List of Approved Spent Fuel Storage Casks: Holtec International HI-STORM 100 Cask System; Certificate of Compliance No. 1014, Amendment No. 9, Revision 1, and Amendment No. 10; Corrections
The U.S. Nuclear Regulatory Commission (NRC) published a direct final rule on January 6, 2016, amending its spent fuel storage regulations by revising the Holtec International, Inc. (Holtec) HI- STORM 100 Cask System listing within the ``List of approved spent fuel storage casks'' to include Amendment No. 9, Revision 1, to Certificate of Compliance (CoC) No. 1014. The direct final rule was effective on March 21, 2016. On March 14, 2016, the NRC published a direct final rule again amending its spent fuel storage regulations by revising the Holtec HI-STORM 100 Cask System listing within the ``List of approved spent fuel storage casks,'' to include Amendment No. 10 to CoC No. 1014. That direct final rule was effective on May 31, 2016. The technical specifications (TS) for both the Holtec HI-STORM 100 Cask System, Amendments No. 9, Revision 1, and No. 10 included minor editorial and non-substantive errors. The purpose of this action is correct these errors.
Preparation of Petitions for Rulemaking and Preparation and Submission of Proposals for Regulatory Guidance Documents
The U.S. Nuclear Regulatory Commission (NRC) is withdrawing Regulatory Guide (RG) 10.12, ``Preparation of Petitions for Rulemaking under 10 CFR 2.802 and Preparation and Submission of Proposals for Regulatory Guidance Documents.'' Regulatory Guide 10.12 is being withdrawn because the guidance in the RG is found in the revised 10 CFR 2.802, ``Petition for Rulemaking,'' and in other user-friendly communication tools, such as the NRC's public Web site.
Southern Nuclear Company, Inc.; Joseph M. Farley Nuclear Plant, Units 1 and 2
The U.S. Nuclear Regulatory Commission (NRC) is considering issuance of an amendment to Renewed Facility Operating License Nos. NPF-2 and NPF-8, held by Southern Nuclear Company, Inc. (SNC, the licensee), for the operation of Joseph M. Farley Nuclear Plant (Farley), Units 1 and 2, respectively, located in Houston County, Alabama. The proposed amendment would revise the implementation date to transition to National Fire Protection Association (NFPA) 805 from November 6, 2017, to the conclusion of the 1R28 spring 2018, refueling outage. The NRC proposes to determine that the license amendment request involves no significant hazards consideration. Because the amendment request contains sensitive unclassified non-safeguards information (SUNSI), an order imposes procedures to obtain access to SUNSI for contention preparation.
Biweekly Notice; Applications and Amendments to Facility Operating Licenses and Combined Licenses Involving No Significant Hazards Considerations
Pursuant to Section 189a. (2) of the Atomic Energy Act of 1954, as amended (the Act), the U.S. Nuclear Regulatory Commission (NRC) is publishing this regular biweekly notice. The Act requires the Commission to publish notice of any amendments issued, or proposed to be issued, and grants the Commission the authority to issue and make immediately effective any amendment to an operating license or combined license, as applicable, upon a determination by the Commission that such amendment involves no significant hazards consideration, notwithstanding the pendency before the Commission of a request for a hearing from any person. This biweekly notice includes all notices of amendments issued, or proposed to be issued, from August 1 to August 14, 2017. The last biweekly notice was published on August 15, 2017.

The information collection is entitled, ``NRC Form 483, Registration CertificateIn Vitro Testing with Byproduct Material Under General License.'' NRC Form 483 will be revised to update instructions and regulatory language.

