Bureau of Ocean Energy Management (BOEM) has prepared an environmental assessment (EA) considering the reasonably foreseeable environmental impacts and socioeconomic effects of issuing renewable energy leases and subsequent site characterization activities (geophysical, geotechnical, archaeological, and biological surveys needed to develop specific project proposals, which will be subject to subsequent environmental review, on those leases) in an identified Wind Energy Area (WEA) on the OCS offshore Massachusetts (MA). This EA also considers the reasonably foreseeable environmental impacts associated with the approval of site assessment activities (including the installation and operation of meteorological towers and buoys) on the leases that may be issued. This EA does not consider issues related to possible later project development. The purpose of this notice is to inform the public of the availability of the EA for review and to solicit public comments on the EA. BOEM will conduct public information meetings on Tuesday, November 13, 2012, in Boston and New Bedford, Wednesday, November 14, 2012, in Vineyard Haven on Martha's Vineyard, and Thursday, November 15, 2012, on Nantucket, in Massachusetts to explain the proposed activities and provide additional opportunities for public input on the EA. Right-of-Way Grant of Submerged Lands on the Outer Continental Shelf to Support Renewable Energy Development

BOEM Form 0009 would be used to issue Outer Continental Shelf (OCS) renewable energy right-of-way (ROW) grants in order to streamline this process and increase efficiency and consistency for applicants. As defined by BOEM regulations at 30 CFR Part 585, an ROW grant is an authorization issued for use of a portion of the OCS for the construction and use of a cable or pipeline for the purpose of gathering, transmitting, distributing, or otherwise transporting electricity or other energy product generated or produced from renewable energy, but does not constitute a project easement. The ability of an ROW grantee to install such a cable or pipeline and operate such activities would be subject to the applicable approvals specified in 30 CFR Part 585. BOEM has developed the form included in this notice and invites comments on the draft form. Following the 30- day comment period, BOEM will review all submitted comments, and publish a final version of the form in the Federal Register.

The purpose of this public notice is to: (1) Describe the proposal submitted to BOEM by Statoil North America (Statoil NA) to acquire an OCS wind lease; (2) solicit public input regarding the proposal, its potential environmental consequences, and the use of the area in which the proposed project would be located; and (3) solicit submissions of indications of competitive interest for a commercial lease for wind energy development on the OCS off the coast of Maine for the area identified in this notice. On October 12, 2011, BOEM received an unsolicited request from Statoil NA for a commercial wind lease on the OCS offshore Maine. Statoil NA's proposed project, ``Hywind Maine,'' would consist of four 3-megawatt (MW) wind turbine generators (WTG) configured for a total of 12-MW in water depths greater than 100 meters and be located approximately 12 nautical miles (nmi) off the coast of Maine. The objective of the proposed Hywind Maine Project is to demonstrate the commercial potential of the existing floating offshore Hywind technology, while responding to a corresponding Request for Proposals (RFP) issued by the Maine Public Utilities Commission. This request for interest is published pursuant to subsection 8(p)(3) of the OCS Lands Act, as amended by section 388 of the Energy Policy Act of 2005 (EPAct) (43 U.S.C. 1337(p)(3)), and the implementing regulations at 30 CFR part 585.231(b). Subsection 8(p)(3) of the OCS Lands Act requires that OCS renewable energy leases, easements, and rights-of-way (ROWs) be issued ``on a competitive basis unless the Secretary determines after public notice of a proposed lease, easement, or right-of-way that there is no competitive interest.'' This request for interest provides such public notice for the proposed lease area requested by Statoil NA and invites the submission of indications of competitive interest. BOEM will consider the responses to this public notice to determine whether competitive interest exists for the area requested by Statoil NA, as required by 43 U.S.C. 1337(p)(3). Parties wishing to obtain a lease for the area requested by Statoil NA should submit detailed and specific information as described in the section entitled ``Required Indication of Interest Information.'' This announcement also requests that interested and affected parties comment and provide information about site conditions and multiple uses within the area identified in this notice that would be relevant to the proposed project or its impacts. BOEM separately published a Notice of Intent (NOI) to prepare an environmental impact statement (EIS) concurrently with this request for interest. The NOI starts the scoping process for the EIS under 40 CFR 1501.7, and solicits information regarding important environmental issues, alternatives, and mitigation that should be considered in the EIS. BOEM announces the availability of the Proposed Final Five Year OCS Oil and Gas Leasing Program for 2012-2017 (PFP). This is the third and last proposal that is part of the multi-step process required by law before the Secretary of the Interior may approve a new Five Year Program. BOEM is publishing a Notice of Availability of the Five Year Final Programmatic Environmental Impact Statement concurrently with this notice. Pursuant to section 18 of the OCS Lands Act, this PFP was submitted to the President and Congress. After a period of at least 60 days from the date it was submitted to the President and Congress, the Secretary may approve the program, at which time it will become effective.

