The U.S. Nuclear Regulatory Commission (NRC) has renewed Materials License No. SNM-2014 held by Tennessee Valley Authority (TVA) to possess, inspect and store an initial core of special nuclear material (SNM) in the form of fresh fuel assemblies at TVA's Watts Bar site in Spring City, Tennessee. On August, 23, 2012, TVA submitted its renewal application for their SNM license to extend their license expiration. NRC has reviewed TVA's license renewal application and submittals, and has renewed TVA's license to expire on September 30, 2017.

The U.S. Nuclear Regulatory Commission (NRC) invites public comment about our intention to request the OMB's approval for renewal of an existing information collection that is summarized below. We are required to publish this notice in the Federal Register under the provisions of the Paperwork Reduction Act of 1995 (44 U.S.C. Chapter 35). Information pertaining to the requirement to be submitted: 1. The title of the information collection: 10 CFR Part 54, ``Requirements for Renewal of Operating Licenses for Nuclear Power Plants.'' 2. Current OMB approval number: 3150-0155. 3. How often the collection is required: There is a one-time application for any licensee wishing to renew the operating license for its nuclear power plant. There is a one-time requirement for each licensee with a renewed operating license to submit a letter documenting the completion of inspection and testing activities. All holders of renewed licenses must perform yearly record keeping. 4. Who is required or asked to report: Commercial nuclear power plant licensees who wish to renew their operating licenses and holders of renewed licenses. 5. The number of annual respondents: 58 (52 recordkeepers + 6 responses (2 license renewal applications expected on average + 4 letters documenting the completion of inspection and testing activities expected on average)). 6. The number of hours needed annually to complete the requirement or request: 220,340 hours (168,340 hours of reporting + 52,000 hours of recordkeeping). 7. Abstract: Part 54 of Title 10 of the Code of Federal Regulations (10 CFR), establishes license renewal requirements for commercial nuclear power plants and describes the information that licensees must submit to the NRC when applying for a license renewal. The application must contain information on how the licensee will manage the detrimental effects of age-related degradation on certain plant systems, structures, and components so as to continue the plant's safe operation during the renewal term. The NRC needs this information to determine whether the licensee's actions will be effective in assuring the plants' continued safe operation during the period of extended operation. Holders of renewed licenses must retain in an auditable and retrievable form, for the term of the renewed operating license, all information and documentation required to document compliance with 10 CFR Part 54. The NRC needs access to this information for continuing effective regulatory oversight. Submit, by October 27, 2014, comments that address the following questions: 1. Who will be required or asked to report: Any licensee who holds a specific license from an Agreement State and wants to conduct the same activity in non-Agreement States, areas of exclusive Federal jurisdiction, or offshore waters under the general license in Sec. 150.20 of Title 10 of the Code of Federal Regulations (10 CFR). 7. Abstract: Any Agreement State licensee who engages in the use of radioactive material in non-Agreement States, areas of exclusive Federal jurisdiction, or offshore waters, under the general license in 10 CFR 150.20, is required to file, with the NRC Regional Administrator for the Region in which the Agreement State that issues the license is located, a copy of NRC Form 241 (``Report of Proposed Activities in Non-Agreement States, Areas of Exclusive Federal Jurisdiction, or Offshore Waters''), a copy of its Agreement State specific license, and the appropriate fee as prescribed in 10 CFR 170.31 at least 3 days before engaging in such activity. This mandatory notification permits the NRC to schedule inspections of the activities to determine whether the activities are being conducted in accordance with requirements for protection of the public health and safety. Pursuant to Section 189a.(2) of the Atomic Energy Act of 1954, as amended (the Act), the U.S. Nuclear Regulatory Commission (NRC) is publishing this regular biweekly notice. The Act requires the Commission to publish notice of any amendments issued, or proposed to be issued and grants the Commission the authority to issue and make immediately effective any amendment to an operating license or combined license, as applicable, upon a determination by the Commission that such amendment involves no significant hazards consideration, notwithstanding the pendency before the Commission of a request for a hearing from any person. This biweekly notice includes all notices of amendments issued, or proposed to be issued from July 24, 2014 to August 6, 2014. The last biweekly notice was published on August 5, 2014.

