AmeriCorps Online Payment System Launched
The Corporation for National and Community Service is announcing a new online payment system that will allow Segal AmeriCorps Education Award payment requests and other benefits-related requests from AmeriCorps members to be submitted and processed online. The new system eliminates the need to submit and process paper forms, while increasing the accuracy of the data and the speed with which payments are made. The new system became available for institutions registration on August 16, 2006.

AmeriCorps Grant Applications From Professional Corps
The Corporation for National and Community Service is proposing to amend title 45 Code of Federal Regulations, part 2522.240(b)(2)(ii), to remove the restriction on certain professional corps programs from applying through State Commissions for AmeriCorps State competitive funds. The proposed amendment would realign the regulations with the authorizing statutory language. In the Rules Section of this Federal Register, the Corporation is taking direct final action on the proposed amendment because we view the amendments as non-controversial and anticipate no adverse comments. The Corporation has provided a detailed rationale for the amendment in the direct final rule. If the Corporation receives no adverse comments, the amendment set forth in the direct final action will become effective and we will take no further action on this proposed rule. If the Corporation receives adverse comments on the amendment, we will publish a timely withdrawal in the Federal Register of the direct final rule informing the public that the direct final rule will not take effect, and we will address public comments received in a subsequent final rule based on the proposed rule. The Corporation will not institute a second comment period on the subsequent final rule. Any one interested in commenting on this document should do so at this time.

Program Fraud Civil Remedies Act
The Corporation for National and Community Service (Corporation) proposes regulations to implement the Program Fraud Civil Remedies Act of 1986 (Act). The Act authorizes certain Federal agencies, including the Corporation, to impose, through administrative adjudication, civil penalties and assessments against any person who makes, submits, or presents a false, fictitious, or fraudulent claim or written statement to the agency. The proposed regulations establish the procedures the Corporation will follow in implementing the provisions of the Act and specifies the hearing and appeal rights of persons subject to penalties and assessments under the Act. They also designate the Corporation's Chief Financial Officer to act on behalf of the Chief Executive Officer in carrying out certain duties and responsibilities under the regulations.

National Civilian Community Corps (NCCC) Advisory Board Meeting
The Corporation for National and Community Service is issuing this notice under Public Law 92-463 (Federal Advisory Committee Act) to advise the public that the January 19, 2006 meeting of the AmeriCorps NCCC Advisory Board has been cancelled and replaced with a February 8, 2006 meeting. The Board advises the Director of the NCCC concerning the administration of the program and assists in the development and administration of the Corps: Date and Time: Wednesday, February 8, 2006, 10 a.m.-4 p.m. Place: Corporation for National and Community Service, 1201 New York Avenue, NW., 8th Floor, Room 8312, Washington, DC 20525. AmeriCorps State and National, Senior Corps, and Learn and Serve
The Corporation for National and Community Service (the Corporation) invites public input regarding a Corporation requirement that grantees conduct and document criminal background checks on grant- funded employees and participants who, on a recurring basis, have access to children and other vulnerable populations, including the elderly and individuals with disabilities. In addition, the Corporation seeks input concerning whether any category of individuals should, on the basis of their criminal histories, be disqualified from working or participating in a Corporation-funded project in which they have such access. We will consider input submitted in writing, as described below, or orally in one of two conference calls we will hold on the dates listed below. The Corporation will not respond formally to this input, but will consider it in drafting any Notice of Proposed Rulemaking. The public will have a separate opportunity to provide formal comment on any proposed rule the Corporation publishes for comment in 2005 or thereafter.