Pursuant to the regulations implementing the procedural provisions of NEPA, BOEM is announcing its intent to prepare a Supplemental EIS for proposed Western Planning Area (WPA) Lease Sale 233 and Central Planning Area (CPA) Lease Sale 231 (WPA/CPA Supplemental EIS). The proposed lease sales are in the Gulf of Mexico's WPA off the States of Texas and Louisiana and in the CPA off the States of Louisiana, Mississippi, and Alabama. The WPA/CPA Supplemental EIS will update the environmental and socioeconomic analyses in the Gulf of Mexico OCS Oil and Gas Lease Sales: 2012-2017; WPA Lease Sales 229, 233, 238, 246, and 248; CPA Lease Sales 227, 231, 235, 241, and 247, Final Environmental Impact Statement (OCS EIS/EA BOEM 2012-019) (WPA/ CPA Multisale Final EIS). The WPA/CPA Multisale Final EIS was completed in July 2012. A Supplemental EIS is deemed appropriate to supplement the WPA/CPA Multisale Final EIS for these lease sales in order to consider new circumstances and information arising, among other things, from the Deepwater Horizon event. The WPA/CPA Supplemental EIS analysis will focus on updating the baseline conditions and potential environmental effects of oil and natural gas leasing, exploration, development, and production in the WPA and CPA. The WPA/CPA Supplemental EIS will also analyze the 1.4 nautical mile (nmi) buffer area in the Western Gap, which was excluded from the WPA/CPA Multisale EIS but which may be available in the proposed lease sale or subsequent sale. The WPA/CPA Supplemental EIS will assist decisionmakers in making informed decisions regarding the approval of operations, as well as leasing. The WPA/CPA Supplemental EIS analysis will focus on the potential environmental effects of oil and natural gas leasing, exploration, development, and production in the areas identified as the proposed lease sale areas. In addition to the no action alternative (i.e., canceling the proposed sales), other alternatives may be considered for each proposed lease sale, such as deferring certain areas from the proposed lease sales.

On March 15, 2011, BOEM (formerly the Bureau of Ocean Energy Management, Regulation and Enforcement) published a notice in the Federal Register (76 FR 14040), entitled ``Call for Information and Nominations'' (the Call). Subsequently, on November 15, 2011, BOEM published a ``Call for Information and Nominations: Correction'' in the Federal Register (76 FR 70748) correcting the sale numbers that were identified in the Call. This document describes a revision to the description of the areas not available for leasing in the OCS. BOEM believes the previous descriptions of the areas excluded by the Gulf of Mexico Energy Security Act of 2006 (Pub. L. 109-432 December 20, 2006) could be confusing. Consequently, Section 4.A. items 1 and 2 of the original call are to be revised by deleting the following: 1. Blocks that were previously included within the Eastern GOM Planning Area and are within 100 miles of the Florida coast; and 2. Blocks east of the Military Mission line (86 degrees, 41 minutes west longitude) under an existing moratorium until 2022, as a result of the Gulf of Mexico Energy Security Act of 2006 (December 20, 2006); and replacing them with: 1. Whole blocks and portions of blocks deferred by the Gulf of Mexico Energy Security Act of 2006. Section 4.A. items 3 and 4 are also renumbered to 2 and 3 respectively to reflect this change.

