Pursuant to the National Environmental Policy Act of 1969 (NEPA), as amended, the Bureau of Land Management (BLM), High Plains District Office announces its intent to prepare an Environmental Impact Statement (EIS) on the potential impacts of leasing a tract of Federal coal. The EIS will be called the West Antelope 3 Coal Lease by Application EIS. Antelope Coal, LLC (Antelope) applied for a coal lease for approximately 3,508.31 acres (containing approximately 441 million tons of in-place coal) in a maintenance tract of Federal coal adjacent to the Antelope Mine in Campbell and Converse Counties, Wyoming.

Oil and Gas; Hydraulic Fracturing on Federal and Indian Lands; Rescission of a 2015 Rule
On March 26, 2015, the Bureau of Land Management (BLM) published in the Federal Register a final rule entitled, ``Oil and Gas; Hydraulic Fracturing on Federal and Indian Lands'' (2015 final rule). The BLM is now proposing to rescind the 2015 final rule because we believe it is unnecessarily duplicative of state and some tribal regulations and imposes burdensome reporting requirements and other unjustified costs on the oil and gas industry. This proposed rule would return the affected sections of the Code of Federal Regulations (CFR) to the language that existed immediately before the published effective date of the 2015 final rule.

The Bureau of Land Management (BLM) is finalizing a supplementary rule addressing recreation on public lands in the vicinity of Corona Arch and Gemini Bridges in Grand County, Utah. The supplementary rule prohibits roped activities around Corona Arch and Gemini Bridges. Such activities involve the use of ropes or other climbing aids, and include, but are not limited to, zip-lining, high- lining, slacklining, traditional rock climbing, sport rock climbing, rappelling, and swinging.
Extension of the Category 5 Royalty Rate Reduction Qualification for Oklahoma Federal Coal Within a Designated Area of Nine Oklahoma Counties (OKNM 96155)
This Notice announces that Federal coal lands located within the nine Oklahoma Counties of Atoka, Coal, Haskell, Latimer, LeFlore, McIntosh, Muskogee, Pittsburgh, and Sequoyah continue to qualify as a Category 5 royalty rate reduction area (Area) as set forth in the Bureau of Land Management (BLM) Royalty Rate Reduction Guidelines and BLM Manual 3485, Reports, Royalties, and Records. Analysis by the BLM New Mexico State Office indicates that there have been no significant changes in the coal market for the Area during the last five years. Therefore, the BLM State Director for the New Mexico State Office has decided to extend the qualification of the area for Category 5 royalty rate reductions until December 17, 2019.

Notice of Crude Helium Auction and Sale for Fiscal Year 2018 Delivery
The Secretary of the Interior (Secretary), through the Bureau of Land Management (BLM) New Mexico State Office, is issuing this Notice to conduct an auction and sale from the Federal Helium Program, administered by the BLM New Mexico, Amarillo Field Office. The Helium Stewardship Act of 2013 (HSA) requires the BLM to conduct an annual auction and sale of crude helium. Accordingly, the BLM will once again use the auction and sale process established in the Federal Register dated August 24, 2015, for a previous sale.
Waste Prevention, Production Subject to Royalties, and Resource Conservation; Postponement of Certain Compliance Dates
On November 18, 2016, the Bureau of Land Management (BLM) issued a final rule entitled, ``Waste Prevention, Production Subject to Royalties, and Resource Conservation'' (the ``Waste Prevention Rule'' or ``Rule''). Immediately after the Waste Prevention Rule was issued, petitions for judicial review of the Rule were filed by industry groups and States with significant BLM-managed Federal and Indian minerals. This litigation has been consolidated and is now pending in the U.S. District Court for the District of Wyoming. In light of the existence and potential consequences of the pending litigation, the BLM has concluded that justice requires it to postpone the compliance dates for certain sections of the Rule pursuant to the Administrative Procedure Act, pending judicial review.

Notice of Application for a Recordable Disclaimer of Interest for Lands Underlying the George River in Alaska
