Notice of Availability of Draft Resource Management Plans and Associated Draft Environmental Impact Statement for Three Bureau of Land Management Field Offices in Northeast California and Northwest Nevada: the Eagle Lake Field Office; the Alturas Field Office; the Surprise Field Office
In accordance with the National Environmental Policy Act (NEPA) of 1969, and under the authority of the Federal Land Policy and Management Act (FLPMA) of 1976, the Bureau of Land Management (BLM) has prepared three Draft Resource Management Plans/Draft Environmental Impact Statement (DRMP/DEIS) for public lands managed by the Eagle Lake Field Office, Susanville, Calif.; the Alturas Field Office, Alturas, Calif.; and the Surprise Field Office, Cedarville, Calif. These drafts are now available for public review.
Update of Linear Right-of-Way Rental Schedule
The Bureau of Land Management (BLM) requests comments and suggestions to assist in the writing of a proposed rule to update the linear right-of-way rental schedule in 43 CFR parts 2800 and 2880. The rental schedule covers most linear rights-of-way granted under section 28 of the Mineral Leasing Act of 1920, as amended (MLA), and Title V of the Federal Land Policy and Management Act of 1976, as amended (FLPMA). Both laws require the holder of a right-of-way to pay annually, in advance, the fair market value to occupy, use, or traverse public lands for facilities such as power lines, fiber optic lines, pipelines, roads, and ditches. Section 367 of the Energy Policy Act of 2005 (the Act) directs the Secretary of the Interior to update the per-acre rental fee schedule found in 43 CFR 2806.20. This update is to be completed not later than one year after the date of enactment of the Act, which occurred on August 8, 2005. The Act requires that the BLM revise the per-acre rental fee-zone value schedule by state, county, and type of linear right-of-way use to reflect current land values in each zone. The Act also requires the Secretary of Agriculture (Forest Service) to make the same revisions for rights-of-way on National Forest System lands. We encourage members of the public to provide comments and suggestions to help with updating the BLM's and the Forest Service's rental schedule, as described in the Act.
Meeting of the California Desert District Advisory Council
Notice is hereby given, in accordance with Public Laws 92-463 and 94-579, that the California Desert District Advisory Council to the Bureau of Land Management, U.S. Department of the Interior, will participate in a field tour of BLM-administered public lands on Friday, June 23, 2006, from 7:30 a.m. to 5 p.m., and meet in formal session on Saturday, June 24 from 8 a.m. to 3 p.m. in Continental Labor Hall at the Desert Empire Fairgrounds, located at 520 South Richmond Road, Ridgecrest, California. The Council and interested members of the public will depart for the field tour at 7:30 a.m. from the parking lot of the Best Western China Lake Inn, located at 400 South China Lake Boulevard in Ridgecrest. The public is welcome to participate in the tour, but should plan on providing their own transportation, drinks, and lunch. Agenda topics for the formal session on Saturday will include updates by Council members and reports from the BLM District Manager and five field office managers. Additional agenda topics are being developed. Once finalized, the field tour and meeting agendas will be published in a news release prior to the meeting and posted on BLM's state Web site at https://www.blm.gov/ca/news/rac.html.
Notice of Availability of the Environmental Assessments, Determination of NEPA Adequacy, and Public Hearing for Coal Lease Application UTU-81893, Utah
Pursuant to 43 Code of Federal Regulation (CFR) 3425.4, the Bureau of Land Management (BLM) Utah State Office, held a public meeting on March 30, 2006 on the environmental assessment and Documentation of NEPA Adequacy (DNA), the proposed sale and requests public comment on the fair market value of the certain coal resources it proposes to offer for competitive lease sale. The EA/DNA analyzes and discloses direct, indirect, and cumulative environmental impacts of issuing a Federal coal lease competitively for 1,760.00 acres in Carbon County, Utah. The purpose of the public hearing was to solicit comments from the public on (1) the proposal to issue a Federal coal lease; (2) the proposed competitive lease sale; (3) the Fair Market Value (FMV) of the Federal coal; and (4) Maximum Economic Recovery (MER) of the Federal coal included in the tract.
Meeting Notices for the Roseburg District Bureau of Land Management (BLM) Resource Advisory Committee Under Section 205 of the Secure Rural Schools and Community Self Determination Act of 2000 (Pub. L. 106-393).
This notice is published in accordance with Section 10(a)(2) of the Federal Advisory Committee Act. Meeting notice is hereby given for the Roseburg District BLM Resource Advisory Committee pursuant to Section 205 of the Secure Rural Schools and Community Self Determination Act of 2000, Public Law 106-393 (the Act). The committee will convene three times to review, discuss, and recommend funding for project proposals submitted under Title II of the Act. The first meeting will consist of a field trip to past and proposed project locations. At the second meeting, applicants will have an opportunity to make brief presentations regarding their projects. At the third meeting the committee will discuss projects and make funding recommendations. A fourth meeting is scheduled as a contingency, in case the Committee is not able to complete all its work at the previous meetings. At all meetings, a period will be set aside for public comments.

