agriculture, intends to hold public scoping meetings and prepare an Environmental Assessment (EA) to meet its responsibilities under the National Environmental Policy Act (NEPA) and RUS's Environmental Policies and Procedures (7 CFR part 1794) in connection with potential impacts related to a proposed project in Colorado by Tri-State Generation and Transmission Association, Inc. The proposed Burlington-Wray 230-kilovolt (kV) Transmission Project (Proposal) consists of the following: a proposed new single-circuit 230-kV electric transmission line between the existing Burlington Substation in Kit Carson County and the existing Wray Substation in Yuma County. Dow AgroScience LLC; Availability of Petition, Plant Pest Risk Assessment, and Environmental Assessment for Determination of Nonregulated Status of Corn Genetically Engineered for Herbicide Tolerance
We are extending the comment period for a petition received from Dow AgroScience LLC seeking a determination of nonregulated status of corn designated as DAS-40278-9, which has been genetically engineered for increased resistance to broadleaf herbicides in the phenoxy auxin group (such as the herbicide 2,4-D) and resistance to grass herbicides in the aryloxyphenoxypropionate acetyl coenzyme A carboxylase inhibitor group (such as quizalofop herbicides). This action will allow interested persons additional time to prepare and submit comments on the petition, our plant pest risk assessment, and our draft environmental assessment for the proposed determination of nonregulated status.
San Bernardino National Forest, Mountaintop Ranger District, California, Mitsubishi South Quarry Expansion Project
Mitsubishi Cement Corporation is submitting to the San Bernardino National Forest and San Bernardino County, for permitting, a Plan of Operations and Reclamation Plan for the South Quarry. The South Quarry will total approximately 153.6 acres consisting of a 128-acre quarry, a 2.7 acre landscape berm, a 22.2-acre haul road 1.8 miles in length, and a temporary construction road of 0.7 acres. The South Quarry and haul road will be located almost entirely (147.0 acres) on 440 acres of unpatented claims owned by Mitsubishi Cement Corporation on the San Bernardino National Forest with approximately 6.6 acres of the haul road located on Mitsubishi Cement Corporation fee land where it enters the existing East Pit. Current estimates project the South Quarry could feed the cement plant for approximately 120 years. No change to the throughput or operation of the Cushenbury Cement Plant is proposed as part of this project. Based on drilling conducted during the winter of 2009 and 2010, the South Quarry site has estimated proven and inferred reserves of over 200 million tons of mostly high to medium grade limestone. This higher grade limestone would be blended with lower grade limestone excavated from the West and East Pits at a ratio of approximately 50/50 in order to meet the limestone specifications to feed the adjacent Mitsubishi Cement Corporation Cushenbury Cement Plant. Concurrent reclamation would be conducted throughout the life of the quarry and, at the conclusion of excavations, 5 years of active reclamation and revegetation would be implemented followed by revegetation monitoring and remediation until revegetation goals are achieved. Comments are being requested to help identify significant issues or concerns related to the proposed action, to determine the scope of the issues (including alternatives) that need to be analyzed and to eliminate from detailed study those issues that are not significant. Supporting documentation should be included with comments recommending that the joint Environmental Impact Statement (EIS) and Environmental Impact Report (EIR) (EIS/EIR), to be prepared by the San Bernardino National Forest and County of San Bernardino, as the lead state agency under the California Environmental Quality Act (CEQA), address specific environmental issues.
Shiga Toxin-Producing Escherichia coli
The Food Safety and Inspection Service (FSIS) is announcing a new date for when it will implement routine verification sampling and testing for raw beef manufacturing trimmings for six non-O157 Shiga toxin-producing Escherichia coli (STEC) serogroups (O26, O45, O103, O111, O121, and O145). This new date will provide additional time for establishments and laboratories to validate their test methods. FSIS announced in September 2011 plans to test certain raw beef products for these six STEC serogroups in addition to O157:H7. FSIS has determined that these organisms are adulterants of raw ground beef products and product components under the Federal Meat Inspection Act (FMIA).
Solicitation of Input From Stakeholders Regarding the Smith-Lever 3(d) Children, Youth, and Families at Risk Sustainable Community Projects
Section 7403 of the Food, Conservation, and Energy Act of 2008 (Pub. L. 110-246) (FCEA) amended section 3(d) of the Smith-Lever Act (7 U.S.C. 343(d)) to provide the opportunity for 1862 and 1890 Land-Grant Institutions, including Tuskegee University and West Virginia State University to compete for section 3(d) funds. Section 7417 of FCEA also provided the University of the District of Columbia the opportunity to compete for section 3(d) funds. The Children, Youth, and Families at Risk (CYFAR) Sustainable Community Projects is among the Extension programs funded under this authority. The National Institute of Food and Agriculture (NIFA) plans to consider stakeholder input received from written comments in developing future competitive RFAs for this program.

