The Coast Guard is establishing a temporary safety zone for certain waters of the Atlantic Intracoastal Waterway in Myrtle Beach, South Carolina. This action is necessary to provide for the safety of the swimmers, participant vessels, spectators, and the general public during the swim portion of the Xterra Triathlon. This regulation prohibits non-participant vessels and persons from entering, transiting through, anchoring in, or remaining within the safety zone unless authorized by the Captain of the Port Charleston or a designated representative.
Safety Zone; Laguna Madre, Corpus Christi, TX
The Coast Guard is establishing a temporary safety zone for certain waters of the Laguna Madre in support of the 2019 Wings over South Texas Air Show. This action is necessary to protect personnel, vessels, and the marine environment from potential hazards during aerobatic maneuvers by high-speed, low-flying airplanes and any navigation hazards associated with the set up within certain waters of Laguna Madre. This action will prohibit persons and vessels from entering the zone unless authorized by the Captain of the Port Corpus Christi (COTP) or a designated representative.
Extension of Comment Period for the Safety Zone; Gastineau Channel, Juneau, AK
The United States Coast Guard is extending the comment period for the notice of proposed rulemaking for a safety zone which appeared in the Federal Register on April 2, 2019 (33 CFR 165) for the proposed modification of an existing safety zone for certain waters of the Gastineau Channel in Juneau, AK. The notice of proposed rulemaking is to expand an existing safety zone for certain waters of the Gastineau Channel in order to improve safety of large passenger vessels anchoring within the safety zone. The comment period has been extended an additional 30 days to May 13, 2019.
Special Local Regulation; Choptank River, Cambridge, MD
The Coast Guard is establishing temporary special local regulations for certain navigable waters of the Choptank River. This action is necessary to provide for the safety of life on these waters located at Cambridge, MD, on May 11, 2019, during a morning swim event. Port Access Route Study: The Areas Offshore of Massachusetts and Rhode Island
The Coast Guard announces an additional public meeting in Montauk, NY, to receive comments on a notice of study entitled ``Port Access Route Study: The Areas Offshore of Massachusetts and Rhode Island'' that was published in the Federal Register on Tuesday, March 26, 2019, (84 FR 11314). Safety Zone; Tchefuncte River, Madisonville, LA
The Coast Guard will enforce a safety zone for a fireworks display located on the navigable waters of the Tchefuncte River in front of the Madisonville Town Hall for the annual Fourth of July celebration. This action is needed to provide for the safety of life on these navigable waterways during this event.
Security Zones; Corpus Christi Ship Channel, Corpus Christi, TX
The Coast Guard establishes two security zones. One of the zones is a temporary fixed security zone for the receiving facility's mooring basin while the Liquefied Natural Gas Carrier (LNGC) CADIZ KNUTSEN is moored at the facility. The other zone is a moving security zone encompassing all navigable waters within a 500-yard radius around the LNGC CADIZ KNUTSEN while the vessel transits with cargo in the La Quinta Channel and Corpus Christi Ship Channel in Corpus Christi, TX. The security zones are needed to protect the vessel and its Liquified Natural Gas (LNG) cargo from destruction, loss, or injury from sabotage or other subversive acts, accidents, or other potential causes. Entry of vessels and persons into these zones is prohibited unless specifically authorized by the Captain of the Port Sector Corpus Christi or a designated representative.
Special Local Regulation; Upper Potomac River, National Harbor, MD
The Coast Guard is proposing to establish special local regulations for certain waters of the Upper Potomac River. Civil Monetary Penalty Adjustments for Inflation
In this final rule, the Department of Homeland Security (DHS) is making the 2019 annual inflation adjustment to its civil monetary penalties. The Federal Civil Penalties Inflation Adjustment Act Improvements Act of 2015 (2015 Act) was signed into law on November 2, 2015. Pursuant to the 2015 Act, all agencies must adjust civil monetary penalties annually and publish the adjustment in the Federal Register. Accordingly, this final rule adjusts DHS's civil monetary penalties for 2019 pursuant to the 2015 Act and OMB guidance. The new penalties will be effective for penalties assessed after April 5, 2019 whose associated violations occurred after November 2, 2015.

The security zones are needed to protect personnel, vessels, and the marine environment from potential hazards created by Liquified Natural Gas (LNG) cargo aboard the vessel. Entry of vessels and persons into these zones is prohibited unless specifically authorized by the Captain of the Port Sector Corpus Christi.
