Consumer Price Index Adjustments of the Oil Pollution Act of 1990 Limit of Liability for Offshore Facilities
The Oil Pollution Act of 1990 (OPA) establishes a comprehensive regime for addressing the consequences of oil spills, ranging from spill response to compensation for damages to injured parties. Other than deepwater ports subject to the Deepwater Port Act of 1974, the Bureau of Ocean Energy Management (BOEM) is authorized to adjust the limit of liability in OPA for offshore facilities, including pipelines. This rule amends BOEM's regulations to add to the regulations on Oil Spill Financial Responsibility (OSFR) for offshore facilities in order to increase the limit of liability for damages caused by the responsible party for an offshore facility from which oil is discharged, or which poses the substantial threat of an oil discharge, as described in OPA. This rule adjusts the limit of liability to reflect the significant increase in the Consumer Price Index (CPI) that has taken place since 1990. It also establishes a methodology for BOEM to use to periodically adjust the OPA offshore facility limit of liability for inflation. BOEM is hereby increasing the limit of liability for damages under OPA from $75 million to $133.65 million.
Environmental Assessment for Virginia Offshore Wind Technology Advancement Project on the Atlantic Outer Continental Shelf Offshore Virginia
The Bureau of Ocean Energy Management (BOEM) has prepared an Environmental Assessment (EA) to consider the reasonably foreseeable environmental consequences associated with the approval of wind energy- related research activities offshore Virginia as proposed by the Virginia Department of Mines, Mineral, and Energy (DMME). The purpose of this notice is to inform the public of the availability of the EA and to solicit public comment on the EA for a 30-day public comment period.

Atlantic Wind Lease Sale 4 (ATLW4) Commercial Leasing for Wind Power on the Outer Continental Shelf Offshore Massachusetts-Final Sale Notice; MMAA104000
This document is the Final Sale Notice (FSN) for the sale of four commercial wind energy leases on the Outer Continental Shelf (OCS) offshore Massachusetts, pursuant to BOEM's regulations at 30 CFR 585.216. BOEM is offering four leases for sale using a multiple factor auction format: Lease OCS-A 0500, Lease OCS-A 0501, Lease OCS-A 0502, and Lease OCS-A 0503. The four lease areas (LAs) are identical to those announced in the Proposed Sale Notice (PSN) for Commercial Leasing for Wind Power on the Outer Continental Shelf (OCS) Offshore Massachusetts, which was published on June 18, 2014, in the Federal Register with a 60-day public comment period (79 FR 34771). This FSN contains information pertaining to the areas available for leasing, lease provisions and conditions, auction procedures, the lease form, criteria for evaluating competing bids, award procedures, appeal procedures, and lease execution. The issuance of the leases resulting from this lease sale would not constitute an approval of project-specific plans to develop offshore wind energy. Such plans, expected to be submitted by successful lessees, will be subject to subsequent environmental and public review prior to a decision to proceed with development.
Request for Information on the Development of a Long Term Monitoring Plan for Marine Mammals in the Gulf of Mexico; MMAA104000
BOEM, in cooperation with the National Marine Fisheries Service (NMFS), is issuing a request for information to aid in the development of a long-term monitoring plan (LTMP) for marine mammals in the Gulf of Mexico (GOM). The LTMP will focus on the potential impacts to marine mammals from geological and geophysical data acquisition activities, including seismic surveys. This LTMP is a required element of BOEM's petition for rulemaking under the Marine Mammal Protection Act (MMPA).

Outer Continental Shelf, Alaska OCS Region, Chukchi Sea Planning Area, Oil and Gas Lease Sale 193, MMAA104000
BOEM is announcing the availability of a Draft Second Supplemental Environmental Impact Statement (SEIS) for the Chukchi Sea Planning Area, OCS Oil and Gas Lease Sale 193 (Lease Sale 193). The Draft Second SEIS (OCS EIS/EA BOEM 2014-653) provides new analysis in accordance with the United States District Court for the District of Alaska (District Court) Order remanding Lease Sale 193 to BOEM. The District Court's order instructs BOEM to address the deficiency in the 2007 Final EIS (OCS EIS/EA MMS 2007-026) identified by the U.S. Court of Appeals for the Ninth Circuit (Ninth Circuit). The Ninth Circuit Court held that the Environmental Impact Statement supporting the decision to hold Lease Sale 193 arbitrarily relied on a 1 billion barrel oil production estimate.
