North Anna Power Station Independent Spent Fuel Storage Installation
The U.S. Nuclear Regulatory Commission (NRC) is considering a license amendment request for the Virginia Electric and Power Company's (Dominion) Special Nuclear Materials (SNM) License SNM-2507 for the operation of North Anna Power Station's (NAPS) independent spent fuel storage installation (ISFSI). The proposed amendment would revise the technical specifications (TSs) to allow the loading and storing of high burnup spent nuclear fuel from NAPS, Units 1 and 2, in a single, modified (and instrumented) TN-32B HBU cask.

In the Matter of CampCo, Inc.
The U.S. Nuclear Regulatory Commission (NRC) is issuing a confirmatory order (Order) to CampCo, Inc. (CampCo), to memorialize the agreements reached during an alternative dispute resolution mediation session held on March 22, 2016. This Order will resolve the issues that were identified during an NRC investigation and records inspection related to CampCo's import and distribution of watches containing radioactive material. This Order is effective upon its issuance.
Petition for Rulemaking Submitted by C-10 Research and Education Foundation, Inc.
The U.S. Nuclear Regulatory Commission (NRC) is denying Requests 4 and 9 of a petition for rulemaking (PRM), dated November 24, 2008, filed by Ms. Sandra Gavutis, Executive Director of C-10 Research and Education Foundation, Inc. (the petitioner). The petitioner requested that the NRC amend its regulations concerning dry cask safety, security, transferability, and longevity. The petitioner made 12 specific requests. The NRC previously denied 9 of these requests and accepted 1 request for consideration in the rulemaking process. Two remaining requests were reserved for future rulemaking determinations. The purpose of this Federal Register notice is to announce the NRC's final decision to deny these two remaining requests.
Revision of Fee Schedules; Fee Recovery for Fiscal Year 2016
The U.S. Nuclear Regulatory Commission (NRC) is amending the licensing, inspection, special project, and annual fees charged to its applicants and licensees and, for the first time, the NRC is recovering its costs when it responds to third-party demands for information in litigation where the United States is not a party (``Touhy requests''). These amendments are necessary to implement the Omnibus Budget Reconciliation Act of 1990, as amended (OBRA-90), which requires the NRC to recover approximately 90 percent of its annual budget through fees.
Program-Specific Guidance About Licenses Authorizing Distribution to General Licensees
The U.S. Nuclear Regulatory Commission (NRC) is revising its licensing guidance for licenses authorizing distribution to general licensees. The NRC is requesting public comment on draft NUREG-1556, Volume 16, Revision 1, ``Consolidated Guidance About Materials Licenses: Program-Specific Guidance about Licenses Authorizing Distribution to General Licensees.'' The document has been updated from the previous revision to include information on safety culture, security of radioactive materials, protection of sensitive information, and changes in regulatory policies and practices. This document is intended for use by applicants, licensees, and the NRC staff.

Independent Spent Fuel Storage Installation, Department of Energy; Fort St. Vrain
The U.S. Nuclear Regulatory Commission (NRC) is issuing an exemption in response to a request submitted by the Department of Energy (DOE or the licensee) on April 27, 2016, from NRC's requirement to comply with the terms, conditions, and specifications concerning testing and surveillance in Special Nuclear Material License No. SNM- 2504 for the Fort St. Vrain independent spent fuel storage installation (ISFSI). The exemption request seeks the extension of the time to perform an O-ring leakage rate test required by Technical Specification (TS) 3.3.1 of Appendix A of Special Nuclear Material License No. SNM- 2504 and to perform an aging management surveillance described in the Fort St. Vrain (FSV) Final Safety Analysis Report (FSAR). The DOE requests the dates for performance of the testing and surveillance requirements be extended until December 2016. The NRC previously granted DOE an exemption (80 FR 33299 dated, June 11, 2015) extending the completion date for these actions until June 2016.
Entergy Operations, Inc., River Bend Station, Unit 3
The U.S. Nuclear Regulatory Commission (NRC) is withdrawing an application for a combined license (COL) for a single unit of the Economic Simplified Boiling-Water Reactor. This reactor would be identified as River Bend Station, Unit 3 (RBS3) and would be located at the current River Bend Nuclear Station site near St. Francisville, Louisiana in West Feliciana Parish.
Biweekly Notice: Applications and Amendments to Facility Operating Licenses and Combined Licenses Involving No Significant Hazards Considerations
Pursuant to Section 189a.(2) of the Atomic Energy Act of 1954, as amended (the Act), the U.S. Nuclear Regulatory Commission (NRC) is publishing this regular biweekly notice. The Act requires the Commission to publish notice of any amendments issued, or proposed to be issued, and grants the Commission the authority to issue and make immediately effective any amendment to an operating license or combined license, as applicable, upon a determination by the Commission that such amendment involves no significant hazards consideration, notwithstanding the pendency before the Commission of a request for a hearing from any person. This biweekly notice includes all notices of amendments issued, or proposed to be issued from May 24, 2016, to June 6, 2016. The last biweekly notice was published on June 7, 2016 (81 FR 36613).

