Innovations for Public Opinion Research
The Bureau of the Census (Census Bureau) is publishing this notice in the Federal Register to request comments from the public and other government agencies on innovations for measuring and tracking public opinion towards the Census Bureau and the 2020 Census. The Census Bureau is looking to encourage and promote statistical, research, and methodological collaborations that seek to measure perceptions, opinions, beliefs, and attitudes toward the Census Bureau and the 2020 Census. The Census Bureau is interested in ongoing research methodologies that would be able to assess how current events affect public perception toward the Census Bureau as they unfold with the goal of making informed decisions related to the Census Bureau operations before and during the 2020 Census.
Census Designated Places (CDPs) for the 2020 Census-Final Criteria
Census designated places (CDPs) are statistical geographic entities representing closely settled, unincorporated communities that are locally recognized and identified by name. They are the statistical equivalents of incorporated places, with the primary differences being the lack of a legally defined boundary and an active, functioning governmental structure, chartered by the state and administered by elected officials. CDPs defined for the 2020 Census will also be used to tabulate American Community Survey, Puerto Rico Community Survey, and Economic Census data after 2020, and potentially data from other Bureau of the Census (Census Bureau) censuses and surveys. The Census Bureau is publishing this notice in the Federal Register to announce final criteria for defining CDPs for the 2020 Census. In addition to CDPs, the program also encompasses the review and update of census tracts, block groups, and census county divisions.
Block Groups for the 2020 Census-Final Criteria
Block groups are statistical geographic subdivisions of a census tract defined for the tabulation and presentation of data from the decennial census and selected other statistical programs. Block groups also will be used to tabulate and publish estimates from the American Community Survey (ACS) after 2020 and potentially data from other Bureau of the Census (Census Bureau) censuses and surveys. The Census Bureau is publishing this notice in the Federal Register to announce final criteria for defining block groups for the 2020 Census Participant Statistical Areas Program (PSAP). In addition to block groups, the program also encompasses the review and update of census tracts, census designated places, and census county divisions.
Census Tracts for the 2020 Census-Final Criteria
Census tracts are relatively permanent small-area geographic divisions of a county or statistically equivalent entity defined for the tabulation and presentation of data from the decennial census and selected other statistical programs. The Census Bureau is publishing this notice in the Federal Register to announce final criteria for defining census tracts for the 2020 Census. Census tracts defined by these criteria will also be used to tabulate and publish estimates from the American Community Survey (ACS) and potentially data from other Bureau of the Census (Census Bureau) censuses and surveys. In addition to census tracts, the Participant Statistical Areas Program (PSAP) encompasses the review and update of census block groups, census designated places, and census county divisions.
Census County Divisions (CCDs) and Equivalent Entities for the 2020 Census-Final Criteria
Census county divisions (CCDs) and equivalent entities are statistical geographic entities established cooperatively by the Census Bureau and officials of state and local governments in 21 states where minor civil divisions (MCDs) either do not exist or have been unsatisfactory for reporting statistical data. The primary goal of the CCD program has been to establish and maintain a set of subcounty units that have stable boundaries and recognizable names. The Census Bureau is publishing this notice in the Federal Register to announce final criteria and program implementation for defining CCDs for the 2020 Census. In addition to CCDs, the program also encompasses the review and update of census tracts, block groups, and census designated places (CDPs).

