Outer Continental Shelf Scientific Committee; Announcement of Plenary Session
The Outer Continental Shelf (OCS) Scientific Committee (Committee) will meet at the Sheraton Reston Hotel.
Outer Continental Shelf (OCS), Scientific Committee
BOEM is seeking interested and qualified individuals to serve on its OCS Scientific Committee (Committee) during the period of October 15, 2014, through October 14, 2017. The initial 3-year term may be renewable for up to an additional 3 years. The Committee is chartered under the Federal Advisory Committee Act (FACA) to advise the Secretary of the Interior, through the Director of BOEM, on the scientific quality and value for decisionmaking of the OCS Environmental Studies Program (ESP). The ESP, which was authorized by the Outer Continental Shelf Land Act as amended (Section 20), is administered by BOEM and covers a wide range of field and laboratory studies in biology, chemistry, and physical oceanography, as well as studies of the social and economic impacts of OCS energy and marine minerals development. As a FACA committee, the Committee provides advice from vetted, consensus-oriented, experts that are more focused and technically deeper than public hearings typically can provide. The recognized expertise and diverse associations of the Committee members also help BOEM build partnerships and optimize resources. The OCS Scientific Committee comprises distinguished scientists in appropriate disciplines of the biological, physical, chemical and social sciences. We will have 15 positions to fill on the Committee by October 14, 2014. These positions exist in the fields of economics, physical oceanography, and biological oceanography/marine biology. We are interested in scientists who have experience in those disciplines, and we also look for geographical balance, drawing members from the contiguous United States, Alaska, and Hawaii. The selections are based on maintaining disciplinary expertise in all areas of research, as well as geographic balance. Demonstrated knowledge of the scientific issues related to OCS energy and mineral development is essential. Selections are made by the Secretary of the Interior on the basis of these factors. Ethics Responsibilities of Members: All members will comply with applicable rules and regulations. The Department of the Interior will provide materials to those members appointed as Special Government Employees explaining their ethical obligations with which the members should be familiar. Consistent with the ethics requirements, members will endeavor to avoid any actions that would cause the public to question the integrity of the Committee's operations, activities or advice. The provisions of this paragraph do not affect any other statutory or regulatory ethical obligations to which a member may be subject. Information Collection: Leasing for Minerals Other Than Oil, Gas, and Sulphur in the Outer Continental Shelf; Proposed Collection for OMB Review; Comment Request
To comply with the Paperwork Reduction Act of 1995 (PRA), the Bureau of Ocean Energy Management (BOEM) is inviting comments on a collection of information that we will submit to the Office of Management and Budget (OMB) for review and approval. The information collection request (ICR) concerns the paperwork requirements in the regulations under 30 CFR 581 Leasing for Minerals Other than Oil, Gas, and Sulphur in the Outer Continental Shelf.
MMAA104000; Timing Requirements for the Submission of a Site Assessment Plan (SAP) or General Activities Plan (GAP) for a Renewable Energy Project on the Outer Continental Shelf (OCS)
This rule amends the timing requirements for submitting a SAP or GAP. Under the rule, all OCS renewable energy leases and grants will have a preliminary term of 12 months in which a lessee or grantee must submit a SAP or a GAP. BOEM is taking this action because the current regulations provide timing requirements for submission of SAPs and GAPs that have proven to be impractical. In addition, this rule amends various other regulatory provisions, such as those pertaining to a lessee's first rent payment.
