Notice of Realty Action: Direct Sale of Public Lands in Montrose County, CO
The Bureau of Land Management (BLM) is proposing the non- competitive (direct) sale of a parcel of public lands in Colorado to resolve the inadvertent and unauthorized use of that land. The parcel, located in Montrose County, contains approximately 0.70 acres, and would be sold to Ballantyne Family Limited Partnership.

This order partially revokes 8 Public Land Orders (PLOs) insofar as they affect approximately 812,956.96 acres of public lands reserved for study and classification, as appropriate, by the Department of the Interior. This order opens these lands specifically to allow for allotment selection by eligible Alaska Native Vietnam-era Veterans and possible conveyance under the Alaska Native Vietnam-era Veterans Land Allotment Program (Allotment Program) established by the John D. Notice of New Recreation Fees on Public Lands in the Colorado River Valley Field Office, Colorado
Pursuant to the Federal Lands Recreation Enhancement Act (FLREA), the Bureau of Land Management (BLM), Colorado River Valley Field Office (CRVFO) has established expanded (overnight/specialized use) amenity fees at the Gypsum, Catamount, Pinball, Lyon's Gulch, and Upper and Lower Prince Creek Campgrounds. The CRVFO has also established a standard amenity fee (day-use) at the Wolcott Day-Use Site.

Notice of Proposed Withdrawal and Opportunity for Public Meeting; Oregon
At the request of the Bureau of Land Management (BLM), the Secretary of the Interior proposes to withdraw 103.92 acres of public lands in Douglas County, Oregon, from location and entry under the United States mining laws, but not from leasing under the mineral and geothermal leasing laws, for a period of 20 years, subject to valid existing rights, to protect the unique recreational values as well as current and future site improvements at three public recreation sites. An additional 21.20 acres of public lands with non-Federal mineral interest and 38.50 acres of non-Federal lands, if acquired by the United States, would also be subject to the withdrawal. This notice segregates these lands for up to 2 years from location or entry under the United States mining laws, initiates a 90-day public comment period, and announces an opportunity to request a public meeting.
Fluid Mineral Leases and Leasing Process
The Bureau of Land Management (BLM) is proposing to revise the BLM's oil and gas leasing regulations. Among other things, the proposed rule would reflect provisions of the Inflation Reduction Act pertaining to royalty rates, rentals, and minimum bids, and would update the bonding requirements for leasing, development, and production. The proposed rule would also improve the BLM's leasing process to ensure proper stewardship of public lands and resources and would revise some operating requirements.
Notice of Temporary Closure of Public Lands for the 2024-2027 L'Étape Las Vegas by Tour de France, Bicycle Event, Clark County, Nevada
The Red Rock/Sloan Field Office announces the temporary closure of certain public lands under its administration. The Red Rock Canyon National Conservation Area in Las Vegas, Nevada, is used by public recreationists, and a temporary closure is needed on the 13-mile Scenic Drive and associated facilities to limit access to the area for the annual 2024 through 2027 L'[Eacute]tape Las Vegas by Tour de France bicycle event for safety purposes in order to minimize the risk of potential collisions between the public and participants during the event.

This order extends the duration of the withdrawal created by Public Land Order (PLO) No. 6493, as extended by PLO No. 7474, which would otherwise expire on December 19, 2023, for an additional 20-year term. PLO No. 6493 withdrew 70 acres of public lands from settlement, sale, location, or entry under the general land laws, including the United States mining laws, but not from leasing under the mineral leasing laws, and reserved the acres for use by the United States Department of Justice, Federal Bureau of Prisons, as a support facility area for the Federal Correctional Institution-Phoenix. The Bureau of Land Management (BLM) proposes to offer seventeen (17) parcels of public land totaling 895.155 acres in the Las Vegas Valley (Valley) by modified competitive sale at no less than each parcel's Fair Market Value (FMV) pursuant to the Southern Nevada Public Land Management Act of 1998 (SNPLMA), as amended. The sale will be processed in conformance with applicable provisions of the Federal Land Policy and Management Act of 1976 (FLPMA) and BLM regulations. The BLM is also notifying the public of the partial termination of the segregative effect of the Recreation and Public Purposes (R&PP) Act classification affecting one sale parcel, N-97342, resulting from the partial relinquishment of 1.25 acres of the R&PP Act lease under N- 75562-01, in Clark County, Nevada.

The BLM also announces the segregation of 8,911 acres of public lands from appropriation under the public land laws, including the Mining Law, but not the Mineral Leasing or Materials Acts, for a period of two years from the date of publication of this notice, subject to valid existing rights. This segregation will facilitate the orderly administration of the public lands while the BLM considers potential solar development on the described parcels.