The purpose of this public notice is to: (1) Describe the Deepwater Wind Block Island LLC (Deepwater Wind) Transmission System (BITS) proposal submitted to the Bureau of Ocean Energy Management (BOEM); (2) solicit submissions of indications of competitive interest for a right-of-way (ROW) grant for renewable energy purposes for the area identified in this notice; and (3) solicit public input regarding the proposal, its potential environmental consequences, and other uses of the area in which the proposal would be located. On November 30, 2011, BOEM received an application from Deepwater Wind for a ROW grant on the OCS offshore Rhode Island. Deepwater Wind's proposed project, the BITS, would entail the construction and installation of a bi-directional submerged transmission cable between Block Island and the Rhode Island mainland. Deepwater Wind has requested a ROW grant for the portion of the BITS cable that is proposed on the OCS. Deepwater Wind proposes that the BITS would serve two purposes: (1) Transmit electrical power from Deepwater Wind's proposed 30 megawatt (MW) offshore wind energy project located in Rhode Island State waters off Block Island to the Rhode Island mainland; and (2) transmit electrical power from the existing transmission grid on the Rhode Island mainland to Block Island. This RFCI is published pursuant to subsection 8(p)(3) of the OCS Lands Act, as amended by section 388 of the Energy Policy Act of 2005 (EPAct) (43 U.S.C. 1337(p)(3)), and the implementing regulations at 30 CFR part 585. BOEM has prepared a ROD following the completion of the Final SEIS for CPA Consolidated Lease Sale 216/222, the final lease sale in the 2007-2012 OCS Oil and Gas Leasing Program (Five-Year Program), which is scheduled for June 20, 2012. In preparing the ROD, BOEM considered alternatives to the proposed action and the impacts as presented in the Final SEIS and all comments received throughout the NEPA process. The Final SEIS updates two previous environmental and socioeconomic analyses for CPA Lease Sale 216/222. The GOM OCS Oil and Gas Lease Sales: 2007-2012; Western Planning Area Lease Sales 204, 207, 210, 215, and 218; Central Planning Area Lease Sales 205, 206, 208, 213, 216, and 222, Final Environmental Impact Statement (OCS EIS/EA MMS 2007-018) (Multisale EIS), completed in April 2007, originally analyzed CPA Lease Sale 216/222. The Gulf of Mexico OCS Oil and Gas Lease Sales: 2009-2012; Central Planning Area Lease Sales 208, 213, 216, and 222; Western Planning Area Lease Sales 210, 215, and 218; Final Supplemental Environmental Impact Statement (OCS EIS/EA MMS 2008-041) (2009-2012 Supplemental EIS), completed in September 2008, updated the socioeconomic and environmental analyses for CPA Lease Sale 216/222. BOEM developed the Final SEIS for CPA Lease Sale 216/222 in order to consider new circumstances and information arising from, among other things, the Deepwater Horizon explosion and oil spill. After careful consideration, BOEM has determined that in light of significant safety and environmental reforms since the Deepwater Horizon oil spill and the economic and energy security benefits of exploring and developing the domestic energy resources available in the CPA, including job creation, it is appropriate to hold a sale in this area at this time. BOEM has issued a Record of Decision (ROD) to authorize the use of OCS sand resources by the U.S. Army Corps of Engineers (USACE) and Martin County Board of Commissioners in the Martin County, Florida Hurricane Storm Damage Reduction (HSDR) Project. The ROD documents the BOEM's decision in selecting the Preferred Alternative described in the USACE's Final Supplemental Environmental Impact Statement (SEIS) for the Martin County HSDR Project (August 2011). BOEM will enter into a negotiated agreement for the purpose of making sand available from a shoal on the OCS for placement on the beach in support of the beach nourishment, following the mandated 30-day wait period from the date of the issuance of the ROD. BOEM is announcing the availability of this ROD in accordance with the regulations implementing the National Environmental Policy Act (NEPA). The Deputy Director for the BOEM signed the ROD on March 28, 2012.

