Security Zones; Port of Port Lavaca-Point Comfort, Point Comfort, TX and Port of Corpus Christi Inner Harbor, Corpus Christi, TX
The Coast Guard proposes to remove an established security zone in the port of Port Lavaca-Point Comfort. Under the Maritime Transportation Security Act of 2002, owners or operators of local facilities are required to take specific action to improve facility security. As such, a security zone around local facilities will no longer be necessary under normal conditions. This proposed rule would remove an established security zone.

Drawbridge Operation Regulations; Sacramento River, CA
The Commander, Eleventh Coast Guard District, has issued a temporary deviation from the regulation governing the operation of the I Street Drawbridge across the Sacramento River, mile 59.4, at Sacramento, CA. This deviation allows the bridge to remain in the closed-to-navigation position. The deviation is necessary to repair the operating machinery to prevent unexpected drawspan failure.
Drawbridge Operation Regulations; Mitchell River, MA
The Coast Guard proposes to change the drawbridge operating regulations governing the operation of the Chatham Highway Bridge, mile 0.2, across the Mitchell River at Chatham, Massachusetts. This proposed change to the drawbridge operation regulations would require from 4 p.m. to 5 p.m. that only one hour notice be given for a bridge opening instead of the currently required 12 hours notice from May 1 through October 31. This rulemaking would also change the on-call contact information. This action is expected to better meet the reasonable needs of navigation.
Drawbridge Operation Regulation; Gulf Intracoastal Waterway, Cypremort, LA
The Coast Guard is changing the regulation governing the operation of the State Route 319 (Louisa) bridge across the Gulf Intracoastal Waterway, mile 134.0 west of Harvey Lock, near Cypremort, Louisiana. A new high-level, double-leaf bascule bridge that will require limited openings has replaced the low-level swing bridge across the waterway. The regulation change removes the regulation governing the to-be-removed bridge and replaces it with a regulation for the operation of the new bascule bridge.
Merchant Marine Personnel Advisory Committee
A working group of the Merchant Marine Personnel Advisory Committee (MERPAC) will meet to discuss task statement 47 concerning Recommendations on knowledge and practical qualifications for engineers at the operational and management levels to serve on steam propelled vessels, and task statement 49 concerning Recommendations for use of a model sea course project in conjunction with an approved program for officer in charge of an engineering watch coming up through the hawse pipe. MERPAC advises the Secretary of Homeland Security on matters relating to the training, qualifications, licensing, certification, and fitness of seamen serving in the U.S. merchant marine. These meetings will be open to the public.
Drawbridge Operation Regulations: Raritan River, NJ
The Commander, First Coast Guard District, has issued a temporary deviation from the drawbridge operation regulations for the New Jersey Transit Rail Operations (NJTRO) Bridge, at mile 0.5, across the Raritan River, at Perth Amboy, New Jersey. Under this temporary deviation the bridge may remain in the closed position beginning at 11 p.m. on Friday through 6 p.m. on Saturday for four weekends between March 18 and May 14, 2005. This temporary deviation is necessary to facilitate scheduled maintenance at the bridge.
Safety and Security Zones; TOPOFF 3, New London, CT
The Coast Guard proposes to establish safety and security zones around waterfront areas in New London, Connecticut during the Congressionally-mandated third Top Officials exercise scheduled for April 2005. These zones are necessary to provide for the safety and security of participants in the exercise, the surrounding shore and maritime communities from potential sabotage or subversive acts aimed at this large scale, high profile exercise. These temporary safety and security zones prohibit persons or vessels from entering unless authorized by the Captain of the Port, Long Island Sound or designated representative.

