Puerto Rican crested toads have been observed in the Punta Ventana portion of the project. The Permittee proposes installation and operation of eight wind turbines in Punta Ventana over 79 ha (195 acres) that would affect about 5.1 ha (12.6 acres) of dry forest habitat. The revised HCP includes the site plan for the project and detailed information on the areas within Punta Ventana that would be affected by the construction and operation turbine sites, connecting roads, staging areas and connection to a substation. Next Steps We will evaluate the ITP amendment application, including the revised HCP and any comments we receive, to determine whether the amendment application meets the requirements of section 10(a)(1)(B) of the Act. We will also evaluate whether amendment of the section 10(a)(1)(B) ITP complies with VerDate Mar<15>2010 17:21 Mar 11, 2013 Jkt 229001 section 7 of the Act by conducting an intra-Service section 7 consultation. We will use the results of this consultation, in combination with the above findings, in our final analysis to determine whether or not to amend the ITP. If we determine that the requirements are met, we will amend the ITP to include the Puerto Rican crested toad as a covered species for incidental take. The Draft GMP/ EIS assessed impacts to cultural resources (archeological, landscapes, ethnographic resources, and museum collections), to natural resources (soils, wild and scenic rivers, vegetation, fish and wildlife, special status species, and visual resources/viewsheds), to visitor use and experience, to the socioeconomic environment, and to EFMO operations and facilities. The preferred alternative in both the Draft GMP/EIS and Final GMP/EIS focuses on providing an enhanced visitor experience with increased understanding of EFMO while protecting and preserving natural and cultural resources.
