On October 15, 2010, the U.S. Nuclear Regulatory Commission (NRC) published a notice in the Federal Register (75 FR 63519), which announced, in part, that the public comment period for the U.S. Nuclear Regulatory Commission's (NRC's) Draft Environmental Assessment (EA) and Draft Finding of No Significant Impact (FONSI) for the proposed license renewal for operations at the Nuclear Fuel Services, Inc. (NFS) fuel fabrication facility in Erwin, Tennessee, closed on November 13, 2010. The purpose of this notice is to extend the public comment period on the Draft EA and Draft FONSI to December 31, 2010. On October 26, 2010, the NRC held a public meeting in Erwin, Tennessee, as part of the public comment process for the Draft EA and Draft FONSI. Additionally, members of the public have been submitting written comments on the Draft EA and Draft FONSI since the initial notice of availability of these documents was published on October 15, 2010. In response to requests received in writing, the comment period on the Draft EA and Draft FONSI is being extended to December 31, 2010.

The U.S. Office of Personnel Management is issuing proposed regulations to implement an amendment to the Family and Medical Leave Act (FMLA) that creates an additional qualifying reason for leave. Under this amendment, eligible Federal employees may take up to 12 administrative workweeks of FMLA leave without pay due to a qualifying exigency. Qualifying exigencies arise out of the fact that a covered family member is on covered active duty in the Armed Forces or has been notified of an impending call or order to covered active duty status. These regulations would help employees manage family affairs when a family member is on covered active duty.

Background: On June 15, 1984, the Office of Management and Budget (OMB) delegated to the Board of Governors of the Federal Reserve System (Board) its approval authority under the Paperwork Reduction Act (PRA), as per 5 CFR 1320.16, to approve of and assign OMB control numbers to collection of information requests and requirements conducted or sponsored by the Board under conditions set forth in 5 CFR part 1320 appendix A.1. Board-approved collections of information are incorporated into the official OMB inventory of currently approved collections of information. The Commodity Futures Trading Commission (Commission or CFTC) is proposing rules to implement new statutory provisions enacted by Title VII of the Dodd-Frank Wall Street Reform and Consumer Protection Act (Dodd-Frank Act) regarding the compliance activities of certain registrants. The proposed rules require each futures commission merchant, swap dealer, and major swap participant to designate a chief compliance officer. The proposed rules also prescribe qualifications and duties of the chief compliance officer. Finally, the proposed rules require that the chief compliance officer prepare, certify, and furnish to the Commission an annual report containing an assessment of the registrant's compliance activities.