Outer Continental Shelf (OCS), Gulf of Mexico (GOM), Oil and Gas Lease Sales, Western Planning Area (WPA) Lease Sales 246 and 248
Consistent with the regulations implementing the National Environmental Policy Act, as amended (42 U.S.C. 4321 et seq.) (NEPA), BOEM is announcing its intent to prepare a Supplemental EIS for proposed Western Planning Area (WPA) Lease Sales 246 and 248 in the Gulf of Mexico (WPA 246/248 Supplemental EIS). The WPA 246/248 Supplemental EIS will update the environmental and socioeconomic analyses in the Gulf of Mexico OCS Oil and Gas Lease Sales: 2012-2017; Western Planning Area Lease Sales 229, 233, 238, 246, and 248; Central Planning Area Lease Sales 227, 231, 235, 241, and 247, Final Environmental Impact Statement (OCS EIS/EA BOEM 2012-019) (2012-2017 WPA/CPA Multisale EIS), Gulf of Mexico OCS Oil and Gas Lease Sales: 2013-2014; Western Planning Area Lease Sale 233; Central Planning Area Lease Sale 231, Final Supplemental Environmental Impact Statement (OCS EIS/EA BOEM 2013-0118) (WPA 233/CPA 231 Supplemental EIS), and Gulf of Mexico OCS Oil and Gas Lease Sales: 2014-2016; Western Planning Area Lease Sales 238, 246, and 248, Final Supplemental Environmental Impact Statement (OCS EIS/EA BOEM 2014-009) (WPA 238/246/248 Supplemental EIS). The 2012-2017 WPA/CPA Multisale EIS was completed in July 2012. The WPA 233/CPA 231 Supplemental EIS was completed in April 2013. The WPA 238/246/248 Supplemental EIS was completed in March 2014. The WPA 246/248 Supplemental EIS will supplement the NEPA documents cited above for WPA lease sales in order to consider new circumstances and information arising from, among other things, the Deepwater Horizon explosion, oil spill, and response. The WPA 246/248 Supplemental EIS analysis will focus on updating the baseline conditions and potential environmental effects of oil and natural gas leasing, exploration, development, and production in the WPA. The WPA 246/248 Supplemental EIS analysis will also focus on the potential environmental effects of oil and natural gas leasing, exploration, development, and production in the WPA identified through the Area Identification procedure as the proposed lease sale area. In addition to the no action alternative (i.e., canceling a proposed lease sale), other alternatives may be considered for the proposed WPA lease sales, such as deferring certain areas from the proposed lease sale area.
Environmental Assessment for Potential Interim Policy Lease Issuance and Site Assessment Activities on the Atlantic Outer Continental Shelf (OCS) Offshore Georgia
The Bureau of Ocean Energy Management (BOEM) has prepared an Environmental Assessment (EA) considering the reasonably foreseeable environmental and socioeconomic impacts of issuing an Interim Policy lease and subsequent site characterization activities (geophysical, geotechnical, archaeological, and biological surveys) in Official Protraction Diagram NH 17-02 Blocks 6074, 6126, and 6174, offshore Georgia. The EA also considers the reasonably foreseeable impacts associated with the approval of site assessment activities (including the installation and operation of a meteorological tower and/or buoys) on the lease that may be issued. The purpose of this notice is to inform the public of the availability of the EA for review, to solicit public comments on the EA, and to seek public comment and input under Section 106 of the National Historic Preservation Act (16 U.S.C. 470f), and its implementing regulations (36 CFR part 800). Allocation and Disbursement of Royalties, Rentals, and Bonuses-Oil and Gas, Offshore
The Office of Natural Resources Revenue (ONRR) is amending the regulations on the distribution and disbursement of qualified revenues from certain leases on the Gulf of Mexico's Outer Continental Shelf, in accordance with the provisions of the Gulf of Mexico Energy Security Act of 2006. These proposed regulations set forth ONRR's formulas and methodologies for calculating and allocating revenues during the second phase of revenue sharing to the States of Alabama, Louisiana, Mississippi, and Texas; their eligible coastal political subdivisions; the Land and Water Conservation Fund; and the United States Treasury. Additionally, in this proposed rule, the Department of the Interior moves the Gulf of Mexico Energy Security Act of 2006's Phase I regulations from the Bureau of Ocean Energy Management's (BOEM) title 30 of the Code of Federal Regulations (CFR) chapter V to ONRR's 30 CFR chapter XII, and proposes additional clarification and minor definition changes to the current revenue-sharing regulations.

