The Bureau of Land Management (BLM) announces the availability of the Record of Decision (ROD) for the Final Environmental Impact Statement (EIS) for the Rhyolite Ridge Lithium-Boron Project (Project) located in Esmeralda County, Nevada. The ROD constitutes the decision of the BLM to approve the plan of operations for the Project.

The Bureau of Land Management (BLM) announces the availability of the Record of Decision (ROD) for the Approved Resource Management Plan (RMP) Amendment for Big Game Habitat Conservation for Oil and Gas Management in Colorado. The Colorado State Director signed the ROD on October 17, 2024, which constitutes the final decision of the BLM and makes the Approved RMP Amendment effective immediately.

This Public Land Order (PLO) withdraws 12,121 acres of public lands from settlement, sale, location, and entry under the general land laws, including from location and entry under the United States mining laws, and 939.56 acres of reserved Federal mineral interest from location and entry under the United States mining laws, for a period of 20 years to protect scenic and recreation values in the Upper Colorado River Special Recreation Management Area, subject to valid existing rights.

The Bureau of Land Management (BLM) is publishing this notice in accordance with the Federal Land Policy and Management Act (FLPMA), as amended, and the Federal Advisory Committee Act. The BLM gives notice that the Secretary of the Interior is establishing the National Advisory Committee for Implementation of the BLM Public Lands Rule (Committee) and is seeking nominations for individuals to be considered as Committee members and alternate members.

In compliance with the National Environmental Policy Act of 1969, as amended, and the Federal Land Policy and Management Act of 1976, as amended, the Bureau of Land Management (BLM) has prepared a Proposed Resource Management Plan (RMP) and Final Environmental Impact Statement (EIS) for the Cascade-Siskiyou National Monument (CSNM) and by this notice is announcing the start of a 30-day protest period of the Proposed RMP.

In accordance with the Federal Land Policy and Management Act and the Federal Advisory Committee Act, the U.S. Department of the Interior, Bureau of Land Management's (BLM) Mojave-Southern Great Basin Resource Advisory Council (RAC) will meet as follows.

In compliance with the National Environmental Policy Act of 1969, as amended (NEPA), and the Federal Land Policy and Management Act of 1976, as amended (FLPMA), the Bureau of Land Management (BLM) and U.S. Department of Agriculture, Forest Service (USDA Forest Service), collectively "the Agencies," have prepared a Proposed Resource Management Plan (RMP) and Final Environmental Impact Statement (EIS) for the Bears Ears National Monument (BENM or monument) and by this notice are announcing the start of a 30-day protest period of the Proposed RMP.

This Public Land Order (PLO) extends the duration of the withdrawal created by PLO No. 7618, which would otherwise expire October 5, 2024, for an additional 20-year term. PLO No. 7618 withdrew approximately 111,895 acres of public lands from location and entry under the United States mining laws, subject to valid existing rights, to protect the recreational, scenic, cultural, riparian, and fish and wildlife values of the Colorado, Dolores, and Green River corridors. Since 2004, the Bureau of Land Management (BLM) has conducted official surveys or resurveys of the lands included in PLO No. 7618 and has revised the legal descriptions of the areas withdrawn. The acreage figure has been updated from 111,895 acres to approximately 109,287 acres for this PLO to reflect the corrected land description.

In accordance with the Federal Land Policy and Management Act, the Federal Advisory Committee Act, and the Federal Lands Recreation Enhancement Act, the U.S. Department of the Interior, Bureau of Land Management's (BLM) San Rafael Swell Recreation Area Advisory Council (Council) will meet as indicated below.

In accordance with the Wild and Scenic Rivers Act, the Bureau of Land Management (BLM), Alaska State Office, is transmitting the final boundary of Birch Creek National Wild and Scenic River to Congress.
