The Secretary of the Interior requests public nominations for persons to serve on the Bureau of Land Management's (BLM) Oregon/ Washington John Day-Snake Resource Advisory Council (RAC). Citizens who serve on this council will provide advice and recommendations to the BLM on land use planning and management of the National System of Public Lands within their geographic areas and management options for National Landscape Conservation System sites like the Spring Basin and Badlands Wilderness Areas as well as the Lower Deschutes and John Day Wild and Scenic Rivers. The BLM will accept public nominations for 15 days after the publication of this notice.

The Bureau of Land Management (BLM) has submitted an information collection request to the Office of Management and Budget (OMB) to continue the collection of information regarding leases of solid minerals other than coal and oil shale. The Office of Management and Budget (OMB) previously approved this information collection activity, and assigned it control number 1004-0121.

In compliance with the National Environmental Policy Act of 1969, as amended (NEPA), and the Federal Land Policy and Management Act of 1976, as amended (FLPMA), the Bureau of Land Management (BLM) Colorado intends to prepare a Supplement to the Final Environmental Impact Statement (EIS) associated with the development of the Roan Plateau Resource Management Plan (RMP) Amendment. The Roan Plateau RMP Amendment will amend two existing RMPs: the Glenwood Springs Field Office RMP and the White River Field Office RMP. The Supplemental EIS will analyze options for the management of the Roan Plateau Planning Area, including analysis of the ``Community Alternative'' previously presented to the BLM, consistent with the June 22, 2012, Opinion and Order of the United States District Court for the District of Colorado and Secretary Salazar's commitment to develop the public's oil and gas resources responsibly and in the right places. These and other issues relevant to the proposed Roan Plateau RMP Amendment will be identified through scoping. By this notice the BLM is announcing the beginning of the scoping process to solicit public comments and identify issues for analysis.

The Bureau of Land Management (BLM) requests public nominations for five persons to serve on the Steens Mountain Advisory Council. Citizens who serve on these groups provide advice and recommendations to the BLM on land use planning and management of the Steens Mountain Cooperative Management and Protection Area. The BLM will accept public nominations for 30 days after the publication of this notice.

In accordance with the National Environmental Policy Act of 1969, as amended, and the Federal Land Policy and Management Act of 1976, as amended, the Bureau of Land Management (BLM) has prepared a Draft Resource Management Plan (RMP) and Draft Environmental Impact Statement (EIS) for the Grand Junction Field Office (GJFO) and by this notice is announcing the opening of the public comment period.

In compliance with the Paperwork Reduction Act, the Bureau of Land Management (BLM) invites public comments on, and plans to request approval to continue, the collection of information that enables the BLM to manage Federal coal resources in accordance with applicable statutes. The Office of Management and Budget (OMB) has assigned control number 1004-0073 to this information collection.

Pursuant to the Mineral Leasing Act of 1920, as amended by the Federal Coal Leasing Amendments Act of 1976, and to Bureau of Land Management (BLM) regulations, all interested parties are hereby invited to participate with Texas and Oklahoma Coal Company, LLC, on a pro rata cost-sharing basis, in its program for the exploration of coal deposits owned by the United States of America on lands located in Las Animas County, Colorado.

Pursuant to applicable provisions of the Federal Lands Recreation Enhancement Act (REA), the Bureau of Land Management (BLM) Upper Snake Field Office is proposing to collect a reservation fee for large group sites at the Birch Creek Campground in Clark County, ID. Under Section 2(2) of the REA, Birch Creek Campground qualifies as a site wherein visitors can be charged an ``Expanded Amenity Recreation Fee'' authorized under section 3(g). In accordance with the REA, and the BLM's implementing regulations, the Upper Snake Field Office is proposing to charge a group site reservation fee of $35 per night for overnight camping within the Birch Creek Campground. An analysis of the recreation site shows the proposed fees are reasonable and typical of similar sites in the area.