BOEM has prepared a Draft Supplemental EIS for proposed OCS oil and gas Lease Sales 235, 241, and 247, which are tentatively scheduled to be held in March 2015, 2016, and 2017, respectively, in the CPA offshore the States of Louisiana, Mississippi, and Alabama. This Draft Supplemental EIS updates the environmental and socioeconomic analyses for proposed CPA Lease Sales 235, 241, and 247 in the Gulf of Mexico OCS Oil and Gas Lease Sales: 2012-2017; Western Planning Area Lease Sales 229, 233, 238, 246, and 248; Central Planning Area Lease Sales 227, 231, 235, 241, and 247, Final Environmental Impact Statement (OCS EIS/EA BOEM 2012-019) (2012-2017 WPA/CPA Multisale EIS) and in the Gulf of Mexico OCS Oil and Gas Lease Sales: 2013-2014; Western Planning Area Lease Sale 233; Central Planning Area Lease Sale 231, Final Supplemental Environmental Impact Statement (OCS EIS/EA BOEM 2013-0118) (WPA 233/CPA 231 Supplemental EIS). Potential Marine Hydrokinetic (MHK) Research Lease on the Outer Continental Shelf (OCS) Offshore Oregon; Request for Competitive Interest
The purpose of this public notice is to: (1) Describe the proposal submitted to BOEM by the Northwest National Marine Renewable Energy Center at Oregon State University (NNMREC-OSU) to acquire an OCS lease for MHK research activities; (2) solicit submissions of indications of interest in obtaining a renewable energy lease for MHK research or commercial activities on the OCS offshore Oregon in the area described in this notice; and (3) solicit public input regarding the area described in this notice, the potential environmental consequences of MHK energy development in the area, and multiple uses of the area. On June 17, 2013, BOEM received an unsolicited request from NNMREC- OSU for an MHK OCS research lease offshore Oregon. The objective of NNMREC-OSU is to obtain a lease under 30 CFR 585.238 for renewable energy research activities, including MHK device installation and operational testing and the installation of monitoring equipment. The purpose of NNMREC-OSU's proposed project, the ``Pacific Marine Energy CenterSouth Energy Test Site,'' is to design, develop and demonstrate a grid-connected MHK research facility on the OCS approximately five nautical miles (nmi) southwest of Newport, Oregon. The project would consist of four test sites (or berths), with each test berth capable of testing single or multiple MHK devices and equipped with its own subsea cable to transmit energy, as well as performance and environmental data, from the test berth to an onshore control center. Each of the test berth electrical cables would connect at a single submerged point, with a single transmission export cable capable of transmitting up to 10 megawatts (MW) of electricity to the mainland. The export cable would cross the OCS and state submerged lands. Additional information on NNMREC-OSU's unsolicited lease request can be viewed at: www.boem.gov/Oregon. This RFCI is published pursuant to subsection 8(p)(3) of the OCS Lands Act, as amended by section 388 of the Energy Policy Act of 2005 (EPAct) (43 U.S.C. 1337(p)(3)), and the implementing regulations at 30 CFR 585.238. Subsection 8(p)(3) of the OCS Lands Act requires that OCS renewable energy leases, easements and rights-of-way be issued ``on a competitive basis unless the Secretary determines after public notice of a proposed lease, easement, or right-of-way that there is no competitive interest.'' 30 CFR 585.238(c) states that BOEM may issue research leases if ``no competitive interest exists''. This RFCI provides such public notice for the proposed lease area requested by NNMREC-OSU and invites the submission of indications of interest. BOEM is soliciting submissions of interest for MHK energy development only with this notice. BOEM will consider the responses to this public notice to determine whether competitive interest exists for the area requested by NNMREC-OSU, as required by 43 U.S.C. 1337(p)(3). Parties wishing to obtain a lease for MHK development for the area described herein under ``Description of the Proposed Lease Area'' should submit detailed and specific information as described in the section entitled, ``Required Indication of Interest Information.'' BOEM has jurisdiction to issue leases on the OCS for MHK projects under subsection 8(p) of the OCS Lands Act (43 U.S.C. 13376(p)), and the Federal Energy Regulatory Commission (FERC) has jurisdiction to issue licenses under Part I of the Federal Power Act (FPA), 16 U.S.C. 792-823A (2006) for the construction and operation of hydrokinetic projects on the OCS. This announcement also requests that interested and affected parties comment and provide information about site conditions and multiple uses within the area identified in this notice that would be relevant to the proposed project or its potential impacts. A detailed description of the proposed lease area can be found in the section of this notice entitled, ``Description of the Area.''

