The U.S. Nuclear Regulatory Commission (NRC) has received an application from the Westinghouse Electric Company, LLC (Westinghouse or the licensee) to renew special nuclear material (SNM) license number SNM-1107 that authorizes Westinghouse to manufacture nuclear fuel assemblies at the Columbia Fuel Fabrication Facility (CFFF) in Hopkins, SC, for use in commercial nuclear power plants. The license renewal would allow Westinghouse to continue licensed activities for 40 years from the date that a renewed license is issued.

The U.S. Nuclear Regulatory Commission (NRC) has granted the request of PPL Susquehanna, LLC to withdraw its application dated September 18, 2012, as supplemented by letter dated May 10, 2013, for a proposed amendment to Renewed Facility Operating License Nos. NPF-14 and NPF-22 for the Susquehanna Steam Electric Station, Units 1 and 2. The proposed amendment would have changed Technical Specification (TS) Surveillance Requirements 3.8.1.9, 3.8.1.11, 3.8.1.12, and 3.8.1.19 in TS 3.8.1, ``AC SourcesOperating.'' Specifically, the proposed amendments would increase the diesel generator (DG) acceptable minimum steady state voltage when operating in emergency/isochronous mode.

The U.S. Nuclear Regulatory Commission (NRC) is soliciting public comment on its draft Interim Staff Guidance (ISG) for Natural Phenomena Hazards (NPH) in Fuel Cycle Facilities. Fuel cycle facility licensees are required to conduct and maintain an Integrated Safety Analysis (ISA). This analysis must examine potential accident sequences caused by process deviations or other events internal to the facility and credible external events, including natural phenomena. During inspections of selected fuel cycle facilities to confirm that the facilities were in compliance with regulatory requirements to address natural phenomena hazards, the NRC staff identified several unresolved items (URIs). The ISG provides criteria and methods that the staff can use to review the treatment of NPH at fuel cycle facilities as evaluated in the facility ISA.

The U.S. Nuclear Regulatory Commission (NRC) has granted the request of Nebraska Public Power District to withdraw its application dated June 2, 2014, for a proposed amendment to Facility Operating License No. DPR-46. The proposed amendment would have revised the Cooper Nuclear Station Technical Specifications (TS) to update Figure 4.1-1, ``Site and Exclusion Area Boundaries and Low Population Zone,'' to reflect the current site layout.

The U.S. Nuclear Regulatory Commission (NRC) is considering issuance of an amendment to Facility Operating License Nos. DPR-80 and DPR-82 and Special Nuclear Materials License No. SNM-2511 issued to Pacific Gas and Electric Company. The NRC proposes to determine that the amendment request involves no significant hazards consideration. In addition, the amendment request contains Sensitive Unclassified Non- Safeguards Information (SUNSI).

The U.S. Nuclear Regulatory Commission (NRC) has received an application from Kennecott Uranium Company for renewal of Materials License No. SUA-1530, which authorizes the operation of a uranium milling facility in Sweetwater County, Wyoming (Kennecott Facility). If approved, the license renewal would allow the Kennecott Facility to be operated for an additional 10-year period through November 2024.

The U.S. Nuclear Regulatory Commission (NRC) is giving notice that by petition dated July 18, 2014, as supplemented, Mr. Thomas Saporito (the petitioner) requested that the NRC take enforcement action with regard to Florida Power & Light Company (FPL or the licensee). The petitioner's requests are included in the SUPPLEMENTARY INFORMATION section of this document.

On December 11, 2014, the U.S. Nuclear Regulatory Commission (NRC) solicited comments on draft regulatory guide (DG), DG-4023, ``Aquatic Environmental Studies for Nuclear Power Stations.'' The public comment period was originally scheduled to close on February 9, 2015. The NRC has decided to extend the public comment period to allow more time for members of the public to develop and submit their comments.

