Farmer (lessee) timely filed with the Bureau of Land Management (BLM) a petition for reinstatement of competitive oil and gas lease WYW180886, situated in Sweetwater County, Wyoming. The lessee paid the required rentals that accrued from the date of termination. BLM did not issue any leases that affect this land prior to receiving the petition. The Bureau of Land Management (BLM), Arctic District Office, Fairbanks, Alaska, is issuing for public comment the Draft Supplemental Environmental Impact Statement (EIS) for the Alpine Satellite Development Plan for the Proposed Greater Mooses Tooth 2 (GMT2) Development Project, National Petroleum Reserve in Alaska (NPR-A). BLM Alaska is also announcing pending public meetings and subsistence- related hearings to receive comments on the GMT2 Draft Supplemental EIS and the project's potential to impact subsistence resources and activities. The EIS will supplement the September 2004 Alpine Satellite Development Plan Final EIS that originally analyzed the GMT2 Project, regarding establishing satellite oil production pads and associated infrastructure within the Alpine field.

As requested by Crescent Peak Renewables, LLC, and in compliance with the National Environmental Policy Act of 1969, as amended (NEPA), the Bureau of Land Management (BLM), Las Vegas Field Office will prepare an Environmental Impact Statement (EIS), which may include a Plan Amendment to the 1998 Las Vegas Resource Management Plan (RMP) or subsequent RMP, for a proposed wind energy project located on public lands 10 miles west of Searchlight in Clark County, Nevada. Publication of this Notice initiates the scoping process and opens a 90-day public comment period. The BLM is considering a Plan Amendment to change the Visual Resource Management classification of the project area. Through a separate ongoing process, the 1998 Las Vegas RMP is being revised. If the BLM issues a Record of Decision (ROD) before the RMP revision is completed, and a change to the plan is determined to be necessary, then the ROD would amend the 1998 RMP. If the ROD comes after RMP revision is completed, and a change to the plan is necessary, then the ROD would amend the revised RMP. Publication of this Notice serves to segregate the public lands from appropriation under the public land laws, including location under the Mining Law, but not the Mineral Leasing Act or the Materials Act, subject to valid existing rights. This Notice initiates the public scoping process and the segregation.

Notice of Filing of Plat Survey; Eastern States
On Tuesday, January 16, 2018, there was published in the Federal Register, Volume 83, Number 10, on page 2185 a notice entitled ``Eastern States: Filing of Plats of Survey''. In said notice was a plat depicting the dependent resurvey of a portion of the north boundary, a portion of the subdivisional lines, the east and west center line of section 2; and the survey of subdivision of section 2, the division of accretion in section 2, a portion of the present day meanders of section 2, and an informational traverse of the adjusted 1852 connecting traverse line, of Township 48 North, Range 3 West, of the Fourth Principal Meridian, in the State of Wisconsin. These were accepted December 6, 2017. The official filing of the plat is hereby stayed, pending consideration of all protests.

Waste Prevention, Production Subject to Royalties, and Resource Conservation; Rescission or Revision of Certain Requirements
On November 18, 2016, the Bureau of Land Management (BLM) published in the Federal Register a final rule entitled, ``Waste Prevention, Production Subject to Royalties, and Resource Conservation'' (``2016 final rule''). After reconsidering the cost, complexity, and other implications of the 2016 final rule, the BLM is now proposing to revise the 2016 final rule in a manner that reduces unnecessary compliance burdens, is consistent with the BLM's existing statutory authorities, and re-establishes long-standing requirements that the 2016 final rule replaced. In addition to requesting public comment on the proposed rule generally, the BLM is also requesting comment on ways that the BLM can reduce the waste of gas by incentivizing the capture, reinjection, or beneficial use of the gas.

The State of Alaska (State) has filed an application with the Bureau of Land Management (BLM) for a Recordable Disclaimer of Interest (RDI) from the United States in those lands underlying the Kanektok River System, including Pegati and Kagati Lakes, a major drainage into Kuskokwim Bay in southwestern Alaska. The State asserts that the Kanektok River System, including Pegati and Kagati Lakes, was navigable and unreserved at the time of Alaska Statehood in 1959.

Cancellation of Withdrawal Application and Withdrawal Proposal and Termination of Environmental Impact Statement for California Desert Conservation Area Withdrawal, California
The Bureau of Land Management (BLM) has canceled its withdrawal application and the withdrawal proposal relating to 1,337,904 acres of public lands within designated California Desert National Conservation Lands. The BLM has determined that the lands are no longer needed in connection with the proposed withdrawal. This notice terminates the temporary segregation from location and entry under the United States mining laws, subject to valid existing rights, the provision of existing withdrawals, other segregations of record, and the requirements of applicable law, as described further below. The BLM has also terminated the preparation of an Environmental Impact Statement evaluating this application and proposal.

In accordance with the Mineral Leasing Act of 1920, Cimarex Energy Company timely filed a petition for reinstatement of competitive oil and gas lease NMNM 11949, Eddy County, New Mexico. The lessee paid the required rentals accruing from July 1, 2014, the date of termination. No leases were issued that affect these lands. The Bureau of Land Management proposes to reinstate this lease.
Notice of Intent To Amend the California Desert Conservation Area, Bakersfield, and Bishop Resource Management Plans and Prepare Associated Environmental Impact Statements or Environmental Assessments
On September 14, 2016, the Bureau of Land Management (BLM) issued the Record of Decision (ROD) for the Desert Renewable Energy Conservation Plan Land Use Plan Amendment (DRECP), which amended the California Desert Conservation Area (CDCA) Plan, Bishop Resource Management Plan (RMP), and the Bakersfield RMP in the Mojave and Colorado/Sonoran Desert regions of southern California. On March 28, 2017, the President issued Executive Order 13783, ``Promoting Energy Independence and Economic Growth,'' which directs all Federal agencies to review all actions that could ``potentially burden the development or use of domestically produced energy resources.'' To facilitate the BLM's review of the DRECP, including potential burdens on domestic renewable energy production in California, the BLM, by this notice, is announcing the beginning of the scoping process to solicit public comments and identify issues.

Onshore Oil and Gas Operations-Annual Civil Penalties Inflation Adjustments
This final rule adjusts the level of civil monetary penalties contained in the Bureau of Land Management's (BLM) regulations governing onshore oil and gas operations as required by the Federal Civil Penalties Inflation Adjustment Act Improvements Act of 2015 and consistent with applicable Office of Management and Budget (OMB) guidance. The adjustments made by this final rule constitute the 2018 annual inflation adjustments, accounting for one year of inflation spanning the period from October 2016 through October 2017.

Notice of Availability of Final Environmental Impact Statement and Notice of Decision for Proposed Land Exchange Between the Bureau of Land Management and Agua Caliente Band of Cahuilla Indians, California
In accordance with the National Environmental Policy Act (NEPA) of 1969, as amended, and pursuant to Section 206 of the Federal Land Policy and Management Act (FLPMA) of 1976, as amended, the Bureau of Land Management (BLM)-Palm Springs-South Coast Field Office announces the availability of an abbreviated Final Environmental Impact Statement (EIS) and Record of Decision (ROD) for the proposed land exchange between the BLM and the Agua Caliente Band of Cahuilla Indians (Tribe). The BLM will issue the ROD concurrently with the Final EIS, but will not implement the ROD until after the 45-day protest period (43 CFR 2201.7-1). The Environmental Protection Agency's 30-day ``cooling off'' period will run concurrently with the protest period. The Decision approving the land exchange was issued by Douglas J. Herrema, Field Manager, BLM-Palm Springs-South Coast Field Office on January 18, 2018.
