Safety Zone; Anclote River, Tarpon Springs, FL
The Coast Guard is establishing a temporary safety zone for navigable waters of the Anclote River in Tarpon Springs, FL for the removal of a dredging pipe. The safety zone will encompass all waters within a 200-yard radius of the dredge vessel DIAMOND 6 and the tug vessel LADY LAFON. The safety zone is needed to protect personnel, vessels, and the marine environment from potential hazards created by dredge work and removal of a dredging pipe. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port St Petersburg.
National Boating Safety Advisory Committee; April 2024 Meetings
The National Boating Safety Advisory Committee (Committee) will conduct meetings over three days in Austin, Texas to discuss matters relating to national boating safety. The meetings will be open to the public and will include in-person and virtual attendance options.
Safety Zone; Coastal Virginia Offshore Wind-Commercial Wind Farm Project Area, Outer Continental Shelf, Lease OCS-A 0483, Offshore Virginia, Atlantic Ocean
The Coast Guard is establishing 179 temporary 500-meter safety zones around the construction of 176 wind turbine generators and three offshore substations in Federal waters on the Outer Continental Shelf, east-northeast of Virginia Beach, Virginia. This action is necessary to protect life, property, and the environment during construction of their foundations and their subsequent installation, from May 1, 2024, to May 1, 2027. When enforced, only attending vessels and those vessels specifically authorized by the Fifth Coast Guard District Commander, or a designated representative, are permitted to enter or remain in the temporary safety zones.
National Maritime Security Advisory Committee; Vacancies
The U.S. Coast Guard is accepting applications to fill seven vacancies on the National Maritime Security Advisory Committee (Committee). This Committee advises the Secretary of Homeland Security, via the Commandant of the U.S. Coast Guard on matters relating to national maritime security, including on enhancing the sharing of information related to cybersecurity risks that may cause a transportation security incident, between relevant Federal agencies and State, local, and tribal governments; relevant public safety and emergency response agencies; relevant law enforcement and security organizations; maritime industry; port owners and operators; and terminal owners and operators.
Certificate of Alternative Compliance for the DELTA MARINE INDUSTRIES SHIPYARD HULL #090049
The Coast Guard announces that the Chief, Prevention Division, Thirteenth District has issued a certificate of alternative compliance from the International Regulations for Preventing Collisions at Sea, 1972 (72 COLREGS), for the DELTA MARINE INDUSTRIES SHIPYARD HULL #090049. We are issuing this notice because its publication is required by statute. Due to the construction and placement of the masthead light, DELTA MARINE INDUSTRIES SHIPYARD HULL #090049 cannot fully comply with the light, shape, or sound signal provisions of the 72 COLREGS without interfering with the vessel's design and construction. This notification of issuance of a certificate of alternative compliance promotes the Coast Guard's marine safety mission.
Shipping Safety Fairways Along the Atlantic Coast Public Meeting
The Coast Guard has decided to host a public meeting regarding the proposed establishment of shipping safety fairways along the Atlantic coast. In addition, the Coast Guard is extending the comment period on the proposed rule in order to allow participants in the public meeting sufficient time to prepare their comment submissions.
Regulated Navigation Area; NW Natural Gasco Sediment Site Field Pilot Study, Willamette River, Portland, Oregon
The Coast Guard is proposing to establish a Regulated Navigation Area for certain waters of the Willamette River. This action is necessary to preserve the integrity of sampling ports at the NW Natural Gasco Sediments Site Project Area on these navigable waters near Portland, Oregon. This proposed rulemaking would prohibit persons and vessels in the designated area from activities that could disturb or damage the sampling ports unless authorized by the Captain of the Port Sector Columbia River or a designated representative. We invite your comments on this proposed rulemaking.
Special Local Regulation; Red River, Shreveport, LA
The Coast Guard is proposing to establish a temporary special local regulation (SLR) for certain navigable waters of the Red River. This action is necessary to provide for the safety of life on these navigable waters near Shreveport, Louisiana, during high-speed powerboat races from May 24, 2024 through May 26, 2024. This proposed rulemaking would prohibit persons and vessels from being in the regulated unless authorized by the Captain of the Port Sector Lower Mississippi River or a designated representative. We invite your comments on this proposed rulemaking.
National Commercial Fishing Safety Advisory Committee; April 2024 Meetings
The National Commercial Fishing Safety Advisory Committee (Committee) will conduct a series of meetings over three days to review, discuss, and make recommendations to the Secretary on matters relating to marine investigation cases and other relevant initiatives pertaining to commercial fishing vessels (CFVs). For more detailed information see section VII below.
