This notice is provided in accordance with the Council on Environmental Quality's regulations (40 CFR 1500 to 1508) and TVA's procedures for implementing the National Environmental Policy Act (NEPA). On November 15, 2012, the TVA Board of Directors declared 1,000 acres of the Muscle Shoals Reservation (MSR) in Colbert County, Alabama, to be surplus to TVA's needs and authorized the sale of such acreage at public auction, thereby adopting the preferred alternative in TVA's final environmental impact statement (EIS) for the redevelopment of a portion of the MSR. The ROD documenting this decision was published on September 16, 2013 (78 FR 56980). The notice of availability (NOA) of the Final Environmental Impact Statement for the Muscle Shoals Reservation Redevelopment was published in the Federal Register on November 18, 2011. A component of the preferred alternative was the publication of a Comprehensive Master Plan (CMP) to guide development of the surplus MSR property. On March 26, 2015, TVA's Senior Vice President of Economic Development approved the CMP contemplated in TVA's final EIS.

In accordance with the Privacy Act of 1974, the TVA is providing notice that it is retiring one system of records notice, TVA-8, Employee Alleged Misconduct Investigatory Files, from its inventory because the records are no longer relevant and have been disposed of in accordance with regular retention and disposal schedules. See appendix A. TVA has transitioned from The Human Resource Information System (HRIS) to a new application, People Lifestyle Unified System (PLUS), which is reflected in TVA's current SORN's submission. TVA is correcting minor typographical and stylistic errors in previously existing notices and has updated those notices to reflect current organizational structure. Also, updates are being made to show any changes to system locations; managers and addresses; categories of individuals and records; procedures and practices for storing, retrieving, accessing, retaining, and disposing of records.

The Tennessee Valley Authority (TVA) is amending its July 2, 2013, Record of Decision (ROD) for the Final Environmental Impact Statement for Dam Safety Modifications at Cherokee, Fort Loudoun, Tellico, and Watts Bar Dams. In the 2013 ROD, TVA decided to implement the dam safety modifications described in the preferred Alternative B, Permanent Modifications of Dam Structures: Combination of Concrete Floodwalls and Earthen Embankments. Based on the results of subsequent engineering and feasibility studies, TVA has revised its approach for the permanent modifications to incorporate the use of roller-compacted concrete (RCC) at Cherokee and Fort Loudoun Dams and increases in the elevations of modifications at Fort Loudoun, Tellico, and Watts Bar Dams. In May, 2014, TVA completed a Supplemental Analysis (SA) of the potential impacts of the proposed revisions to the dam safety modifications. Based on the Final Environmental Impact Statement (EIS) and the SA, TVA now amends the July 2013 ROD to incorporate the revised approach.

The Tennessee Valley Authority (TVA) is making non-substantive changes to Title 18 of the Code of Federal Regulations. The purpose of this rule is to amend the process for issuing final determinations on administrative appeals of permitting decisions under section 26a of the TVA Act. Formerly, final determinations were made by the TVA Board of Directors. In 2004, the TVA Act was amended to change TVA's governance structure from a three-member, full time board to a nine-member, part- time policy board with a chief executive officer (CEO). Accordingly, the TVA Board approved revisions to the section 26a appeals process to provide for an appeal to the CEO followed by a discretionary review by a committee of the Board. The revised appeals process is consistent with the new governance structure. This rule amends TVA's published regulations to incorporate the revisions approved by the Board and to make the regulations consistent with the change in TVA's governance structure. TVA is also making minor changes to update addresses and job and organizational titles.

The Tennessee Valley Authority (TVA) is conducting a study of its energy resources in order to update and replace the integrated Resource Plan (IRP) and the associated Environmental Impact Statement (EIS) that it completed in 2011. The IRP is a comprehensive study of how TVA will meet the demand for electricity in its service territory over the next 20 years. The 2011 IRP is being updated in response to major changes in electrical utility industry trends since 2011. As part of the study, TVA intends to prepare a programmatic Supplemental EIS to assess the impacts associated with the implementation of the updated IRP. Pursuant to the Tennessee Valley Authority Act of 1933, as amended, and the Federal Advisory Committee Act (5 U.S.C. Appendix 2), TVA announces the establishment of the Regional Energy Resource Council. The Council will advise TVA on its energy resource activities and the priorities among competing objectives and values. Consistent with the Federal Advisory Committee Act, the duration of this Council is for two years, unless renewed by TVA. This notice also requests nominations for membership on the Council.

The TVA Regional Resource Stewardship Council (RRSC) will hold a meeting on Wednesday, April 24, and Thursday, April 25, 2013, to obtain views and advice on the topic of Trout Fish Hatchery projects in Tennessee and Georgia. The RRSC was established to advise TVA on its natural resource stewardship activities. Notice of this meeting is given under the Federal Advisory Committee Act (FACA), 5 U.S.C. App. 2. The meeting agenda includes the following: 1. Introductions 2. Presentation(s) concerning Trout Fish Hatchery projects in Tennessee and Georgia, the need for a sustainable business model for funding these programs, other agencies' work with fish hatcheries, and partnership efforts to sustain trout hatcheries 3. Public Comments 4. Council Discussion and Advice The RRSC will hear opinions and views of citizens by providing a public comment session. The public comment session will be held at 9:30 a.m., CDT, on Thursday, April 25. Persons wishing to speak are requested to register at the door by 8:30 a.m. on Thursday, April 25 and will be called on during the public comment period.
