The Corporation for National and Community Service (hereinafter the ``Corporation''), as part of its continuing effort to reduce paperwork and respondent burden, conducts a pre-clearance consultation program to provide the general public and federal agencies with an opportunity to comment on proposed and/or continuing collections of information in accordance with the Paperwork Reduction Act of 1995 (PRA95)(44 U.S.C. 3506(c)(2)(A)). This program helps to ensure that requested data can be provided in the desired format, reporting burden (time and financial resources) is minimized, collection instruments are clearly understood, and the impact of the collection requirement on respondents can be properly assessed. Since 2003, the Spirit of Service awards has enabled the Corporation to recognize exceptional organizations and program participants from each of the Corporation's three programs: Senior Corps, AmeriCorps, and Learn and Serve. Prior to 2003, AmeriCorps recognized its outstanding members annually through the All-AmeriCorps Awards, which were initiated in 1999 and presented by President Clinton as part of the 5th anniversary celebration of the program. Senior Corps had recognized its outstanding projects and volunteers at its own national conference, and Learn and Serve America recognized exemplary programs and participants through its Leaders School selection and the President's Student Service Awards. Currently, the Corporation is soliciting comments concerning the Spirit of Service Award nomination guidelines for the Corporate Award. This award is for people, companies, or organizations, who have a relationship with a grantee funded by the Corporation through Senior Corps, AmeriCorps, and/or Learn and Serve America and are nominated by a Corporation-sponsored grantee program. Copies of the information collection requests can be obtained by contacting the office listed in the address section of this notice.

Proposed Information Collection; Comment Request
Document Number: 05-3826
Type: Notice
Date: 2005-02-28
Agency: Corporation for National and Community Service, Agencies and Commissions
The Corporation for National and Community Service (hereinafter the ``Corporation''), as part of its continuing effort to reduce paperwork and respondent burden, conducts a pre-clearance consultation program to provide the general public and federal agencies with an opportunity to comment on proposed and/or continuing collections of information in accordance with the Paperwork Reduction Act of 1995 (PRA95) (44 U.S.C. section 3506(c)(2)(A)). This program helps to ensure that requested data can be provided in the desired format, reporting burden (time and financial resources) is minimized, collection instruments are clearly understood, and the impact of collection requirement on respondents can be properly assessed. Currently, the Corporation is soliciting comments concerning its proposed use of a modified version of the OMB-approved Standard Form 269A, ``Financial Status Report (Short Form).'' This modified form is and would be exclusively used for financial reporting on grants awarded for the AmeriCorps program. This modified financial status report is currently in use by AmeriCorps grantees in the same format for which comments are being now being solicited. Grantees in the AmeriCorps program use the modified Standard Form 269A to report cumulative financial status and activity, typically over a semi-annual period specified by the grant award provisions. The modified Standard Form 269A for AmeriCorps grantees differs from the regular Standard Form 269A in only one respect. On lines 10b and 10c where total ``Recipient share of outlays'' and ``Federal share of outlays'' are normally reported, respectively, the modified form requires two sub-total amounts to be recorded. Lines 10b and 10c are each split into (1) ``Member Support'' and (2) ``Operational Expense'' categories of outlays. It is necessary to collect sub-totals rather than totals to maintain adequate federal financial management integrity since member support and operational expense categories of grantee spending require different rates at which the grantee must provide matching funds (recipient share). Copies of the information collection requests can be obtained by contacting the office listed in the address section of this notice.

Sunshine Act; Notice of Closed Meeting
Document Number: 05-2496
Type: Notice
Date: 2005-02-08
Agency: Corporation for National and Community Service, Agencies and Commissions
On Thursday, February 3, 2005, a majority of the Board of Directors (Board) of the Corporation for National and Community Service (Corporation) voted, pursuant to 45 CFR 2505.4, to close public observation for a meeting on February 7, 2005. The meeting to be closed involves discussions of the draft AmeriCorps rulemaking proposal the Corporation plans to submit to the Office of Management and Budget rulemaking docket. The vote followed a determination, in accordance with the Government in the Sunshine Act and the Corporation's regulations, that Board business required this discussion without the delay that would be necessary to make a public announcement at least one week before the meeting, in accordance with 45 CFR 2505.6. In accordance with 45 CFR 2505.5(e), the Corporation's General Counsel has certified that, in his opinion, the meeting to be closed could properly be closed to public observation on the grounds that disclosing the information to be discussed to the public prematurely would significantly frustrate implementation of a proposed agency action, pursuant to 45 CFR 2505.4(h)(i). The Board accepted that determination in voting to close the meeting. As provided in 45 CFR 2505.5(c), the members of the Board voting in favor of closing the meeting were: Stephen Goldsmith; Dorothy Johnson; Donna Williams; Cynthia Burleson; Henry Lozano; Leona White Hat; and William Schambra. The Corporation expects the following Corporation for National and Community staff to attend the closed meeting: David Eisner, Chief Executive Officer; Andrew Klein, Acting Chief Financial Officer; Amy Mack, Chief of Staff; Frank Trinity, General Counsel; Rosie Mauk, Director of AmeriCorps; Kathy Ott, Director of Government Relations; Robert Grimm, Director of Research and Policy Development; Nicola Goren, Associate General Counsel; Susannah Washburn, Senior Advisor to the CEO; Carol Bates, Acting Inspector General; and Vincent Mulloy, Counsel to the Inspector General. In addition, the Corporation expects the following members of the Board of Directors to attend: Stephen Goldsmith (Chair); Dorothy Johnson; Donna Williams; Cynthia Burleson; Carol Kinsley; Henry Lozano; William Schambra; Mimi Mager; Mark Gearan; Jacob Lew; Leona White Hat, as well as Alan Solomont, immediate past Chair of the Board's rulemaking committee, and Juanita Doty, immediate past chair of the Board's communications committee.