Special Local Regulation; Ohio River, Louisville, KY
The Coast Guard is establishing a special local regulation for all navigable waters of the Ohio River from mile marker (MM) 597.0 to MM 607.0. This action is necessary to provide for the safety of life on these navigable waters near Louisville, KY, during the ``Thunder over Louisville'' event. Entry into, transiting through, or anchoring within this regulated area is prohibited unless authorized by the Captain of the Port Sector Ohio Valley (COTP) or a designated representative.
Safety Zones; Annual Events Requiring Safety Zones in the Captain of the Port Lake Michigan Zone-Michigan City Summerfest Fireworks, Lake Michigan
The Coast Guard will enforce the safety zone for the Michigan City Summerfest Fireworks on a portion of Lake Michigan on July 4, 2019. This action is necessary and intended to protect safety of life and property on navigable waters prior to, during, and immediately after the fireworks display. During the enforcement period listed below, entry into, transiting, or anchoring within the safety zone is prohibited unless authorized by the Captain of the Port Lake Michigan or a designated representative.
Regattas and Marine Parades; Great Lakes Annual Marine Events
The Coast Guard will enforce various special local regulations for annual regattas and marine parades in the Captain of the Port Detroit zone. Enforcement of these regulations is necessary and intended to ensure safety of life on the navigable waters immediately prior to, during, and after these regattas or marine parades. During the aforementioned period, the Coast Guard will enforce restrictions upon, and control movement of, vessels in a specified area immediately prior to, during, and after regattas or marine parades.
Polar Icebreaker Program; Record of Decision for the Polar Security Cutter Environmental Impact Statement
The U.S. Coast Guard, as lead agency, announces the availability of the Record of Decision for the approved Polar Security Cutter Programmatic Environmental Impact Statement (EIS) in accordance with the National Environmental Policy Act (NEPA) for the Polar Security Cutter Program's design and build of up to six polar icebreakers. This publication serves as the Record of Decision on the final EIS and includes a full summary of the environmental analysis and consequences.
Safety Zone; San Francisco Giants Fireworks Display, San Francisco Bay, San Francisco, CA
The Coast Guard will enforce the safety zone for the San Francisco Giants Fireworks Display in the Captain of the Port, San Francisco area of responsibility during the dates and times noted below. This action is necessary to protect life and property of the maritime public from the hazards associated with the fireworks display. During the enforcement period, unauthorized persons or vessels are prohibited from entering into, transiting through, or anchoring in the safety zone, unless authorized by the Patrol Commander (PATCOM).
Safety Zone: Cape Fear River, Wilmington, NC
The Coast Guard is establishing two temporary safety zones on the navigable waters of the Cape Fear River in Brunswick County and New Hanover County, North Carolina. These temporary safety zones are intended to restrict vessel traffic on the Cape Fear River while a vessel transports and offloads one new Neo-Panamax container crane to the North Carolina State Port in Wilmington, North Carolina. The first temporary safety zone will be enforced for one day during vessel transit from April 1 through April 30, 2019, and the second temporary safety zone for offload will be enforced for one day within five days after transit. This action is intended to restrict vessel traffic on the Cape Fear River to protect mariners and vessels from the hazards associated with transporting and offloading the assembled container crane. Entry of vessels or persons into this safety zone is prohibited unless specifically authorized by the Captain of the Port (COTP) North Carolina or designated representative.
Safety Zone; Gastineau Channel, Juneau, AK
The Coast Guard is proposing to modify an existing safety zone for certain waters of the Gastineau Channel. This action is necessary to provide for safety of vessels anchoring on these navigable waters. This proposed rulemaking would prohibit vessels, other than large passenger vessels from anchoring within the safety zone without the express consent from the Captain of the Port, Southeast Alaska, or a designated representative. We invite your comments on this proposed rulemaking and are particularly interested in any potential impact to underwater cables in the Gastineau Channel affected by this proposed rulemaking.

Consolidated Cruise Ship Security Regulations
The Coast Guard announces the availability of an updated Prohibited Items List (PIL) for Cruise Vessels. On March 19, 2018, the Coast Guard published the Consolidated Cruise Ship Security Regulations Final Rule (FR) and issued a PIL of dangerous substances and devices. The Coast Guard referenced ammunition in the Notice of Proposed Rulemaking (NPRM) published on December 10, 2014, and the Final Rule, but inadvertently omitted ammunition from the separate PIL document that was included in the docket. The updated PIL is posted on the U.S. Coast Guard Homeport website.