The U.S. Nuclear Regulatory Commission (NRC) is amending its spent fuel storage regulations by revising the Holtec International HI- STORM 100 Cask System listing within the ``List of approved spent fuel storage casks'' to add Revision No. 1 to Amendment No. 8 (effective May 2, 2012, and corrected on November 16, 2012), to the Certificate of Compliance (CoC) No. 1014. Amendment No. 8, Revision No. 1, changes burnup/cooling time limits for thimble plug devices; changes Metamic-HT material testing requirements; changes Metamic-HT material minimum guaranteed values; and updates fuel definitions to allow boiling water reactor fuel affected by certain corrosion mechanisms with specific guidelines to be classified as undamaged fuel.

The U.S. Nuclear Regulatory Commission (NRC) staff has determined that the inspections, tests, and analyses have been successfully completed, and that the specified acceptance criteria are met for inspections, tests, analyses, and acceptance criteria (ITAAC) 3.3.00.09, for the Vogtle Unit 4 Combined License.

The U.S. Nuclear Regulatory Commission (NRC) acknowledges receipt of the application for a standard design certification of the APR1400 Standard Plant Design submitted by Korea Hydro and Nuclear Power Co., Ltd. (KHNP) and Korea Electric Power Corporation (KEPCO).

Pursuant to Section 189a. (2) of the Atomic Energy Act of 1954, as amended (the Act), the U.S. Nuclear Regulatory Commission (NRC) is publishing this regular biweekly notice. The Act requires the Commission to publish notice of any amendments issued, or proposed to be issued, and grants the Commission the authority to issue and make immediately effective, any amendment to an operating license or combined license, as applicable, upon a determination by the Commission that such amendment involves no significant hazards consideration, notwithstanding the pendency before the Commission of a request for a hearing from any person. This biweekly notice includes all notices of amendments issued, or proposed to be issued, from January 8, 2015, to January 21, 2015. The last biweekly notice was published on January 20, 2015.

In addition, each amendment request contains sensitive unclassified non-safeguards information (SUNSI).

The U.S. Nuclear Regulatory Commission (NRC) has recently submitted to OMB for review the following proposal for the collection of information under the provisions of the Paperwork Reduction Act of 1995 (44 U.S.C. Chapter 35). The NRC hereby informs potential respondents that an agency may not conduct or sponsor, and that a person is not required to respond to, a collection of information unless it displays a currently valid OMB control number. The NRC published a Federal Register notice with a 60-day comment period on this information collection on October 9, 2014. 1. Type of submission, new, revision, or extension: Extension. 2. The title of the information collection: NRC Form 313, ``Application for Materials License'' and NRC Forms 313A (RSO), 313A (AMP), 313A (ANP), 313A (AUD), 313A (AUT), and 313A (AUS). 3. Current OMB approval number: 3150-0120. 4. The form number if applicable: NRC Form 313 and NRC Forms 313A (RSO), 313A (AMP), 313A (ANP), 313A (AUD), 313A (AUT), and 313A (AUS). 5. How often the collection is required: There is a one-time submittal of the NRC Form 313 (which may include the NRC Form 313A series of forms) with information to receive a license. Once a specific license has been issued, there is a 10-year resubmittal of the NRC Form 313 (which may include the NRC form 313A series of forms) with information for renewal of the license. Amendment requests are submitted as needed by the licensee. There is a one-time submittal for all limited specific medical use applicants of an NRC Form 313A series form to have each new individual identified as a Radiation Safety Officer (RSO), authorized medical physicist (AMP), authorized nuclear pharmacist (ANP), or authorized user or a subsequent submittal of additional information for one of these individuals to be identified with a new authorization on a limited specific medical use license. The NRC Form 313A (RSO) is also used by medical broad scope licensees when identifying a new individual as an RSO or adding an additional RSO authorization for the individual. This submittal may occur when applying for a new license, amendment, or renewal. The NRC Form 313A (ANP) is also used by commercial nuclear pharmacy licensees when requesting an individual be identified for the first time as ANP. This submittal may occur when applying for a new license, amendment, or renewal. 6. Who will be required or asked to report: All applicants requesting a license, amendment or renewal of a license for byproduct or source material. 7. An estimate of the number of annual responses: 14,400 (2,000 NRC licensee responses and 12,400 Agreement State licensee responses). 8. The estimated number of annual respondents: 14,400 (2,000 NRC licensees and 12,400 Agreement State licensees). 9.