Notice on Outer Continental Shelf Oil and Gas Lease Sales
Pursuant to the authority vested in the Director of the Bureau of Ocean Energy Management by the joint bidding provisions of 30 CFR 556.41, each entity within one of the following groups is restricted from bidding with any entity in any of the other following groups at Outer Continental Shelf oil and gas lease sales to be held during the bidding period November 1, 2014, through April 30, 2015. This List of Restricted Joint Bidders will cover the period November 1, 2014, through April 30, 2015, and replace the prior list published on May 5, 2014, which covered the period May 1, 2014, through October 31, 2014.
Outer Continental Shelf, Alaska Region, Cook Inlet Program Area, Proposed Oil and Gas Lease Sale 244
Consistent with the regulations implementing the National Environmental Policy Act (NEPA), the Bureau of Ocean Energy Management (BOEM) is announcing its intent to prepare an Environmental Impact Statement (EIS) for proposed Lease Sale 244 in the Cook Inlet Program Area. The EIS will focus on the potential effects of leasing, exploration, development and production of oil and natural gas in the proposed lease sale area. In addition to the no-action alternative (i.e., not holding the lease sale), other alternatives may be considered, such as deferring additional areas within the Cook Inlet proposed lease sale area.

Notice of Availability of the Proposed Notice of Sale (NOS) for Central Gulf of Mexico Planning Area (CPA) Outer Continental Shelf (OCS) Oil and Gas Lease Sale 235 (CPA Sale 235)
BOEM announces the availability of the Proposed NOS for proposed CPA Sale 235. This Notice is published pursuant to 30 CFR 556.29(c) as a matter of information to the public. With regard to oil and gas leasing on the OCS, the Secretary of the Interior, pursuant to section 19 of the OCS Lands Act, provides affected States the opportunity to review the Proposed NOS. The Proposed NOS sets forth the proposed terms and conditions of the sale, including minimum bids, royalty rates, and rental rates.
Modifications to the Bid Adequacy Procedures
The Bureau of Ocean Energy Management (BOEM) is giving notice of its intent to change a criterion and to clarify selected definitions in its existing Bid Adequacy Procedures for ensuring receipt of Fair Market Value (FMV) on Outer Continental Shelf (OCS) oil and gas leases. In particular, BOEM proposes to remove the ``Number of Bids Rule'' that is currently applicable in Phase 1 of the Bid Adequacy Procedures. A copy of current procedures, ``Modifications to the Bid Adequacy Procedures,'' published at 64 FR 37560 on July 12, 1999, can be obtained from the BOEM Web site at https://www.boem.gov/Oil-and-Gas- Energy-Program/Leasing/Regional-Leasing/Gulf-of-Mexico-Region /Bid- Adequacy-Procedures.aspx. BOEM invites comments during a 45-day comment period following publication of this notice.
Risk Management, Financial Assurance and Loss Prevention
BOEM has recognized the need to develop a comprehensive program to assist in identifying, prioritizing, and managing the risks associated with industry activities on the Outer Continental Shelf (OCS). BOEM intends to design and implement a more robust and comprehensive risk management, financial assurance and loss prevention program to address the complex issues and cost differences associated with offshore operations. As part of its overall effort to establish this program and associated changes to regulations, BOEM is seeking stakeholder comments regarding various risk management and monitoring activities pertaining to financial risks to taxpayers that may result from activities on the OCS. BOEM currently requires lessees to provide performance bonds and/or one of various alternative forms of financial assurance to ensure compliance with the terms and conditions of leases, Rights-of-Use and Easements and Pipeline Rights-of-Way. BOEM is seeking comments on who is best suited to mitigate risks and whether other forms of financial assurance should be used, as well as whether, or to what extent, the current forms of financial assurance are adequate and appropriate. BOEM has received comments to its Advance Notice of Proposed Rulemaking (ANPR) indicating that the number of issues being addressed and the complexity of the topics being considered would justify a longer comment period. Various groups have also requested that additional time be provided to review and analyze the ANPR. For these reasons, BOEM has agreed to extend the comment period by an additional 30 days. The new comment period will elapse 90 days from August 19, 2014, the date of the original of publication of the ANPR.

