This Notice revises the schedules of income eligibility levels for participation in the Foster Grandparent Program (FGP) and the Senior Companion Program (SCP) of the Corporation for National and Community Service, published in 69 FR 16527-16529, March 30, 2004.

The Corporation for National and Community Service (Corporation) no longer publishes Notices of Funding Availability (NOFAs) in the Federal Register. Instead, all Corporation NOFAs are synopsized and posted at the government-wide Internet site, https:// Grants.gov, in accordance with the policy directive issued by the Office of Management and Budget (OMB). The Corporation for National and Community Service (hereinafter the ``Corporation''), as part of its continuing effort to reduce paperwork and respondent burden, conducts a pre-clearance consultation program to provide the general public and Federal agencies with an opportunity to comment on proposed and/or continuing collections of information in accordance with the Paperwork Reduction Act of 1995 (PRA95) (44 U.S.C. 3506(c)(2)(A)). This program helps to ensure that requested data can be provided in the desired format, reporting burden (time and financial resources) is minimized, collection instruments are clearly understood, and the impact of collection requirement on respondents can be properly assessed. Currently, the Corporation is soliciting comments concerning the proposed renewal of its AmeriCorps*VISTA Project Progress Report (OMB Control Number 3045-0043), The previously approved Progress Report will expire on May 31, 2005. This reinstatement with changes reflects the Corporation's intent to modify selected sections of the collection instrument to reflect changes in data considered ``core reporting'' information to meet a variety of needs, including adding new data elements as needed to ensure information collection captures appropriate data for the Corporation's required performance measurement and other reporting.

This program helps to ensure that requested data can be provided in the desired format, reporting burden (time and financial resources) is minimized, collection instruments are clearly understood, and the impact of collection requirement on respondents can be properly assessed. Currently, the Corporation is soliciting comments concerning its proposed use of a modified version of the OMB-approved Standard Form 269A, ``Financial Status Report (Short Form).'' This modified form is and would be exclusively used for financial reporting on grants awarded for the AmeriCorps program. This modified financial status report is currently in use by AmeriCorps grantees in the same format for which comments are being now being solicited. Grantees in the AmeriCorps program use the modified Standard Form 269A to report cumulative financial status and activity, typically over a semi-annual period specified by the grant award provisions. The modified Standard Form 269A for AmeriCorps grantees differs from the regular Standard Form 269A in only one respect. On lines 10b and 10c where total ``Recipient share of outlays'' and ``Federal share of outlays'' are normally reported, respectively, the modified form requires two sub-total amounts to be recorded. Lines 10b and 10c are each split into (1) ``Member Support'' and (2) ``Operational Expense'' categories of outlays. It is necessary to collect sub-totals rather than totals to maintain adequate federal financial management integrity since member support and operational expense categories of grantee spending require different rates at which the grantee must provide matching funds (recipient share). On Thursday, February 3, 2005, a majority of the Board of Directors (Board) of the Corporation for National and Community Service (Corporation) voted, pursuant to 45 CFR 2505.4, to close public observation for a meeting on February 7, 2005. The meeting to be closed involves discussions of the draft AmeriCorps rulemaking proposal the Corporation plans to submit to the Office of Management and Budget rulemaking docket. The vote followed a determination, in accordance with the Government in the Sunshine Act and the Corporation's regulations, that Board business required this discussion without the delay that would be necessary to make a public announcement at least one week before the meeting, in accordance with 45 CFR 2505.6. In accordance with 45 CFR 2505.5(e), the Corporation's General Counsel has certified that, in his opinion, the meeting to be closed could properly be closed to public observation on the grounds that disclosing the information to be discussed to the public prematurely would significantly frustrate implementation of a proposed agency action, pursuant to 45 CFR 2505.4(h)(i). The Board accepted that determination in voting to close the meeting. As provided in 45 CFR 2505.5(c), the members of the Board voting in favor of closing the meeting were: Stephen Goldsmith; Dorothy Johnson; Donna Williams; Cynthia Burleson; Henry Lozano; Leona White Hat; and William Schambra.