Notice of Intent To Prepare an Environmental Assessment for Proposed Wind Energy-Related Research Activities on the Atlantic Outer Continental Shelf Offshore Virginia and Notice of Public Scoping Meeting MMAA104000
In compliance with the National Environmental Policy Act (NEPA) of 1969, as amended (42 U.S.C. 4231 et seq.), BOEM intends to prepare an Environmental Assessment (EA) to consider the reasonably foreseeable environmental consequences associated with the approval of wind energy-related research activities offshore Virginia as proposed by the Virginia Department of Mines, Minerals and Energy (DMME). BOEM is seeking public input regarding important environmental issues and the identification of reasonable alternatives that should be considered in the EA. In addition to the request for written comments, BOEM is holding a public scoping meeting to solicit comments on the scope of the EA. This ICR concerns the paperwork requirements that respondents will submit to BOEM to obtain Outer Continental Shelf (OCS) sand, gravel, and shell resources for use in shore protection, beach and coastal restoration, and other authorized projects that qualify for a negotiated noncompetitive agreement. This notice provides the public a second opportunity to comment on the paperwork burden of this collection.
Geological and Geophysical Exploration (G&G) on the Mid- and South Atlantic Outer Continental Shelf (OCS)
Consistent with the regulations implementing the National Environmental Policy Act (NEPA), as amended (42 U.S.C. 4321 et seq.), BOEM has prepared a Final Programmatic EIS to describe and evaluate the potential environmental impacts associated with reasonably foreseeable G&G survey activities in Federal waters overlying the Mid- and South Atlantic OCS, as well as potentially interconnected or interrelated activities in adjacent State waters, as described in the Supplemental Information section below. These activities include, but are not limited to, seismic surveys (deep penetration and high-resolution geophysical), electromagnetic surveys, geological and geochemical sampling, and remote sensing surveys. The Final Programmatic EIS covers reasonably foreseeable G&G activities associated with the three program areas managed by BOEM on the OCS (i.e., oil and gas exploration and development, renewable energy, and marine minerals). The Final Programmatic EIS also evaluates mitigating measures to reduce potential impacts of G&G activities on marine resources, such as sound impacts to marine species and bottom-disturbance impacts on benthic communities and cultural resources.
Environmental Documents Prepared for Oil, Gas, and Mineral Operations by the Gulf of Mexico Outer Continental Shelf (OCS) Region
BOEM, in accordance with Federal regulations that implement the National Environmental Policy Act (NEPA), announces the availability of NEPA-related Site-Specific Environmental Assessments (SEAs) and Findings of No Significant Impact (FONSIs). These documents were prepared during the period October 1, 2013, through December 31, 2013, for oil, gas, and mineral-related activities that were proposed in the Gulf of Mexico, and are more specifically described in the Supplementary Information section of this notice.
Central Gulf of Mexico Planning Area (CPA) Outer Continental Shelf (OCS) Oil and Gas Lease Sale 231 (CPA Sale 231); Correction
On February 14, 2014, BOEM published in the Federal Register the Final Notice of Sale (FNOS) for CPA Sale 231. The FNOS refers to a document entitled ``List of Blocks Available for Leasing.'' The referenced list was included in the FNOS Package, and the FNOS Package was made available at the BOEM address and Web site set forth in the FNOS. The list identifies blocks to be offered in CPA Sale 231; however, due to a clerical error, four blocks, Eugene Island Area, Block Number 107, Eugene Island Area, Block Number 222, Eugene Island Area, Block Number 223 and South Marsh Island Area, South Addition, Block Number 144, were inadvertently omitted from the list.

BOEM has prepared a ROD for oil and gas CPA Lease Sale 231 scheduled for March 19, 2014. CPA Lease Sale 231 is the second CPA lease sale scheduled in the Outer Continental Shelf Oil & Gas Leasing Program for 2012-2017 (Five-Year Program). The proposed lease sale is in the Gulf of Mexico's CPA off the States of Louisiana, Alabama, and Mississippi. In making its decision, BOEM considered alternatives to the proposed action and the potential impacts as presented in the WPA 233/CPA 231 Supplemental EIS and all comments received throughout the NEPA process. The WPA 233/CPA 231 Supplemental EIS updated the baseline conditions and potential environmental effects of oil and natural gas leasing, exploration, development, and production in the WPA and CPA since publication of the Gulf of Mexico OCS Oil and Gas Lease Sales: 2012-2017; Western Planning Area Lease Sales 229, 233, 238, 246, and 248; Central Planning Area Lease Sales 227, 231, 235, 241, and 247, Final Environmental Impact Statement (2012-2017 WPA/CPA Multisale EIS) (USDOI, BOEM, 2012b). BOEM has prepared a ROD for oil and gas EPA Lease Sale 225 scheduled for March 19, 2014. The proposed lease sale is in the Gulf of Mexico's EPA off the States of Louisiana, Mississippi, Alabama, and Florida. EPA Lease Sale 225 is the first EPA lease sale scheduled in the OCS Oil & Gas Leasing Program for 2012-2017 (Five Year Program). In making its decision, BOEM considered an alternative to the proposed action, the potential impacts as presented in the EPA 225/226 EIS, and all comments received throughout the NEPA process. The EPA 225/226 EIS evaluated the environmental and socioeconomic impacts for EPA Lease Sale 225.