Safety Zone; Gulf of Mexico, Marathon, FL
The Coast Guard is proposing to establish a temporary safety zone for certain waters in the Gulf of Mexico offshore Marathon, Florida. This action is necessary to provide for the safety of life on these navigable waters of Marathon, FL, during the 2024 Race World Offshore 7 Mile Grand Prix. The proposed rule prohibits persons and vessels from being in the safety zone unless authorized by the Captain of the Port Key West or a designated representative. We invite your comments on this proposed rulemaking.
Safety Zone; Revolution Wind Farm Project Area, Outer Continental Shelf, Lease OCS-A 0486, Offshore Rhode Island, Atlantic Ocean
The Coast Guard proposes to establish 67 temporary safety zones around the construction of each facility during the development of the Revolution Wind Farm project area within Federal waters on the Outer Continental Shelf, specifically in the Bureau of Ocean Energy Management Renewable Energy Lease Area OCS-A 0486, approximately 15 nautical miles offshore southeast of Point Judith, Rhode Island. This action protects life, property, and the environment during construction of each facility from June 1, 2024, to May 31, 2027. When enforced, only attending vessels and vessels with authorization are permitted to enter or remain in the temporary safety zones.
Safety Zone, Delaware River, Camden, NJ
The Coast Guard is establishing a temporary safety zone for navigable waters within a 500-yard radius of the USS New Jersey during active dead ship tow operations. The USS New Jersey will be transiting from berth in Camden, NJ, to Paulsboro, NJ, and then over to the Navy Yard in Philadelphia, PA. The safety zone, which will only be enforced during active towing operations, is needed to protect personnel, vessels, and the marine environment from potential hazards created by the dead ship tow. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port, Sector Delaware Bay.
Special Local Regulation; Bonita Tideway, Brigantine, NJ
The Coast Guard is establishing a temporary special local regulation for the navigable waters of the Bonita Tideway, near Brigantine, NJ. This action is needed to provide for the safety of life on these navigable waters during a rowing regatta on March 29, 2024, and March 30, 2024. This rule prohibits persons and vessels from being in the regulated area during the enforcement periods unless authorized entry by the Captain of the Port (COTP), Delaware Bay, or a designated representative.
Safety Zone; Storms With High Winds; Sector Maryland-National Capital Region Captain of the Port Zone
The Coast Guard is establishing a safety zone for the navigable waters of the Sector Maryland-National Capital Region Captain of the Port (COTP) Zone. It will be enforced, as needed, to ensure the safety of these waters in the event of hurricanes, tropical storms, and other storms with high winds. The rule provides for actions to be completed by industry and vessels within the COTP Zone before and after the landfall of hurricanes, tropical storms, and other severe weather events threatening the State of Maryland.
Drawbridge Operation Regulation; Atlantic Intracoastal Waterway, Beaufort, SC
The Coast Guard has issued a temporary deviation from the operating schedule that governs the Lady's Island (Woods Memorial) Bridge across the Atlantic Intracoastal Waterway (AICW) (Beaufort River), mile 536.0, at Beaufort, SC. South Carolina Department of Transportation (SCDOT) has requested the Coast Guard consider changing the operating schedule to remove the seasonal operating schedule aligning with other drawbridges along the AICW in SC. This deviation will test a change to the drawbridge operation schedule to determine whether a permanent change to the schedule is needed. The Coast Guard is seeking comments from the public regarding this deviation.
Cooperative Research and Development Agreement: REGENT Craft, Inc.
The Coast Guard is announcing its intent to enter into a Cooperative Research and Development Agreement (CRADA) with REGENT Craft, Inc. (REGENT) to evaluate advancements in Wing-In-Ground (WIG) maritime aircraft for applicability to USCG missions. REGENT's sea gliders are representative of that technology. While the Coast Guard is currently considering partnering with REGENT, we are soliciting public comment on the possible nature of and participation of other parties in the proposed CRADA. In addition, the Coast Guard also invites other potential non-Federal participants, who have the interest and capability to bring similar contributions to this type of research, to consider submitting proposals for consideration in similar CRADAs.
Safety Zones; Coast Guard Sector Ohio Valley Annual and Recurring Safety Zones Update
The Coast Guard is amending and updating its safety zone regulations for annual events that take place in the Coast Guard Sector Ohio Valley area of responsibility (AOR). This action is necessary to update the current list of recurring safety zones with revisions, additional events, and removal of events that no longer take place in the Sector Ohio Valley. When these safety zones are enforced, certain restrictions are placed on marine traffic in specified areas.