Nez Perce-Clearwater National Forests; Idaho; Clear Creek Integrated Restoration Project
This is a corrected notice. This notice updates the contact information that was included in the original notice, and extends the comment due date to March 1, 2012. The original notice was published in the Federal Register on January 6, 2012, pages 775 and 776. The Forest Service gives notice of its intent to prepare an Environmental Impact Statement for the Clear Creek Integrated Restoration Project. The Proposed action would use a combination of timber harvest, pre-commercial thinning, prescribed fire and reforestation to achieve the desired range of age classes, size classes, vegetative species distributions, habitat complexity (diversity) and landscape patterns across the forested portions of the project area. Road decommissioning, culvert replacements and road improvements are also proposed to improve watershed health. The EIS will analyze the effects of the proposed action and alternatives. The Nez Perce-Clearwater Forest invites comments and suggestions on the issues to be addressed. The agency gives notice of the National Environmental Policy Act (NEPA) analysis and decision making process on the proposal so interested and affected members of the public may participate and contribute to the final decision.

In accordance with Section 743 of Division C of the Consolidated Appropriations Act of 2010 (Pub. L. 111-117), Department of Agriculture is publishing this notice to advise the public of the availability of the FY 2011 Service Contract inventory. Agency Information Collection Activities: Proposed Collection; Comments Request-Study of Organizations Providing or Administering SNAP Incentives at Farmers' Markets
In accordance with the Paperwork Reduction Act of 1995, this notice invites the public and other public agencies to comment on this proposed information collection. This is a revision to a previous data collection to understand better the shopping patterns of SNAP participants at farmers' markets. The purpose of this collection is for the Food and Nutrition Service to understand how private organizations operate Supplemental Nutrition Assistance Program (SNAP) financial incentive programs for clients purchasing fruits and vegetables at farmers' markets. Information collected will be used to examine how these organizations design, operate, and evaluate incentive programs to encourage SNAP clients to shop for fruits and vegetables at farmers' markets. It will also assist in assessing how much these programs influence the purchase of fruits and vegetables at farmers' markets using SNAP benefits.
Los Padres National Forest: California; Environmental Impact Statement for the Removal of the Noxious Weed Tamarisk on the Los Padres National Forest
The USDA, Forest Service, Los Padres National Forest, gives notice of intent to conduct analysis and prepare an Environmental Impact Statement (EIS) for the removal of the noxious weed Tamarisk across the Los Padres National forest: This notice announces the beginning of scoping, describes the proposed action, decisions to be made, and estimates the dates for filing the draft and final EIS. This notice also provides information concerning public participation, and the names and addresses of the Agency officials who can provide information.
Dairy Product Mandatory Reporting
This final rule adopts changes to Agricultural Marketing Service (AMS) regulations as required by section 273(d) of the Agricultural Marketing Act of 1946 (the Act) as amended by the Mandatory Price Reporting Act of 2010. The amendment to the Act requires the Secretary of Agriculture (Secretary) to establish an electronic reporting system for certain manufacturers of dairy products to report sales information for a mandatory dairy product reporting program. Request for Applications: The Community Forest and Open Space Conservation Program
The Department of Agriculture (USDA), Forest Service, State and Private Forestry, Cooperative Forestry staff, requests applications for the Community Forest and Open Space Conservation Program (Community Forest Program or CFP). This is a competitive grant program whereby local governments, qualified nonprofit organizations, and Indian tribes are eligible to apply for grants to establish community forests through fee simple acquisition of private forest land. The purpose of the program is to establish community forests by protecting forest land from conversion to non-forest uses and provide community benefits such as sustainable forest management, environmental benefits including clean air, water, and wildlife habitat; benefits from forest-based educational programs; benefits from serving as models of effective forest stewardship; and recreational benefits secured with public access. Eligible lands for grants funded under this program are private forest that is at least five acres in size, suitable to sustain natural vegetation, and at least 75 percent forested. The lands must also be threatened by conversion to non-forest uses, must not be held in trust by the United States on behalf of any Indian tribe or allotment lands, and if acquired by an eligible entity, must provide defined community benefits under CFP and allow public access.
Boundary Establishment for Sturgeon National Wild and Scenic River; Hiawatha National Forest; Delta County, MI
In accordance with Section 3(b) of the Wild and Scenic Rivers Act, the USDA Forest Service, Washington Office, is transmitting the final boundary of the Sturgeon National Wild and Scenic River to Congress.
Black Hills National Forest Advisory Board
The U.S. Department of Agriculture, Forest Service intends to re-establish the Black Hills National Forest Advisory Board (Board). The purpose is to obtain advice and recommendations on a broad range of forest issues such as forest plan revisions or amendments, forest health including fire management and mountain pine beetle infestations, travel management, forest monitoring and evaluation, recreation fees, and site-specific projects having forest wide implications. The Forest Service is also seeking nominations for individuals to be considered as committee members. The public is invited to submit nominations for membership.