Notice of Travel Restriction to Off-Road Vehicles
Pursuant to 43 Code of Federal Regulations 8341.2, effective on publication of this Notice; off-road vehicles (ORV) travel is restricted to existing roads and two-tracks (approximately 850 miles) on public lands on and in the vicinity of Spruce Mountain, south of Wells, Nevada. The public lands affected by this restriction are located in portions of T. 29 N., R. 64 E; T. 30 N., R. 63 thru 65 E.; and T. 31 thru 34 N., R. 62 thru 66 E., MDM, Elko County, Nevada. This notice also prohibits competitive events on public lands in the area. The purpose of this action is to protect important cultural resources and wildlife habitats.
Notice of Interim Final Supplementary Rules on Public Lands in Shasta County, CA
The Bureau of Land Management (BLM) Redding Field Office is publishing interim final supplementary rules applicable to public lands within the Swasey Drive Planning Area, as identified in the Swasey Drive Area Implementation Plan. The interim final supplementary rules will govern activities such as target shooting, motor vehicle use, and camping on public lands managed by the Redding Field Office. These interim final supplementary rules are needed to protect recreation opportunities, public health and safety, and cultural and natural resources in accordance with the Swasey Drive Area Implementation Plan/ Environmental Assessment and Decision Record (DR) of September 2004.

Notice of Correction for a Notice of Call for Nominations for the Sonoran Desert National Monument Advisory Committee
Nominations have not been received for several positions on the Sonoran Desert National Monument Advisory Council. Positions for which nominations have not been received are: (1) Three persons, one from each tribe, who are selected from nominees submitted by the governing bodies of the following tribes: Tohono O'odham Nation, Gila River Indian Community, and Salt River Pima-Maricopa Indian Community, and who represent interests of the nominating tribe, (2) A person who represents Pinal County's interests, to be appointed from nominees submitted by the Supervisors of Pinal County, (3) A person who represents the State of Arizona, to be appointed from nominees submitted by the Governor of Arizona. The Bureau of Land Management (BLM) proposes to sell by public auction 72 parcels of Federal public land, aggregating approximately 705.235 acres, more or less, in the Las Vegas Valley, Nevada. The sale will be under the authority of the Southern Nevada Public Land Management Act of 1998 (112 Stat. 2343), as amended by Title IV of the Clark County Conservation of Public Land and Natural Resources Act of 2002 (116 Stat. 1994) (SNPLMA). The SNPLMA sale will be subject to the applicable provisions of Sections 203 and 209 of the Federal Land Policy and Management Act of 1976 (FLPMA) (43 U.S.C. 1713 and 1719), and BLM land sale and mineral conveyance regulations at 43 CFR parts 2710 and 2720. The sale will be conducted in Las Vegas, Nevada, on August 2, 2006, using competitive bidding procedures under the regulations, at not less than the appraised fair market value (FMV) of each parcel.

In accordance with the National Environmental Policy Act (NEPA), the Federal Land Policy and Management Act (FLPMA), and Bureau of Land Management (BLM) management policies, the BLM announces the availability of the Record of Decision (ROD) for the Dillon Resource Management Plan (RMP) in Beaverhead and Madison counties, southwest Montana. The BLM Montana/Dakotas State Director signed the ROD and approved the RMP. Publication of the NOA announces the availability of the document and starts the 30- day appeal period on implementation decisions (route designations) described in the ROD. All decisions were effective upon approval of the ROD/RMP.