BOEM is seeking comments and information regarding its effort to update its regulations and program oversight for Outer Continental Shelf (OCS) financial assurance requirements. When BOEM's existing bonding regulations were originally drafted and first implemented, the principal risks associated with OCS leases were non-payment of rents and royalties, noncompliance with laws and regulations, and potential problems due to bankruptcy. While potentially significant, such risks were generally well-known and of limited complexity, size and scope. Due to increasingly complex business, functional, organizational and financial issues and vast differences in costs associated with expanded and varied offshore activities, BOEM has recognized the need to develop a comprehensive program to assist in identifying, prioritizing, and managing the risks associated with industry activities on the OCS. BOEM intends to design and implement a more robust and comprehensive risk management, financial assurance and loss prevention program to address these complex issues and cost differences associated with offshore operations. To do so, BOEM is seeking stakeholder comments regarding various risk management and monitoring activities pertaining to financial risks to taxpayers that may result from activities on the OCS. This notice specifically discusses the bonding and financial assurance program for BOEM's offshore oil and gas program. However, we also welcome the submission of comments on the analogous bonding and financial assurance program for BOEM's offshore renewable energy and hard minerals programs. BOEM currently requires lessees to provide performance bonds and/or one of various alternative forms of financial assurance to ensure compliance with the terms and conditions of leases, Rights-of-Use and Easements (RUEs) and Pipeline Rights-of-Way (ROWs). BOEM is seeking comments on who is best suited to mitigate risks and whether the correct parties are providing guarantees and other forms of financial assurance, as well as whether, or to what extent, the current forms of financial assurance are adequate and appropriate. Because costs and damages associated with oil spill financial responsibility (OSFR) are covered separately in the regulations, which is the subject of other proposed rulemakings on BOEM's regulatory agenda, BOEM is not soliciting comments on those regulations and their associated risk mitigation measures at this time.
Extension of Comment Period for Request for Information and Comments on the Preparation of the 2017-2022 Outer Continental Shelf (OCS) Oil and Gas Leasing Program
On June 16, 2014, BOEM published a Request for Information and Comments on the preparation of a new Oil and Gas Leasing Program for 2017-2022, as required by section 18 of the OCS Lands Act (43 U.S.C. 1344). The Act requires the Department of the Interior to invite and solicit information on all 26 OCS planning areas from interested and affected parties as the first step in the preparation of a Five Year OCS Oil and Gas Leasing Program (Five Year Program). The June 16 notice provided for a 45-day comment period, which is scheduled to end on July 31, 2014. BOEM has received requests from several coastal states to extend the comment period. To further the intent of the OCS Lands Act to collect information for future decision- making and provide ample opportunity for interested and affected parties to comment, BOEM is extending the comment period to August 15, 2014. Outer Continental Shelf (OCS), Alaska OCS Region, Beaufort Sea Planning Area, Proposed Oil and Gas Lease Sale 242 (Sale 242) MMAA104000
This Call for Information and Nominations (hereinafter referred to as ``Call'') is the initial step in the prelease process for Sale 242 in the Beaufort Sea Planning Area. The lease sale presently is scheduled to be held in 2017, as included in the Outer Continental Shelf (OCS) Oil and Gas Leasing Program for 2012-2017 (hereinafter referred to as ``Five Year Program''). The purpose of this Call is to obtain nominations for leasing in the Beaufort Sea Planning Area and information on oil and gas leasing, exploration, and development that might result from an OCS oil and gas lease sale for the Beaufort Sea Planning Area. The area addressed in this Call (hereinafter referred to as ``Program Area'') is located offshore the State of Alaska in the Beaufort Sea Planning Area (see map included with this Call). As identified in the Five Year Program, the Program Area is a sub-area of the larger Beaufort Sea Planning Area.