Seafarers' Access to Maritime Facilities
The Coast Guard is issuing a final rule requiring each owner or operator of a maritime facility regulated by the Coast Guard to implement a system providing seafarers, pilots, and representatives of seamen's welfare and labor organizations access between vessels moored at the facility and the facility gate, in a timely manner and at no cost to the seafarer or other individuals. These access procedures must be documented in the Facility Security Plan for each facility, and approved by the local Captain of the Port. This final rule, which implements a congressional mandate, ensures that no facility owner or operator denies or makes it impractical for seafarers or other individuals to transit through the facility.
Extension of Comment Period for the Draft Environmental Assessment for the Proposed Construction of Railroad Bridges Across Sand Creek and Lake Pend Oreille at Sandpoint, Bonner County, Idaho
The United States Coast Guard is extending the comment period for the draft Environmental Assessment (EA) which appeared in the Federal Register on February 6, 2019 for the proposed construction of railroad bridges across Lake Pend Oreille and Sand Creek at Sandpoint, Bonner County, Idaho. The draft EA addresses environmental impacts and socioeconomic effects related to the proposed construction of railroad bridges built parallel to existing bridges crossing the same waterbodies. The comment period has been extended an additional 30 days to May 1, 2019.
Special Local Regulations; Charlevoix Venetian Night Boat Parade Charlevoix, MI
The Coast Guard proposes to change the special local regulation for the Charlevoix Venetian Night Boat Parade in Michigan by increasing the length of effective period of the existing special local regulation to allow the Patrol Commander additional time to clear vessels from anchoring in the regulated area during the event. In order for the Coast Guard to clear vessel traffic to ensure safety in sufficient time in advance of the event, the Coast Guard proposes to change the effective period broadly to ``a date in late July.'' We invite your comments on this proposed rulemaking.
Special Local Regulation; Chesapeake Bay, Between Sandy Point and Kent Island, MD
The Coast Guard is establishing temporary special local regulations for certain navigable waters of the Chesapeake Bay. This action is necessary to provide for the safety of life on these waters located between Sandy Point, Anne Arundel County, MD, and Kent Island, Queen Anne's County, MD, on June 1, 2019, during a paddling event. This regulation prohibits persons and vessels from being in the regulated area unless authorized by the Captain of the Port Maryland-National Capital Region or Coast Guard Patrol Commander.
Safety Zone; Missouri River, Miles 226-360, Glasgow, MO to Kansas City, MO
The Coast Guard is establishing a temporary safety zone on the navigable waters of the Missouri River from mile marker (MM) 226 to MM 360 between Glasgow, MO and Kansas City, MO. This action is necessary to provide for the safety of persons, vessels, and the marine environment on these navigable waters as a result of increasing flood conditions on the river that is threatening to overtop levees. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port Sector Upper Mississippi River (COTP) or a designated representative.
Imposition of Conditions of Entry on Certain Vessels Arriving to the United States From the Republic of Seychelles
The Coast Guard announces that it will impose conditions of entry on vessels arriving from ports in the Republic of Seychelles. Conditions of entry are intended to protect the United States from vessels arriving from countries that have been found to have deficient anti-terrorism port measures in place.
Drawbridge Operation Regulation; Drawbridge Operation Regulation; Duwamish Waterway, Seattle, WA
The Coast Guard proposes to revise the operating schedule that governs the South Park Highway drawbridge, across the Duwamish Waterway mile 3.8, at Seattle, WA. Due to infrequent bridge opening requests, King County, the bridge owner, is requesting to change the current regulation to reduce the bridge operating costs by eliminating the nighttime bridge operator, and replace the operator with an as needed operator. The modified rule would change from opening on-demand to a 12 hour advance notice for a late evening to early morning opening.
Drawbridge Operation Regulation; River Rouge, Detroit, MI
The Coast Guard proposes to authorize the Conrail Railroad Bridge, mile 1.48, across the River Rouge, to be operated remotely. The request was made by the bridge owner. This proposed rule will test the remote operations with tenders onsite, and will not change the operating schedule of the bridge.
Special Local Regulations; Sector Ohio Valley Annual and Recurring Special Local Regulations, Update
The Coast Guard proposes amending and updating its special local regulations for recurring marine parades, regattas, and other events that take place in the Coast Guard Sector Ohio Valley area of responsibility (AOR). Through this notice the current list of recurring special local regulations is updated with revisions, additions, and removals of events that no longer take place in the Sector Ohio Valley AOR. When these special local regulations are enforced, certain restrictions are placed on marine traffic in specified areas. We invite your comments on this proposed rulemaking.