On behalf of the United States Department of Agriculture, the United States Forest Service (USFS) filed an application with the Bureau of Land Management (BLM) requesting the Secretary of the Interior extend Public Land Order (PLO) No. 6560 for an additional 20- year term. PLO No. 6560 as extended by PLO No. 7610 withdrew 59.99 acres of public domain land outside the exterior boundary of the Beaverhead-Deerlodge National Forest in Beaverhead County, Montana from settlement, sale, location, or entry under the general land laws, including the mining laws and transferred administrative jurisdiction to the USFS, subject to valid existing rights, to protect the USFS- managed administrative site. Notice is hereby given that the Bureau of Land Management (BLM) Las Cruces District Office is implementing the following closure to all public use within the area known as Community Pit No. 1 in Do[ntilde]a Ana County, New Mexico, including casual use (defined as any short-term, non-commercial activity that does not noticeably damage or disturb public lands, resources, or improvements), due to public safety concerns. Specifically, the closure is needed to reduce or prevent the opportunity for damage to property, personal injury, or loss of life from unstable conditions such as 150-foot-high walls.

The Mimbres RMP currently provides for BLM management in this new planning area. The RMP revision would replace the existing Mimbres RMP within the now-established National Monument.

Conservation and Landscape Health: Extension of Comment Period
On April 3, 2023, the Bureau of Land Management (BLM) published in the Federal Register a proposed rule that, pursuant to the Federal Land Policy and Management Act of 1976 (FLPMA), as amended, and other relevant authorities, would advance the BLM's mission to manage the public lands for multiple use and sustained yield by prioritizing the health and resilience of ecosystems across those lands. To ensure that health and resilience, the proposed rule provides that the BLM will protect intact landscapes, restore degraded habitat, and make wise management decisions based on science and data. The BLM has determined that it is appropriate to extend the comment period for the docket until July 5, 2023, to allow for additional public comment.
Temporary Closure and Restrictions of Specific Uses on Public Lands for the Burning Man Event (Permitted Event), Pershing County, NV
Under the authority of the Federal Land Policy and Management Act of 1976, as amended (FLPMA), the Bureau of Land Management (BLM) Winnemucca District, Black Rock Field Office, will implement a temporary closure and temporary restrictions to protect public safety and resources on Black Rock Desert playa public lands within and adjacent to the Burning Man Event authorized under a Special Recreation Permit (SRP).
Rights-of-Way, Leasing, and Operations for Renewable Energy
The Bureau of Land Management (BLM) is proposing to amend its existing right-of-way (ROW) regulations, issued under authority of the Federal Land Policy and Management Act (FLPMA). The principal purpose of these amendments would be to facilitate responsible solar and wind energy development on public lands managed by the BLM. The rule would adjust acreage rents and capacity fees for solar and wind energy, provide the BLM with more flexibility in how it processes applications for solar and wind energy development inside designated leasing areas, and update agency criteria on prioritizing solar and wind applications. The rule would also make technical changes, corrections, and clarifications to the existing ROW regulations. This rule would implement the authority granted to the Secretary of the Interior (Secretary) in the Energy Act of 2020 to ``reduce acreage rental rates and capacity fees'' to ``promote the greatest use of wind and solar energy resources'' and achieve other enumerated policy goals.

On behalf of the United States Department of Agriculture, the United States Forest Service (USFS) filed an application with the Bureau of Land Management (BLM) requesting that the Secretary of the Interior extend Public Land Order (PLO) No. 7587 for an additional 20- year term. PLO No. 7587 withdrew 852 acres of National Forest System lands in Socorro County, New Mexico, from location and entry under the United States mining laws, subject to valid existing rights, to protect the USFS-managed research site for a period of 20 years. The withdrawal created by PLO No. 7587 will expire on October 26, 2023, unless extended. This notice announces to the public an opportunity to comment on the proposal and to request a public meeting.

Notice of Intent To Prepare a Resource Management Plan for the Cascade-Siskiyou National Monument in Oregon/Washington and California and an Associated Environmental Impact Statement
In compliance with the National Environmental Policy Act of 1969, as amended (NEPA), the Federal Land Policy and Management Act of 1976, as amended (FLPMA), Presidential Proclamations entitled ``Establishment of the Cascade-Siskiyou National Monument'' (June 9, 2000) and ``Boundary Enlargement of the Cascade-Siskiyou National Monument'' (January 12, 2017), the Bureau of Land Management (BLM) Oregon/Washington (OR/WA) and California (CA) State Offices intend to revise a resource management plan (RMP) with an associated environmental impact statement (EIS) for the Cascade-Siskiyou National Monument (Monument). With this notice, the BLM announces the beginning of a 60-day public scoping period to solicit public comments and identify issues, provide the planning criteria for public review, and issue a call for nominations for areas of critical environmental concern (ACECs). This RMP revision would replace the existing 2008 Monument RMP.
Public Land Order No. 7925; Extension of a Withdrawal Created by Executive Order, Modified by Public Land Order No. 6458; Sitka Magnetic Observatory Site; Alaska
This Public Land Order (PLO) extends the duration of the withdrawal created by Executive Order, as modified by PLO No. 6458 and extended by PLO No. 7581, for an additional 20-year term. The Executive Order as modified and extended withdrew 117.13 acres of public land from all forms of appropriation under the public land laws, including the mining laws, but not from the mineral leasing laws, for the Sitka Magnetic Observatory site, and reserved the site for use by the United States Geological Survey as a magnetic and seismological observatory in Sitka, Alaska.