Mariner Credentialing Program Transformation
The Coast Guard's Mariner Credentialing Program issues merchant mariner credentials and medical certificates, approves training courses and programs, and approves other qualifications such as a Qualified Assessor and a Designated Examiner. Under this rulemaking, the Coast Guard proposes to allow for the electronic submission of information required for credentialing to allow for the future implementation of a new information technology system to support the mariner credentialing process. The Coast Guard also proposes to require the electronic payment of mandatory fees for merchant mariner credentials through Pay.Gov, to remove the requirement for prospective mariners to take an oath before an authorized official, and to change the requirements for the Certificate of Discharge to Merchant Mariners. Finally, the Coast Guard proposes technical amendments to update addresses and websites, to remove antiquated terminology, and to amend language to use gender-neutral terms.
Safety Zone; Reoccurring Firework Displays Near Convention Center on the Mobile River, Mobile, AL
The Coast Guard is proposing to establish a safety zone for reoccurring firework displays on the Mobile River in the vicinity of the Arthur R. Outlaw Convention Center in Mobile, AL. The safety zone would be enforced only during the firework displays. Establishment of this safety zone is necessary to protect waterway users and vessels from potential hazards associated with these firework displays. This proposed rulemaking would prohibit entry into the safety zone during the firework displays unless authorized by the Captain of the Port Mobile (COTP), or a COTP designated representative.
Special Local Regulation; Marine Events Within the Eleventh Coast Guard District-San Diego Crew Classic
The Coast Guard will enforce the special local regulation on the waters of Mission Bay, San Diego, California during the San Diego Crew Classic. This special local regulation will be enforced from 7 a.m. to 5 p.m. on Saturday, April 6, 2024, and from 7 a.m. to 4 p.m. on Sunday, April 7, 2024. This special local regulation is necessary to provide for the safety of the participants, crew, sponsor vessels of the rowing event, and general users of the waterway. During the enforcement period, persons and vessels are prohibited from entering, transiting through, or anchoring within this regulated area unless authorized by the Captain of the Port, or his designated representative.
Special Local Regulation; Mission Bay, San Diego, CA
The Coast Guard is establishing a temporary special local regulation for San Diego Crew Classic that will be held in Mission Bay, San Diego, CA. This action is necessary to provide for the safety of life on these navigable waters during the event. This rule would prohibit spectators from anchoring, blocking, loitering, or transiting through the event area unless authorized by the Captain of the Port San Diego or a designated representative.

Safety Zone; Inner Harbor, Baltimore MD
The Coast Guard is proposing a temporary safety zone for certain waters of the Inner Harbor of Baltimore, MD, where Maryland Fleet Week and Flyover Baltimore 2024 will take place from June 12 to 18, 2024. The safety zone would protect personnel, vessels, and the marine environment from potential hazards during multi-agency helicopter rescue demonstration. It would be enforced thirty minutes prior to a demonstration and lifted at its conclusion. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port, Maryland-National Capital Region, or a designated representative.

The Coast Guard is establishing two temporary safety zones to protect personnel, vessels, and the marine environment from potential hazards created by commercial spaceflight activities. One safety zone is in the navigable waters of South Bay, TX and the other is in the navigable waters of the Gulf of Mexico, within 12 nautical miles. Entry of vessels or persons into these zones are prohibited unless specifically authorized by the Captain of the Port, Sector Corpus Christi (COTP) or a designated representative.
Safety Zone; Indian Island, Port Townsend Bay, WA
The Coast Guard is establishing a temporary safety zone for navigable waters West of Indian Island in Port Townsend Bay, Washington. The safety zone is needed to protect personnel, vessels, and the marine environment from potential hazards created by a naval exercise. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port Sector Puget Sound.
National Navigation Safety Advisory Committee Meeting; April 2024 Meeting
The National Navigation Safety Advisory Committee (Committee) will conduct a series of meetings over 2 days in Bronx, New York to discuss matters relating to maritime collisions, allisions, and groundings; Inland Rules of the Road; International Rules of the Road; navigation regulations and equipment; routing measures; marine information; and aids to navigation systems. All meetings will be open to the public.
Security Zone; Cooper River, Charleston County, SC
The Coast Guard is proposing to establish a permanent security zone for certain waters of the Cooper River between Charleston and Mount Pleasant, SC. This action is necessary to provide for the security and protection of life on navigable waters near the Arthur Ravenel Jr. Bridge during the annual Cooper River Bridge Run. This proposed rulemaking would prohibit persons and vessels from entering the security zone unless authorized by the Captain of the Port Charleston or a designated representative. Special Local Regulations; Recurring Marine Events, Sector St. Petersburg
The Coast Guard is revising existing regulations by updating the duration of an existing event in the Seventh Coast Guard District Captain of the Port St. Petersburg Zone. This action is necessary to provide for the safety of life on the navigable waters in Clearwater, FL, during the Clearwater Offshore Nationals/Race World Offshore event.
