Event Reporting Guidelines
The U.S. Nuclear Regulatory Commission (NRC) is issuing NUREG- 1022, Revision 3, Supplement 1, ``Event Reporting Guidelines: 10 CFR 50.72(b)(3)(xiii).'' This final NUREG-1022, Revision 3, Supplement 1 endorses the Nuclear Energy Institute (NEI) 13-01, ``Reportable Action Levels for Loss of Emergency Preparedness Capabilities,'' dated July 2014. NEI 13-01 provides specific guidance for reporting to the NRC any event that results in a major loss of emergency assessment capability, offsite response capability, or offsite communications capability.
Safeguards Information-Modified Handling Categorization; Change for Materials Facilities
The U.S. Nuclear Regulatory Commission (NRC) is proposing to amend its regulations to remove the Safeguards InformationModified Handling (SGI-M) designation of the security-related information for large irradiators, manufacturers and distributors, and for transport of category 1 quantities of radioactive material. The rulemaking would also result in the removal of the SGI-M designation of the security- related information for the transportation of irradiated reactor fuel that weighs 100 grams or less in net weight of irradiated fuel. The security-related information for these facilities and the transportation of certain materials would no longer be designated as SGI-M and would be protected under the information protection requirements that apply to other materials licensees that possess category 1 and category 2 quantities of radioactive material.

Biweekly Notice; Applications and Amendments to Facility Operating Licenses and Combined Licenses Involving No Significant Hazards Considerations
Pursuant to Section 189a. (2) of the Atomic Energy Act of 1954, as amended (the Act), the U.S. Nuclear Regulatory Commission (NRC) is publishing this regular biweekly notice. The Act requires the Commission to publish notice of any amendments issued, or proposed to be issued and grants the Commission the authority to issue and make immediately effective any amendment to an operating license or combined license, as applicable, upon a determination by the Commission that such amendment involves no significant hazards consideration, notwithstanding the pendency before the Commission of a request for a hearing from any person. This biweekly notice includes all notices of amendments issued, or proposed to be issued from September 4, 2014 to September 17, 2014. The last biweekly notice was published on September 16, 2014.
Vogtle Electric Generating Plant, Units 3 and 4; Southern Nuclear Operating Company; Reclassification of Portions of Human Factors Verification and Validation Planning Documents
The U.S. Nuclear Regulatory Commission (NRC) is granting an exemption to allow a departure from the certification information of Tier 2* of the generic design control document (DCD) and issuing License Amendment No. 22 to Combined Licenses (COL), NPF-91 and NPF-92. The COLs were issued to Southern Nuclear Operating Company (SNC), Georgia Power Company, Oglethorpe Power Corporation, Municipal Electric Authority of Georgia, and City of Dalton, Georgia (the licensee), for construction and operation of the Vogtle Electric Generating Plant, Units 3 and 4, located in Burke County, Georgia. The amendment revises the updated final safety analysis report (UFSAR) by reclassifying portions of the five Tier 2* Human Factors & Validation (V&V) Technical Reports listed in UFSAR Table 1.6-1 and Chapter 18, Subsection 18.11.2. The granting of the exemption allows the changes to Tier 2* information asked for in the amendment. Because the acceptability of the exemption was determined in part by the acceptability of the amendment, the exemption and amendment are being issued concurrently.

The NRC uses PI information and inspection results in its Reactor Oversight Process to make decisions about plant performance and regulatory response. Licensees transmit PIs electronically to reduce burden on themselves and the NRC. This rule increases the time licensees are allowed to submit a written follow-up report from within 30 days to within 60 days after the initial report of an event, updates the reporting framework for certain situations, and removes redundant reporting requirements. These amendments affect a licensee or an applicant that is, or plans to be, authorized to possess greater than a critical mass of special nuclear material. This action resulted from a petition for rulemaking (PRM) received by the NRC (PRM-70-8). As a result of this direct final rule, the NRC's ``FCSS [Fuel Cycle Safety and Safeguards] Interim Staff Guidance-12, Revision 1, 10 CFR [Title 10 of the Code of Federal Regulations] Part 70Reportable Safety Events'' contains minor editorial updates that reflect the amendments.

