The Bureau of Land Management (BLM) will file the plat of survey of the lands described below in the BLM Montana State Office, Billings, Montana, on May 25, 2016.

On February 25, 2016, the Bureau of Land Management (BLM) published in the Federal Register a proposed rule to amend existing regulations that establish the procedures used to prepare, revise, or amend land use plans pursuant to the Federal Land Policy and Management Act (FLPMA). The proposed rule would enable the BLM to more readily address landscape-scale resource issues, such as wildfire, habitat connectivity, or the demand for renewable and non-renewable energy sources and to respond more effectively to environmental and social changes. The proposed rule would further emphasize the role of science in the planning process and the importance of evaluating the resource, environmental, ecological, social, and economic conditions at the onset of planning. The proposed rule would affirm the important role of other Federal agencies, State and local governments, Indian tribes, and the public during the planning process, and would enhance opportunities for public involvement and transparency during the preparation of resource management plans. Finally, the proposed rule would make revisions to clarify existing text and use plain language to improve the readability of the planning regulations. This notice extends the public comment period for 30 days beyond the initial comment-period deadline.

In compliance with the National Environmental Policy Act of 1969, as amended (NEPA), and the Federal Land Policy and Management Act of 1976, as amended (FLPMA), the Bureau of Land Management (BLM) Kremmling Field Office, Kremmling, Colorado intends to prepare an Environmental Impact Statement (EIS) to evaluate a proposed land exchange under section 206 of FLPMA, and by this notice is announcing the beginning of the scoping process to solicit public comments and identify issues.

In accordance with the National Environmental Policy Act of 1969 (NEPA), as amended, and the Federal Land Policy and Management Act of 1976, as amended, the Bureau of Land Management (BLM) Rawlins Field Office has prepared a final environmental impact statement (EIS) for the proposed Continental Divide-Creston Natural Gas Development Project (CD-C) in Rawlins, Wyoming, and by this notice announces its availability.

In accordance with the National Environmental Policy Act of 1969, as amended, and the Federal Land Policy and Management Act of 1976, as amended, the Bureau of Land Management (BLM) has prepared a Proposed Resource Management Plan (RMP)/Final Environmental Impact Statement (EIS) for Western Oregon and, by this notice, is announcing its availability.

As authorized under the provisions of the Federal Land Policy and Management Act of 1976, and pursuant to 43 CFR 8364.1, certain public land near Stead, Nevada, will be temporarily closed to all public use to provide for public safety during the 2016 Reno Air Racing Association Pylon Racing Seminar and the Reno National Championship Air Races.

The Bureau of Land Management (BLM), Winnemucca District, Nevada, has found suitable for classification and conveyance 1,220 acres of public land in Humboldt County, Nevada, under the provisions of the Recreation and Public Purposes (R&PP) Act, as amended, and provisions of the Taylor Grazing Act. The City of Winnemucca proposes to use the land for a new wastewater treatment and effluent disposal facility to serve Winnemucca, Nevada.

The Bureau of Land Management (BLM) has examined and found suitable for classification for conveyance under the provisions of the Recreation and Public Purposes Act (R&PP), as amended, approximately 10 acres of public land in Uinta County, Wyoming. Uinta County, Wyoming, proposes to use the land for an expansion of the Bridger Valley Landfill for a municipal solid waste transfer station.

In accordance with the National Environmental Policy Act of 1969, as amended (NEPA), and the Federal Land Policy and Management Act (FLPMA) of 1976, as amended, the Bureau of Land Management (BLM) has prepared a Draft Environmental Impact Statement (EIS) for the Enefit American Oil Utility Corridor Project. Through this Notice, the BLM is announcing a 60-day public comment period on the draft.

Pursuant to the National Environmental Policy Act of 1969, the BLM is making available for public review and comment the Final National Programmatic Environmental Impact Statement (EIS) on vegetation treatments involving the use of aminopyralid, fluroxypyr, and rimsulfuron herbicides on public lands administered by 11 BLM state offices in 17 western states, including Alaska. The BLM is the lead Federal agency for the preparation of this final Programmatic EIS in compliance with the requirements of NEPA. If a Record of Decision is approved, the BLM would be permitted to use three new herbicide formulations on public lands.

The Bureau of Land Management (BLM) has examined and found suitable for classification under provisions of the Taylor Grazing Act, and for lease and/or subsequent conveyance under the provisions of the Recreation and Public Purposes (R&PP) Act, as amended, approximately 12.5 acres of public land in the Las Vegas Valley, Clark County, Nevada. The Clark County School District proposes to use the land for an elementary school in the southwest portion of the Las Vegas Valley.

