The Bureau of the Census (Census Bureau) is publishing this notice in the Federal Register to request comments from the public and other government agencies on innovations for measuring and tracking public opinion towards the Census Bureau and the 2020 Census. The Census Bureau is looking to encourage and promote statistical, research, and methodological collaborations that seek to measure perceptions, opinions, beliefs, and attitudes toward the Census Bureau and the 2020 Census. The Census Bureau is interested in ongoing research methodologies that would be able to assess how current events affect public perception toward the Census Bureau as they unfold with the goal of making informed decisions related to the Census Bureau operations before and during the 2020 Census.
Census Designated Places (CDPs) for the 2020 Census-Final Criteria

Census designated places (CDPs) are statistical geographic entities representing closely settled, unincorporated communities that are locally recognized and identified by name. They are the statistical equivalents of incorporated places, with the primary differences being the lack of a legally defined boundary and an active, functioning governmental structure, chartered by the state and administered by elected officials. CDPs defined for the 2020 Census will also be used to tabulate American Community Survey, Puerto Rico Community Survey, and Economic Census data after 2020, and potentially data from other Bureau of the Census (Census Bureau) censuses and surveys. The Census Bureau is publishing this notice in the Federal Register to announce final criteria for defining CDPs for the 2020 Census. Census county divisions (CCDs) and equivalent entities are statistical geographic entities established cooperatively by the Census Bureau and officials of state and local governments in 21 states where minor civil divisions (MCDs) either do not exist or have been unsatisfactory for reporting statistical data. The primary goal of the CCD program has been to establish and maintain a set of subcounty units that have stable boundaries and recognizable names. Suspension of the Geographically Updated Population Certification Program for Places Incorporating or Annexing Between Censuses

This document serves as notice to state and local governments and to other federal agencies that beginning on January 1, 2019, the Bureau of the Census (Census Bureau) will suspend the Geographically Updated Population Certification Program for three yearsthe year preceding the decennial census, the decennial census year, and the year following itto accommodate the 2020 Census operation. During this time, the Census Bureau will not provide the operations necessary to determine the updated April 1, 2010 census population and housing unit counts for entities that: Annex territory; incorporate or organize as counties; or incorporate or organize as boroughs, cities, towns, villages, townships, or other general purpose governments. However, the Census Bureau will consider all requests for population and housing count updates received in writing before January 1, 2019.

Since 1790, a census of the U.S. population has been conducted every 10 years, as required by the U.S. Constitution. Following the completion of the 2020 Census, the Bureau of the Census (Census Bureau) will disseminate several data products, such as including summary and detailed data tables, national and state demographic profiles, and topical briefs. The Census Bureau anticipates publishing the plans for 2020 Census data products in a future notice and seeks information on how products for prior decennial censuses were used to help determine which products to disseminate for the 2020 Census.