Entergy Nuclear Operations, Inc.; Pilgrim Nuclear Power Station
The U.S. Nuclear Regulatory Commission (NRC) is considering issuance of an amendment to Facility Operating License No. DPR-35, issued to Entergy Nuclear Operations, Inc., for operation of the Pilgrim Nuclear Power Station. The proposed amendment would revise Technical Specification (TS) 4.3.4.b to reflect the removal of the energy absorbing pad from the spent fuel pool and the installation of a leveling platform.
Protection of Digital Computer and Communication Systems and Networks
The U.S. Nuclear Regulatory Commission (NRC) has received a petition for rulemaking (PRM) from Anthony Pietrangelo, filed on behalf of the Nuclear Energy Institute (NEI or the petitioner) on June 12, 2014. The petitioner requests that the NRC revise its cyber security requirements to ensure that its regulations prevent radiological sabotage and adequately protect the public health and safety and common defense and security. The NRC is requesting public comment on the petition for rulemaking.
Medical Use of Byproduct Material-Medical Event Definitions, Training and Experience, and Clarifying Amendments; Correction
The U.S. Nuclear Regulatory Commission (NRC) published a proposed rule appearing in the Federal Register (FR) on July 21, 2014, to amend the NRC's regulations related to the medical use of byproduct material. The public comment period for the information collection aspects of the proposed rule was to have ended on August 20, 2014. However, the proposed rule inadvertently omitted the one-time implementation costs from the information collection burden estimate. This action sets out the corrected information collection burden estimate in its entirety and allows the public 30 days to comment from the date of publication of this action.
Generic Environmental Impact Statement for Continued Storage of Spent Nuclear Fuel
Notice is hereby given that the U.S. Nuclear Regulatory Commission (NRC) has published the final generic environmental impact statement (GEIS), NUREG-2157, ``Generic Environmental Impact Statement for Continued Storage of Spent Nuclear Fuel.'' NUREG-2157 addresses the environmental impacts of continued storage of spent nuclear fuel beyond the licensed life for operations of a reactor and provides a regulatory basis for the NRC's final rule on the environmental impacts of continued storage of spent nuclear fuel beyond the licensed life for operations of a reactor.
Continued Storage of Spent Nuclear Fuel
The U.S. Nuclear Regulatory Commission (NRC) is revising its generic determination regarding the environmental impacts of the continued storage of spent nuclear fuel beyond a reactor's licensed life for operation and prior to ultimate disposal. The NRC prepared a final generic environmental impact statement that provides a regulatory basis for this final rule. The Commission concludes that the generic environmental impact statement generically determines the environmental impacts of continued storage of spent nuclear fuel beyond the licensed life for operation of a reactor. The final rule also clarifies that the generic determination applies to license renewal for an independent spent fuel storage installation (ISFSI), reactor construction permits, and early site permits. The final rule clarifies how the generic determination will be used in future NRC environmental reviews, and makes changes to improve readability. Finally, the final rule makes conforming amendments to the determinations on the environmental effects of renewing the operating license of a nuclear power plant to address issues related to the onsite storage of spent nuclear fuel and offsite radiological impacts of spent nuclear fuel and high-level waste disposal.
Acute Uranium Standards for Integrated Safety Analyses
The U.S. Nuclear Regulatory Commission (NRC) is soliciting public comment on its draft Interim Staff Guidance (ISG) Acute Uranium Exposure Standards. Fuel cycle facilities are required to submit Integrated Safety Analysis (ISA) summaries which include ``proposed quantitative standards.'' These standards are used to determine when acute chemical exposure events analyzed in the ISA result in high or intermediate consequences. The NRC has developed an ISG document that identifies uranium intake quantities the staff finds acceptable for classifying uranium exposure events analyzed in ISAs.

Southern California Edison Company; San Onofre Nuclear Generating Station, Units 2 and 3
The U.S. Nuclear Regulatory Commission (NRC) is issuing exemptions in response to a February 13, 2014, request from Southern California Edison Company (SCE, or the licensee), representing itself and the other owners. The exemptions would permit the use of San Onofre Nuclear Generating Station (SONGS), Units 2 and 3, decommissioning Trust funds for purposes other than decommissioning activities and would allow the licensee to use withdrawals from the decommissioning Trust funds without prior notification to the NRC. The NRC has reviewed the Trusts and determined that, at this time, there is reasonable assurance of sufficient financial resources in the Trusts to complete decommissioning activities.