Special Local Regulation; Monongahela, Allegheny, and Ohio Rivers, Pittsburgh Pennsylvania
The Coast Guard is establishing a temporary special local regulation for parts of the navigable waters of the Allegheny, Monongahela, and Ohio Rivers. This action is necessary to ensure safety of life on these navigable waters during the weekend of the Garth Brooks concert at Heinz Field. Persons and vessels are prohibited from loitering, anchoring, stopping, mooring, remaining, or drifting in any manner that impedes safe passage of another vessel to any launching ramp, marina, or fleeting area unless authorized by the Captain of the Port Marine Safety Unit Pittsburgh or a designated representative. In addition, persons and vessels are prohibited from loitering, anchoring, stopping, or drifting more than 100 feet from any riverbank unless authorized by the Captain of the Port Marine Safety Unit Pittsburgh or a designated representative.
Port Access Route Study: The Areas Offshore of Massachusetts and Rhode Island
In order to provide safe access routes for the movement of vessel traffic offshore of the Massachusetts and Rhode Island area of the United States for vessels proceeding to or from ports or places of the United States and transiting within the United States Exclusive Economic Zone (EEZ), the Coast Guard is conducting a Massachusetts and Rhode Island Port Access Route Study (MARIPARS) to evaluate the need for establishing vessel routing measures. The information gathered during this MARIPARS may result in the establishment of one or more vessel routing measures. The goal of the MARIPARS is to enhance navigational safety by examining existing shipping routes and waterway uses. The recommendations of the study may lead to future rulemaking action or appropriate international agreements.

This proposed rule would update 51 safety zone locations, dates, and sizes, add 3 safety zones, remove 6 established safety zones and reformat the regulations into an easier to read table format. These proposed amendments will protect spectators, participants, and vessels from the hazards associated with annual marine events and firework shows, and improve the clarity and readability of the regulation. Security Zone; Corpus Christi Ship Channel, Corpus Christi, TX
The Coast Guard is establishing fixed and moving security zones around the Motor Vessel (M/V) ARC ENDURANCE. The security zone encompasses all navigable waters within a 500-yard radius around the M/ V ARC ENDURANCE. The zone is needed to protect the vessel while transiting the Corpus Christi Ship Channel in Corpus Christi, TX with military cargo onboard. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port Sector Corpus Christi (COTP) or a designated representative.
Safety Zone; Lower Mississippi River, Ohio River, and Upper Mississippi River, Bird's Point-New Madrid Floodway
The Coast Guard proposes to establish a temporary safety zone for all navigable waters of the Lower Mississippi River from mile marker (MM) 953.8 to MM 887.0, the Upper Mississippi River from MM 0.0 to MM 3.0, and the Ohio River from MM 981.5 to MM 978.5. This action is necessary to protect persons, property, and infrastructure from potential damage and the safety hazards associated with the demolition of federal levees on the Lower Mississippi River and utilization of the Bird's Point-New Madrid Floodway. This proposed rulemaking would prohibit the entry of vessels or persons into this temporary safety zone unless specifically authorized by the Captain of the Port Sector Ohio Valley (COTP) or a designated representative.
Safety Zone; Patuxent River, Patuxent River, MD
The Coast Guard is establishing a temporary safety zone for certain waters of the Patuxent River. This action is necessary to provide for the safety of life on these navigable waters of the Patuxent River at Patuxent River, MD, during salvage operations of the vessel YP-702 on March 24, 2019 (with alternate of March 25, 2019, or March 26, 2019). This action prohibits persons and vessels from entering the safety zone unless authorized by the Captain of the Port Maryland-National Capital Region or a designated representative.
Drawbridge Operation Regulation; Petaluma River, Haystack Landing (Petaluma), CA
The Coast Guard proposes to change the operating schedule that governs the Northwestern Pacific (SMART) railroad bridge across the Petaluma River, mile 12.4, at Haystack Landing (Petaluma), CA. This action is necessary to coordinate vessel passage with the commencement of commuter rail traffic on a previously rarely used rail line and to reduce wear and tear of the drawspan. The proposed rulemaking would require vessels to provide a 30-minute advance notification for a bridge opening.