The U.S. Nuclear Regulatory Commission (NRC) approved a request by Florida Power & Light Company (the licensee) for amendments to Renewed Facility Operating License Nos. DPR-31 and DPR-41, issued to the licensee for operation of Turkey Point Nuclear Generating Units 3 and 4 (Turkey Point), located in Miami-Dade County, Florida. The amendments revise the ultimate heat sink (UHS) water temperature limit in the Turkey Point Technical Specifications (TSs) from 100 to 104 degrees Fahrenheit ([deg]F) and revise surveillance requirements for monitoring the UHS temperature and component cooling water (CCW) heat exchangers. The amendments also made editorial changes to the TSs. The Staff finds that the application for the license amendments complies with the requirements of the Atomic Energy Act of 1954, as amended, and the NRC's regulations.

The U.S. Nuclear Regulatory Commission (NRC) plans to hold a public meeting to review draft regulatory guide (DG) 1141, ``Setpoints for Safety-Related Instrumentation.'' This DG is proposed Revision 4 of Regulatory Guide (RG) 1.105, ``Setpoints for Safety-Related Instrumentation.''

Abstract: Part 75 of Title 10 of the Code of Federal Regulations, requires selected licensees to provide reports of nuclear material inventory and flow for selected facilities under the US/IAEA Safeguards Agreement, permit inspections by IAEA inspectors, complementary access of IAEA inspectors under the Additional Protocol, give immediate notice to the NRC in specified situations involving the possibility of loss of nuclear material, and give notice for imports and exports of specified amounts of nuclear material. These licensees will also follow written material accounting and control procedures, although actual reporting of transfer and material balance records to the IAEA will be done through the U. S. State system (Nuclear Materials Management and Safeguards System, collected under OMB clearance numbers 3150-0003, 3150-0004, 3150-0057, and 3150-0058.) The U.S. Nuclear Regulatory Commission (NRC) is granting an exemption to allow a departure from the certification information of Tier 1 of the generic design control document (DCD) and issuing License Amendment No. 12 to Combined Licenses (COL) NPF-93 and NPF-94. The COLs were issued to South Carolina Electric and Gas (SCE&G) and South Carolina Public Service Authority (Santee Cooper) (the licensee), for construction and operation of the Virgil C. Summer Nuclear Station (VCSNS), Units 2 and 3 located in Fairfield County, South Carolina. The amendment consists of changes to the updated final safety analysis report (UFSAR) for VCSNS Units 2 and 3 (including the plant-specific Tier 1 Table 3.3-1 and Figure 3.3-11B) and the corresponding Table 3.3- 1 and Figure 3.3-11B of Appendix C to the Facility COLs. The granting of the exemption allows the changes to Tier 1 information as specified in the license amendment request (LAR). Because the acceptability of the exemption was determined in part by the acceptability of the amendment, the exemption and amendment are being issued concurrently.

The U.S. Nuclear Regulatory Commission (NRC) is seeking public comment on a draft generic letter to request information from licensees to address the treatment of natural phenomena hazards in fuel cycle facilities. The NRC has determined that facility-specific information is necessary to confirm that fuel cycle facilities are in compliance with appropriate regulatory requirements. The NRC will use information submitted by licensees in response to the generic letter if additional regulatory action is warranted.

The U.S. Nuclear Regulatory Commission (NRC) is correcting a notice that was published in the Federal Register (FR) on July 11, 2014, announcing the release of draft regulatory guide (DG), DG-1141, ``Setpoints for Safety-Related Instrumentation,'' for a 60 day public comment period. This action is being taken to correct the Agencywide Documents Access and Management System (ADAMS) Accession number for DG- 1141. The document at the corrected ADAMS number includes editorial changes that were not included in the previously referenced version of DG-1141, but there are no technical changes. Due to this error, the NRC is extending the comment period from September 9, 2014, to October 10, 2014.

The U.S. Nuclear Regulatory Commission (NRC) received and is considering approval of seven amendment requests. The amendment requests are for James A. Fitzpatrick Nuclear Power Plant; Pilgrim Nuclear Power Station; Calvert Cliffs Nuclear Power Plant; LaSalle County Station, Units 1 and 2 (two requests); Nine Mile Point Nuclear Station, Unit 2; Prairie Island Nuclear Power Plant, Units 1 and 2. For each amendment request, the NRC proposes to determine that they involve no significant hazards consideration. In addition, each amendment request contains sensitive unclassified non-safeguards information (SUNSI).

The U.S. Nuclear Regulatory Commission (NRC) is issuing for public comment draft regulatory guide (DG), DG-1256, ``Laboratory Investigations of Soils and Rocks for Engineering Analysis and Design of Nuclear Power Plants.'' This guide describes a method that the NRC staff considers acceptable for use in the laboratory testing of soils and rocks needed to confirm the design and safety of nuclear power plants.