Regulated Navigation Area; Tampa Bay, Tampa, FL
The Coast Guard is revising existing regulations for a Regulated Navigation Area in Tampa Bay, Florida by updating the geographic boundaries of Egmont Channel in the Gulf of Mexico. The change is designed to align the coordinates in the regulation with the coordinates needed to properly control traffic in the Captain of the Port St. Petersburg Zone. The current coordinates do not reflect the Regulated Navigation Area that the Coast Guard intended to put in place.
Drawbridge Operation Regulation; Old River, Between Victoria Island and Byron Tract, CA
The Coast Guard is temporarily modifying the operating schedule that governs the draw of the California Department of Transportation (Route 4) highway bridge, mile 14.8 between Victoria Island and Byron Tract, CA. This action is necessary to allow the bridge owner to complete rehabilitation of the bridge after a continuing unexpected delay in installing We can't have and testing of the custom-made electronics.
Drawbridge Operation Regulation; Portage River, Port Clinton, OH
The Coast Guard is altering operating regulations of the Monroe Street Highway Bridge, mile 0.4 and the Norfolk Southern Railroad Bridge, mile 1.5, over the Portage River at Port Clinton, Ohio.
Safety Zone; St. Petersburg, Florida
The Coast Guard is establishing a temporary safety zone for navigable waters of Tampa Bay, in the vicinity of the St. Petersburg Municipal Yacht Basin, during a racing event in St. Petersburg, FL. The safety zone is necessary to ensure the safety of participant vessels, spectators, and the general public during the event. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port St. Petersburg or a designated representative.
Special Local Regulations; Lake Havasu Triathlon, Lake Havasu, AZ
The Coast Guard will enforce the Lake Havasu Triathlon special local regulations on the waters of the Colorado River on March 17, 2024. These special local regulations are necessary to provide for the safety of the participants, crew, spectators, sponsor vessels, and general users of the waterway. During the enforcement period, persons and vessels are prohibited from anchoring, blocking, loitering, or impeding within this regulated area unless authorized by the Captain of the Port, or his designated representative.
Safety Zone; Sabine River, Orange, TX
The Coast Guard is establishing a temporary safety zone for certain navigable waters of the Sabine River, extending the entire width of the river, adjacent to the public boat ramp located in Orange, TX. This action is necessary to protect persons and vessels from hazards associated with a high-speed Jet Ski race competition in Orange, TX. Entry of vessels or persons into this zone is prohibited unless authorized by the Captain of the Port Marine Safety Unit Port Arthur or a designated representative.
Regulated Navigation Area; St. Louis River/Duluth-Superior Harbor, Duluth, MN
The Department of Homeland Security, United States Coast Guard, is establishing a Regulated Navigation Area for certain waters of the Duluth-Superior Harbor and the St. Louis River in Duluth, MN. This action is necessary to prevent disruption of an engineered sediment remediation project within one of the Great Lakes designated Areas of Concern (AOC); the St. Louis River. This interim rulemaking prohibits anchoring, spudding, dredging, dragging, or any other activity which could potentially disturb the riverbed in the designated area unless authorized by the District Commander or the Captain of the Port. We invite your comments on this interim rulemaking.
National Merchant Marine Personnel Advisory Committee; March 2024 Meetings
The National Merchant Marine Personnel Advisory Committee (Committee) will conduct a series of meetings over two days in Edmonds, WA to discuss issues relating to personnel in the United States Merchant Marine including the training, qualifications, certification, documentation, and fitness of mariners.
Request for Information; Extension of Comment Period
The Coast Guard is extending the comment period of the Request for Information to collect opinions, ideas, recommendations, and concerns related to the Coast Guard's mandate to create planning criteria for vessel response plans (VRPs) distinct to the Western Alaska and Prince William Sound Captain of the Port (COTP) zones. The Coast Guard is tasked with developing planning criteria suitable for operating areas where response capability is currently inadequate.
Recertification of Prince William Sound Regional Citizens' Advisory Council
The Coast Guard announces the recertification of the Prince William Sound Regional Citizens' Advisory Council (PWSRCAC) as an alternative voluntary advisory group for Prince William Sound, Alaska. This certification allows the PWSRCAC to monitor the activities of terminal facilities and crude oil tankers under an alternative composition, other than prescribed, the Prince William Sound Program established by the Oil Terminal and Oil Tanker Environmental Oversight and Monitoring Act of 1990.