The U.S. Nuclear Regulatory Commission (NRC) is issuing an exemption in response to a request submitted by Xcel Energy on September 29, 2015, from meeting Technical Specification (TS) 1.2.5 of Attachment A of Certificate of Compliance (CoC) No. 1004, Amendment No. 10, which requires that all dry shielded canister (DSC) closure welds, except those subjected to full volumetric inspection, shall be dye penetrant tested in accordance with the requirements of American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel (B&PV) Code Section III, Division 1, Article NB-5000. This exemption applies to one loaded Standardized NUHOMS[supreg] 61BTH, DSC 16 (DSC 16), at the Monticello Nuclear Generating Plant (MNGP) Independent Spent Fuel Storage Installation (ISFSI).

Dominion Nuclear Connecticut, Inc., et al.; Millstone Power Station, Unit No. 3
The U.S. Nuclear Regulatory Commission (NRC) is considering issuance of an amendment to Facility Operating License No. NPF-49, issued to Dominion Nuclear Connecticut, Inc., et al. (the licensee), for operation of the Millstone Power Station, Unit No. 3 (MPS3). The proposed amendment would revise the Technical Specifications (TSs) to enable the use of Dominion nuclear safety and reload core design methods for MPS3, address the issues identified in three Westinghouse communication documents, and update approved reference methodologies in the TSs. The amendment would also relocate certain equations, supporting descriptions, and surveillance requirements from the TSs to licensee-controlled documents.
Fuel Retrievability in Spent Fuel Storage Applications
The U.S. Nuclear Regulatory Commission (NRC) is issuing Interim Staff Guidance (ISG)-2, Revision 2, ``Fuel Retrievability in Spent Fuel Storage Applications.'' This revision to the guidance was developed to improve regulatory clarity due to uncertain duration of spent fuel storage in an independent spent fuel storage installation (ISFSI). The revision is to provide improved guidance to the staff on the practical implementation of determining whether storage systems are designed to allow ready retrieval of spent fuel.
Advisory Committee on the Medical Uses of Isotopes: Meeting Notice
The U.S. Nuclear Regulatory Commission will convene a teleconference meeting of the Advisory Committee on the Medical Uses of Isotopes (ACMUI) on June 24, 2016, to discuss the draft report of the ACMUI Radioactive Seed Localization (RSL) Subcommittee and discuss potential rulemaking to expand the financial assurance requirements for some radioactive byproduct material. The RSL report will include the subcommittee's comments on the draft RSL licensing guidance. For the second topic, NRC staff will summarize the results of a recently completed scoping study to determine whether financial planning requirements for decommissioning and end-of-life management for some radioactive byproduct material, are necessary. NRC staff believes that the financial assurance requirements in Title 10 of the Code of Federal Regulations (10 CFR) Section 30.35 should be expanded to include all byproduct material Category 1 and 2 radioactive sealed sources tracked in the National Source Tracking System. Changes to Aging Management Guidance for Various Steam Generator Components
The U.S. Nuclear Regulatory Commission (NRC) is seeking public comment on the draft License Renewal Interim Staff Guidance (LR-ISG), LR-ISG-2016-01, ``Changes to Aging Management Guidance for Various Steam Generator Components.'' The draft LR-ISG describes changes to the aging management guidance for steam generator components in NUREG-1801, ``Generic Aging Lessons Learned (GALL) Report,'' Revision 2, and NUREG- 1800, ``Standard Review Plan for Review of License Renewal Applications for Nuclear Power Plants'' (SRP-LR), Revision 2. This draft LR-ISG includes changes to GALL Report aging management program (AMP) XI.M19, ``Steam Generators,'' and the aging management review (AMR) items in the GALL Report and SRP-LR for the steam generator components.
Consequential SGTR Analysis for Westinghouse and Combustion Engineering Plants With Thermally-Treated Alloy 600 and 690 Steam Generator Tubes
The U.S. Nuclear Regulatory Commission (NRC) is issuing for public comment a draft NUREG, NUREG-2195, ``Consequential SGTR Analysis for Westinghouse and Combustion Engineering Plants with Thermally Treated Alloy 600 and 690 Steam Generator Tubes.'' This report summarizes severe accident-induced consequential steam generator tube rupture (C-SGTR) analyses recently performed by the NRC's Office of Nuclear Regulatory Research. The analyses described in this report include risk assessment, thermal- hydraulic analyses, and materials behavior analyses.

