List of Approved Spent Fuel Storage Casks: Holtec International HI-STORM 100 Cask System, Certificate of Compliance No. 1014, Renewed Amendment No. 16
The U.S. Nuclear Regulatory Commission (NRC) is amending its spent fuel storage regulations by revising the Holtec International HI- STORM 100 Cask System listing within the "List of approved spent fuel storage casks" to include Renewed Amendment No. 16 to Certificate of Compliance No. 1014. Renewed Amendment No. 16 revises the certificate of compliance to add a new overpack, include the ability to use computational fluid dynamics analysis to evaluate site-specific accident scenarios, modify the cask design, modify operational and testing requirements, and make changes to the final safety analysis report.
Proposed Data Collection Submitted for Public Comment and Recommendations
The National Science Foundation (NSF) is announcing plans for a new data collection. In accordance with the requirements of the Paperwork Reduction Act of 1995, we are providing an opportunity for public comment on this action. Notice of Request for Information (RFI) Related to the Department of Energy's Equity Action Plan Update
The Department of Energy (DOE or the Department) is seeking information to assist in carrying out certain responsibilities under the Executive order (E.O.), "Further Advancing Racial Equity and Support for Underserved Communities Through the Federal Government" issued on February 22, 2023. Among other requirements, section 3, subsection (b)(iii) of the E.O. directs Federal agencies to submit an Equity Action plan that includes "strategies, including new or revised policies and programs, to address the barriers described in subsection (b)(ii) of this section, and to ensure equitable access and opportunity for underserved communities." DOE is soliciting information on one or more of the topics outlined in this RFI to address in the next update to the Equity Action Plan. The information provided in response to this RFI will inform the preparation of that update to the plan.

The system collects information on DOT employees, contractors, and members of the public to track and manage the information and records necessary to conduct employee suitability background investigations and determine eligibility for clearances. NMFS has received a request from Phillips 66 Co. (Phillips 66) for authorization to take marine mammals incidental to Ferndale Refinery Dock Maintenance and Pile Replacement Activities in Ferndale, Washington. Pursuant to the Marine Mammal Protection Act (MMPA), NMFS is requesting comments on its proposal to issue an incidental harassment authorization (IHA) to incidentally take marine mammals during the specified activities. NMFS is also requesting comments on a possible one-time, 1-year renewal that could be issued under certain circumstances and if all requirements are met, as described in Request for Public Comments at the end of this notice. NMFS will consider public comments prior to making any final decision on the issuance of the requested MMPA authorization and agency responses will be summarized in the final notice of our decision.

Capital Magnet Fund
The Department of the Treasury is issuing a revised interim rule implementing the Capital Magnet Fund (CMF), administered by the Community Development Financial Institutions Fund (CDFI Fund). This revised interim rule incorporates, among other things: revisions to certain definitions and CMF program requirements to improve the public's understanding and streamline the administration of CMF program requirements; revisions to project level requirements to better align CMF with other Federal housing programs; programmatic updates to address current business practices in the affordable housing industry; and consolidation of Economic Development Activities under a new section for a more comprehensive articulation of the criteria. On March 21, 2024, the U.S. Court of International Trade (the Court) issued its final judgment in Trina Solar (Changzhou) Science & Technology Co., Ltd., et al. v. United States, Court No. 23-00219 (CIT March 21, 2024), sustaining the U.S. Department of Commerce's (Commerce) final remand results pertaining to the countervailing duty administrative review on certain crystalline silicon photovoltaic products (solar products) from the People's Republic of China (China), covering the period of review (POR) January 1, 2021, through December 31, 2021. Commerce is notifying the public that the Court's final judgment is not in harmony with the final results of the administrative review, and that Commerce is amending its final results.
Safety Zones; Recurring Safety Zones in Captain of the Port Northern Great Lakes Zone
The Coast Guard will enforce various safety zones for maritime events in the Captain of the Port Northern Great Lakes. Enforcement of these safety zones is necessary to protect the safety of life and property on the navigable waters immediately prior to, during, and immediately after this event. During the period, the Coast Guard will enforce restrictions upon, and control movement of, vessels in a specified area immediately prior to, during, and immediately after events. During each enforcement period, vessels must stay out of the established safety zone and may only enter with permission from the designated representative of the Captain of the Port Northern Great Lakes.