Consumer Price Index Adjustments of the Oil Pollution Act of 1990 Limit of Liability for Offshore Facilities
The Bureau of Ocean Energy Management (BOEM) is proposing to add a new subpart to its regulations on Oil Spill Financial Responsibility (OSFR) for Offshore Facilities designed to increase the limit of liability for damages applicable to offshore facilities under the Oil Pollution Act of 1990 (OPA), to reflect significant increases in the Consumer Price Index (CPI) since 1990, and to establish a methodology BOEM would use to periodically adjust for inflation the OPA offshore facility limit of liability. BOEM proposes to increase the limit of liability for damages from $75 million to $133.65 million. OPA requires inflation adjustments to the offshore facility limit of liability not less than every three years to preserve the deterrent effect and ``polluter pays'' principle embodied in the OPA Title I liability and compensation provisions. In addition, the Department of the Interior has determined that this change would further protect the environment by ensuring that any party that causes an oil spill would pay an increased amount of any potential damages. BOEM is publishing this update to its regulations and is soliciting public comments on the method of updates, the clarity of the rule and any other pertinent matters. The Department is limiting the rulemaking comment period to 30 days since it does not anticipate receiving adverse comments on this rulemaking.
Central Gulf of Mexico Planning Area (CPA) Outer Continental Shelf (OCS) Oil and Gas Lease Sale 231 (CPA Sale 231)
On Wednesday, March 19, 2014, BOEM will open and publicly announce bids received for blocks offered in CPA Sale 231 in accordance with the provisions of the OCS Lands Act (OCSLA, 43 U.S.C. 1331-1356, as amended) and the implementing regulations issued pursuant thereto (30 CFR Parts 550 and 556). The CPA 231 Final Notice of Sale (NOS) package (Final NOS Package) contains information essential to potential bidders, and bidders are charged with knowing the contents of the documents contained in the Final NOS Package. Notice of Determination of No Competitive Interest for the WindFloat Pacific Project Offshore Oregon; MMAA104000
This notice provides BOEM's determination that there is no competitive interest in the area requested by Principle Power, Incorporated (PPI) to acquire an Outer Continental Shelf (OCS) commercial wind lease as described in the Potential Commercial Leasing for Wind Power on the Outer Continental Shelf (OCS) Offshore Oregon, Request for Interest (RFI) that BOEM published on September 30, 2013 (78 FR 59968). The RFI described the WindFloat Pacific Project proposal submitted to BOEM by PPI to acquire a commercial wind lease on the OCS offshore Oregon, and provided an opportunity for the public to submit comments about the proposal.

Atlantic Wind Lease Sale 3 (ATLW3) Commercial Leasing for Wind Power on the Outer Continental Shelf Offshore Maryland-Proposed Sale Notice
This document is the Proposed Sale Notice (PSN) for the sale of commercial wind energy leases on the Outer Continental Shelf (OCS) offshore Maryland, pursuant to BOEM's regulations at 30 CFR 585.216. BOEM proposes to offer for sale two leases, Lease OCS-A 0489 and Lease OCS-A 0490. BOEM will use a multiple-factor auction for the lease sale. In this PSN, you will find information pertaining to the areas available for leasing, proposed lease provisions and conditions, auction details, the lease form, criteria for evaluating competing bids, award procedures, appeal procedures, and lease execution. BOEM invites comments during a 60-day comment period following publication of this notice. The issuance of the proposed leases resulting from this sale would not constitute an approval of project-specific plans to develop offshore wind energy. Such plans, expected to be submitted by successful lessees, will be subject to subsequent environmental and public review prior to a decision to proceed with development.