In compliance with the Paperwork Reduction Act of 1995, the Coast Guard intends to seek the approval of OMB for the renewal of two Information Collection Requests (ICRs). The ICRs comprise (1) 1625- 0067, Claims Under the Oil Pollution Act of 1990, and (2) 1625-0068 State Access to The Oil Spill Liability Trust Fund For Removal Costs Under the Oil Pollution Act of 1990. Before submitting the ICRs to OMB, the Coast Guard is inviting comments on them as described below.
Port Access Routes Study of Potential Vessel Routing Measures To Reduce Vessel Strikes of North Atlantic Right Whales
The Coast Guard is conducting a Port Access Route Study (PARS) to analyze potential vessel routing measures and consider adjusting existing vessel routing measures in order to reduce vessel strikes of the highly endangered North American right whale. Potential vessel routing measures are being considered to protect the right whale from ship strikes in their two major aggregation areas, while minimizing adverse impacts on vessel operations. This study will focus on the northern region: first on Cape Code Bay, and then, if it can be accomplished within the timeframe required by applicable legislation, the area off Race Point at the northern end of Cape Code (Race Point) and the Great South Channel, and the southern region: Along the seacoast in the approaches to the Ports of Jacksonville and Fernandina Beach, Florida, and Brunswick, Georgia. The recommendations of the study may lead to future rulemaking actions or appropriate international agreements.
Towing Safety Advisory Committee
The Towing Safety Advisory Committee (TSAC) and its working groups will meet as required to discuss various issues relating to shallow-draft inland and coastal waterway navigation and towing safety. All meetings will be open to the public.
National Offshore Safety Advisory Committee
The National Offshore Safety Advisory Committee (NOSAC) and its Subcommittee on SOLAS Application for Offshore Support Vessels will meet to discuss various issues relating to offshore safety and security. Both meetings will be open to the public.
Nontank Vessel Response Plan Guidance
The Coast Guard announces the availability of a document that provides interim guidelines for the development and review of plans for responding to a discharge, or threat of a discharge, of oil from nontank vessels. The document, in the form of a Navigation and Vessel Inspection Circular, is available as indicated in this notice. Federal law requires that these response plans be prepared and submitted to the Coast Guard no later than August 8, 2005.
Lower Mississippi River Waterways Safety Advisory Committee
The U.S. Coast Guard is seeking applications for appointment to membership on the Lower Mississippi River Waterways Safety Advisory Committee (LMRWSAC). LMRWSAC provides advice and makes recommendations to the Coast Guard on matters relating to the safe navigation of vessels to and from ports on the Lower Mississippi River.
Drawbridge Operation Regulations: Fore River, ME
The Commander, First Coast Guard District, has issued a temporary deviation from the drawbridge operation regulations for the Casco Bay Bridge, mile 1.5, across the Fore River between Portland and South Portland, Maine. Under this temporary deviation, from February 28, 2005 through March 4, 2005, bridge openings between the hours of 6 a.m. and 6 p.m. will require a 24-hour advance notice. The bridge will open on signal at all other times. This temporary deviation is necessary to facilitate mechanical repairs at the bridge.
Special Local Regulations for Marine Event; Manhattan College Invitational Regatta, Harlem River, New York, NY
The Coast Guard proposes to establish a temporary special local regulation for a regatta located on the Harlem River. This proposed action would protect life and property on the navigable waters of the United States during the event. This action would restrict vessel traffic in a portion of the Harlem River, New York, NY, during the event.

The Coast Guard is establishing a temporary safety zone in the Gulf of Alaska, east of Sitkinak Island, Kodiak Island, Alaska. The zone is needed to protect persons and vessels operating in the vicinity of the safety zone during a rocket launch from the Alaska Aerospace Development Corporation, Narrow Cape, Kodiak Island facility. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Commander, Seventeenth Coast Guard District, the Coast Guard Captain of the Port, Western Alaska, or their on-scene representative.

