In accordance with the Paperwork Reduction Act of 1995, United States Department of Agriculture (USDA) is requesting the Office of Management and Budget (OMB) to conduct an emergency review of a new collection entitled ``Build America, Buy America (BABA) Waiver Request Data Collection.'' Safety Zone; Laguna Madre, South Padre Island, TX
The Coast Guard is establishing a temporary safety zone for certain navigable waters in the Laguna Madre. The safety zone is needed to protect personnel, vessels, and the marine environment from potential hazards created by a firework display launched from a barge in the Laguna Madre, South Padre Island, Texas. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port Sector Corpus Christi or a designated representative.

Authorization of Emergency Use of Two In Vitro Diagnostic Devices in Response to an Outbreak of Mpox; Availability
The Food and Drug Administration (FDA) is announcing the issuance of Emergency Use Authorizations (EUAs) (the Authorizations) under the Federal Food, Drug, and Cosmetic Act (FD&C Act) in response to an outbreak of mpox. FDA has issued an Authorization for an in vitro diagnostic device as requested by Becton, Dickinson & Company (BD) and DiaCarta, Inc. The Authorizations contain, among other things, conditions on the emergency use of the authorized products. The Authorizations follow the August 9, 2022, determination by the Secretary of Health and Human Services (HHS) that there is a public health emergency, or a significant potential for a public health emergency, that affects, or has a significant potential to affect, national security or the health and security of U.S. citizens living abroad, and that involves monkeypox virus. On the basis of such determination, the Secretary of HHS declared, on September 7, 2022, that circumstances exist justifying the authorization of emergency use of in vitro diagnostics for detection and/or diagnosis of infection with the monkeypox virus, including in vitro diagnostics that detect and/or diagnose infection with non-variola Orthopoxvirus, pursuant to the FD&C Act, subject to terms of any authorization issued under that section. The Authorizations, which include an explanation of the reasons for issuance, are reprinted in this document.
Standard Review Plan for Applications for 10 CFR Part 70 Licenses for Possession and Use of Special Nuclear Materials of Critical Mass But Not Subject to the Requirements in 10 CFR Part 70, Subpart H
On December 8, 2022, the U.S. Nuclear Regulatory Commission (NRC) solicited comments on draft NUREG-2212, ``Standard Review Plan for Applications for 10 CFR part 70 Licenses for Possession and Use of Special Nuclear Materials of Critical Mass but not Subject to the Requirements in 10 CFR part 70, subpart H.'' The public comment period was originally scheduled to close on February 6, 2023. The NRC has decided to extend the public comment period to allow more time for members of the public to develop and submit their comments.