Notice of Determination of No Competitive Interest, Offshore Virginia
This notice provides BOEM's determination that there is no competitive interest in the area requested by the Commonwealth of Virginia, Department of Mines Minerals and Energy (DMME) to acquire an OCS research lease as described in the Public Notice of an Unsolicited Request for an OCS Research Lease; Request for Competitive Interest (RFCI); and Request for Public Comment, that BOEM published on July 30, 2013, (78 FR 45965-45968). The RFCI described the proposal submitted to BOEM by the DMME to acquire an OCS lease for renewable energy research activities, including wind turbine installation and operational testing and installation of metocean monitoring equipment on the OCS off the coast of Virginia, and provided an opportunity for the public to submit comments about the proposal.

Request for Comments on the Annual Progress Report on the Outer Continental Shelf (OCS) Oil and Gas Leasing Program 2012-2017
BOEM requests comments on the Annual Progress Report (Report) on the OCS Oil and Gas Leasing Program 2012-2017 (Five Year Program). The Annual Progress Report is available for review at: www.boem.gov/ Five-Year-Program-Annual-Progress-Report/. Information on the Five Year Program is available online at https://www.boem.gov/Oil-and-Gas-Energy- Program/Leasing/Five-Year-Program/2012-2017/Five-Year-Program .aspx. The Secretary of the Interior (Secretary) published the Five Year Program in June 2012, and the program became final on August 27, 2012, after the required 60-day congressional review period. Section 18(e) of the OCS Lands Act (Act) states that ``the Secretary shall review the leasing program approved under this section at least once each year. He [or she] may revise and reapprove such program, at any time, and such revision and reapproval, except in the case of a revision which is not significant, shall be in the same manner as originally developed.'' Historically, the annual review has been an internal process in which BOEM reports to the Secretary any information or events that might result in consideration of a revision to the Program. However, in the decision document for the Five Year Program (available by clicking on ``Proposed Final Program Decision Document'' at the above web address), the Department of the Interior stated its commitment to ``publish an annual progress report on the Five Year Program that includes an opportunity for stakeholders and the public to comment on the program's implementation.'' Pursuant to this commitment, the Annual Progress Report (Report) provides the public an overview of the activities that have occurred during the previous year. The Report includes the following information: Statistics of sales that have occurred in the previous year, including the number and location of lease blocks and the dollars collected on high bids; a tracking table of all relevant deferrals and mitigations; a summary of completed and ongoing safety and environmental studies; regulatory updates; a discussion of significant new drilling activities and seismic data collection; a summary of any significant incidents; and other relevant information. After the comment period, BOEM will submit the Report, with a summary of comments received in response to this notice, to the Secretary. There is no specified format for comments. However, BOEM requests that respondents focus on new information that has come to light since final approval of the Five Year Program in August 2012, and information that was not provided during previous comment periods related to the development of the Five Year Program.

Pursuant to the authority vested in the Director of the Bureau of Ocean Energy Management by the joint bidding provisions of 30 CFR 556.41, each entity within one of the following groups shall be restricted from bidding with any entity in any of the other following groups at Outer Continental Shelf oil and gas lease sales to be held during the bidding period November 1, 2013, through April 30, 2014. This List of Restricted Joint Bidders will cover the period November 1, 2013, through April 30, 2014, and replace the prior list published on May 10, 2013, which covered the period of May 1, 2013, through October 31, 2013.

(NEPA), BOEM has prepared a Final EIS on oil and gas lease sales tentatively scheduled to be held in 2014 and 2016 in the EPA offshore the states of Louisiana, Mississippi, Alabama, and Florida. Under the Outer Continental Shelf Oil & Gas Leasing Program: 2012-2017 (Five-Year Program), two lease sales are scheduled for the EPA. The proposed EPA lease sales are Lease Sales 225 and 226.