Drawbridge Operation Regulation; St. Croix River, MN
The Coast Guard is changing the regulation governing the Stillwater Highway Drawbridge, across the St. Croix River at Mile 23.4, at Stillwater, Minnesota. Under this rule, the drawbridge need not open for river traffic and may remain in the closed-to-navigation position from midnight, October 14, 2005, until midnight, March 15, 2006. This rule allows time to perform maintenance and repairs to the bridge.
National Maritime Security Advisory Committee
The National Maritime Security Advisory Committee (NMSAC) will hold its inaugural meeting to discuss various issues relating to national maritime security. This notice announces the date, time, and location for the first meeting of the NMSAC. It also announces the members appointed to the Committee.
Compass Port LLC Liquefied Natural Gas Deepwater Port License Application; Draft Environmental Impact Statement
The U.S. Coast Guard and the Maritime Administration announce the availability of the draft environmental impact statement for this license application. The application describes a project that would be located in the Outer Continental Shelf and Mississippi Sound areas of the Gulf of Mexico, approximately 11 miles south of Dauphin Island, AL, in lease block Mobile 910. The draft environmental impact statement is a Coast Guard document with several agencies, including the U.S. Army Corps of Engineers and the Federal Energy Regulatory Commission acting as cooperating agencies in the National Environmental Policy Act of 1969 process, as described by 40 CFR 1501.6. The Coast Guard is the lead federal agency in the preparation of the draft environmental impact statement for the liquefied natural gas terminal, construction of the gravity-based structures, and the associated offshore and onshore pipelines. The joint document will satisfy the requirements of the Deepwater Port Act. The U.S. Army Corps of Engineers will assist in the preparation of the draft environmental impact statements for permits pursuant to section 10 of the Rivers and Harbors Act of 1899 (33 U.S.C. 403) and section 404 of the Clean Water Act (33 U.S.C. 1344). The Federal Energy Regulatory Commission will assist in the preparation of the draft environmental impact statement for the onshore pipeline. Even though an affiliate of Compass Port LLC must separately apply for and receive an authorization for the onshore pipeline, and from the Army Corps of Engineers for the appropriate section 10 and 404 permits, this draft environmental impact statement will assess the environmental impacts of both the onshore and offshore portions of the project. The lead agencies (Coast Guard and Maritime Administration), as well as the cooperating agencies (Federal Energy Regulatory Commission and U.S. Army Corps of Engineers), request public comments on the draft environmental impact statement.
Gulf Landing LLC Liquefied Natural Gas Deepwater Port License Application; Final Environmental Impact Statement Supplementary Material
The Coast Guard and the Maritime Administration (MARAD) announce the availability of material supplementing the Final Environmental Impact Statement (FEIS) for the Gulf Landing LLC Liquefied Natural Gas Deepwater Port License Application. The supplementary material corrects errors that appear in the FEIS.
Security Zone: HOVENSA Refinery, St. Croix, United States Virgin Islands
The Coast Guard proposes to establish a permanent security zone in the vicinity of the HOVENSA refinery facility on St. Croix, U. S. Virgin Islands. The security zone is needed for national security reasons to protect the public and the HOVENSA facility from potential subversive acts. The proposed rule would exclude entry into the proposed permanent security zone by all vessels without permission of the U.S. Coast Guard Captain of the Port San Juan or a scheduled arrival in accordance with the Notice of Arrival requirements of 33 CFR part 160, subpart C.
Port Access Routes: Approaches to Portland, ME and Casco Bay
The Coast Guard is conducting a Port Access Route Study (PARS) to evaluate the continued applicability of and the need for modifications to current vessel routing measures in the approaches to Portland, Maine and Casco Bay. The goal of the study is to help reduce the risk of marine casualties and increase the efficiency of vessel traffic management in the study area. The recommendations of the study may lead to future rulemaking action or appropriate international agreements.

Regulated Navigation Area Removal; Brunswick, GA, Turtle River, in the Vicinity of the Sidney Lanier Bridge
The Coast Guard is removing the regulated navigation area (RNA) in Brunswick, Georgia in the Turtle River in the vicinity of the Sidney Lanier Bridge. Due to the construction of the new Sidney Lanier Bridge and the removal of the old bridge structures, the maneuvers required by the RNA are no longer necessary to prevent allisions with the old bridge.
Drawbridge Operation Regulations; Mantua Creek, Paulsboro, NJ
The Coast Guard is temporarily changing the regulations that govern the operation of the S.R. 44 bridge over Mantua Creek, at mile 1.7, in Paulsboro, New Jersey. The bridge will be closed to navigation from 8 a.m. on September 12, 2005, through 6 p.m. on December 9, 2005. The extensive structural, mechanical, and electrical repairs and improvements necessitate this closure.
Safety Zone; Upper Chesapeake Bay and Its Tributaries and the C & D Canal, Maryland, Virginia, and Washington, DC
The Coast Guard is establishing a temporary safety zone in all navigable waters of the Captain of the Port Baltimore zone. This safety zone is necessary to protect mariners from the hazards associated with ice. The temporary safety zone restricts vessels from transiting the zone during ice season, unless authorized by the Captain of the Port Baltimore, Maryland or designated representative through the issuance of broadcast notice to mariners and marine safety information bulletins.
Inspection of Towing Vessels
The location of the upcoming public meeting being held in New Orleans, Louisiana, is changed. Instead of the Hale Boggs Federal Building, as previously announced in the Federal Register, the meeting will take place at the Hyatt Regency New Orleans. The date of the meeting, February 10, and the hours, from 9 a.m. to 12 p.m. remain the same. In the recently enacted Coast Guard and Maritime Transportation Act of 2004, the Congress directed the Coast Guard to add towing vessels to the list of vessels subject to inspections, and to consider the establishment of a safety management system appropriate for towing vessels. Through public meetings, we are seeking public and industry involvement as we consider how to proceed.
Drawbridge Operation Regulations; Gulf Intracoastal Waterway-Bayou Boeuf, Amelia, LA
The Commander, Eighth Coast Guard District, has issued a temporary deviation from the regulation governing the operation of the BNSF RR Swing Bridge across Bayou Boeuf, mile 10.2, at Amelia, St. Mary Parish, LA. This deviation allows the bridge to remain closed to navigation for six hours per day Monday through Thursday from February 28 until March 31, 2005. The deviation is necessary to remove and replace the cross ties on the bridge.

