National Call for Nominations for Site-specific Advisory Councils
The purpose of this notice is to request public nominations for five Bureau of Land Management (BLM) citizens' advisory councils affiliated with specific sites on the BLM's National Conservation Lands and for the North Slope Science Initiative (NSSI) Science Technical Advisory Panel (STAP). The five advisory councils provide advice and recommendations to the BLM on the development and implementation of management plans in accordance with the statutes under which the sites were established, and the STAP advises the NSSI Oversight Group on technical issues such as identifying and prioritizing inventory, monitoring, and research needs across the North Slope of Alaska and the adjacent marine environment.
National Call for Nominations for Resource Advisory Councils
The purpose of this notice is to request public nominations for the Bureau of Land Management's (BLM) 31 statewide and regional Resource Advisory Councils (RAC) located in the West that have members whose terms are scheduled to expire. These RACs provide advice and recommendations to the BLM on land use planning and management of the National System of Public Lands within their geographic areas.
Notice of Availability of a Supplement to the Draft Environmental Impact Statement for the Converse County Oil and Gas Project, Converse County, Wyoming

Notice of Proposed Class II Reinstatement of Terminated Oil and Gas Lease UTU87659, Utah
In accordance with Mineral Leasing Act of 1920 as Amended, Flatirons Resources LLC filed a timely petition for reinstatement of oil and gas lease UTU87659 for lands in Grand County, Utah. The petition was accompanied by all required rentals and royalties accruing from January 1, 2016, the date of termination. No leases were issued that affect these lands. The Bureau of Land Management proposes to reinstate this lease.

Notice of Proposed Withdrawal Extension, Diamond Fork System, Bonneville Unit of the Central Utah Project, Public Land Order No. 7422, and Opportunity for Public Meeting, Utah
The Assistant SecretaryLand and Minerals Management (ASLM) on behalf of the Central Utah Project Completion Act Office (CUPCAO), proposes to extend the duration of Public Land Order (PLO) No. 7422 for an additional 20-year term. PLO No. 7422 withdrew approximately 2,795 acres of National Forest System lands from location and entry under the United States mining laws, but not from leasing under the mineral leasing laws, to protect the Diamond Fork System, Bonneville Unit of the Central Utah Project. This Notice advises the public of an opportunity to comment on the proposed withdrawal extension and to request a public meeting. This Notice also corrects the projects acreage figure for the lands and corrects the Bureau of Land Management's (BLM) serial register number assigned to the official case record of the withdrawal.
Public Land Order No. 7877; Extension of Public Land Order No. 7384; Arizona
This Public Land Order (PLO) extends the duration of the withdrawal created by PLO No. 7384 for an additional 20-year term. PLO No. 7384 would otherwise expire on April 19, 2019. This extension is necessary to continue to protect the value of the capital investments, water-oriented developments, and dispersed recreation in the Bureau of Reclamation's (BOR) Lake Pleasant expansion area. PLO No. 7384 withdrew 1,988.27 acres of public lands from settlement, sale, location, and entry under the general public land laws, including the United States mining laws, but not from leasing under the mineral leasing laws for a 20-year period. The lands have been and will remain open to mineral and geothermal leasing.

Brown O&G, LLC, for land in Converse County, Wyoming. The lessee filed the petition on time, along with all rentals due since the lease terminated under the law. No leases affecting this land were issued before the petition was filed.
