The Bureau of Land Management (BLM) proposes to offer approximately 46 acres of public lands for lease of an equestrian facility located at the Meadowood Special Recreation Management Area (SRMA) in Lorton, Virginia. The lease would be issued for a period of 10 years, which may be renewed at the discretion of the BLM. To be considered, all bids must be at not less than the appraised fair market value. The appraised rental value for the above-described land and equestrian facility is $26,000 per year. The proposed lease will be subject to the applicable provisions of the Federal Land and Policy Management Act of 1976 (FLPMA).

This Public Land Order (PLO) extends the duration of the withdrawal established by PLO No. 5683 for an additional 40-year term, which would otherwise expire on September 11, 2019. This extension is necessary to preserve unique features and facilitate management between the existing refuge and adjacent privately-held lands. PLO No. 5683 withdrew 37.50 acres of public land from settlement, sale, location, or entry under the general land laws, including the mining laws, but not from leasing under the mineral leasing laws for 40 years. PLO No. 5683 reserved the lands under the jurisdiction of the Department of the Interior as part of the Pelican Island National Wildlife Refuge, administered by the United States Fish and Wildlife Service (USFWS).

In compliance with the National Environmental Policy Act of 1969, as amended (NEPA), and the Federal Land Policy and Management Act of 1976, as amended, the Bureau of Land Management (BLM) Black Rock Field Office, Winnemucca, Nevada, and the U.S. Fish and Wildlife Service (USFWS) have prepared a joint Final Environmental Impact Statement (EIS) and by this notice are announcing the beginning of the availability of the Final EIS. The BLM is the lead agency in development of the Final EIS and has evaluated Hycroft Resource and Development, Inc.'s (HRDI's) request for the proposed expansion of their operations at the existing Hycroft Mine. The USFWS is a coordinating agency with the BLM on the development of this EIS and has evaluated the applicant's Eagle Conservation Plan (ECP), which describes HRDI's request to remove inactive (i.e., outside the nesting season) eagle nests and for a 30-year incidental take permit for golden eagles under the Bald and Golden Eagle Protection Act (Eagle Act).