This document is the Proposed Sale Notice (PSN) for the sale of commercial wind energy leases on the Outer Continental Shelf (OCS) offshore New Jersey, pursuant to BOEM's regulations at 30 CFR 585.216. BOEM proposes to offer for sale two leases. The total area comprising the two lease areas is smaller than that described in the Call for Information and Nominations (Call) (77 FR 22130) that was published in April 2011. An explanation for the reduction of the area and detailed information regarding the areas is provided in this notice in the section entitled ``Areas Offered for Leasing.'' BOEM proposes to use a multiple factor auction format for the lease sale. In this PSN, you will find information pertaining to the areas available for leasing, proposed lease provisions and conditions, auction details, the lease form, criteria for evaluating competing bids, award procedures, appeal procedures, and lease execution. BOEM invites comments on these items during a 60-day comment period following this notice. On Wednesday, August 20, 2014, BOEM will open and publicly announce bids received for blocks offered in WPA Sale 238 in accordance with the provisions of the OCS Lands Act (OCSLA, 43 U.S.C. 1331-1356, as amended) and the implementing regulations issued pursuant thereto (30 CFR parts 550 and 556). The WPA 238 Final Notice of Sale (NOS) package (Final NOS Package) contains information essential to potential bidders, and bidders are charged with knowing the contents of the documents contained in the Final NOS Package. The Final NOS Package is available at the address and Web site below.
Gulf of Mexico, Outer Continental Shelf (OCS), Western Planning Area; (WPA) Oil and Gas Lease Sale 238; MMAA 104000
BOEM prepared a ROD for proposed oil and gas WPA Lease Sale 238, scheduled for August 20, 2014. The Assistant Secretary, Land and Minerals Management (ASLM) has signed that ROD. The proposed lease sale is in the Gulf of Mexico's WPA off the States of Texas and Louisiana. Proposed WPA Lease Sale 238 is the third WPA lease sale scheduled in the OCS Oil & Gas Leasing Program for 2012-2017 (Five-Year Program). In preparing the ROD, BOEM considered alternatives to the proposed action, the potential impacts as presented in the WPA 238, 246, and 248 Supplemental EIS, and all comments received throughout the National Environmental Policy Act (NEPA) process. The WPA 238, 246, and 248 Supplemental EIS evaluated the environmental and socioeconomic impacts for proposed WPA Lease Sale 238. The WPA 238, 246, and 248 Supplemental EIS tiers from and incorporates by reference, the Gulf of Mexico OCS Oil and Gas Lease Sales: 2013-2014 Western Planning Area Lease Sale 233/Central Planning Area Lease Sale 231Final Supplemental Environmental Impact Statement and the Gulf of Mexico OCS Oil and Gas Lease Sales: 2012-2017; Western Planning Area Lease Sales 229, 233, 238, 246, and 248; Central Planning Area Lease Sales 227, 231, 235, 241, and 247Final Environmental Impact Statement. BOEM is giving notice of its intent to prepare a Supplemental EIS for OCS Oil and Gas Lease Sale 193 in the Chukchi Sea Planning Area, Alaska. This Supplemental EIS will provide new analysis in response to a remand by the United States Court of Appeals for the Ninth Circuit.

