SUPPLEMENTARY INFORMATION: Notice is
hereby given that, in a letter dated
December 13, 2022, the President issued
a major disaster declaration under the
authority of the Robert T. Stafford
Disaster Relief and Emergency
Assistance Act, 42 U.S.C. 5121 et seq.
(the ‘‘Stafford Act’’), as follows:
SUMMARY:
I have determined that the damage in
certain areas of the State of Florida resulting
from Hurricane Nicole during the period of
November 7 to November 30, 2022, is of
sufficient severity and magnitude to warrant
a major disaster declaration under the Robert
T. Stafford Disaster Relief and Emergency
Assistance Act, 42 U.S.C. 5121 et seq. (the
‘‘Stafford Act’’). Therefore, I declare that such
a major disaster exists in the State of Florida.
In order to provide Federal assistance, you
are hereby authorized to allocate from funds
available for these purposes such amounts as
you find necessary for Federal disaster
assistance and administrative expenses.
You are authorized to provide Individual
Assistance and Public Assistance in the
designated areas and Hazard Mitigation
throughout the State. Consistent with the
requirement that Federal assistance be
supplemental, any Federal funds provided
under the Stafford Act for Public Assistance,
Hazard Mitigation, and Other Needs
Assistance under section 408 will be limited
to 75 percent of the total eligible costs.
Further, you are authorized to make
changes to this declaration for the approved

Watershed, the Boundary Waters Canoe
Area Wilderness (BWCAW), the
Boundary Waters Canoe Area
Wilderness Mining Protection Area
(MPA), and the 1854 Ceded Territory of
the Lake Superior Chippewa in
northeastern Minnesota from the
potential adverse effects of mineral and
geothermal exploration and
development.
DATES: This Order takes effect on
January 31, 2023.

area described in this Order are
subsequently acquired by the United
States, the non-Federal interests will
become subject to this withdrawal.

By virtue of the authority vested in
the Secretary of the Interior by Section
204(c) of the Federal Land Policy and
Management Act of 1976, 43 U.S.C.
1714(c), it is ordered as follows:
1. Subject to valid existing rights, the
National Forest System lands, and all
non-Federal lands that are subsequently
acquired by the Federal government,
within the Townships identified below,
as depicted in the attached map, are
hereby withdrawn from disposition
under the United States mineral and
geothermal leasing laws, including the
Mineral Leasing Act of 1920 (30 U.S.C.
181 et seq., as amended), the
Geothermal Steam Act of 1970 (30
U.S.C. 1001 et seq.), the Mineral Leasing