In compliance with the National Environmental Policy Act of 1969, as amended (NEPA), and the Federal Land Policy and Management Act of 1976, as amended (FLPMA), the Bureau of Land Management (BLM) Needles Field Office, Needles, California intends to prepare an amendment to the California Desert Conservation Area (CDCA) Plan with an associated Environmental Assessment (EA) to analyze the sale of approximately 133 acres of public land and by this notice is announcing the beginning of the scoping process to solicit public comments and identify issues.

The Bureau of Land Management (BLM) is publishing this notice to explain why the BLM Director is rejecting the Alaska Governor's recommendations regarding the Environmental Assessment and Finding of No Significant Impact for the Delta River Special Recreation Management Area (SRMA) Plan and East Alaska Resource Management Plan (EARMP) Amendment.

This order withdraws 3,385.89 acres, more or less, of public lands from settlement, sale, location, and entry under the general land laws, including the United States mining laws, for a period of 20 years for use by the Department of the Navy for the Camp Michael Monsoor Mountain Warfare and Training Facility. This withdrawal also transfers administrative jurisdiction of the lands to the Department of the Navy.

Under the provisions of the Mineral Leasing Act of 1920, as amended, the Bureau of Land Management (BLM) received a petition for reinstatement from Wildfire Partners, Inc., for competitive oil and gas lease WYW164926 for lands in Converse County, Wyoming. The petition was filed on time and was accompanied by all the rentals due since the date the lease terminated under the law.

Under the provisions of the Mineral Leasing Act of 1920, as amended, the Bureau of Land Management (BLM) received a petition for reinstatement from Marlin Oil Co., LLC, for competitive oil and gas lease WYW173743 for land in Weston County, Wyoming. The petition was filed on time and was accompanied by all the rentals due since the date the lease terminated under the law.

In accordance with the National Environmental Policy Act of 1969, as amended, and the Federal Land Policy and Management Act of 1976, as amended, the Bureau of Land Management (BLM) is announcing the availability of a Supplement to the Draft Resource Management Plan (RMP) and Environmental Impact Statement (EIS) for the Eastern Interior Planning Area (Alaska) and the extension of the comment period for the Draft RMP/EIS. The purpose of the Supplement is to analyze and obtain public comment on opening part of the White Mountains National Recreation Area to hardrock mineral leasing.

In accordance with the Federal coal management regulations, the Peabody Natural Resources Company, Federal Coal Lease-by- Application Environmental Assessment (EA) is available for public review and comment. The Department of the Interior, Bureau of Land Management (BLM) New Mexico State Office, will hold a public hearing to receive comments on the EA, Fair Market Value (FMV), and Maximum Economic Recovery (MER) of the coal resources for Peabody Natural Resources Company, NMNM-126813.

Under the provisions of the Mineral Leasing Act of 1920, as amended, the Bureau of Land Management (BLM) received a petition for reinstatement from Nautilus Oil & Gas Company, LLC, for competitive oil and gas lease WYW172559 for land in Uinta County, Wyoming. The petition was filed on time and was accompanied by all the rentals due since the date the lease terminated under the law.

Under the provisions of the Mineral Leasing Act of 1920, as amended, the Bureau of Land Management (BLM) received a petition for reinstatement from Carpenter & Sons, Inc., for competitive oil and gas lease WYW161782 for land in Carbon County, Wyoming. The petition was filed on time and was accompanied by all the rentals due since the date the lease terminated under the law.

Under the provisions of the Mineral Leasing Act of 1920, as amended, the Bureau of Land Management (BLM) received a petition for reinstatement from Hunt Oil Company for competitive oil and gas lease WYW164452 for land in Natrona County, Wyoming. The petition was filed on time and was accompanied by all the rentals due since the date the lease terminated under the law.

Under the provisions of the Mineral Leasing Act of 1920, as amended, the Bureau of Land Management (BLM) received a petition for reinstatement from Linc Energy (Wyoming), Inc., for competitive oil and gas lease WYW164393 for land in Converse County, Wyoming. The petition was filed on time and was accompanied by all the rentals due since the date the lease terminated under the law.
