We are advising the public that the Animal and Plant Health Inspection Service has prepared an environmental assessment (EA) relative to the control of air potato (Dioscorea bulbifera). The EA considers the effects of, and alternatives to, the release of an insect, Lilioceris cheni, into the continental United States for use as a biological control agent to reduce the severity of air potato infestations. We are making the EA available to the public for review and comment.

This final rule is implementing verbatim sections 8102 and 8104 of the Food, Conservation, and Energy Act of 2008 (FCEA) by adding regulations regarding special closures to provide for closure of National Forest System lands to protect the privacy of tribal activities for traditional and cultural purposes and by adding definitions for ``Indian tribe'' and ``traditional and cultural purpose.'' FCEA authorizes the Secretary of Agriculture to ensure access to National Forest System lands, to the maximum extent practicable, by Indians and Indian tribes for traditional and cultural purposes, in recognition of the historic use of National Forest System lands by Indians and Indian tribes.

The Shoshone Resource Advisory Committee (Committee) will hold a conference call on January 28, 2011. The Committee is meeting as authorized under the Secure Rural Schools and Community Self- Determination Act (Pub. L. 110-343) and in compliance with the Federal Advisory Committee Act. The purpose of the conference call is to assess the project recruitment effort, determine whether further steps should be taken to recruit project proposals, and to vote for a new chairperson.

In accordance with the Paperwork Reduction Act of 1995, this notice invites the general public and other public agencies to comment on this proposed information collection. This is a new collection for the electronic submission of programmatic and financial data through the Food Programs Reporting System (FPRS). The data is currently collected on approved Office of Management and Budget (OMB) forms.

The Six Rivers National Forest (Six Rivers NF) will prepare an Environmental Impact Statement to disclose the impacts associated with the following proposed actions: 1. Fuel reduction would occur and be located along corridors primarily on strategically placed ridges, along highly traveled roads and within isolated stands near private property. Treatment would consist of thinning trees less than 8'' diameter breast-height (DBH) and removing brush within treatment areas. Commercial biomass would be a by-product of this treatment. Fuel treatments would augment on-going road brush treatment projects funded by the Community Wildfire Protection Plan (CWPP) located in the northwest corner of the project area. 2. All previously managed plantations would be treated, either with commercial thinning or timber stand improvements (TSI). Both treatments are designed to reduce stand density, decrease competition and improve growing space for residual trees. Commercially thinned plantations would consist of thinning trees greater than 8'' DBH. Plantations without a commercial saw-log component (TSI) would consist of thinning trees less than 8'' DBH and reducing brush. Commercial biomass would be a by-product of TSI treatments. 3. Off-site ponderosa pine plantations would be thinned to promote growth of naturally occurring tree species. 4. Douglas-fir/tanoak plantations would be thinned, and most of the planted pine within these plantations would be removed, while a portion of the hardwood component would be maintained. 5. Pure stands of Douglas-fir would be thinned to increase growing space for overstocked early seral stands. Stands that once contained a significant black oak component would be thinned to encourage black oak regeneration. 6. Douglas-fir and white fir stands with viable oak and pine would be thinned to reduce overall stand density, and trees that compete with healthy hardwoods and pines would be removed to increase their viability and promote their regeneration. 7. All treatments would maintain tree species mix of hardwoods and conifers.

The Ontonagon Resource Advisory Committee will meet in Ewen, Michigan. The Committee is meeting as authorized under the Secure Rural Schools and Community Self-Determination Act (Pub. L. 110-343) and in compliance with the Federal Advisory Committee Act. The purpose is to review and make recommendations on Title II Projects submitted by the public.

The Pike & San Isabel Resource Advisory Committee will meet in Pueblo, Colorado. The committee is meeting as authorized under the Secure Rural Schools and Community Self-Determination Act (Pub. L. 110- 343) and in compliance with the Federal Advisory Committee Act. The purpose of the conference call is for project coordination and understanding.

We are proposing to amend the Virus-Serum-Toxin Act regulations regarding the packaging and labeling of veterinary biological products to provide for the use of an abbreviated true name on small final container labeling for veterinary biologics; require labeling to bear a consumer contact telephone number; change the format used to show the establishment or permit number on labeling and require such labeling to show the product code number; change the storage temperature recommended in labeling for veterinary biologics; require vaccination and revaccination recommendations in labeling to be consistent with licensing data; require labeling information placed on carton tray covers to appear on the outside-face of the tray cover; remove the restriction requiring multiple-dose final containers of veterinary biologics to be packaged in individual cartons; require labeling for bovine virus diarrhea vaccine containing modified live virus to bear a statement warning against use in pregnant animals; reduce the number of copies of each finished final container label, carton label, or enclosure required to be submitted for review and approval; require labeling for autogenous biologics to specify the microorganism(s) and/or antigen(s) they contain; and require labeling for conditionally licensed veterinary biologics to bear a statement concerning efficacy and potency requirements. In addition, we also propose to amend the regulations concerning the number of labels or label sketches for experimental products required to be submitted for review and approval, and the recommended storage temperature for veterinary biologics at licensed establishments. These proposed amendments are necessary in order to update and clarify labeling requirements and ensure that information provided in labeling is accurate with regard to the expected performance of the product.