Security Zone; Potomac and Anacostia Rivers, Washington, DC and Arlington and Fairfax Counties, VA
The Coast Guard is establishing a temporary security zone encompassing the waters of the Potomac and Anacostia Rivers in order to safeguard high-ranking public officials from terrorist acts and incidents. This action is necessary to ensure the safety of persons and property, and prevent terrorist acts or incidents. This rule prohibits vessels and people from entering the security zone and requires vessels and persons in the security zone to depart the security zone, unless specifically exempt under the provisions in this rule or granted specific permission from the Coast Guard Captain of the Port Baltimore.
Moving and Fixed Security Zone: Port of Fredericksted, Saint Croix, U.S. Virgin Islands
The Coast Guard proposes to establish a moving and fixed security zone around cruise ships entering, departing, mooring or anchoring at the Port of Fredericksted in Saint Croix, U.S. Virgin Islands. These proposed regulations are designed to protect cruise ships at this port. All vessels, with the exception of cruise ships, would be prohibited from entering a moving and fixed security zone around each cruise ship without the express permission of the Captain of the Port San Juan or designated representative.

The Coast Guard is establishing a temporary moving and fixed security zone around cruise ships entering, departing, mooring or anchoring at the Port of Fredericksted in Saint Croix, U.S. Virgin Islands. This temporary final rule is a security measure designed to protect cruise ships at this port. All vessels, with the exception of cruise ships, are prohibited from entering the moving and fixed security zone around a cruise ship without the express permission of the Captain of the Port San Juan or a designated representative.
Drawbridge Operation Regulations; Christina River, Wilmington, DE
The Coast Guard is changing the regulations that govern the operation of the Norfolk Southern (NS) Railroad Bridge across Christina River, at mile 1.4, in Wilmington, DE. The bridge will remain open for vessel traffic, closing only for train crossings and periodic maintenance by an operator at a remote location. The final rule will maintain the bridge's current level of operational capabilities and continue to provide for the reasonable needs of rail transportation and vessel navigation.

This temporary deviation is necessary to facilitate bridge maintenance.

The Commander, Eighth Coast Guard District, has issued a temporary deviation from the regulation governing the operation of the BNSF RR Swing Bridge across Bayou Boeuf, mile 10.2, at Amelia, St. Mary Parish, LA. This deviation allows the bridge to remain closed to navigation for eight hours on February 14, 2005, ten hours on February 15, 2005, and eight hours on February 16, 2005. The deviation is necessary to remove and replace the motor and transmission of the bridge.
Drawbridge Operation Regulations; Corpus Christi-Port Aransas Channel-Tule Lake, Corpus Christi, TX
The Commander, Eighth Coast Guard District, has issued a temporary deviation from the regulation governing the operation of the Tule Lake Vertical Lift Span Highway and Railroad Bridge across the Corpus ChristiPort Aransas Channel, mile 14.0, at Corpus Christi, Nueces County, TX. This deviation allows the bridge to remain closed to navigation for four hours on two consecutive days. This temporary deviation is necessary for the maintenance of the rope sheaves and for the cleaning and lubrication of the haul and counterweight ropes of the drawbridge.
Special Local Regulation; Annual Gasparilla Marine Parade, Hillsborough Bay, Tampa, FL
The Coast Guard is temporarily changing the regulations regarding the Annual Gasparilla Marine Parade, Hillsborough Bay, and Tampa, FL. This action is necessary because the Parade will be held on January 29, 2005, instead of the first Saturday in February as established by permanent regulation. Also, the Coast Guard and the Parade coordinators have agreed on a modified parade route to minimize security and safety concerns and reduce congestion in the Sparkman and Ybor channels in vicinity of commercial port facilities.
Implementation of Sector Baltimore
The Coast Guard announces the stand-up of Sector Baltimore. The Sector Baltimore Commanding Officer has the authority, responsibility and missions of the prior Activities Commander, Captain of the Port (COTP), Officer in Charge, Marine Inspection (OCMI), Federal On Scene Coordinator (FOSC), Federal Maritime Security Coordinator (FMSC), and Search and Rescue Mission Controller (SMC) Baltimore. The Coast Guard has established a continuity of operations whereby all previous practices and procedures will remain in effect until superseded by an authorized Coast Guard official and/or document.