Consistent with the regulations implementing the National Environmental Policy Act, as amended (42 U.S.C. 4321 et seq.) (NEPA), BOEM is announcing its intent to prepare a Supplemental EIS for proposed Central Planning Area (CPA) Lease Sales 241 and 247, and Eastern Planning Area (EPA) Lease Sale 226 in the Gulf of Mexico (CPA 241 and 247/EPA 226 Supplemental EIS). Proposed Lease Sale 241 is the next proposed lease sale in the Gulf of Mexico's CPA off the States of Louisiana, Mississippi, and Alabama. Proposed Lease Sale 226 is the next proposed lease sale in the Gulf of Mexico's EPA off the States of Alabama and Florida. The 2012-2017 WPA/CPA Multisale EIS was completed in July 2012. The WPA 233/CPA 231 Supplemental EIS was completed in April 2013. The CPA 235, 241, and 247 Final Supplemental EIS was completed in March 2014. The CPA 241 and 247/EPA 226 Supplemental EIS will also update the environmental and socioeconomic analyses in the Outer Continental Shelf Oil and Gas Leasing Program: 2012-2017; Final Programmatic Environmental Impact Statement (OCS EIS/EA BOEM 2012-030) (Five-Year Program EIS) and Gulf of Mexico OCS Oil and Gas Lease Sales: 2014 and 2016; Eastern Planning Area Lease Sales 225 and 226, Final Environmental Impact Statement (OCS EIS/EA BOEM 2013-200) (EPA 225/226 EIS). The Five-Year Program EIS was completed in July 2012. The EPA 225/226 EIS was completed in October 2013. A Supplemental EIS is deemed appropriate to supplement the NEPA documents cited above for the proposed lease sales in order to consider new circumstances and information arising from, among other things, the Deepwater Horizon explosion, oil spill, and response. The CPA 241 and 247/EPA 226 Supplemental EIS analysis will focus on updating the baseline conditions. The CPA 241 and 247/EPA 226 Supplemental EIS analysis will focus on any new information on the potential environmental effects of oil and natural gas leasing, exploration, development, and production in the CPA and EPA identified through the Area Identification procedure as the proposed lease sale areas. In addition to the no action alternative (i.e., canceling a proposed lease sale), other alternatives may be considered for the proposed CPA and EPA lease sales, such as deferring certain areas from the proposed lease sale areas.

This notice provides BOEM's determination that there is no competitive interest in the area requested by the Northwest National Marine Renewable Energy Center at Oregon State University (NNMREC-OSU) to acquire an Outer Continental Shelf (OCS) marine hydrokinetic (MHK) research lease as described in the Potential Marine Hydrokinetic (MHK) Research Lease on the Outer Continental Shelf (OCS) Offshore Oregon, Request for Competitive Interest (RFCI) that BOEM published on March 24, 2014 (79 FR 16050). The RFCI described NNMREC-OSU's request to obtain a lease for renewable energy research activities approximately five nautical miles offshore Newport, Oregon and provided an opportunity for the public to submit comments about the proposal.
Atlantic Wind Lease Sale 4 (ATLW4) Commercial Leasing for Wind Power on the Outer Continental Shelf Offshore Massachusetts-Proposed Sale Notice
This document is the Proposed Sale Notice (PSN) for the sale of commercial wind energy leases on the Outer Continental Shelf (OCS) offshore Massachusetts, pursuant to BOEM's regulations at 30 CFR 585.216. BOEM proposes to offer for sale four leases: Lease OCS-A 0500, Lease OCS-A 0501, Lease OCS-A 0502, and Lease OCS-A 0503. BOEM proposes to use a multiple-factor auction format for the lease sale. In this PSN, you will find information pertaining to the areas available for leasing, proposed lease provisions and conditions, auction details, the lease form, criteria for evaluating competing bids, award procedures, appeal procedures, and lease execution. BOEM invites comments during a 60-day comment period following publication of this notice. The issuance of the leases that would result from this proposed sale would not constitute approval of project-specific plans to develop offshore wind energy. Such plans, expected to be submitted by successful lessees, will be subject to subsequent environmental and public review prior to a decision to proceed with development.
Commercial Wind Lease Issuance and Site Assessment Activities on the Atlantic Outer Continental Shelf (OCS) Offshore Massachusetts
BOEM has prepared a revised EA considering the reasonably foreseeable environmental and socioeconomic effects of issuing renewable energy leases and lessees' subsequent site characterization activities (e.g., geophysical, geotechnical, archaeological, and biological surveys) and site assessment activities (including the installation and operation of meteorological towers and buoys) on those leases that may be issued in the Wind Energy Area (WEA) on the OCS offshore Massachusetts (MA). The purpose of this notice is to inform the public of the availability of the revised EA and FONSI, which can be accessed online at: https://www.boem.gov/State-Activities- Massachusetts. In accordance with the requirements of the National Environmental Policy Act (NEPA) and the Council on Environmental Quality's (CEQ) regulations implementing NEPA at 40 CFR 1500-1508, BOEM issued a FONSI supported by the analysis in the revised EA. The FONSI concluded that the reasonably foreseeable environmental impacts associated with the proposed action and alternatives, as set forth in the EA, would not significantly impact the quality of the human environment; therefore, the preparation of an Environmental Impact Statement (EIS) is not required.
