The U.S. Nuclear Regulatory Commission (NRC) is correcting a final rule that was published in the Federal Register (FR) on June 30, 2014, and amended the licensing, inspection, and annual fees charged to the NRC's applicants and licensees. This action is necessary to correct a typographical error in the fee category description in the Schedule of fees for materials licenses and other regulatory services, including inspections, and import and export licenses. NRC is also correcting a percentage shown for FY 2014 in Table VII, Effort Factors for Fuel Facilities.

The U.S. Nuclear Regulatory Commission (NRC) has renewed Materials License No. SNM-2014 held by Tennessee Valley Authority (TVA) to possess, inspect and store an initial core of special nuclear material (SNM) in the form of fresh fuel assemblies at TVA's Watts Bar site in Spring City, Tennessee. On August, 23, 2012, TVA submitted its renewal application for their SNM license to extend their license expiration. NRC has reviewed TVA's license renewal application and submittals, and has renewed TVA's license to expire on September 30, 2017.

Form 354 identifies the respondent, the marriage, and data on the spouse and spouse's parents. This information permits the NRC to make initial security determinations and to assure there is no increased risk to the common defense and security. We are required to publish this notice in the Federal Register under the provisions of the Paperwork Reduction Act of 1995 (44 U.S.C. Chapter 35). Information pertaining to the requirement to be submitted: 1. The title of the information collection: 10 CFR Part 54, ``Requirements for Renewal of Operating Licenses for Nuclear Power Plants.'' 2. Current OMB approval number: 3150-0155. 3. How often the collection is required: There is a one-time application for any licensee wishing to renew the operating license for its nuclear power plant. There is a one-time requirement for each licensee with a renewed operating license to submit a letter documenting the completion of inspection and testing activities. All holders of renewed licenses must perform yearly record keeping. 4. Who is required or asked to report: Commercial nuclear power plant licensees who wish to renew their operating licenses and holders of renewed licenses. 5. The number of annual respondents: 58 (52 recordkeepers + 6 responses (2 license renewal applications expected on average + 4 letters documenting the completion of inspection and testing activities expected on average)). 6. The number of hours needed annually to complete the requirement or request: 220,340 hours (168,340 hours of reporting + 52,000 hours of recordkeeping). 7. Abstract: Part 54 of Title 10 of the Code of Federal Regulations (10 CFR), establishes license renewal requirements for commercial nuclear power plants and describes the information that licensees must submit to the NRC when applying for a license renewal. The application must contain information on how the licensee will manage the detrimental effects of age-related degradation on certain plant systems, structures, and components so as to continue the plant's safe operation during the renewal term. The NRC needs this information to determine whether the licensee's actions will be effective in assuring the plants' continued safe operation during the period of extended operation. Holders of renewed licenses must retain in an auditable and retrievable form, for the term of the renewed operating license, all information and documentation required to document compliance with 10 CFR Part 54. The NRC needs access to this information for continuing effective regulatory oversight. Submit, by October 27, 2014, comments that address the following questions: 1. How often the collection is required: NRC Form 241 must be submitted each time an Agreement State licensee wants to engage in or revise its activities involving the use of radioactive byproduct material in a non-Agreement State, areas of exclusive Federal jurisdiction, or offshore waters. The NRC may waive the requirements for filing additional copies of NRC Form 241 during the remainder of the calendar year following receipt of the initial form. 6. Who will be required or asked to report: Any licensee who holds a specific license from an Agreement State and wants to conduct the same activity in non-Agreement States, areas of exclusive Federal jurisdiction, or offshore waters under the general license in Sec. 150.20 of Title 10 of the Code of Federal Regulations (10 CFR). 7. An estimate of the number of annual responses: 1,562 responses. 8. The estimated number of annual respondents: 153 respondents. 9. An estimate of the total number of hours needed annually to complete the requirement or request: 293.25 hours (76.5 hours for initial submission + 201.25 hours for changes + 15.5 hours for clarifications). 10. Abstract: Any Agreement State licensee who engages in the use of radioactive material in non-Agreement States, areas of exclusive Federal jurisdiction, or offshore waters, under the general license in 10 CFR 150.20, is required to file, with the NRC Regional Administrator for the Region in which the Agreement State that issues the license is located, a copy of NRC Form 241 (``Report of Proposed Activities in Non-Agreement States, Areas of Exclusive Federal Jurisdiction, or Offshore Waters''), a copy of its Agreement State specific license, and the appropriate fee as prescribed in 10 CFR 170.31 at least 3 days before engaging in such activity. This mandatory notification permits the NRC to schedule inspections of the activities to determine whether the activities are being conducted in accordance with requirements for protection of the public health and safety. The U.S. Nuclear Regulatory Commission (NRC) approved a request by Florida Power & Light Company (the licensee) for amendments to Renewed Facility Operating License Nos. DPR-31 and DPR-41, issued to the licensee for operation of Turkey Point Nuclear Generating Units 3 and 4 (Turkey Point), located in Miami-Dade County, Florida. The amendments revise the ultimate heat sink (UHS) water temperature limit in the Turkey Point Technical Specifications (TSs) from 100 to 104 degrees Fahrenheit ([deg]F) and revise surveillance requirements for monitoring the UHS temperature and component cooling water (CCW) heat exchangers. The amendments also made editorial changes to the TSs. The Staff finds that the application for the license amendments complies with the requirements of the Atomic Energy Act of 1954, as amended, and the NRC's regulations.

The U.S. Nuclear Regulatory Commission (NRC) is considering an amendment to License No. 42-23539-01AF (Docket No. 030-28641) which authorizes the unrestricted release of Radioactive Waste Site RW-06 at Kirtland Air Force Base. The NRC has reviewed the Department of the Air Force's final status survey report and conducted an independent confirmatory survey of the site. The NRC concludes that the site meets the radiological criteria established in regulations for unrestricted use. The NRC plans to approve the final status survey report and issue an amendment to the license which allows Site RW-06 to be released for unrestricted use.

In addition, reportable occurrences, or unusual events, equipment failures, construction problems, and issues discovered or raised during safety reviews are brought to the attention of the NRC through licensee reporting procedures and the safety review process. The emergent event or issue may present a situation in which the NRC does not have enough information to support regulatory decision making regarding an appropriate course of action to address the event or issue. These licensees will also follow written material accounting and control procedures, although actual reporting of transfer and material balance records to the IAEA will be done through the U. S. The U.S. Nuclear Regulatory Commission (NRC) is granting an exemption to allow a departure from the certification information of Tier 1 of the generic design control document (DCD) and issuing License Amendment No. 12 to Combined Licenses (COL) NPF-93 and NPF-94. The COLs were issued to South Carolina Electric and Gas (SCE&G) and South Carolina Public Service Authority (Santee Cooper) (the licensee), for construction and operation of the Virgil C. Summer Nuclear Station (VCSNS), Units 2 and 3 located in Fairfield County, South Carolina. The amendment consists of changes to the updated final safety analysis report (UFSAR) for VCSNS Units 2 and 3 (including the plant-specific Tier 1 Table 3.3-1 and Figure 3.3-11B) and the corresponding Table 3.3- 1 and Figure 3.3-11B of Appendix C to the Facility COLs. The granting of the exemption allows the changes to Tier 1 information as specified in the license amendment request (LAR). Because the acceptability of the exemption was determined in part by the acceptability of the amendment, the exemption and amendment are being issued concurrently.