The U.S. Nuclear Regulatory Commission (NRC) is issuing Revision 2 to Regulatory Guide (RG) 8.20, ``Applications of Bioassay for Iodine-125 and Iodine-131.'' The title of this regulatory guide has been changed to ``Applications of Bioassay for Radioiodine.'' It describes methods and criteria acceptable to the NRC staff for the development and implementation of a bioassay program by licensees handling or processing unsealed materials containing Iodine-123 (I- 123), Iodine-124 (I-124), Iodine-125 (I-125), Iodine-129 (I-129), and Iodine-131 (I-131), or a combination of these radionuclides.
UniStar Nuclear Energy; Combined License Application for Calvert Cliffs Power Plant, Unit 3
The U.S. Nuclear Regulatory Commission (NRC) is issuing an exemption in a response to a November 19, 2013, request from UniStar Nuclear Energy (UNE), on behalf of Calvert Cliffs Nuclear Project, LLC and UniStar Nuclear Operating Services, LLC which requested an exemption from Final Safety Analysis Report (FSAR) updates included in their Combined License (COL) application. The NRC staff reviewed this request and determined that it is appropriate to grant the exemption, but stipulated that the updates to the FSAR must be submitted prior to, or coincident with, the resumption of the COL application review or by December 31, 2014, whichever comes first.

The U.S. Nuclear Regulatory Commission (NRC) is proposing to amend its spent fuel storage regulations by adding the Holtec International HI-STORM Underground Maximum Capacity (UMAX) Canister Storage System, Certificate of Compliance (CoC) No. 1040, to the ``List of approved spent fuel storage casks.'' Uranerz Energy Corporation
The U.S. Nuclear Regulatory Commission (NRC) is issuing a temporary exemption from certain NRC financial assurance requirements to Uranerz Energy Corporation, (Uranerz) in response to its annual financial assurance update for the Nichols Ranch in-situ recovery (ISR) Project. Issuance of this temporary exemption will not remove the requirement for Uranerz to provide adequate financial assurance through an approved mechanism, but will allow the NRC staff to further evaluate whether the State of Wyoming's separate account provision for financial assurance instruments it holds is consistent with the NRC's requirement for a standby trust agreement.
Applications and Amendments to Facility Operating Licenses and Combined Licenses Involving Proposed No Significant Hazards Considerations and Containing Sensitive Unclassified Non-Safeguards Information and Order Imposing Procedures for Access to Sensitive Unclassified Non-Safeguards Information
The U.S. Nuclear Regulatory Commission (NRC) received and is considering approval of six amendment requests. The amendment requests are for Fermi 2; Beaver Valley Power Station, Units 1 and 2; Monticello Nuclear Generating Plant; South Texas Project, Units 1 and 2; Hope Creek Generating Station and Salem Nuclear Generating Station, Units 1 and 2; South Texas Project, Units 1 and 2; and Wolf Creek Generating Station. For each amendment request, the NRC proposes to determine that they involve no significant hazards consideration. In addition, each amendment request contains sensitive unclassified non-safeguards information (SUNSI).
Energy Northwest; Columbia Generating Station
The U.S. Nuclear Regulatory Commission (NRC) is considering issuance of an amendment to Facility Operating License No. NPF-21, issued to Energy Northwest, for operation of the Columbia Generating Station. The proposed amendment would revise the technical specification surveillance requirement for the ultimate heat sink to clarify that spray pond level is the average of the level in both ponds.

The U.S. Nuclear Regulatory Commission (NRC) staff is issuing its final Interim Staff Guidance (ISG) Combined License and Early Site Permit (COL/ESP) No. 027 (COL/ESP-ISG-027), ``Specific Environmental Guidance for Light Water Small Modular Reactor Reviews.'' The purpose of this ISG is to clarify the NRC guidance and application of NUREG- 1555, ``Standard Review Plans for Environmental Reviews for Nuclear Power Plants: Environmental Standard Review Plan,'' with respect to environmental reviews for applications for licenses to construct and operate light water small modular reactors (SMRs). This guidance applies to environmental reviews associated with light water SMR applications for limited work authorizations, construction permits, operating licenses, early site permits (ESPs), and combined licenses (COLs).

NSPM is requesting a revision to the Technical Specifications of the TN-40 and TN-40HT casks utilized at the Prairie Island Independent Spent Fuel Storage Installation located in Welch, Minnesota. The NRC is evaluating whether approval of this request would be categorically excluded from the requirement to prepare an environmental assessment.
Conducting the Section 106 Process of the National Historic Preservation Act for Uranium Recovery Licensing Actions
The U.S. Nuclear Regulatory Commission (NRC) published on June 18, 2014, a notice requesting public comment on draft Interim Staff Guidance (ISG), FSME-ISG-02, ``Guidance for Conducting the Section 106 Process of the National Historic Preservation Act for Uranium Recovery Licensing Actions.'' The purpose of this notice is to extend the comment period for the draft ISG. The public comment period was originally scheduled to close on September 2, 2014. The NRC has decided to extend the public-comment period on this document until November 17, 2014, to allow more time for members of the public to submit their comments.