Request for Information and Comments on the Preparation of the 2017-2022 Outer Continental Shelf (OCS) Oil and Gas Leasing Program
Section 18 of the OCS Lands Act (43 U.S.C. 1344) requires the Department of the Interior (DOI) to invite and solicit information from interested and affected parties during the preparation of a Five Year OCS Oil and Gas Leasing Program (Five Year Program). The current Five Year Program became effective on August 27, 2012, and will expire on August 26, 2017 (2012-2017 Program). BOEM intends to prepare a new Five Year Program to succeed the current one and cover the period from July 2017 to June 2022 (2017-2022 Program). Section 18 of the OCS Lands Act requires the completion of a multi- step process of public consultation and analysis before the Secretary of the Interior (Secretary) may approve a new Five Year Program. The process required by section 18 of the OCS Lands Act includes the following steps: (1) Issuance of a Request for Information and Comments (RFI); (2) development of a Draft Proposed Program (DPP), a Proposed Program (PP), and a Proposed Final Program (PFP); and (3) Secretarial approval of a Final Program. During the development of the new Five Year Program, BOEM will prepare a Programmatic Environmental Impact Statement (PEIS), pursuant to the National Environmental Policy Act (NEPA), 43 U.S.C. 4321 et seq., in order to inform program decisions. The public will have opportunities to comment on the DPP, the Draft PEIS, and the PP.

Outer Continental Shelf Official Protraction Diagrams and Supplemental Official Outer Continental Shelf Block Diagrams
Notice is hereby given that effective with this publication, the following NAD 27-based Outer Continental Shelf (OCS) Official Protraction Diagrams (OPDs) and Supplemental Official OCS Block Diagrams (SOBDs) located in the Gulf of Mexico with revision date as indicated, are now available. The BOEM, in accordance with its authority and responsibility under the Outer Continental Shelf Lands Act, 43 USC 1331 et seq., is updating the basic record used for the description of renewable energy, mineral, and oil and gas lease sales in the geographic areas they represent. Specifically, the 1.4 nautical mile ``Area'' designation as described in Article IV, Paragraph 1, of the Treaty between the United States of America and the United Mexican States on the delimitation of the continental shelf in the Western Gulf of Mexico beyond 200 nautical miles, signed June 9, 2000, has been removed from the Keathley Canyon, Sigsbee Escarpment, and Amery Terrace OPDs and associated SOBDs. Other information associated with the ``Area'' has been removed as well. Article IV, Paragraph 1, prohibited exploration and development in the ``Area.'' Pursuant to a Note signed by the U.S. and Mexico on June 22, 2010, Article IV, Paragraph 1, of the 2000 Treaty was due to expire on January 17, 2014. The expiration date was extended by exchange of diplomatic notes on January 17, 2014, to July 17, 2014, or until the day the Agreement between the United States of America and the United Mexican States Concerning Transboundary Hydrocarbon Reservoirs in the Gulf of Mexico enters into force, whichever is sooner. Due to the upcoming expiration of Article IV, Paragraph 1, of the Treaty, BOEM is updating relevant OPDs and SOBDs accordingly.

Notice of Intent To Prepare an Environmental Assessment for Proposed Wind Energy-Related Development Activities on the Pacific Outer Continental Shelf (OCS) Offshore Oregon and Notice of Public Scoping Meetings
In compliance with the National Environmental Policy Act (NEPA) of 1969, as amended (42 U.S.C. 4231 et seq.), BOEM intends to prepare an Environmental Assessment (EA) to consider the reasonably foreseeable environmental consequences associated with the issuance of a lease and approval of plans proposed by Principle Power, Inc. (Principle Power) for wind energy-related development activities offshore Oregon. We are seeking public input regarding important environmental issues and the identification of alternatives that should be considered in the EA. In addition to the request for written comments, we are holding two public scoping meetings to provide information and solicit comments on the scope of the EA. The meetings will be held from 1:00 p.m. to 4:00 p.m. and 5:00 p.m. to 8:00 p.m. PDT on Tuesday, June 17, 2014 at the Coos Bay Public Library, 525 Anderson Avenue, Coos Bay, Oregon 97420.
