Pursuant to the National Environmental Policy Act of 1969, as amended (NEPA) (42 U.S.C. 4321, et seq.), the Council on Environmental Quality Regulations for Implementing the Procedural Provisions of NEPA (40 CFR Parts 1500-1508), and NASA policy and procedures (14 CFR Part 1216 subpart 1216.3), NASA has made a Finding of No Significant Impact (FONSI) with respect to the proposed development of the Crew Exploration Vehicle (CEV). The CEV, a reusable Apollo-like capsule, would enable our Nation's renewed commitment to human space exploration of the Moon and beyond and provide human and cargo access to the International Space Station no later than 2014. Development of the CEV would entail the design, fabrication and assembly of different variants of the spacecraft that meet mission requirements for journeys to Low- Earth Orbit, Moon, Mars, and destinations beyond. Development activities would occur at multiple NASA and commercial facilities throughout the United States. Under the Proposed Action a limited number of CEV spacecraft would be assembled and made available for future testing and flight qualification.

The NRC has recently submitted to OMB for review the following proposal for the collection of information under the provisions of the Paperwork Reduction Act of 1995 (44 U.S.C. Chapter 35). The NRC hereby informs potential respondents that an agency may not conduct or sponsor, and that a person is not required to respond to, a collection of information unless it displays a currently valid OMB control number. 1. Type of submission, new, revision, or extension: Extension. 2. The title of the information collection: NRC Form 398: ``Personal Qualification StatementLicensee''. 3. The form number if applicable: NRC Form 398. 4. How often the collection is required: On occasion and every six years (at renewal). 5. Who will be required or asked to report: Individuals requiring a license to operate the controls at a nuclear reactor. 6. An estimate of the number of annual responses: 1,350 (one each per respondent). 7. The estimated number of annual respondents: 1,350 annually. 8. An estimate of the total number of hours needed annually to complete the requirement or request: 3,250 (2.4 hours per response). 9. An indication of whether Section 3507(d), Pub. L. 104-13 applies: Not applicable. 10. Abstract: NRC Form 398 requests detailed information that should be submitted by a licensing applicant and facility licensee when applying for a new or renewal license to operate the controls at a nuclear reactor facility. This information, once collected, would be used for licensing actions and for generating reports on the Operator Licensing Program. Who is required or asked to report: All NRC specific licensees who place byproduct, source, or special nuclear material into transportation, and all persons who wish to apply for NRC approval of package designs for use in such transportation. 5. The estimated number of annual respondents: 250 licensees. 6. The number of hours needed annually to complete the requirement or request: 42,896 hours (37,304 hours for reporting requirements and 5,592 for recordkeeping requirements). 7. Abstract: NRC regulations in 10 CFR Part 71 establish requirements for packing, preparation for shipment, and transportation of licensed material, and prescribe procedures, standards, and requirements for approval by NRC of packaging and shipping procedures for fissile material and for quantities of licensed material in excess of Type A quantities.
