The Tonto National Forest plans to implement a $6 per vehicle fee for overnight camping and day-use at Haigler Canyon Recreation Site. This site is undergoing major improvements which will increase facilities and services available to the public once completed. Fees paid at similar recreation sites on the Tonto National Forest demonstrate that the public appreciates and enjoys the availability of developed recreation sites and is willing to pay reasonable fees for use of such sites. Funds from the fee revenue will be used for the continued operation and maintenance of Haigler Canyon Recreation Site.
Wildlife Services; Availability of a Supplemental Decision/Finding of No Significant Impact for Oral Rabies Vaccine Program

We are advising the public that we have prepared a proposed decision/finding of no significant impact relative to oral rabies vaccination programs in several States. Since the publication of our original environmental assessment and decision/finding of no significant impact in 2001, we have prepared, and made available to the public for comment, several supplemental environmental assessments and decisions/findings of no significant impact in order to reflect changes in the program. The decision/finding of no significant impact made available by this notice clarifies the term ``contingency actions,'' which was used in a supplemental environmental assessment we prepared in 2004, and analyzes a type of contingency action called trap- vaccinate-release that was not analyzed as part of the proposed action in the 2004 supplemental environmental assessment. The new decision/ finding of no significant impact is intended to facilitate planning and interagency coordination in the event of rabies outbreaks and to clearly communicate to the public the actions involved in the oral rabies vaccination program.

Shasta-Trinity National Forest, California Mudflow Vegetation Management Project

Shasta-Trinity National Forest proposes to harvest timber and remove accumulations of down wood (fuels) on approximately 2900 acres of National Forest System lands. Trees on about 80% of the area would be thinned by removing a portion of the trees from overcrowded forest stands. Trees removed would be those infected with disease or insects and those generally smaller in size than trees that will be retained. Most of the trees on approximately 15% of the area are infected by root disease and insects and would be removed. Young tree seedlings would be planted in the openings created in these areas. Encroaching conifers will be removed from the remaining 5% of the area to restore and maintain wet meadow characteristics in a condition that existed in the past. The majority of project area is within township T40N, R2W, MDM with minor inclusions in T39N, R2W and T40N, R3W, MDM. The project is located immediately north and east of the town of McCloud, California. The Forest Land and Resource Management Plan has allocated portions of the project area to Late-Successional Reserves and Special Area Management (Research Natural Area) with the remainder designated as Matrix lands. About five percent of the area is zoned as Riparian Reserve (wetlands and areas adjacent to streams).

The Bridger-Teton National Forest is planning to charge an $80 fee for the overnight rental of Green River Lakes Lodge. This facility has not been available for recreation use prior to this date. Rentals of other historic guard stations on the Bridger-Teton National Forest have shown that people appreciate and enjoy the availability of historic rental cabins. Funds from the rental will be used for the continued operation and maintenance of Green River Lakes Lodge.

The Rural Housing Service (RHS) announces that it is soliciting applications under its Housing Preservation Grant (HPG) program. The HPG program is a grant program which provides qualified public agencies, private nonprofit organizations, and other eligible entities grant funds to assist very low- and low-income homeowners in repairing and rehabilitating their homes in rural areas. In addition, the HPG program assists rental property owners and cooperative housing complexes in repairing and rehabilitating their units if they agree to make such units available to low- and very low-income persons. This action is taken to comply with Agency regulations found in 7 CFR part 1944, subpart N, which require the Agency to announce the opening and closing dates for receipt of preapplications for HPG funds from eligible applicants. The intended effect of this Notice is to provide eligible organizations notice of these dates.

User Fees for 2007 Crop Cotton Classification Services to Growers

The Agricultural Marketing Service (AMS) is proposing to maintain user fees for cotton producers for 2007 crop cotton classification services under the Cotton Statistics and Estimates Act at the same level as in 2006. This is in accordance with the formula provided in the Uniform Cotton Classing Fees Act of 1987. The 2006 user fee for this classification service was $1.85 per bale. This proposal would maintain the fee for the 2007 crop at $1.85 per bale. The proposed fee and the existing reserve are sufficient to cover the costs of providing classification services, including costs for administration and supervision.

This rule invites comments on a revision to the reporting requirements established under the California desert grape marketing order, which regulates the handling of grapes grown in a designated area of Southeastern California. The marketing order is administered locally by the California Desert Grape Administrative Committee (CDGAC or committee). This rule would require handlers to provide an annual report to the committee which lists the acreages devoted to grapes for fresh shipment, the owners and locations of the acreages, and varieties produced thereon that the handler will be handling during the upcoming season. This change would allow the committee to collect information on the acreage and varieties of desert grapes regulated under the marketing order, thus improving data collection and the efficient operation of the program.

Nectarines and Peaches Grown in California; Revision of Handling Requirements for Fresh Nectarines and Peaches

This rule eliminates grade, size, maturity, pack, container and inspection requirements for all California nectarines and peaches except those packed in containers labeled ``California Well Matured'' or ``CA WELL MAT''. This rule also makes seasonal adjustments to the handling requirements applicable to well matured fruit. Finally, this rule removes certain handler reporting requirements that are deemed no longer necessary. The marketing orders regulate the handling of nectarines and peaches grown in California and are administered locally by the Nectarine Administrative and Peach Commodity Committees (committees). This rule should reduce handler costs while enabling handlers to continue to meet the demands of their buyers.

This rule increases the assessment rate established for the California Olive Committee (committee) for the 2007 and subsequent fiscal years from $11.03 to $47.84 per assessable ton of olives handled. The committee locally administers the marketing order which regulates the handling of olives grown in California. Assessments upon olive handlers are used by the committee to fund reasonable and necessary expenses of the program. The fiscal year began January 1 and ends December 31. The assessment rate will remain in effect indefinitely unless modified, suspended, or terminated.

This rule increases the Scotch spearmint oil salable quantity from 878,205 pounds to 2,984,817 pounds, and the allotment percentage from 45 percent to 153 percent. In addition, this rule increases the Native spearmint oil salable quantity from 1,161,260 pounds to 1,205,208 pounds, and the allotment percentage from 53 percent to 55 percent. The marketing order regulates the handling of spearmint oil produced in the Far West and is administered locally by the Spearmint Oil Administrative Committee (Committee). The Committee recommended this rule for the purpose of avoiding extreme fluctuations in supplies and prices and to help maintain stability in the Far West spearmint oil market.

The Forest Service will prepare a supplement to the Final Environmental Impact Statement (FEIS) for the Southwest Idaho Ecogroup (SWIEG) Revised Land and Resource Management Plans and may amend the Payette Revised LRMP. This supplement is being conducted in order to comply with the Chief's appeals decision of March 9, 2005. It is intended to present additional information for the Payette National Forest portion of the SWIEG concerning: (1) The viability of Rocky Mountain bighorn sheep (bighorn sheep) at the planning unit scale; (2) compliance with the Hells Canyon National Recreation Area Act (HCNRA); (3) 36 CFR 292.48; (4) compliance with the National Forest Management Act (NFMA); and (5) 36 CR 219.19. The amendment would add direction to the Payette Revised LRMP to address the viability concerns for bighorn sheep.