Potential Commercial Wind Lease Issuance and Site Assessment Activities on the Atlantic Outer Continental Shelf (OCS) Offshore New York
This Notice of Intent to Prepare an Environmental Assessment (Notice) is being published as an initial step to involve Federal agencies, states, tribes, local governments, and the public in an early and transparent process to prepare an Environmental Assessment (EA) in accordance with the requirements of the National Environmental Policy Act (NEPA), 42 U.S.C. 4321 et seq., and the Council on Environmental Quality (CEQ) regulations implementing NEPA, 40 CFR parts 1500-1508. This process includes determining the scope of issues and identifying potentially significant issues related to a proposed project on the OCS offshore New York. This public and expert input will help inform BOEM decision-making with regard to issuing leases and approving site assessment activities. In consultation with other Federal agencies and BOEM's New York Intergovernmental Renewable Energy Task Force, BOEM has identified an area for consideration for potential future wind energy leasing offshore New York (Call Area). The Call Area is identified in Commercial Leasing for Wind Power on the Outer Continental Shelf Offshore New YorkCall for Information and Nominations (Call), which is being published concurrently with this Notice. The leasing process provides several opportunities for public involvement before leasing can occur, including the publication of a Call and proposed sale notice. A commercial lease gives the lessee the exclusive right, subsequently, to seek BOEM approval for the development of the leasehold. The lease does not grant the lessee the right to construct any facilities; rather, the lease grants the lessee the right to use the leased area to develop its plans, which BOEM must approve before the lessee can move on to the next stage of the process. (See 30 CFR 585.600 and 585.601.) BOEM intends to prepare an EA to consider the environmental consequences associated with issuing commercial wind leases, associated site characterization activities (i.e., biological, archeological, geological and geophysical surveys and core samples), and approving site assessment activities on those leases within the Call Area. If a lessee proposes commercial wind development activity, the specific proposal will be subject to an environmental review at that time. At a minimum, the EA will consider the alternatives of (1) no action (i.e., no issuance of a lease) and (2) the issuance of a lease, associated site characterization activities and approval of certain site assessment activities within the lease area, such as installation of a fixed meteorological tower and/or deployment of a meteorological buoy. With this notice, BOEM requests comments and input from Federal, state, and local government agencies; tribal governments; and other interested parties on environmental issues and alternatives that may be appropriate for consideration in the EA. BOEM also requests information pertaining to measures (e.g., limitations on activities based on technology, siting, or timing) that would minimize the impacts to environmental resources and socioeconomic conditions that could result from the proposed activity. Additionally, as part of its compliance with Section 106 of the National Historic Preservation Act (16 U.S.C. 470f), and its implementing regulations (36 CFR part 800), BOEM is seeking public comment and input regarding the identification of historic properties or potential effects to historic properties from leasing and site assessment activities in the proposed lease area.
Commercial Leasing for Wind Power Development on the Outer Continental Shelf (OCS) Offshore New York-Call for Information and Nominations (Call)
BOEM invites submissions of nominations from parties interested in obtaining one or more commercial leases that would allow a lessee to propose the construction of a wind energy project(s) on the OCS offshore New York. Although the publication of this notice is not itself a leasing announcement, the area described herein may be subject to future leasing. Parties wishing to submit a nomination in response to this Call should submit detailed and specific information as described in the section entitled, ``Required Nomination Information.'' Parties that have previously submitted a nomination in response to the Request for Interest (RFI) (78 FR 760, published on January 4, 2013) do not need to resubmit their proposals unless they wish to modify or update them. BOEM also requests comments from interested and affected parties regarding site conditions, resources, and multiple uses of the identified area that would be relevant to BOEM's review of the nominations and/or to any subsequent decision concerning whether to offer all or part of the area for commercial wind leasing. Information that BOEM is requesting is described in the section entitled, ``Requested Information from Interested or Affected Parties.'' This Call is published pursuant to subsection 8(p)(3) of the OCS Lands Act (43 U.S.C. 1337(p)(3)), which was added by section 388 of the Energy Policy Act of 2005 (EPAct), as well as the implementing regulations at 30 CFR Part 585. The Call Area described in this notice is located on the OCS off the coast of Long Island, New York, beginning approximately 11 nautical miles (nmi) south of Long Beach, New York. From its western edge, the area extends approximately 26 nmi southeast at its longest portion. The project area consists of 5 full OCS blocks and 148 sub-blocks. The entire area is approximately 127 square miles, 81,130 acres, or 32,832 hectares. Table 1 describes the OCS lease blocks and sub-blocks included within the area of interest. A detailed description of the area is presented later in this notice.