Notice of Extension of Call for Nominations for the Advisory Committee on the Medical Uses of Isotopes
A call for nominations was published by the U.S. Nuclear Regulatory Commission (NRC) in the Federal Register on June 22, 2017, for the positions of Agreement State representative, nuclear medicine physicist, and Health Care Administrator on the Advisory Committee on the Medical Uses of Isotopes (ACMUI). The nomination period ended on August 21, 2017. This notice confirms a 45-day extension of the nomination period until October 5, 2017, for only the Health Care Administrator position.
Nuclear Criticality Safety Standards for Nuclear Materials Outside Reactor Cores
The U.S. Nuclear Regulatory Commission (NRC) is issuing for public comment draft regulatory guide (DG), DG-3053, ``Nuclear Criticality Safety Standards for Nuclear Materials Outside Reactor Cores.'' This DG would be published as Revision 3 to Regulatory Guide (RG) 3.71. The proposed revision would provide methods that are acceptable to the NRC staff for criticality safety standards used with nuclear materials outside reactor cores. The revision would provide up- to-date guidance based on changes to American National Standards Institute/American Nuclear Society (ANSI/ANS)-8 standards. The revision would also endorse International Organization for Standardization (ISO) Standard 7753:1987, ``Nuclear EnergyPerformance and Testing Requirements for Criticality Detection and Alarm Systems.''
Unified Agenda of Federal Regulatory and Deregulatory Actions
We are publishing our semiannual regulatory agenda (the Agenda) in accordance with Public Law 96-354, ``The Regulatory Flexibility Act,'' and Executive Order 12866, ``Regulatory Planning and Review.'' The Agenda is a compilation of all rulemaking activities on which we have recently completed action or have proposed or are considering action. We have completed 10 rulemaking activities since publication of our last Agenda on December 23, 2016 (81 FR 94894). This issuance of our Agenda contains 34 active and 24 long-term rulemaking activities: 3 are Economically Significant; 8 represent Other Significant agency priorities; 45 are Substantive, Nonsignificant rulemaking activities; and 2 are Administrative rulemaking activities. In addition, 3 rulemaking activities impact small entities. We are requesting comment on the rulemaking activities as identified in this Agenda.
Naturally-Occurring and Accelerator-Produced Radioactive Materials
The U.S. Nuclear Regulatory Commission (NRC) has received a petition for rulemaking from Matthew McKinley on behalf of the Organization of Agreement States (OAS) (the Petitioner) dated April 14, 2017, requesting that the NRC revise its regulations to add radionuclides and their corresponding activities to the list of ``Quantities of Licensed Material Requiring Labeling.'' The petition was docketed by the NRC on June 21, 2017, and has been assigned Docket No. PRM-30-66. The NRC is examining the issues raised in PRM-30-66 to determine whether they should be considered in rulemaking. The NRC is requesting public comment on this petition.

The U.S. Nuclear Regulatory Commission (NRC) received and is considering approval of an application filed by Exelon Generation Company, LLC and its wholly owned subsidiary, Exelon FitzPatrick, LLC (collectively, ``the applicants'') on July 24, 2017. The applicants seek NRC's approval of the direct transfer of ownership of Facility Operating License No. DPR-59 for the James A. FitzPatrick Nuclear Power Plant (FitzPatrick) and general license for the Independent Spent Fuel Storage Installation from Exelon Generation Company, LLC, to Exelon FitzPatrick, LLC. The NRC is also considering amending the renewed facility operating license for administrative purposes to reflect the proposed transfer. The application contains sensitive unclassified non- safeguards information (SUNSI).

Entergy Operations, Inc.; River Bend Station, Unit 1
The U.S. Nuclear Regulatory Commission (NRC) is considering an application for the renewal of operating license NPF-47, which authorizes Entergy Operations, Inc., (the applicant), to operate River Bend Station, Unit 1 (RBS). The renewed license would authorize the applicant to operate RBS for an additional 20 years beyond the period specified in the current license. The current operating license for RBS expires at midnight on August 29, 2025.

Westinghouse Electric Company, LLC
The U.S. Nuclear Regulatory Commission (NRC) issued a confirmatory order (Order) to Westinghouse Electric Company, LLC, (the licensee), confirming the agreement reached in an Alternative Dispute Resolution mediation session held on May 19, 2017, and follow-up discussions held between May 19, 2017, and August 3, 2017. This Order will ensure the licensee restores compliance with NRC's regulations.

The U.S. Nuclear Regulatory Commission (NRC) is confirming the effective date of August 21, 2017, for the direct final rule that was published in the Federal Register on June 6, 2017. The direct final rule amended the NRC's spent fuel storage regulations by revising the ``List of approved spent fuel storage casks'' to include Amendment No. 7 to Certificate of Compliance (CoC) No. 1031 for the NAC International, MAGNASTOR[supreg] Cask System.

The public comment period was originally scheduled to close on August 2, 2017.