Pursuant to the authorities in the Federal Advisory Committee Act (Pub. L. 92-463) and under the Secure Rural Schools and Community Self-Determination Act of 2000 (Pub. L. 110-343) the Idaho Panhandle Resource Advisory Committee will meet Friday, January 21, 2011, at 9 a.m. in Coeur d'Alene, Idaho for a business meeting. The business meeting is open to the public.

The Ketchikan Resource Advisory Committee will meet in Ketchikan, Alaska, March 29, 2011. The purpose of this meeting is to discuss potential projects under the Secure Rural Schools and Community Self-Determination Act of 2008.

Notice is hereby given of the intention of NRCS to issue a series of revised conservation practice standards in the National Handbook of Conservation Practices. These standards include: Aquatic Organism Passage (Code 396), Bivalve Aquaculture Waste Control (Code 400), Cross Wind Trap Strips (Code 589c), Irrigation Field Ditch (Code 388), Nutrient Management (Code 590), and Waste Facility Closure (Code 360). NRCS State Conservationists who choose to adopt these practices for use within their States will incorporate them into section IV of their respective electronic Field Office Technical Guide. These practices may be used in conservation systems that treat highly erodible land (HEL) or on land determined to be a wetland. Section 343 of the Federal Agriculture Improvement and Reform Act of 1996 requires NRCS to make available for public review and comment all proposed revisions to conservation practice standards used to carry out HEL and wetland provisions of the law.

The Amador County Resource Advisory Committee will meet in Sutter Creek, California. The committee is meeting as authorized under the Secure Rural Schools and Community Self-Determination Act (Pub. L. 110-343) and in compliance with the Federal Advisory Committee Act. Project proposals will be discussed and voted on to determine which projects will be recommended to Eldorado National Forest Supervisor Ramior Villalvazo for approval and implementation.

The Francis Marion Sumter National Forests Resource Advisory Committee will meet in Columbia, South Carolina. The committee is meeting as authorized under the Secure Rural Schools and Community Self-Determination Act (Pub. L. 110-343) and in compliance with the Federal Advisory Committee Act. The purpose of the meeting is to review proposals that were submitted for Title II funding.

In accordance with the Paperwork Reduction Act of 1995, this Notice announces the Rural Housing Service's intention to request an extension for a currently approved information collection in support of the program for the Guaranteed Rural Rental Housing Program.

We are adopting as a final rule, without change, an interim rule that amended the Asian longhorned beetle (ALB) regulations by adding a portion of Worcester County, MA, to the list of quarantined areas and updating the description of the quarantined area in the Borough of Staten Island in the City of New York, NY. The interim rule, which restricted the interstate movement of regulated articles from these areas, was necessary to prevent the artificial spread of ALB to noninfested areas of the United States.

We are adopting as a final rule, without change, an interim rule that amended the regulations to add areas in Maryland, Michigan, Minnesota, Missouri, Pennsylvania, Virginia, West Virginia, and Wisconsin to the list of areas quarantined because of emerald ash borer (EAB). The interim rule was necessary to prevent the artificial spread of EAB into noninfested areas of the United States. As a result of the interim rule, the interstate movement of regulated articles from those areas is restricted.

The Prince William Sound Resource Advisory Committee will meet in Cordova, Alaska. The committee is meeting as authorized under the Secure Rural Schools and Community Self-Determination Act (Pub. L. 110- 343) and in compliance with the Federal Advisory Committee Act. The purpose of the meeting is to review, discuss and select projects to be funded thru the Secure Rural Schools Act.

The Mendocino County Resource Advisory Committee will meet January 21, 2011 (RAC) in Willits, California. Agenda items to be covered include: (1) Approval of minutes, (2) Handout Discussion, (3) Public Comment, (4) Financial Report, (5) Sub-committees, (6) Matters before the group, (7) Discussionapproval of projects, (8) Next agenda and meeting date.

The Southern Arizona Resource Advisory Committee will meet in Tucson, Arizona. The purpose of the meeting is for the committee members to review and recommend the projects to be funded with the Secure Rural Schools and Community Self-Determination Act funding.