Applications and Amendments to Facility Operating Licenses and Combined Licenses Involving Proposed No Significant Hazards Considerations and Containing Sensitive Unclassified Non-Safeguards Information and Order Imposing Procedures for Access to Sensitive Unclassified Non-Safeguards Information
The U.S. Nuclear Regulatory Commission (NRC) received and is considering approval of five amendment requests. The amendment requests are for Palisades Nuclear Plant (PNP); Donald C. Cook Nuclear Plant, Units 1 and 2; Fort Calhoun Station, Unit No. 1; Diablo Canyon Nuclear Power Plant, Units 1 and 2; and Hope Creek Generating Station. For each amendment request, the NRC proposes to determine that they involve no significant hazards consideration. In addition, each amendment request contains sensitive unclassified non-safeguards information (SUNSI).
Report to Congress on Abnormal Occurrences; Fiscal Year 2015; Dissemination of Information
The U.S. Nuclear Regulatory Commission (NRC) is issuing NUREG- 0090, Volume 38, ``Report to Congress on Abnormal Occurrences: Fiscal Year 2015.'' The report describes a total of 17 events for Fiscal Year (FY) 2015. Fifteen events involved Agreement State licensees and two events involved NRC licensees.
Waterford Steam Electric Station, Unit 1
The U.S. Nuclear Regulatory Commission will conduct a scoping process to gather the information necessary to prepare an environmental impact statement (EIS) to evaluate the environmental impacts for the renewal of the operating license for Waterford Steam Electric Station, Unit 1 (Waterford). The NRC is seeking stakeholder input on this action and has scheduled a public meeting.
Nuclear Waste Partnerships, LLC
The U.S. Nuclear Regulatory Commission (NRC) is issuing an environmental assessment (EA) and finding of no significant impact (FONSI) for an exemption request from the Nuclear Waste Partnerships, LLC, (NWP) for the one-time shipment of transuranic waste in two TRUPACT-III packages from the Savannah River Site (SRS), Aiken, South Carolina, to the Waste Isolation Pilot Plant (WIPP), Carlsbad, New Mexico.
In the Matter of LaCrosse Solutions, LLC; Dairyland Power Cooperative, La Crosse Boiling Water Reactor
The U.S. Nuclear Regulatory Commission (NRC) is issuing an order approving the direct transfer of Possession Only License No. DPR- 45 for the La Crosse Boiling Water Reactor (LACBWR) from the current holder, Dairyland Power Cooperative (DPC), to LaCrosseSolutions, LLC (LS) a wholly-owned subsidiary of EnergySolutions, LLC (ES). The NRC is also amending the facility operating license for administrative purposes to reflect the license transfer from DPC to LS. The NRC confirmed that LS met the regulatory, legal, technical, and financial obligations necessary to qualify them as a transferee, and determined that the transferee is qualified to be the holder of the license; and the transfer of the license is otherwise consistent with the applicable provisions of law, regulations, and orders issued by the Commission. The order approving the transfer of the LACBWR license to ES became effective on May 20, 2016.
Policy Statement for the Agreement State Program
The U.S. Nuclear Regulatory Commission (NRC) has revised and consolidated two policy statements on NRC's Agreement State Programs: the ``Policy Statement on Adequacy and Compatibility of Agreement State Programs'' and the ``Statement of Principles and Policy for the Agreement State Program.'' The resulting proposed single policy statement has been revised to add that public health and safety includes physical protection of agreement material.\1\
Virgil C. Summer Nuclear Station, Units 2 and 3; South Carolina Electric & Gas Company, South Carolina Public Service Authority, Consolidation of Class 1E DC and Uninterruptible Power Supply System Spare Battery Termination Boxes
The U.S. Nuclear Regulatory Commission (NRC) is granting an exemption to allow changes to the certification information of Tier 1 of the AP1000 generic design control document (DCD) and issuing License Amendment No. 43 to Combined Licenses (COL), NPF-93 and NPF-94. The COLs were issued to South Carolina Electric & Gas Company (SCE&G), and South Carolina Public Service Authority (together called the licensee) in March 2012, for the construction and operation of the Virgil C. Summer Nuclear Station (VCSNS), Units 2 and 3, located in Fairfield County, South Carolina.
Programmable Logic Computers in Nuclear Power Plant Control Systems
The U.S. Nuclear Regulatory Commission (NRC) is denying a petition for rulemaking (PRM), filed by Mr. Alan Morris (petitioner) on March 14, 2013, as supplemented most recently on December 19, 2013. The petition was docketed by the NRC on February 7, 2014, and was assigned Docket No. PRM-73-17. The petitioner requested that the NRC require that his ``new-design programmable logic computers [PLCs]'' be installed in the control systems of nuclear power plants to block malware attacks on the industrial control systems of those facilities. In addition, the petitioner requested that nuclear power plant staff be trained ``in the programming and handling of the non-rewriteable memories'' for nuclear power plants. The NRC is denying the petition because the petitioner did not present any significant new information or arguments that would support the requested changes, nor has he demonstrated that a need exists for a new regulation requiring the installation of his new-design PLCs in the control systems of NRC- licensed nuclear power plants.