The proposed lease would authorize technology testing activities, including the installation, operation, relocation, and decommissioning of technology testing facilities. The purpose of this notice is to inform the public of the availability of the EA for review and to solicit public comments on the EA. Pursuant to 36 CFR 800.4(d)(1), which is a section in the regulations implementing section 106 of the National Historic Preservation Act, 16 U.S.C. 470f, BOEM has made a finding of ``no historic properties affected'' for this proposed project. The finding and supporting documentation have been submitted to the Florida State Historic Preservation Officer and the Advisory Council on Historic Preservation and are included in the EA for public inspection. This Notice of Availability (NOA) is published pursuant to the regulations (40 CFR part 1503 and 43 CFR part 46) implementing the provisions of the National Environmental Policy Act (NEPA) of 1969, as amended (42 U.S.C. 4321 et seq. (1988)). BOEM has prepared a Draft Programmatic Environmental Impact Statement (PEIS) to evaluate potential environmental effects of multiple Geological and Geophysical (G&G) activities in the Mid- and South Atlantic Planning Areas of the OCS. These activities include, but are not limited to, seismic surveys, sidescan-sonar surveys, electromagnetic surveys, geological and geochemical sampling, and remote sensing. The Draft PEIS considers G&G activities for the three program areas managed by BOEM: (1) Oil and gas exploration and development; (2) renewable energy; and (3) marine minerals. A Notice of Intent (NOI) to prepare the PEIS was published in the Federal Register on January 21, 2009, and scoping comments were received during a comment period that closed on March 23, 2009. Scoping was reopened by publication of a Federal Register Notice on April 2, 2010, that announced a 45-day scoping period and meeting locations in April 2010. The comment period closed on May 17, 2010.

The Proposed OCS Oil and Gas Leasing Program for 2012-2017 (Proposed Program) identifies Sale 244 as a potential special interest sale for the Cook Inlet Planning Area in Alaska. While industry interest in the Federal OCS offshore area has been limited in the past decade, recently there has been renewed interest in exploring for and developing additional hydrocarbon resources in the south-central region of the state, as evidenced by acreage leased in state sales and announced discoveries of natural gas on state-managed lands, both offshore and onshore. This RFI seeks to determine the level of industry interest in a possible Sale 244 in 2013 in the Cook Inlet Planning Area, whether focused on a few blocks or prospects, or on a larger portion of the program area. BOEM is also seeking comments from tribal, local, and state governments, Federal agencies, and the general public to evaluate whether the agency should proceed with further evaluations pursuant to the OCS Lands Act (OCSLA), the National Environmental Policy Act (NEPA), the Endangered Species Act (ESA), and all other applicable laws and regulations. BOEM will consider the level of industry interest and other issues and concerns reflected in comments in its determination on how to proceed. BOEM will then decide on whether to proceed with further evaluation of this special interest sale. BOEM invites public comment on a proposed set of auction formats which may be used to issue commercial renewable energy leases on the Outer Continental Shelf (OCS). BOEM is examining several auction formats, each designed to efficiently issue renewable energy leases to those who value them most and are best positioned to develop them, while also ensuring that the government receives a fair return in exchange. BOEM is focusing primarily on variations of Ascending Clock Auctions and Package Auctions formats described in more detail below. BOEM is also considering a multiple factor auction approach in which bidders can earn a discount on their bids submitted under one of the auction formats noted above, based on company-specific attributes deemed relevant to the success of their projects. The auction format selected for each sale area would likely vary based on the actual characteristics of that sale. Such characteristics could include the size and homogeneity of the area to be offered. BOEM will hold a workshop to help familiarize stakeholders with the auction format options and to solicit feedback on Friday, December 16, 2011, at the South Interior Building in Washington, DC.
