ACTION: Public Land Order (PLO).
AGENCY:
This Order revokes a
withdrawal created by a Secretarial
Order insofar as it affects 41.24 acres of
public land withdrawn for use by the
Bureau of Reclamation (BOR) in
connection with the Carlsbad Project
(Avalon Reservoir). The BOR no longer
needs the land for project purposes.
This Order opens the land to the
operation of the public land laws
subject to valid existing rights. The land
has been and will remain open to
mineral leasing and will remain closed
to location and entry under the United
States mining laws.
DATES: This PLO takes effect on January
3, 2020.

204 of the Federal Land Policy and
Management Act of 1976, 43 U.S.C.
1714, it is ordered as follows:
1. The withdrawal created by the
Secretarial Order dated December 22,

received at or prior to 9 a.m. on January
3, 2020, shall be considered as
simultaneously filed at that time. Those
received thereafter shall be considered
in the order of filing.

The U.S. Nuclear Regulatory
Commission (NRC) has issued a
director’s decision with regard to a
petition dated June 24, 2015, filed by
Mr. David Lochbaum on behalf of the
Union of Concerned Scientists, along
with seven co-petitioners, requesting
that the NRC take action with regard to
the Pilgrim Nuclear Power Station
(Pilgrim or the licensee). The
petitioner’s requests and the director’s
decision are included in the
SUPPLEMENTARY INFORMATION section of
this document.