Potential Commercial Leasing for Wind Power on the Outer Continental Shelf (OCS) Offshore Oregon, Request for Interest
The purpose of this public notice is to: (1) Describe the proposal submitted to BOEM by Principle Power, Inc. (Principle Power) to acquire an OCS commercial wind lease; (2) solicit submissions of indications of interest in obtaining a commercial lease for wind energy development on the OCS offshore Oregon in the area described in this notice; and (3) solicit initial public input regarding the area described in this notice, the potential environmental consequences of wind energy development in the area, and the multiple uses of the area. On May 15, 2013, BOEM received an unsolicited request from Principle Power for a commercial wind lease on the OCS offshore Oregon. Principle Power's proposed project, the ``WindFloat Pacific Project,'' would consist of a floating wind energy demonstration facility offshore Coos Bay, Oregon. The project is designed to generate 30 megawatts (MW) of electricity from five floating ``WindFloat'' units, each equipped with a 6-MW offshore wind turbine, connected by inter-unit electrical cabling, with a single transmission cable exporting electricity to the mainland that would extend across both Federal and state lands. The project would be located approximately 16 nautical miles (nmi) west of Coos Bay, Oregon in water depths of approximately 1,400 feet. Additional information on Principle Power's unsolicited lease request can be viewed at https://www.boem.gov/State-Activities-Oregon/. This RFI is published pursuant to subsection 8(p)(3) of the OCS Lands Act, as amended by section 388 of the Energy Policy Act of 2005 (EPAct) (43 U.S.C. 1337(p)(3)), and the implementing regulations at 30 CFR 585.231(b). Subsection 8(p)(3) of the OCS Lands Act requires that OCS renewable energy leases, easements, and rights-of-way be issued ``on a competitive basis unless the Secretary of the Interior (Secretary) determines after public notice of a proposed lease, easement, or right-of-way that there is no competitive interest.'' This RFI provides such public notice for the proposed lease area requested by Principle Power and invites the submission of indications of interest. BOEM is soliciting submissions of interest in commercial wind energy development with this notice. BOEM will consider the responses to this public notice to determine whether competitive interest exists for the area requested by Principle Power, as required by 43 U.S.C. 1337(p)(3). Parties wishing to obtain a commercial lease for wind energy development for the area described below under ``Description of the Proposed Lease Area'' should submit detailed and specific information as described in the section entitled, ``Required Indication of Interest Information.'' This announcement also requests that interested and affected parties comment and provide information about site conditions and multiple uses within the area identified in this notice that would be relevant to the proposed project or its impacts. This is the first step in the OCS renewable energy leasing process. There will be additional opportunities to provide comment pursuant to 30 CFR part 585 and applicable laws, such as the opportunity to comment on the environmental analysis that BOEM will prepare under the National Environmental Policy Act (NEPA), before any lease is issued. Proposed Lease Sale 235 is the next proposed lease sale in the Gulf of Mexico's CPA off the States of Louisiana, Mississippi, and Alabama. The CPA Supplemental EIS will update the environmental and socioeconomic analyses in the Gulf of Mexico OCS Oil and Gas Lease Sales: 2012-2017; Western Planning Area Lease Sales 229, 233, 238, 246, and 248; Central Planning Area Lease Sales 227, 231, 235, 241, and 247, Final Environmental Impact Statement (OCS EIS/EA BOEM 2012-019) (WPA/CPA Multisale EIS) and in the Gulf of Mexico OCS Oil and Gas Lease Sales: 2013-2014; Western Planning Area Lease Sale 233; Central Planning Area Lease Sale 231, Final Supplemental Environmental Impact Statement (OCS EIS/EA BOEM 2013-0118) (WPA 233/CPA 231 Supplemental EIS). The WPA/CPA Multisale EIS was completed in July 2012. The WPA 233/CPA 231 Supplemental EIS was completed in April 2013. A Supplemental EIS is deemed appropriate to supplement the NEPA documents cited above for these lease sales in order to consider new circumstances and information arising from, among other things, the Deepwater Horizon explosion, oil spill, and response. The CPA Supplemental EIS analysis will focus on updating the baseline conditions. The CPA Supplemental EIS analysis will focus on the potential environmental effects of oil and natural gas leasing, exploration, development, and production in the CPA identified through the Area Identification procedure as the proposed lease sale area. In addition to the no action alternative (i.e., canceling a proposed lease sale), other alternatives may be considered for the proposed CPA lease sales, such as deferring certain areas from the proposed lease sale area.