Suspension of the Geographically Updated Population Certification Program for Places Incorporating or Annexing Between Censuses
This document serves as notice to state and local governments and to other federal agencies that beginning on January 1, 2019, the Bureau of the Census (Census Bureau) will suspend the Geographically Updated Population Certification Program for three yearsthe year preceding the decennial census, the decennial census year, and the year following itto accommodate the 2020 Census operation. During this time, the Census Bureau will not provide the operations necessary to determine the updated April 1, 2010 census population and housing unit counts for entities that: Annex territory; incorporate or organize as counties; or incorporate or organize as boroughs, cities, towns, villages, townships, or other general purpose governments. However, the Census Bureau will consider all requests for population and housing count updates received in writing before January 1, 2019.
Soliciting Feedback From Users on 2020 Census Data Products; Reopening of Comment Period
The Bureau of the Census (Census Bureau) is reopening the comment period provided in the notice entitled ``Soliciting Feedback from Users on 2020 Census Data Products,'' which was published in the Federal Register on July 19, 2018, in order to allow interested parties additional time to submit comments. Request for Nominations of Members To Serve on the National Advisory Committee on Racial, Ethnic, and Other Populations; Extension of Nominations Submission Period
The Bureau of the Census (Census Bureau) is issuing this document to extend the nominations submission period for the Request for Nominations of Members to Serve on the National Advisory Committee on Racial, Ethnic, and Other Populations, which was published in the Federal Register on June 4, 2018. The extension is in response to public demand for more time to submit nominations for the Committee. The nominations submission period, which would have ended on August 3, 2018, is now extended until September 4, 2018.
Soliciting Feedback From Users on 2020 Census Data Products
Since 1790, a census of the U.S. population has been conducted every 10 years, as required by the U.S. Constitution. Following the completion of the 2020 Census, the Bureau of the Census (Census Bureau) will disseminate several data products, such as including summary and detailed data tables, national and state demographic profiles, and topical briefs. The Census Bureau anticipates publishing the plans for 2020 Census data products in a future notice and seeks information on how products for prior decennial censuses were used to help determine which products to disseminate for the 2020 Census. An upcoming live question-and-answer webinar will provide an opportunity to ask any procedural questions about how to respond to this Notice.
Annual Business Survey
Notice is hereby given that the Bureau of the Census (Census Bureau) has determined that it is conducting the Annual Business Survey (ABS) of domestic nonfarm employer businesses in 2018. We have determined that data to be collected in this survey are needed to aid the efficient performance of essential governmental functions and have significant application to the needs of the public and industry. The ABS will provide the only comprehensive federal data on owner demographics and business characteristics, including financing research and development (for microbusinesses), and innovation. The data derived from this survey are not publicly available from nongovernmental or other governmental sources.

The Bureau of the Census (Census Bureau) is requesting nominations of individuals and organizations to the National Advisory Committee on Racial, Ethnic, and Other Populations (Committee). The Census Bureau will consider nominations received in response to this notice, as well as from other sources. The Bureau of the Census (U.S. Census Bureau) has determined that it is conducting the following current mandatory business surveys in 2018: Annual Retail Trade Survey, Annual Wholesale Trade Survey, Service Annual Survey, Report of Organization, Manufacturers' Unfilled Orders Survey, Annual Capital Expenditures Survey, Business Research and Development (R&D) Survey, and the Business and Professional Classification Report. We have determined that data collected from these surveys are needed to aid the efficient performance of essential governmental functions and have significant application to the needs of the public and industry. The data derived from these surveys, most of which have been conducted for many years, are not publicly available from nongovernmental or other governmental sources.

Final Content Design for the Prototype 2020 Census Redistricting Data File
The Bureau of the Census (U.S. Census Bureau) hereby provides notification of the final design for the Prototype 2020 Census Redistricting Data File to be produced from the 2018 End-to-End Census Test. In addition, this notice contains a summary of the comments received in response to the November 8, 2017 Federal Register notice as well as the Census Bureau's responses to those comments. We are issuing this notice to inform the public of the expected data tables being produced from the 2018 End-to-End Census Test as part of Phase 3 (Data Delivery phase) of the 2020 Census Redistricting Data Program.
Foreign Trade Regulations (FTR): Clarification on the Collection and Confidentiality of Kimberley Process Certificates
The Bureau of the Census (Census Bureau) issues this final rule amending its regulations to clarify that the data collected from the Kimberley Process Certificates (KPCs) are collected in compliance with the Clean Diamond Trade Act. In addition, this rule clarifies the submission requirements and permissible uses of the KPCs.

Final 2020 Census Residence Criteria and Residence Situations
The Bureau of the Census (U.S. Census Bureau) is providing notification of the Final 2020 Census Residence Criteria and Residence Situations. In addition, this document contains a summary of comments received in response to the June 30, 2016, Federal Register document, as well as the Census Bureau's responses to those comments. The residence criteria are used to determine where people are counted during each decennial census.
