The BLM provided the Proposed
Resource Management Plan Amendment
to the Governor of New Mexico for a 60day Governor’s consistency review. The
Governor’s Consistency review period
ended April 19, 2023. The New Mexico
Governor’s Office provided consistency
review comments on April 13, 2023.
The comments indicated the SunZia
Final Environmental Impact Statement
and the amendments it would make to
the existing approved route for the
SunZia Project provides consistency
between BLM resource management
plans and applicable state laws,
policies, and programs. The State of
New Mexico stands in support of the
BLM’s February 17, 2023, Final
Environmental Impact Statement and
Proposed Resource Management Plan
Amendments for the SunZia Southwest
Transmission Project.
The BLM’s Assistant Director for
Resources and Planning concluded that
the BLM New Mexico State Director
followed the applicable laws,
regulations, and policies and considered
all relevant resource information and
public input. The Assistant Director
addressed the protests and issued a
Protest Resolution Report to protesting
parties and posted the report on the
BLM’s website (https://www.blm.gov/
programs/planning-and-nepa/publicparticipation/protest-resolutionreports); no changes to the Proposed
Resource Management Plan Amendment
were necessary.
The SunZia Southwest Transmission
Line Project is a ‘‘covered project’’
under 42 U.S.C. 4370m. This notice
serves the purpose identified in 42
U.S.C. 4370m–6(a)(1)(A).

Rhyolite Historic Site; Nevada
Public Land Order (PLO) No. 7566 for
an additional 20-year term. PLO No.
7566 withdrew 277.05 acres of public
lands from settlement, sale, location, or
entry under the general land laws,
including the United States mining
laws, but not the mineral leasing laws,
subject to valid existing rights, to
protect the Rhyolite Historic Site
located in Nye County, Nevada.
This Public Land Order takes
effect on May 20, 2023.

SUPPLEMENTARY INFORMATION:
Order
By virtue of the authority vested in
the Secretary of the Interior by Section
204(f) of the Federal Land Policy and
Management Act of 1976, 43 U.S.C.
1714(f), it is ordered as follows:
1. PLO No. 7566 (68 FR 27580 (2003)),
which withdrew 277.05 acres of public
lands from settlement, sale, location, or
entry under the general land laws,
including the United States mining
laws, but not the mineral leasing laws,
subject to valid existing rights, to
protect the Rhyolite Historic Site, is
hereby extended for an additional 20year period.
2. This withdrawal extended by this
Order will expire on May 19, 2043,
unless, as a result of a review conducted
prior to the expiration date pursuant to
Section 204(f) of the Federal Land
Policy and Management Act of 1976, 43
U.S.C. 1714(f), the Secretary determines
that the withdrawal shall be further
extended.

ACTION: Notice of public meeting.
AGENCY:
In accordance with the
Federal Land Policy and Management
Act of 1976, as amended, and the
Federal Advisory Committee Act of
1972, the U.S. Department of the
Interior, Bureau of Land Management’s
(BLM) Southern New Mexico Resource
Advisory Council (RAC) will meet as
indicated below.
DATES: The RAC is scheduled to host an
in-person meeting, with a virtual
participation option, on Wednesday,
June 14, 2023, from 8 a.m. to 12 p.m.
Mountain Time at the Inn of the
Mountain Gods Resort. This meeting
will be followed by an afternoon field
tour from 1 to 4 p.m. of the Fort
Stanton-Snowy River Cave National
Conservation Area Headquarters. The
meeting and field tour are open to the
public.