Environmental Assessment for Potential Lease Issuance and Marine Hydrokinetic Technology Testing Offshore Florida
BOEM has prepared a revised environmental assessment (EA) considering the environmental impacts and socioeconomic effects of issuing a lease in Official Protraction Diagram NG 17-06, Blocks 7003, 7053, and 7054, offshore Florida. The proposed lease would authorize technology testing activities, including the installation, operation, relocation, and decommissioning of technology testing facilities within the lease area, such as deployment of technology demonstration devices, single anchor moorings, and mooring telemetry buoys. As a result of the analysis in the revised EA, BOEM issued a Finding of No Significant Impact (FONSI). The FONSI concluded that the environmental impacts associated with the preferred alternative would not significantly impact the environment; therefore, the preparation of an environmental impact statement (EIS) is not required. Research Lease on the Outer Continental Shelf (OCS) Offshore Virginia, Request for Competitive Interest

On Wednesday, August 28, 2013, BOEM will open and publicly announce bids received for blocks offered in WPA Sale 233, in accordance with the provisions of the OCS Lands Act (OCSLA, 43 U.S.C. 1331-1356a, as amended) and the implementing regulations issued pursuant to OCSLA (30 CFR parts 550 and 556). The WPA 233 Final Notice of Sale (NOS) package (Final NOS Package) contains information essential to potential bidders, and bidders are charged with knowing the contents of the documents contained in the Final NOS Package. WPA Lease Sale 233, scheduled for August 28, 2013, is the second WPA lease sale scheduled in the Proposed Final Outer Continental Shelf Oil & Gas Leasing Program: 2012-2017. This document is the Final Sale Notice (FSN) for the sale of a commercial wind energy lease on the Outer Continental Shelf (OCS) offshore Virginia, pursuant to BOEM's regulations at 30 CFR 585.216. BOEM is offering Lease OCS-A 0483 for sale using an ascending clock auction format. The lease area comprises the Virginia Wind Energy Area (WEA) described in the Call for Information and Nominations (Call) published on February 3, 2012 (see ``Area Offered for Leasing'' below for a description of the WEA and lease area) (77 FR 5545). Consistent with the regulations implementing the National Environmental Policy Act, as amended (42 U.S.C. 4321 et seq.) (NEPA), BOEM is announcing its intent to prepare a Supplemental EIS for proposed WPA lease sales beginning with Lease Sale 238 (WPA Lease Sales 238, 246, and 248 Supplemental EIS). Lease Sale 238 is the next proposed lease sale in the Gulf of Mexico's WPA off the States of Texas and Louisiana. The WPA Lease Sales 238, 246, and 248 Supplemental EIS will update the environmental and socioeconomic analyses in the Gulf of Mexico OCS Oil and Gas Lease Sales: 2012-2017; Western Planning Area Lease Sales 229, 233, 238, 246, and 248; Central Planning Area (CPA) Lease Sales 227, 231, 235, 241, and 247, Final Environmental Impact Statement (OCS EIS/EA BOEM 2012-019) (WPA/CPA Multisale EIS) and the Gulf of Mexico OCS Oil and Gas Lease Sales: 2013-2014; Western Planning Area Lease Sale 233; Central Planning Area Lease Sale 231-Final Supplemental Environmental Impact Statement (OCS EIS/EA BOEM 2013-0118) (WPA 233/CPA 231 Supplemental EIS). The WPA/CPA Multisale EIS was completed in July 2012. The WPA 233/CPA 231 Supplemental EIS was completed in April 2013. A Supplemental EIS is deemed appropriate to supplement the NEPA documents cited above for these lease sales in order to consider possible new circumstances and information arising from, among other things, the Deepwater Horizon explosion, oil spill, and response. The WPA Lease Sales 238, 246, and 248 Supplemental EIS analysis will focus on updating the baseline conditions and potential environmental effects of oil and natural gas leasing, exploration, development, and production in the WPA. The WPA Lease Sales 238, 246, and 248 Supplemental EIS analysis will focus on the potential environmental effects of oil and natural gas leasing, exploration, development, and production in the WPA identified through the Area Identification procedure as the proposed lease sale area. In addition to the no action alternative (i.e., canceling the proposed sale), other alternatives may be considered for the proposed lease sales, including WPA Lease Sale 238, such as deferring certain areas from the proposed lease sales.
