Silicomanganese From Brazil, China, and Ukraine Determinations On the basis of the record 1 developed in the subject five-year reviews, the United States International Trade Commission (Commission) determines, pursuant to section 751(c) of the Tariff Act of 1930 (19 U.S.C. 1675(c)) (the Act), that revocation of the antidumping duty orders on silicomanganese from Brazil, China, and Ukraine would be likely to lead to continuation or recurrence of material injury to an industry in the United States within a reasonably foreseeable time. Background The Commission instituted these reviews on January 3, 2006 (71 FR 135) and determined on April 10, 2006 that it would conduct expedited reviews (71 FR 27515, May 11, 2006). The Commission transmitted its determinations in these reviews to the Secretary of Commerce on August 28, 2006. The proposed information collection is published to obtain comments from the public and affected agencies. This proposed information collection was previously published in the Federal Register Volume 71, Number 81, pages 24861– 24862 on April 27, 2006, allowing for a 60 day comment period. The purpose of this notice is to allow for an additional 30 days for public comment until October 2, 2006. This process is conducted in accordance with 5 CFR 1320.10. Abstract: The limited permittees are required to complete ATF F 5400.4 prior to receiving explosives materials. The form verifies that all persons who are purchasing explosive materials have the proper Federal permit and to ensure that such persons have appropriate facilities for storage of the explosive materials. (5) An estimate of the total number of respondents and the amount of time estimated for an average respondent to respond: There will be an estimated 400 respondents, who will complete the form within approximately 20 minutes. (6) An estimate of the total burden (in hours) associated with the collection: There are an estimated 792 total burden hours associated with this collection. Determinations