The Bureau of Land Management (BLM) Colorado State Office is publishing this notice to inform the public of the intent to officially file the survey plats listed below and afford a proper period of time to protest this action prior to the plat filing. During this time, the plats will be available for review in the BLM Colorado State Office.

On February 8, 2016, the Bureau of Land Management (BLM) published in the Federal Register a proposed rule that would reduce waste of natural gas from venting, flaring, and leaks during oil and natural gas production activities on onshore Federal and Indian leases. The proposed rule would also clarify when produced gas lost through venting, flaring, or leaks is subject to royalties, and when oil and gas production used on site would be royalty-free. The proposed rule would replace existing provisions related to venting, flaring, and royalty-free use of gas contained in the 1980 Notice to Lessees and Operators of Onshore Federal and Indian Oil and Gas Leases, Royalty or Compensation for Oil and Gas Lost (NTL-4A), which is over 3 decades old. Today's Federal Register Notice extends the public comment period for 14 days beyond the initial comment period deadline.

In accordance with the Federal Land Policy and Management Act, the Federal Advisory Committee Act, and the Federal Lands Recreation Enhancement Act, the Bureau of Land Management's (BLM) Utah Resource Advisory Council (RAC)/Recreation Resource Advisory Council (RecRAC) will meet as indicated below.

This notice corrects two dates that appear in the SUPPLEMENTARY INFORMATION section of a notice that published in the Federal Register on Wednesday, March 23, 2016 (81 FR 15555). On page 15555, column 3, line 24 of the notice, which reads ``Wednesday, April, 13, 2015,'' is corrected to read, ``Wednesday, April 13, 2016.'' On page 15555, column 3, line 35 of the notice, which reads ``Thursday, September 3, 2015'' is corrected to read, ``Thursday, April 14, 2016.''

The Bureau of Land Management (BLM) has submitted an information collection request to the Office of Management and Budget (OMB) to continue the collection of information regarding authorizations pertaining to solid minerals other than coal and oil shale. The Office of Management and Budget (OMB) previously approved this information collection activity, and assigned it control number 1004-0121.

In compliance with the National Environmental Policy Act of 1969, as amended (NEPA), the Bureau of Land Management (BLM), Washington Office, intends to prepare a Programmatic Environmental Impact Statement (EIS) to review the Federal coal program. This Notice of Intent begins the process of defining the scope of the Programmatic EIS by providing background on the Federal coal program and identifying the issues that may be addressed in the Programmatic EIS. This Notice informs the public about: Concerns that have been raised about the Federal coal program; issues that are expected to be assessed in the Programmatic EIS; and potential modifications to the Federal coal program suggested by stakeholders during the listening sessions that could be considered in the Programmatic EIS. This Notice of Intent also announces plans to conduct public scoping meetings, invites public participation in the scoping process, and solicits public comments for consideration in establishing the scope and content of the Programmatic EIS.

In compliance with the Paperwork Reduction Act, the Bureau of Land Management (BLM) invites public comments on, and plans to request approval to continue, the collection of information that enables the BLM to collect information from applicants for free use permits for vegetative or mineral materials. Per the Mineral Leasing Act of 1920, Chesapeake Exploration LLC timely filed a petition for reinstatement of competitive oil and gas lease OKNM 118150, Major County, Oklahoma. The lessee paid the required rentals accruing from the date of termination. No leases were issued that affect these lands.

In compliance with the National Environmental Policy Act of 1969 (NEPA), as amended, and the Federal Land Policy and Management Act of 1976, as amended, the Bureau of Land Management (BLM), Arizona State Office, Phoenix, Arizona, with the possibility of Western Area Power Administration serving as a co-lead agency, intends to prepare an environmental impact statement (EIS) for the proposed Ten West Link 500-kilovolt (kV) Transmission Line Project (Project) and potential amendment to the Yuma Field Office Resource Management Plan pursuant to the BLM's land use planning regulations. By this notice, the BLM is announcing the beginning of the scoping process to solicit public comments and identify issues on the proposed transmission line and potential plan amendment.

As provided for under the Mineral Lands Leasing Act of 1920, as amended, the Bureau of Land Management (BLM) received a petition for the reinstatement of oil and gas lease COC73441 from Synergy Resources Corporation, for lands in Morgan County, Colorado. The lessee filed the petition on time, along with all the rentals due since the lease terminated under the law.

The Bureau of Land Management (BLM) announces that the Wild Horse and Burro Advisory Board will conduct a meeting on matters pertaining to management and protection of wild, free-roaming horses and burros on the Nation's public lands.