BOEM is seeking interested and qualified individuals to serve on its OCS Scientific Committee (Committee) during the period of October 15, 2014, through October 14, 2017. The initial 3-year term may be renewable for up to an additional 3 years. The Committee is chartered under the Federal Advisory Committee Act (FACA) to advise the Secretary of the Interior, through the Director of BOEM, on the scientific quality and value for decisionmaking of the OCS Environmental Studies Program (ESP). The ESP, which was authorized by the Outer Continental Shelf Land Act as amended (Section 20), is administered by BOEM and covers a wide range of field and laboratory studies in biology, chemistry, and physical oceanography, as well as studies of the social and economic impacts of OCS energy and marine minerals development. As a FACA committee, the Committee provides advice from vetted, consensus-oriented, experts that are more focused and technically deeper than public hearings typically can provide. The recognized expertise and diverse associations of the Committee members also help BOEM build partnerships and optimize resources. The OCS Scientific Committee comprises distinguished scientists in appropriate disciplines of the biological, physical, chemical and social sciences. We will have 15 positions to fill on the Committee by October 14, 2014. These positions exist in the fields of economics, physical oceanography, and biological oceanography/marine biology. We are interested in scientists who have experience in those disciplines, and we also look for geographical balance, drawing members from the contiguous United States, Alaska, and Hawaii. The selections are based on maintaining disciplinary expertise in all areas of research, as well as geographic balance. Demonstrated knowledge of the scientific issues related to OCS energy and mineral development is essential. Selections are made by the Secretary of the Interior on the basis of these factors. Ethics Responsibilities of Members: All members will comply with applicable rules and regulations. The Department of the Interior will provide materials to those members appointed as Special Government Employees explaining their ethical obligations with which the members should be familiar. Consistent with the ethics requirements, members will endeavor to avoid any actions that would cause the public to question the integrity of the Committee's operations, activities or advice. MMAA104000; Timing Requirements for the Submission of a Site Assessment Plan (SAP) or General Activities Plan (GAP) for a Renewable Energy Project on the Outer Continental Shelf (OCS)
This rule amends the timing requirements for submitting a SAP or GAP. Under the rule, all OCS renewable energy leases and grants will have a preliminary term of 12 months in which a lessee or grantee must submit a SAP or a GAP. BOEM is taking this action because the current regulations provide timing requirements for submission of SAPs and GAPs that have proven to be impractical. In addition, this rule amends various other regulatory provisions, such as those pertaining to a lessee's first rent payment.

The Office of Natural Resources Revenue (ONRR) is amending the regulations on the distribution and disbursement of qualified revenues from certain leases on the Gulf of Mexico's Outer Continental Shelf, in accordance with the provisions of the Gulf of Mexico Energy Security Act of 2006. These proposed regulations set forth ONRR's formulas and methodologies for calculating and allocating revenues during the second phase of revenue sharing to the States of Alabama, Louisiana, Mississippi, and Texas; their eligible coastal political subdivisions; the Land and Water Conservation Fund; and the United States Treasury. Additionally, in this proposed rule, the Department of the Interior moves the Gulf of Mexico Energy Security Act of 2006's Phase I regulations from the Bureau of Ocean Energy Management's (BOEM) title 30 of the Code of Federal Regulations (CFR) chapter V to ONRR's 30 CFR chapter XII, and proposes additional clarification and minor definition changes to the current revenue-sharing regulations.