Colorado: Filing of Plats of Survey
The plats of survey of the following described land will be officially filed in the Colorado State Office, Bureau of Land Management, Lakewood, Colorado, effective 10 a.m., April 4, 2006. All inquiries should be sent to the Colorado State Office (CO-956), Bureau of Land Management, 2850 Youngfield Street, Lakewood, Colorado 80215- 7093. The Plat (in two sheets) and field notes, of the dependent resurvey and surveys in Township 47 North, Range 4 West, New Mexico Principal Meridian, Colorado, requested by the Bureau of Indian Affairs, in order to identify the boundary of the Ute Mountain Ute lands for management purposes, was accepted October 3, 2005. The Supplemental Plat of Township 43 North, Range 7 West, New Mexico Principal Meridian, Colorado, creating Tract 51, in unsurveyed T. 43 N., R. 7 W., N.M.P.M., requested by the USFS, was accepted October 11, 2005. The Supplemental Plat of Township 1 North, Range 71 West, Section 17, Sixth Principal Meridian, Colorado, which amends the erroneously numbered lot 107, as shown on the supplemental plat approved November 29, 1932, to lot 156, is based upon the supplemental plat approved November 29, 1932 and the dependent resurvey plat approved November 16, 1942, and was accepted November 1, 2005. The Supplemental Plat of Township 43 North, Range 10 West, New Mexico Principal Meridian, Colorado, creates new lots 4 through 9, in the SW\1/4\ of Sec. 25. This was requested by the U.S. Forest Service, Grand Mesa, Uncompahgre and Gunnison National Forests, in a letter dated October 17, 2005, in order to facilitate a transfer of lands, with the Telluride Regional Airport Authority, and was accepted November 1, 2005. The Plat which includes the field notes, and is the entire record of this resurvey, of the survey of Section 13, in Township 40 North, Range 13 West, New Mexico Principal Meridian, Colorado, requested by the USFS to assist with the completion of a land exchange, was accepted December 19, 2005. The Supplemental Plat of a portion of section 7, and the supplemental plat of a portion of section 20 in Township 1 North, Range 71 West, and the supplemental plat of a portion of section 24 in Township 1 North, Range 72 West, all of the Sixth Principal Meridian, Colorado, requested by the Canon City Field Office Land Surveyor by memorandum dated November 8, 2005, were accepted January 18, 2006. The Plat which includes the field notes, and is the entire record of this resurvey, in Township 35 North, Range 18 West, New Mexico Principal Meridian, Colorado, requested by the BIA through the Ute Mountain Tribe, to identify lost corners and post boundaries of Ute Mountain Ute lands, was accepted March 16, 2006. The Plat, and field notes, of the dependent resurvey in Section 9, Township 11 South, Range 70 West, Sixth Principal Meridian, Colorado requested by the Land Surveyor, Pike and San Isabel National Forests, in order to identify National Forest boundaries for a proposed timber sale in conjunction with the Hayman Fire Rehabilitation Project, was accepted March 17, 2006. The Plat, and field notes of the metes-and-bounds survey in Township 5 South, Range 74 East, Sixth Principal Meridian, Colorado requested by the USFS, in a memorandum dated February 8, 2000, in conjunction with the City of Denver, Mountain Parks and Recreation Division, in order to facilitate the location of the boundaries of both agencies intermingled boundaries, and to further facilitate a land transaction between the two agencies, was accepted March 24, 2006.
John Day/Snake Resource Advisory Council: Notice of Public Meeting
In accordance with the Federal Land Policy and Management Act and the Federal Advisory Committee Act of 1972, the Department of the Interior, BLM John Day Snake RAC will meet as indicated below: The John Day/Snake RAC is scheduled to meet on May 3, 2006, at the Best Western Prineville Inn, 1475 NE 3rd Street, Prineville, Oregon 97754 and on September 13, 2006 at the Best Western John Day Inn, 315 W. Main, John Day, Oregon 97845. The meeting times will be from approximately 8 a.m. to 4 p.m. A public comment period will begin at 1 p.m. and end at 1:15 p.m. (Pacific Standard Time). The meetings may include such topics as off-highway vehicle and travel management, noxious weeds, planning, Sage grouse, and other matters as may reasonably come before the council. Meeting Procedures: The meeting is open to the public. The public may present written comments to the RAC. Depending on the number of persons wishing to provide oral comments and agenda topics to be covered, the time to do so may be limited. Call for Nominations for the Pinedale Anticline Working Group
On August 13, 2004, the Secretary of the Interior renewed the Charter for the Pinedale Anticline Working Group and Task Groups (PAWG). Current members of the PAWG are coming up on the end of their 2-year appointment and we are now initiating the process to select seven of the nine memberships of the PAWG. Several interest groups, governmental agencies, and local interests will be given the opportunity to be represented on the PAWG, including previous PAWG members. Individuals or groups interested in becoming a member of the PAWG should submit the specified information within 45 days of this Notice.
Public Land Order No. 7661; Revocation of Four Withdrawal Orders for Carlsbad and Rio Grande Reclamation Projects; New Mexico
This order revokes a Bureau of Reclamation Order and 3 Secretarial Orders in their entireties, as they affect approximately 7,955 acres of lands withdrawn for the Bureau of Reclamation's Carlsbad and Rio Grande Projects. This notice announces the intent to hold a Resource Advisory Council (RAC) meeting in the Twin Falls District of Idaho on Tuesday, May 9, 2006. The meeting will be held at the Red Lion Canyon Springs Hotel, 1357 Blue Lakes Boulevard, in Twin Falls, Idaho.
Montana: Filing of Plat of Survey
The Bureau of Land Management (BLM) will file the plat of survey of the lands described below in the BLM Montana State Office, Billings, Montana, (30) days from the date of publication in the Federal Register.
Public Land Order No. 7660; Partial Revocation of Public Land Order No. 1973; Alaska
This order partially revokes a Public Land Order insofar as it affects 0.88 acre of public land withdrawn for administrative purposes for use by the Forest Service, Department of Agriculture, at Juneau, Alaska. The land is no longer needed for the purpose for which it was withdrawn. This action also allows the conveyance of the land to the State of Alaska, if such land is otherwise available. Any land described herein that is not conveyed to the State will be subject to Public Land Order No. 5186, as amended, and any other withdrawal or segregation of record.
